7:15 p.m. Jeff Doolittle - considering sidewalks, also look at bike paths. will only propose sidewalks on one side of the road 11 south side 7 north side north side south side links to other streets. the idea is to put in the sidwalkss to benefit the residents. 25 people in the audience. Public Input Greg - 63 Hayes Road - totally against sidewalks. There is not plan to stop speeders. what is this sidewalk connecting to, nothing. against Sandra, 10 Hayes Road, against the sidewalks. speeders we are on the north side, we have all the telephones. to maintain the sidewalks would be difficult. would not be able to maintain it and financially could not have someone come and take care of it. on north side and against. John, 87 Hayes Road, from waht I have seen, th eonly people that use Hayes Road is to walk their dogs or go to St. Margaret Mary - propose sidewalks go on north side. Ginny - supporting side, 185 - member of SW Walk and Wheel Ways, we are here to promote neighborhoods to neibhrhoods. sidewalks would be safer when people are speeding down the road. In my neighborhood there are children walking and riding and if not for sidewalks would not know my neighbors.
Robert Dickinson, Birch - we need to put sidewlaks in to make connections. When the road is being reconstructed this is the time to do it.
Scott, 53 Hayes Road - Driscoll - I am in favor of this. should be on the same side as the Church. Speed is a concern. would like to see on the same side of the rod as the church.

Pelkey - is this public hearing just on the sidewalks? Jeff - the public hearing was for sidewalks but people can ask qustions about the rest of the project. Pelkey - State requiremetns Jeff - not less than 1% of funds by the State or municipatliies shall be provided (sidewalksa nd bike ways) Pelkey - the process - what is the next step, are you looking for vote Jeff - yes there is a resoution tonight.
McCann - can yo tell us percentage of cost for project for the sidewalks? Jeff - Hayes sidewalks 70,000 and total project is 600,000
Pelkey - is there somthing built into the plan that would help speeds Jeff - there is nothing in the plan right now but did make the road narrow.
Anwar - people on the south side saying they want on the north side and vice versa? Jeff - yes Anwar - safety perspective which side better? Jeff - both sides close - main safety issue is to get people off of the road. north side gets more sun so the snow would melt quicker. north side 3 poles that would have to be removed. Anwar - church traffic better on north? Jeff - if people are walking yes north side would be safer Anwar - Mike - few years ago Human Services had program where could call in and have help with sidewalks Anwar - if someone is not clearing sidewalks there is afine Mike - town has ordinance. supposed to clear with 24 hours after storm has ceased. Anwar - having sidewalks is better for town and town propertieis. as we start to improve town have to increase sdiewalks but will have to recognize that not everyone can clear their sidewalks.
Ed - 1% is that mandated issue? Jeff - that is written into the statutes. 1% of the whole project. ca't vary from 1%. Ed - do any of the exclusions meet this project Jeff - 2 - demonstrated absence of need, read two others. ther would be no cost to residents but they would have to maintain.
Delnicki - state mandate is that strictly for state monies that town is getting from state, does that include separate referendum Jeff - says from all monies received, from any funding source. have not asked the Town Attorney for interpretation. Delnicki - think we need to know that. bothers me that the residents would be receiving sidewalks, want on the orther side of the road, Jeff - residents have to pay to fix sidewalks if something happens. Delnicki - if you are looking to do something, would it make sense to mark of bike path rather than burdening residents. Jef f- would require road to be wider, moving utilities, Delnicki - I would not want this forced on me
Bazzano - 70,000 for sidewalk costs, includes sidewalks and road Jeff - try to include all costs. there is no cost to remove utility poles Bazzano - last exclusion? Jeff - the accommodation of all users is not ----- excessively expensive Bazzano - I am in favor of sidewalks but I have sidewalks in front of my house but bothers me tht I would have to maintain if something happened to the sidewalk. Jeff - if you have to repair one or two blocks would be very expensive
Prague - agree with Delnicki and Bazzano - when you moved in that neighborhood ther ewere not sidewalks. I am against sidewalks being put there. New development should have sidewalks. would rather see more roadway get done. will not be supporting sidewalks.
Yagaloff - have there been any studies done - we can't afford to put in sidewalks in certain areas and hope they all connect. how does connectivity in this area to connect to other streets, is thre a high priority or not? Jeff - town plan of conservation and development. SW Walk & Wheel Ways have done a lot of studies to connect bike ways not sidewalks. Yagaloff - are there sidewalks Jeff - there will be sidewalks from Nevers Yagaloff - if not connecting now would be long time Is there plan for sidewalks on Graham? Jeff - no

Pelkey - are there any other towns that have ord. or procedure that the town picks up the cost of maintenance to the sidewalks? Jeff - yes Manchester, Glastonbury- goes both ways. Pelkey - would be interested in seeing some sort of language to consider having town take the burden of sidewlaks. in your design of the plan does it change your design of the road?
