Don Gonsalves, 40 Bayberry Trail, sent Matt email today - financial statements - there are questions about the budget - (concerns) health benefits will be short. Maybe budget wrong or maybe reading wrong. other items concerned - Fire Marshal fee's, building permits, tax collections - put all together we have huge problem. if I were the council would be concerned. Second thing would like to talk about is capital projects. - what is expense and what is capital. State has the exact same problem. as a town we have to resolve this issue.

Capital Projects Budget Jan Snyder and Craig Zimmerman Jan - established 4/1991 and now 13 years later we are proud to submit the Capital Projects budget for 2012. The Committee identified critical projects. 14 projects 2,081,505 and after Capital Projects trimmed back - now 9 projects 1,348,600 which represented 35% reduction before officially submitting to Council. Board of Ed, Ellsworth postoned, builidng security for TH, Town Hall website, emergency center, Town Recreational projects descreased. Rye Street culvert taken off.

Yagaloff - with the capital projects do not want to micro manage. I think 1.3 million dollars is too much. If you were to cut 500,000 out of the school, police, etc. I am not in favor - would like 600,000 or 700,000 used for capital projects.
Bazzano - explain the process capital projects committee goes through, as committee do you vote? Jan - review the critical items - was supposed to be a 10 year plan. John - plan goes out 20-30 years. Jan - Town and Board work together. we may have 30 projects. we review the projects and make decision what needs to get done. Have already reduced and these are the things taht need to get done. Bazzano - do you vot eon each item. Jan - yes discuss and vote to take to Council. Bazzano - paving of high school, two year project and 159,600 each year Pat - close jut about 1/2 Bazzano - modular classrooms, we are down in numbers if students could go into regular school Patrick - they in need of replacement - insulation between the rubber and the metal deck below - when wet insulation eats the metal. we have to replace.
Prague - we were building this up over the years. cut 800,000 for road repairs and see once again that it is not here. once we put roofs on classroom modular what is their life span? Hankard - they should not be any more expense after the roof then regular classroom. Prague - is there way to convert - try to get rid of modular classrooms. Think time to think of another plan. Jan - will bring to superintendents attention Prague - there are a lot of jobs out there. can we postpone fire marshal updates. 23,000 or 50,000 to change the shape of handrails. Walter - handrails and guard are mandated by the Fire Code. Town Hall does not meet tht code. The state has worked with some of the condominiums. We have worked with State Fire Marshal. the State says that we must correct. We have been on this project since April 2009. Prague - thought did not need to meet renovations with older buildings? Walter - public safety is number one issue fo rme. Pelkley - is there an abatement order against the town? condos? Walter - not town but yes condos Prague - surprised to see that on there and could spend money some where else. Craig - we can make a cut but that is the Council's decision. we used to spend just under 2 million. Town Council can reduce the capital projects budget. if we go that far backwards would be a problem. Delnicki - would like to see chapter and verse - legal language Walter - will give you report Delnicki - what is mandated by statutes and what is being proposed here? A lot of people are making tough decisions. Asset Management plan 150,000 - need to take hard look at that. 300,000 for the computers - 400,000 spent last year and those need to be looked at.
McCann - may want to do process did couple years ago to get some of the projects done. 800,000 was postponed a couple years ago which has turned into two and now this year. need to address road maintenance and get back on a schedule of funding that. need to come up with funds for that. postpone purchase of new computer equipment, code updates, eliminate replacing roofs on modular classrooms. Suggest postpone or eliminate those projects which would give 733,000 and put into Public Works for road maintenance.
Havens - what we don't do today, we will certainly do tomorrow. What the Capital Projects Committee has chosen I will support.
Pelkey - as a Town Council need to look at all safety aspects. Jan - There are a lot of details that are used to come up with the list.

Pelkey - had naming of Craig Pepin Memorial Field - good event. Other thing officially opened firehouse and had 300-400 people there to take tour of facility. This building has been built to last 50 years. Havens - also attended the field dedication. There are two gentlemen Frank Macki and Allan Maximeno work very hard for Little League. Fire house building is great building.
Bazzano - Lawrence Road - someone already vandalized the sidewalk? Gantick - will take a look at that. Bazzano - Mike - Bazzano - Ray, 110,000 was collected in revenues for Rec. magazine? Ray - spring/summer kick off for registrations, some on line . Bazzano - credit card transiactions? yes Bazzano - put the price into the charge for using credit card? yes
Anwar - 12th of last month - elevator - how long person stuck? Mike - not long Anwar - in the past had discussion - sooner or later will have to replace elevator - where does plan fall into capital projects? Mike - we do have regular maintenance on the elevator. is a safe elevator.

Anwar - think people on south didnot want the sidewalks on the south and people on the north did not want them on the north. large nuber did not ant sidewalks. beyond the scope of the town to pay for maintenance. Yagaloff - people who live there typically do not want - sidewalks are benefit to the town but when you have situation where people do not want sidewalks. Rather see us use our dollar where there would be value, not supporting project. Not supporting. Delnicki - burden of snow removal, burden of future maintenance on residents, and if town took over that would be a large cost to town (taxpayers), liability whoevers house the sidewalk is on. I would not want any of this (sidewalks). will be voting no. Prague - will be voting not on this also. McCann - I am a strong supporter of SW Walk & Wheel Ways. Need to do better job of making south windsor a walk and wheel way community. with this particular project a number of councillors have pointed out the issue of putting sidewalk in neighborhood where sidewalks never existed is unfair to homeowners. Think could meet resolution without iposing additional obigations by simply making road like Mark Road. make the road 32 feet wide we would have area whre people could walk or ride their bike. will be voting against this resouiton but would like to see an amended proposal come back.
Pelkey - given the footprint would there beability to make road 32 feet? Pelkey - how wide can you make the road before it becomes an impact? Jeff - 30-32 feet will have impact on utilities and probably would have to take trees down, gas main and water main, effects grade and ther eare tree's on the south side of the rod. Pelkey - trying to find way to address everyone's concerns. What is the timetable you need answer regarding this issue? jeff - we can do preliminary work but light poles take a long time for the to be moved, etc. Havens - i support sidewalks. Having sidewalks is a safety issue. supports sidewalks.
Pelkey - need to address sidewalks repairs, etc. Think committee could take a look at this issue. Disappointed that there is nothing that addresses road calming. 1-7 failed
Pelkey - this came up from the Town Manager through Capital Projects because there was no money proposed for road maintenance. For the last two years we have nto authorized fuding. Open to adjusting the number because think we need to do something with the roads. would also be in favor of going back for 10 million more road bonding. would be prudent to stretch out 1.2 million.
McCann - agree need to fund road repairs in town. Bazzano - more than survey and design? Mike - from 18 down Bazzano - to finish we would barley have enough Mike - balances out. Bazzano - there are substantial ones taht would not get done. based on economy why such a discrepancies. Mike - numbers on the left are our best estimate. Bazzano - need to continue on this list. think we need to find the money - agree need to do but need to find the money. not in favor of it coming from capital improvement pronects road resurfacing program. Yagaloff - the plan to take money from capital projects or out of budget, can't support tht. the managers budget is 3% increase. would like to find money elsewhere. think need to take money out of budget. never have been in favor of using bonded money, bonded money should be used for bonded projects. could take a small amount of bonded money. willing to set aside to put soje money for road reapir maybe 350,000. next fiscal year but wiling to take out for 2012. Anwar - there have been a lot of people asking what the town is going to do about the roads. do not want to increse the taxes. have to come up with plan to make sure the roads are reasonable. Mike - the town doe snot have many choices. Anwar - Gantick - Anwar - should be sure roads are safe - I like this idea - Pelkey - when original list was put together, at that time we were funding 800,000 each year, so when you put list together you spent the 800,000. when question went to referendum so not we are here today telling you we have changed the game. There is other circumstances that have happened. should try ot find concensus. should get somehing done for the town.
Prague when you bond for 20 years, should have project last that long. will support 350,000, but think should find crack sealing and other issue with town budget.
Delnicki - when this rferendum went out to vote it was for major stuff. can live with 350,000 because of the economy. would like to know what consultants are? Havens - do not have answer but do know as selected officials we have obligatin to keep the town safe. if do not fund portion of this, what will happen next year? do not think 350,000 will buy too much - I think we should use the whole thing - suggest 600,000. if we do not do something we are advocating our responsibility. will support any figure
McCann - diagree - it matters where the money comes from. bonded money is not supposed to be used. add DAr HIll and Slater projects to top of list - that is 303,000 - amend schedule A and add those two projects to include Governors Highway would approve for 303,000
Yagaloff - make motion to strike out 2010/2011 in resolution - modify 350,000 Mayor - second Yagaloff - as long it is on schedule - leave it up to Mike and staff to decide where the funds would be used. if the amendment does pass then we know there will not be funds for next year. need to get some money to use. if we keep it to 350,000 ther ewill be money next year. Pelkey - although I would like to see more put in, ther ewill be money next year. can address this in the future. We still do not know what is happening with the State budget. I will accept the 350,000 suggestion rather than try ot change it. Havens - will support Councillor YagLOFF'S SUGGESTION. Anwar - think people on south didnot want the sidewalks on the south and people on the north did not want them on the north. large nuber did not ant sidewalks. beyond the scope of the town to pay for maintenance. Yagaloff - people who live there typically do not want - sidewalks are benefit to the town but when you have situation where people do not want sidewalks. Rather see us use our dollar where there would be value, not supporting project. Not supporting. Delnicki - burden of snow removal, burden of future maintenance on residents, and if town took over that would be a large cost to town (taxpayers), liability whoevers house the sidewalk is on. I would not want any of this (sidewalks). will be voting no. Prague - will be voting not on this also. McCann - I am a strong supporter of SW Walk & Wheel Ways. Need to do better job of making south windsor a walk and wheel way community. with this particular project a number of councillors have pointed out the issue of putting sidewalk in neighborhood where sidewalks never existed is unfair to homeowners. Think could meet resolution without iposing additional obigations by simply making road like Mark Road. make the road 32 feet wide we would have area whre people could walk or ride their bike. will be voting against this resouiton but would like to see an amended proposal come back.
Pelkey - given the footprint would there beability to make road 32 feet? Pelkey - how wide can you make the road before it becomes an impact? Jeff - 30-32 feet will have impact on utilities and probably would have to take trees down, gas main and water main, effects grade and ther eare tree's on the south side of the rod. Pelkey - trying to find way to address everyone's concerns. What is the timetable you need answer regarding this issue? jeff - we can do preliminary work but light poles take a long time for the to be moved, etc. Havens - i support sidewalks. Having sidewalks is a safety issue. supports sidewalks.
Pelkey - need to address sidewalks repairs, etc. Think committee could take a look at this issue. Disappointed that there is nothing that addresses road calming. 1-7 failed
Pelkey - this came up from the Town Manager through Capital Projects because there was no money proposed for road maintenance. For the last two years we have nto authorized fuding. Open to adjusting the number because think we need to do something with the roads. would also be in favor of going back for 10 million more road bonding. would be prudent to stretch out 1.2 million.
McCann - agree need to fund road repairs in town. Bazzano - more than survey and design? Mike - from 18 down Bazzano - to finish we would barley have enough Mike - balances out. Bazzano - there are substantial ones taht would not get done. based on economy why such a discrepancies. Mike - numbers on the left are our best estimate. Bazzano - need to continue on this list. think we need to find the money - agree need to do but need to find the money. not in favor of it coming from capital improvement pronects road resurfacing program. Yagaloff - the plan to take money from capital projects or out of budget, can't support tht. the managers budget is 3% increase. would like to find money elsewhere. think need to take money out of budget. never have been in favor of using bonded money, bonded money should be used for bonded projects. could take a small amount of bonded money. willing to set aside to put soje money for road reapir maybe 350,000. next fiscal year but wiling to take out for 2012. Anwar - there have been a lot of people asking what the town is going to do about the roads. do not want to increse the taxes. have to come up with plan to make sure the roads are reasonable. Mike - the town doe snot have many choices. Anwar - Gantick - Anwar - should be sure roads are safe - I like this idea - Pelkey - when original list was put together, at that time we were funding 800,000 each year, so when you put list together you spent the 800,000. when question went to referendum so not we are here today telling you we have changed the game. There is other circumstances that have happened. should try ot find concensus. should get somehing done for the town.
Prague when you bond for 20 years, should have project last that long. will support 350,000, but think should find crack sealing and other issue with town budget.
Delnicki - when this rferendum went out to vote it was for major stuff. can live with 350,000 because of the economy. would like to know what consultants are? Havens - do not have answer but do know as selected officials we have obligatin to keep the town safe. if do not fund portion of this, what will happen next year? do not think 350,000 will buy too much - I think we should use the whole thing - suggest 600,000. if we do not do something we are advocating our responsibility. will support any figure
McCann - diagree - it matters where the money comes from. bonded money is not supposed to be used. add DAr HIll and Slater projects to top of list - that is 303,000 - amend schedule A and add those two projects to include Governors Highway would approve for 303,000
Yagaloff - make motion to strike out 2010/2011 in resolution - modify 350,000 Mayor - second Yagaloff - as long it is on schedule - leave it up to Mike and staff to decide where the funds would be used. if the amendment does pass then we know there will not be funds for next year. need to get some money to use. if we keep it to 350,000 ther ewill be money next year. Pelkey - although I would like to see more put in, ther ewill be money next year. can address this in the future. We still do not know what is happening with the State budget. I will accept the 350,000 suggestion rather than try ot change it. Havens - will support Councillor YagLOFF'S SUGGESTION. McCann - suggestion to alter that amendment - support amending our schedule A to add additional roads that are need of repair, proposed amendment to amending original resolution - Resolution authoriing the Amendment - friendly amendment Yagaloff - doe snot allow mike ot go out and do road repairs. - would like to vote onto the regular amendment.
