A. Resolution Requesting the Governor, Attorney General and the Secretary of the Office of Policy and Management Certify that the Cleanup from Storm Alfred in South Windsor is a "Dire Emergency"
Delnicki - this is enabling legislation. Galligna - would still have to have Robinson & Cole draft bond resolution. A lot of towns are seeking the same relief. Smaller Towns are getting hit hard. Governor is going to take requests Town by Town. The past week there has been rumors. The debris maangement company looked at sites on their own. Simply lease of 5,000 a month, not 400,000. there was a 10,000 deposit in case there is anything wrong with the property. The contract is $40.00 per cubic yard and the Town has nothing to do with the site selection. They are doing tree limbs for free - there have been addendums to the contract. received letter from Ben ------ Secretary of OPM. Got an email - Diane ---- - FEMA will not allow the company to go down private roads. Condo's - safe moving ahead. have received good response from Governors Office. Next Tuesday Governor has a forum regarding CL & P and I have been asked to go. We will have the appropirate bond resolution drafted and go from there. Delnicki - pick up began today? Galligan - had problems, but will start again tomorrow Delnicki - how can residents find out when their street will be picked up Galligan - on web-site, twitter, facebook, but will put out notices, will stop during Thanksgiving - will pick up until the snow stops them. They have an arm that extends out to pick up debris. residents don't have to worry about the length or anything. Delnikci - thanked Mayor Pelkey for letter he wrote and delivered. Pelkey - the site lines have been horrible. kids have to walk on the street to go to their bus stops. the quicker we get this done, the better. Mayor Pelkey brought up opportunity bonds again that he had suggested. Prague - we did the right thing. Our PW needs to finish the leaves. Did hear tht Manchester is picking up their own debris. How are they doing tht? Galligan - State of Connecticut has signed with the same companies that we are signing with. Enfield was originally going to sign up with the company and find out. Prague - today tehre were several crews on Ellington Road and Oakland Road Galligan - Avon went out to bid themselves. CRCOG was going to do a public bid but decided not to because of the time it would take. Prague - today there were two large limbs after it had already picked up my yard. dangerous out there and hope everyone is being careful of limbs falling. Yagaloff - do not think we would want to do the pick up ourselves. I am concerned about using 1.5 million dollars. We should probabaly - how is the leaf pick up goin gto happen? Galligan - we sent out a press release today. residents can bag their leaves, Yagaloff - major concern is if people have had their debris removed they should bring the leaves forward but make sure they do not get into the road. Galligan - we have to be careful how we bond this project. we have to think about how we are going to do this. Yagaloff - we don't know the extent of the damage on the remainder of the trees. there is apossibility that there could be damage from the existing trees that have problems. concern is that if we bond out and don't do a spending freeze or hiring freeze through the winter we may have more trouble. Anwar - before we cleanup debris should try to take care of the branches. is there an opportunity to try to reduce the risk of injury, cut the branchest hanging. Galligan - on the wires, CL & P has to cut those. Debris management is going to cut limbs but can only cut on Town right of ways not on public property. Anwar - Galligan - CL & P has to communicate with the Town. Anwar - many of our community members have large tree trunks which will be a challenge for sneiors. Galligan - that will be a challenge - we will hav to assess that. can not spend public funds on private property. FEMA is sending person to help residents. Hoping through FEMA can declare and help with that situation. Bazzano - bond rate, Galligan - notes are like 1%, they will be tax exempt bonds. Notes are better Bazzano - VMP, parking lot Galligan - front parking lot Bazzano - will it be monitored for only SW residents? Galligan - yes McCann - We have had two emergencies here, power outage and now the picking up of the debris. We fit within criteria and think this is a appropriate. Other thing think we should address, lot of limbs and trees in the streams, could back up the culverts. Has PW been able to assess that problem? Galligan - will have to get back to you on that. Karl mentioned that today. McCann - Miller Road noticed there are quite a few tres and limbs. Galligna - want to make sure we can make those cuts Havens - in the history of SW have not been effected like this in SW. We have a lot to deal with but should be taken care of after we pick up the debris. Delnicki - local contractors who should they contact to see if their services could be used? Galligan - myself, Jeff Doolittle, Fred Shaw - cojmpany said they would be happy to hire local contractors. Pelkey - please declare this a dire emergency - SW recognizes all of the hazards, concerned with safety issues of the residents. vote - unanimous
