Called to order at 7:30 p.m. 2 people in the public Mayor - moment of silence for Bob Benson who came to almost all Public Hearings for the General Government Matt Galligan - budget presented 99,497 - 3.11% increase. 2.73% BOE and 1.4 or 4.5% increase for General Government Major concenrs workmans compensation - GASB - Health insurance 11% increase. BOE is using reserves this year. Town had two claims that were high and got into the stop loss. Had Ovations look at health care. will send email out to the council. SS is up 12,000. pension 363,000 increase to meet our ARC. Liability 5900 and debt service - reduction in capital leases. total increase 779,000 for all departments. not a huge increase. percentage are misleading because not reflective of what the dollar amount is. one of th eproblems concerned about is capital projects. need to have discussions because there are concerns. prior Council and capital projects made the decision to take the computers out of the general budget and put into the capital projects. that type of item is not a true capital project. at some point need to get items back into the capital projects. if you look at budget 1% in growth in the grand list. 29.86 mill rate 3.75% increase represented. we are in tough time right now because need to provide basic services to the community but do not want a larger tax rate.
