Mike Sullivan, 24 Jared Court, follow up on the meeting regarding Town Manager's Office budget presentation - surprised there was no detail. Request that Town Council have adequate time to deliberate on Town Manger's Office budget (staffing, admin, etc). There is statement use of surplus from general fund was reinstituted again. that seems to be taken for granted. going back through history - borrowing from surplus had been in practice since 1975. seems like long road ahead with budgt deliberations. The fund balance should be between 5-10% but do not know what the fund balance is. There should be plan to correct if below 5-10%.

Anwar - just wanted to mention about the recent incident about SW High School with the hate graffiti - thanked PD for doing an excellent job. Want to make sure that the community recognizes that the Town has 0 tolerence for this type of act.
Snyder - it was very disturbing that that happened. South Windsor Human Relations Commission issued press release - concern is that one of the sentences says something about a student - this was accusing a student. My concern is it was acccusing a student when it was still under investigation. When things are under investigation nothing should be said until it is found out who did something. It was not a student of SW High School. Would like guidance of something like this not happening. I believe an apoligy to High School body should be done. Do not know how this should be handled in the future. Maybe the Town Council or someone should review items like this before they go out. Think we should address this. Delnicki - I agree to accuse a student of SW High School was the wrong statement. I did find out it was not one of our students and our students in our community are at a higher standard then that. The only way I can make it up is to apolize on behalf of the Town Council. how to prevent in the future we will have to discuss that. Yagaloff - there are two sets of issues here, the improper response of the committee. but then we go back to the fundamental issue - person has not been identified yet. It frightened a lot of students in town. It is the communities response that is most important. There has not been a lot of community response. They may look to us to take a leadership role to talk about how we feel about this. my position is we should stay focused on the issue itself. secondly deal with these issues. Dr. Anwar came out right away and is not afraid to come out and speak up for something. To me the number one issue is the act itself is profoundly sick and needs to be strongly condemed and the other issues can be handled as needed. Prague - I think the reason no one is speaking up is because no one knew about it. It has been washed off by the employees in town who did this on their day off. Anwar - mention that lets stay focused on the issue. someone attacked community members. when someone is making negative remarks about - serious matter - need to remain focused on issue at hand where someone has hurt us. there was no leadership where we stood up and said we will not stand for this. we are representing the entire community. if someone is being attacked we need to stand up and say no I won't let that happen on my watch. Delnicki - I know I made several calls to the PD to make sure it was being dealt with appropriately. Delnicki - called for a Special Meeting on 4/3/13 for CT Studios regarding the reverter clause - McCann - this special meeting is after the time of the expiration - business closes - special meeting is Delnicki - was discussed with the Town ATtorney. Yagaloff - I voted against extension last time. I agree with Councillor McCann that once the reverter expired then the property would go back to the town. I though our prior discussion would that the reversion took place it reverted back to the town. I agree with the timing. Prague - we have come so far but I fully believe they should get more time. we have all gotten updates. I have a lot of faith in the folks that they will make it happen and we will see a movie studio in the future. Anwar - with the CT Studios they have had delays in things they can and can not control. Most items hav enot been in their control. They have come a long way and they are coming closer. I think al of the pieces are coming together and as a town that has invested so much time we need to stay the course. Havens - I would like to get managers input on this item. Galligan - there is report that the Council has received tonight. Has this been a difficult project, yes one of the biggest difficulties. There are people from the State that see this coming along. Dan Marsh met with them on Friday and the information being supplied to him, ther budget - public improvements are decided on by the Bond Counsel. I think they realize too that developers are always tgrying to use othe rpeoples money. I think they are close. It is unfortunate they have had delays but talking to their represntatives they are close to making this deal happen. I am not sure worried about the permits, we have to worry about the financing. One thing know going to happen is we are going to have discussions and do not want to have discussions that could hurt this project. Think at a point where they have a good project. Hoping within the next couple of days will have financial stack - I would like to see this happen. It would be very easy to kill this project but this is a very unique project for the town. Havens - do we need the WEdnesday meeting Galligan - the TA wanted to have that meeting. Galligan - I recommend it - I have a difference of opinion but he is the TA. McCann - with regard to the time of the meeting. we purposely set April 3rd so the reverter could be done tonight not that day. TA was at that meeting and suggested we have it - everything they do is at the 11th hour. I am tired of waiting. they know their deadline - they can do it or leave. we made a deadline and we should stick to it. they have not furfilled that faith. Yagaloff - we have been blessed with a council that has not made CT Studios a political issue. Tonight Counicillor Prague is making this a political issue. this should not take this as a political issue. we have all attempted to put pressure on the project - we all wanted to see this be successful. Prague - I have not made it political - really take offense to that. I have always gotten updated information on issues and may change my views. in segments of this issue I did not like TIF bonds. right now they have financing that has been shown to us, they have the governors endorsement. in these bad econimic times if we get more taxes because of this project Delnicki - hope no wants to sink this project. if by unanimous consent the Council wants to put this on the table tonight I won't argue with that. I have been a skeptic of this right along but I see something happening here that gives me the indication that something is happening here. Galligan - no one realizes that Evergreen Walk took 4 years. there are a lot of projects that take a lot of time. Projects take time. Federal Express took 8 years. I don't want to throw this project away. would hate for us to make a decision here and then two days later we are ready to go. though my job was to push this project forward. do feel there is something here. Beaulieu - Federal Express had better finanicng but this council - there are people that are getting frustrated - I am in favor of tonight to put on the agenda tonight. At this point if we have anything we can share it should happen. Bazzano - I agree a lot with Councillor McCann's statements tonight. What do we want to do at this time and what makes sense. does it make sense to wait. tonight is we could get - I am in favor of extending them but would like to do that tonight.

A. Public Works Budget Presentation
Mr. Gantick - introduced staff at the meeting. council has new budget handout and did hand out additional information. Anwar - could you go over graph about gas and diesel. Gantick - just wanted to let the council know that PW pays for fuel and diesel for all of the town. McCann -life expectancy for vehicles, has the useful life gotten larger? Gantick - there are a number of standards - we have about 8M in rolling stock - McCann - do you measure hours, years, etc? Gantick - really has not seen any change - what has happened is there are a lot of emission standards, new emmission standards, etc. - right now industry standards have not changes in the laat 5-10 years. we look at equiopment on a two year basis. it is a balancing act to look at every two years. it is a balancing act. McCann - inspection of curent needs? Gantick - we are finding that we have to take some of the vehicles off line because of the frames. 4 vehicles McCann - what are you seeing as far as deterioration Gantick - frames, breaks, springs, bodies McCann - do we have trucks that - physical inspections. What do our machanics feelings Gantick - McCann - the rpports we get are based on standards. Gantick - this year need 2 leaf machines, Recessed 8:05 WS
back to WS McCann - we had large storm this year, are we equiped for large storm, do we get a new vehicle or do we contract with someone, how do we prepare in the future. Gantick - there is a variety of ways, we are looking at how to handle that and keep costs down. McCann - Gantick - the answer is balance of responsibilities - future trusk will have that capability. Bazzanoo - in the future it would make sense to shift the burden of the fuel to the different departments so it does not fall under one department. do you see issue with something like that. Gantick - cost center type of issue. Bazzano - Human SErvices is that on the buses? Gantick - yes and they have increased their buses 3 to 4. Bazzano - SW Ambulance using fuel - they use? Gantick - yes Bazzano - does that get reimbursed? Galligan - we have sent bills and they have ignored. Bazzano - how do you split the Park & Rec to the rest? Gantick - during the winter and leaf collection Bazzano - chart talks about the total budget for equipment purchases, understtand dollar amounts - last year got a new truck just not spending it all at one time. Important to see what we spend each year but should show what we have spent it on. It is important to have good equipment. the next storm we had an easier time? Gantick we have had some issues with that too but it was easier. Bazzano - did any of expenditures show Gantick - 3 items Yagaloff - on this fuel issue - want to feel confident that we are handling correctly. why don't we cut them off, they can go to a gas station. if this is one organization that we don't want to use fuel for free. how can we have confidence in the use of the resource when SW Ambulance uses. Galligan - this is part of a prior contract. It was supposed to net out but it has not. the Council wishes to move ahead can cut them off. Yagaloff - we have in this year budget enough to let them use, should we cut the budget - would like these funds stripped out and they can go pay for their own fuel. This is a private organization - Galligan - every time we have tried to do something there is a political back lash. I wil send them letter tomorrow. Yaaloff - PW has done a great job with the resources you have. the TC has pubicly told you and your crew how happy we have been with the clean up of the storm. the hard work and the commitment and dedication of the staff is appreciated. Prague -d di you have a machanic quit? Gantick - yes down one machanic. Prague - did we use all salt Gantick - 2500 tons Prague - the amount of reycling I thought was increasing? Gantick - we have been one of the highest in the region with our recycling. Prague - how di dou get the recycling up - what is our services that we provide? Gantick - furniture is bulk - couches - our program is middle of the road - Prague since MDC has stopped hazardous materials what are we doing? Gantick - no Fred - we have been working with CRCOG - but is falling through - will be Prague - FTE increasing in the budget is 1.2 in Pollution Control Fred - there is a lot more maintenance in th eplan now with the new plant. some items have already run their useful life. we were looking at one position to beef up collection system. we used to be able to do collection system but has been falling off in the last few years. we are trying ot get back into that so we can avid problems. Gantick - couple of people. what is happenidn we don't get a lot of long term planing just doing what we have to do at the moment. WE are responsible for Human SErvices, PD, all town equiopment and vehicles. Snyder - so you have 3 machanics working on all of the Twon fleet? Gantick - yes Snyder - PM wise Gantick - we are trying to maintain schedule. Snyder - what is the fleet amount? Gantick - 360 rolling stock -we do send some items out but mostly fixed by 3 machanics. Snyder - fuel useage, what typ eo fsystem? Gantick - gas boy - we have to reconcile that every day under CT General Statutes Snyder - we have underground storage tanks, our tank replacement, we are in compliance? Gantick - yes Snyder - where is that handled? Gantick - Town Garage. Snyder - where is fuel gotten? Gantick - Town Garage and PD has their own Snyder - I think as long as reimbursed for fuel need on central station. are you concerned about equipment replacement? Gantick - down the road yes - reliability is a concern. larger storms are going to be the norm in the future. Snyder - my concern is that in the future how do you catch up to what is needed for equipment tht is beyond useful life. how do you maintain the streets with vehicles down? Gantick - Snyder - 80% salt used? Gantick -- Beaulieu - page 178 - additional 40,000 for professional - something that used to be a part of capital, Gantick - capital budget was eliminated and was asked to put into ours GIS - this is an ongoing process. Beaulieu - leaf pick up - the amount of leaf pick up over previous years, in 2010 referred to as record year and we reverted back the last two years and now have going back to 2010 year - where does that money go Gantick - refuse and recycling is the only budget that goes back into the same budget. Beaulieu - recycling - what would the cost be if we picked up recycling every week? Gantick - there is a cost - almost coubling the cost of htat collection Beaulieu - please let me know Anwar - thanked Public Works. suggestions - may be beneficial to have powerpoint presentaion and the community members need to see what we are talking about. seems like leaving public out of conversation. identifying strategies - there are things we can predict and things we can not - minimal contractors. There is still overtime in the budget and I think with the type o fwork that is done there will be some overtime but should try to reduce that overtime. Gantick - only overtime is for snow and storms - maybe a little bit fo rleaves. we have obligations Anwar - would like to extend the sidewalks into Vernon, should discuss with Vernone Every department that is using fueld should reimburse the PW budget. Resurfacing in 2012 it was 0, was there any resurfacing done? Gantick - did have work because of the bond used. Anwar - your resources that you have, there is some equipment is will not be used frequently and shoudl coordinate with othe rtowns to share those resources. coordination of equipment. Gantick - we do a lot of sharing with other towns. Regionalism is done were it can be done. Anwar - our fuel storage, in the future for emergencies fuel is very important. I don't know if fuel storage includes emergency reserves. Gantick - we hav esome limitations. Anwar - should have this strategy for the future. The recycling is being done every two weeks currently - if we went every two weks for both recycling and trash. share concerns about Main Stgreet bridge - state is not providing resources to fix bridge. Are we waiting for resources or are we going to be doing anythin? Jeff Doolittle - the previou governor suspended funding. we are waiting to see if funding get reinstated. Anwar - think proposal is reasonable, intending to support. Bazzano - fuel - everything comes under PW and wondering if moved to each individual department Galligan - suggested showing everything tht the department spends - items in other parts of the budget.can do after this budget. Gantick - yes Snyder - PM wise Gantick - we are trying to maintain schedule. Snyder - what is the fleet amount? Gantick - 360 rolling stock -we do send some items out but mostly fixed by 3 machanics. Gantick - gas boy - we have to reconcile that every day under CT General Statutes Snyder - we have underground storage tanks, our tank replacement, we are in compliance? Gantick - yes Snyder - where is that handled? Gantick - Town Garage. Snyder - where is fuel gotten? Gantick - Town Garage and PD has their own Snyder - I think as long as reimbursed for fuel need on central station. are you concerned about equipment replacement? Gantick - down the road yes - reliability is a concern. larger storms are going to be the norm in the future. Snyder - my concern is that in the future how do you catch up to what is needed for equipment tht is beyond useful life. how do you maintain the streets with vehicles down? Gantick - Snyder - 80% salt used? Gantick -- Beaulieu - page 178 - additional 40,000 for professional - something that used to be a part of capital, Gantick - capital budget was eliminated and was asked to put into ours GIS - this is an ongoing process. Beaulieu - leaf pick up - the amount of leaf pick up over previous years, in 2010 referred to as record year and we reverted back the last two years and now have going back to 2010 year - where does that money go Gantick - refuse and recycling is the only budget that goes back into the same budget. Beaulieu - recycling - what would the cost be if we picked up recycling every week? Resurfacing in 2012 it was 0, was there any resurfacing done? Gantick - did have work because of the bond used. Anwar - your resources that you have, there is some equipment is will not be used frequently and shoudl coordinate with othe rtowns to share those resources. coordination of equipment. Gantick - we do a lot of sharing with other towns. Regionalism is done were it can be done. Anwar - our fuel storage, in the future for emergencies fuel is very important. I don't know if fuel storage includes emergency reserves. Gantick - we hav esome limitations. Anwar - should have this strategy for the future. The recycling is being done every two weeks currently - if we went every two weks for both recycling and trash. share concerns about Main Stgreet bridge - state is not providing resources to fix bridge. Are we waiting for resources or are we going to be doing anythin? Jeff Doolittle - the previou governor suspended funding. we are waiting to see if funding get reinstated. Anwar - think proposal is reasonable, intending to support. Bazzano - fuel - everything comes under PW and wondering if moved to each individual department Galligan - suggested showing everything tht the department spends - items in other parts of the budget.can do after this budget. Bazzano - fuel would be an important one. - you are 260,000 from last year? Gantick - 206,000 Bazzano - Gantick - 300,00- cut last year, this year asking for 200,000 Bazzano - 120,000 tons of salt Gantick - kept the budget the same.
