Dr. Schwartz explained that the comments from the previous public hearing are also for this public hearing. Wanted to add also that the State has jurisdiction of licensing over individuals but has completely passed the buck when it comes to licensing and inspecting businesses. All establishments are inspected locally and licensed locally.

Sheri Fi - Chamber - I think timing is not the best time. The effects fromt he recent storm are still being felt and have all suffered and feel not right time to add any fees. Do not want to see health risks but fees do not need to be added at this time. We need to help businesses to grow at this time. In the future this could be looked at but not at this time.

Dr. Schwartz - did not know proposals were going to be split - the SW Health Department here to propose ordinance for food establishments, sewer, nail salons, hair salons, tattoo parlors, etc. Several citizens have registered complaints. There are conditions that have not been sanitary and restaurants closed. Regulations of businesses are put upon the Health Department. Inspections are good for businesses. For the public this reassures them. Health Dept. has proposed fees that are small. We want to protect the health of those that are served. Many of the owners see value and want to display SW Health Department registration. The fees reflect fact that there is economic impact on town to provide service. Public health important to community. How important is public health - The time is right and need there and ask taht codes be enacted promptly.

Robert Pellegatto, Chapel Road - I don’t have a big problem with the Health issues, I have a problem with remarks that I hear Dr. Schwartz that there have been several complaints. The licenses that these professional people have were earned through an education included several subjects on public health and health issues. The people involved with these liceneses earn these license. They can not open business without a license through the State of Connecticut. Permits were issued estalbishing the types of businesses. Town permits are also secured. Any self respecting business person will open and run a clean business. Why do we need another license with someone else controlling another license. they are already mandated and controlled. Would like to know how many complaints we have had. Resolution should be propsed by the Town Council They should have had access prior to coming to the Town Council. It is a procedural issue. The education system is still there. Do not want to drive people out of Town.
Daniel Bell - Little Taste of Texas for 12 years. From what I have heard - when I opened business had to get a lot of inspections done and had to pay fees and license. Through State have to get food license. Do not mind following rules but the added fees. The taxes keep going up, sewers keep going up and we are in a recession and it is a very difficult time. We get inspected a few times per year. There are multiple licenss that we have to get. Have not heard of any complaints. Maybe these fees should be put on businesses that are not following the rules but not add feess to all businesses.

7:35 p.m. reconvened 11 people in audience Schwartz - all the establishments are inspected locally and licensed locally. Public Sher F - Chamber - Timing is everything and now is not the best time. Our local establishments have felt the effects of the storm. I do not want to see any health risks but fees are not something businesses they need added to them right now. Encourage TC to be possitive to businesses. In the future this may be something that is necessary but now is not the appropriate time to do this.
