Nancy Yario, 20 Andrusis Trail - Bark Park - have tried to resolve this issue and a lot of my time has been taken on this issue. have agreed on tolling agreement but now has been five months. through FOI have found out cost which was about 25,000. the area used to be peaceful and it is not anymore. the park and rec approved up to 25,000 for fencing. the initial cost spent 20,000. water cost 25,000 for the dogs. 10,000 spent Police Dept so they can buy things like pizze for vfolunteers and also spent money on sign. 125,000 to 150,000 to relocate the bark park. why would it cost so much. 59,000 to relocate that would be involved with parking lot. Just here for one last appeal. Skate park 150,000 for phase I and there is a planned phase II - maybe tht should be in conjunction with comunity center, pool, etc.
Mayor - numbrrs that were flushed out here will be talked about in the future.

Favreau - like to extend congratulations to Fred Shaw - town had first erecycle - 223 cars who filled 4 truck loads. beneficial to town becaue not paying for this. I would also like to remind residents that medication disposal, april 30th police dept. Thanked Frre Dept and Police for there quick response.
Pelkey - medication portion of report - very important to dispose of medication and doing it properly.

Mat - have Dave Panico here to discuss the Special Service Ordinance. Feel comfortable having another public hearing.
Dave Panico - instead of calling there is municipal property, developed property and ------. there are 5 categories - call thejm subcategory. had couple minor changes but did not change significantly in substance from prevous. tax methodology has been attached. all five parcels will be owned by CT Studios. the group Municap prepares document that does the math. District will take care of snow plowing, etc. All it is doin gis establishing district between 4 parcels and divides up the tax burden among everyone.
Yagaloff - went through changes - noticed that there are five different categories of land and some talking about detail versus studio side. that also divides up obligtions. if ther eis ot detail but ther eis tax - how do you split pay if there are no other revenue Dave - there is methodology. at first everythign is going to be undeveloped. all the taxes are divided among the undeveloped property. then when developed will be divided up between property owners. Yagaloff - retial doesn't exist - who pays shortfall, Dave - always gets collected, if no retial they do not pay retail they pay undeveloped property taxes. Yagaloff - portion is based on burden that time. Yagaloff - TIFF resolution, special tax district have ability to pay 150,000 through TIF? Dave - paid for by the developer Yagaloff - easements versus ownership - this is not somethig that the Town Council has made a decision upon. After this ordinance is approved is there a way for the Town Council to decide easements versus ownerhsip? Dave - this doucment just describes and does not tell about easements or ownership. Yagaloff - Matt - that decision willhave to be made when the appraisal comes back. Yagaloff - Matt - if you did it by purchase, there plan would have problem with setbacks, so that is why we were looking at easements. I guess that decision is made by me but would bring back to Council. Would rather do easements (explained why) Yagaloff - the developer could come back and say do not want to Dave - indicates the town will own public improvements. the town will own the parking lot and have easements to the land. Yagaloff - did not think could own impervious coverage. the easement document would have to state that. do not want to own impervous coverage and have to repair it. have an easement to use space for public but will bemaintained by ct studios. Matt - they will maintain it. they have to do it all. Yagaloff - who would own impervious coverage, town will own it, understand they will plow it but who wil lmaintain it? Dave - you will own the improvements. will hae district levy taxes to maintain it. remember you control the ditrict as well. although setting up for the deeloper to do maintenance, if we do not like them you can tell them becaue uou control district. Yagalof - if they do not have funds to maintain, then the town will do it. Think these are items tht need to be discussed earlier. will we know appraisals by the 19th? Matt - there are things tht want them to look at. Dwight - even after you were to adopt the ordinance that requires approval by property owners and for this whole deal to go through. Pelkey - ditrict will not go forward unles the project does? correct
Pelkey - 15 years down the road the parking lot needs to be repaired, along those 15 years will know how the developer is doing thier job. if we are not happy the way it is maintained, we as control by the district can impose a tax n that district to do the repairs? Dave - yes Pelkey - the tax would not be a tax burden on residents of South Windsor, would be on five areas of this district. Dave - correct.
Prague - does this have anything to do with TIF bonds? Dave - yes Prague - Ramiro moved does he want diffeent deal? Dave - no they do not diffeent deal. they moved firm. all TIF financing is done in the same way. There is a fall back tax taht is the make up to make sure all costs are being paid. Prague - Dave - parcel is not in district Prague - parcels contemplated as being purchsed, if they were purchased would they be part of the ditrict? Dave - at this time just 5 properites identified.
McCann - this should be final document of Town council. we really have not had a lot of opportuity to help with producing this document. still includes operatintg motor parking facility, these items have do not have place in this ordinance. Draft continues to include parking facilities. It also requires that whatever tax levied is decide upon by the organization of the special tax district shall be imposed by the Town Council on that property, town council has no voice in that matter. woudl be bound by Board of Directors. That takes the taxing authority away from the town which it should not do. have to have work session regarding this issue.
Delnicki - concur with Councillor McCann - need to discuss this to understand and have the residents understand. we have had a number of public hearings with document that has kept changing. Delnicki - matt made a comment that he received feasibility study? Matt - today at 4:00 p.m. - right now it is a confidential document. Matt - have to make sure legally Dwight - will be finaliszed within the next week. Would suggest that the Council get it when it is in final form. Delnicki - are we expected to vot eon ordinance prior to feawsibility study being viewed? When will we receive study? we need reasonable amount of time to view before we vote on ordinance. Matt - made few comments on study today. we could have by th eend of the week. have gotten Dan Marsh copy of the study for his input. will get it to Council asap. if you do not mind would like to email it. Dave - other may add things. it may be the first final copy that the Council gets.
Pelkey - we have feasibility study, but my understanding was that doing feasibility study was to see if this was feasible that we can buy bonds. do not understand why anyone else would have a say in the outcome of the feasibility study. will not change the end result. Matt - the produce will be the product. Pelkey - if ther eis something unclear we can have that. Matt - when read will have questions but really is to be used by the underwriter. Pelkey - secon dissue is this ordinance. This is the Tow council's responsibility Suggest that we have work session on 11th - put the ordinance on website and essentially this draft has been turning around for quite a while. .
Delnicki - do not want the work session the same night as public hearing.

Dootlittle - two things have changed. Hayes Road will be changed. there are not sidewalks on Hayes, Graham or Nevers. There will be some installed on Nevers whcih wil be connected all the way up. one major change, 09-154 State after 10/10 - the act also says bikes and non-motoriszed usage prohibited. Hayes Road included a sidewalk on one side of the road. this is brand new. we have always talked to property owners so they know there are changes provides. March 2nd had public hearingl. neither resident objected but both live on the opposite side of the road. Sent out letter to residents showing sidewalsk. 11 south side, 7 north side. Asking Town Council to hold public hearing - can authorize after ph is held - need to contact residents 15 days prior to ph. like to design with both on north and south. only intend to buld on one side. can be eliminated during construction one side.
Yagaloff - can we get an estiamte before ph - are most saying other side of street or my side? Jeff - most saying other side of the street. Yagaloff - need an estimate. if you go through all public stuff - understand why want the sidewalks there but do not want huge Matt - make sure bikes and walkways to see how fits in program.
Delnicki - all residents are going to be made aware of it. costs for drawing plans are there costs? Jeff - minimal. Delnicki - asking residents to take on burden and may not be welcomed.
Havens - will there be any costs to property owners? Jeff - no Havens - ther ewill be same argument of shoveling sidealks.

Pelkey - 25-30 jobs with this abatement in the building itself. jobs for the town.
Havens - encourages other businesses to move into town. supporting it.

Dootlittle - two things have changed. Hayes Road will be changed. there are not sidewalks on Hayes, Graham or Nevers. There will be some installed on Nevers whcih wil be connected all the way up. one major change, 09-154 State after 10/10 - the act also says bikes and non-motoriszed usage prohibited. Hayes Road included a sidewalk on one side of the road. this is brand new. we have always talked to property owners so they know there are changes provides. March 2nd had public hearingl. neither resident objected but both live on the opposite side of the road. Sent out letter to residents showing sidewalsk. 11 south side, 7 north side. Asking Town Council to hold public hearing - can authorize after ph is held - need to contact residents 15 days prior to ph. like to design with both on north and south. only intend to buld on one side. can be eliminated during construction one side.
Yagaloff - can we get an estiamte before ph - are most saying other side of street or my side? Jeff - most saying other side of the street. Yagaloff - need an estimate. if you go through all public stuff - understand why want the sidewalks there but do not want huge Matt - make sure bikes and walkways to see how fits in program.
Delnicki - all residents are going to be made aware of it. costs for drawing plans are there costs? Jeff - minimal. Delnicki - asking residents to take on burden and may not be welcomed.
Havens - will there be any costs to property owners? Jeff - no Havens - ther ewill be same argument of shoveling sidealks.

Favreau - in favor of this resolution because bringing good business and services for residents. convenient to stay in town. tax revenue on property is 5,000 and with this construction and abatemetn looking to collect all the value 9,000 along with real property.
Delnicki - has constrution begun on this prior to abatement? Matt - no Delnicki - will be supporrting
Pelkey - 25-30 jobs with this abatement in the building itself. jobs for the town.
Havens - encourages other businesses to move into town. supporting it.
