Park's Divisio of Park & Recreation Deparmtnet - South Windsor Youth Lacross team - Alec Arnold - thanked the Town Manager and Town Council. Since changed over a lot of positive things have happened. John Caldwell - thanked Matt and Council and Ray - super proud of crew I have. Bazzano - gave credit to Parks Dept. and Town Manager. Fields are used throughout the town and to have them maintained properly.

Nancy Yario, 20 Andrusis Trail, live 200 feet from Bark Park. had couple issues last week. Does not know why Council has not gotten back to me. Have been treated badly by Council members, Concerned current Recreation Director sent this out future to other employees. The price of the Bark Park is also a concern. Have asked for over three years for the Council to sit down and talk about thisl

Favreau - in light of the weather that hit our neighbors in Massachusetts last week, went through safety precautions in case of this type of weather.

Galligan - Hartford Magazine rating, hair and nail inspections, Health Dept. fees, Motor vehicle list, tax liens, fire house bids, - need ideas from the Town Council. Budget
Dwight - FOI does not allow you to discuss the bids regarding the firehouse. reserved for the properties that the town wants to purchase.
Havens - Firehouse bids - you have one gentleman looking to buy it. he would make the lower end of Sullivan Avenue proud. On the two officers have we funded?
Galligan - yes - have two kore that did not fund.
Delnicki - you stated you did not like the sale of the tax liens.
Galligan - 400,000
Delnicki - real low number
Galligan - bidder gave price only on some properties - shoudl put back out to bid
Delnicki - we were looking to get 100% like the past? Galligan - yes - they picked and chose this time and did not get 100%.
Delnicki - the Firehouse bid - appraised 400,000 and we are looking at 275,00 to 330,000. we are in the bottom of the real estate market. Think we have to realize this is not the time not to sell. Now is not the time to sell piece of property like tht unless we want to get less.
Pelkey - Are we allowed to put sign for sale and an asking price?
Galligan - went out to referendum and the referendum said public bid. Should have DAve Panico take a look at that. Always better to negotiate sale then put out to bid.
Pelkey - could we talk to the iniviudlas that bid?
Dwight - negotiations are usually done with the highest bidder. Can not negotiate with second bidder. You might be able to invite both bidders to come back. with work with matt
Pelkey - would need zone change to have other bidder use the property.
Galligan - do not think P & Z would want to get into doing that right now
Pelkey - given the fact that did not use firehouse funds for budget, we have time and an open to negotiate. Not under the gun to sell it. Should consider puttin gback as referendum question which would allow town to sell instead of out to bid.
Favreau - agree with Deputy Mayor Havens that bidder who bid would do a lot for that property. the market is going to continue to go down. Something we should consider. Nail inspections is something should be done.
Prague - tax sale - Chamber of Commerce decided to hire individual who was unemployed, 25 business a month. 600,000 in tax liens - we are capable to hire someone who specializes in accounts receivable. May want to think outside of the box. Sale of Firehouse - if we start negotiating with somone - we need to set the bidding at a minimum of 225,000. Need to start with lower number. Charge fees for health inspections agree with Councillor Favreau - if they have to go back for re-inspections. Do not think we should be putting fees on our businesses. Need to keep being business friendly. not in favor of selling any land or buildings.
Galligan - there are some fees that should looked at such as septic.
Anwar - want our businesses to be safe for all the people. feel should have discussion. sidewalks - I saw the memo from Town Attorney - Maintenance and repair is the responsibility of the town and the clearing is the residents. Town of Manchester hyow does the town take that responsibility.
Galligan - caution - there will be a cost. where does the responsibility - there are certain towns that have special sidewalk district. you maintain but you town will clear and charge the resident. Do not want to clear sidewalks and then have the town council take the budget and lower it. we have to sit down and figure out priorities.
Anwar - can it be done legally?
Galligan - lot of towns do things and it may not be done correctly.
Dwight - will check with Manchester
Anwar - everyone I talk to is interested in sidewalks.
Anwar - Firehouse agree that need time
McCann - Firehouse should not rush into a sale. Should rcognize that the longer building is not used the more it is going to fall apart. should be used by town or get a tenant. Regional Animal Shelter or Regiolnal communication center may be good uses of that property. need to maintain the building in the interim. The budget - do ot see any specific line items of adjustments.
Galligan - cut 276,000 and also 635,000, 350,000 to be used for fund balance. Those are decisions I made.
McCann - 350,000 fund balance - use that until sold firehouse and replenish
Galigan - tax sale. and will even off fund balance.
McCann - capital projects - include only paving swhs and board of ed computer improvements and town compuer replacement.
Galligan - ther eis money is capital non-recurring. Alread funded yhear of Coservation Plan so would like to continue with Plan of Conservation.
McCann - there is legiislature pending. find it hard to believe taht the items on the list are the highest priorities.
Delnicki - one thing that bothers me is fee on businesses, businesses do not send kids to school, they don't have trash collections, do not want to see fee sfrom health inspector. Businesses contribute a lot to the community. If business fails an inspection then there could be fees charged to them. Can't support. Figure out if we need a referendum as soon as possible so we can get it on the ballot.
Bazzano - two quotes you have, 330,000 and would like zone change. 275,000 no zone change. Priorities -
Dwight - did not realie the higher bidder did nto meet standards so the town would be able to negotiate with second bidder.
Havens - there are 138 houses for sale in this community. if we had a bonifide price should consider if this is a resposible bidder and maybe consdier it. Should put small fee on inspections. Firehouse - sell it.
Favreau - these type sof inspections have not been established and maybe should be. should meet some types of health and safety inspection.
Delnicki - the businesses ae nto getting anything for their tax dollars. First inspection should be part of the taxes. Need to get the 400,000 for the firehouse.

Firehouse has capital improvements taht need to be done. there is no room to add onto the old firehouse. need to bring to code. Part of negoations shoudl be intended use. improving the property may make the property more valuable. Not interested in tax incentive for that proprty.
mCcANN - Ad Hock Committee to address the Hayes Road sidewalks. Went over the potential for alternatives for sidewalks along Hayes Road - bike lanes were discussed. None of them seemed to be viable alternatives. Just repave the road adn make the length 26 feet. have to know where the town is going with sidewalks and bikeways. Makes sense for the Town Council to work with Walk & Wheel Ways and Town Council. Would be willing to work on committee. This should be reviewed.
Pelkey - met with Jeff and reviewed the limitatins that exist. Sidewalks could be installed at a later date. Met with SW Walk & Wheel Ways. They will be gathering information from other towns. After information is gathered will put sub committee together.

Anwar - trying to score points one way or another is not a priority. budget has passed and should move forward.
Favreau - electronic reclcing - June 11th, 8:00 a.m. to 1:00 p.m. at South Windsor Town Hall.
Delnicki - have served under many Mayors and no one has ever failed to meet the deadline of the budget. The charter is not a guidance document, it is much like the constirution. We can't pick and choose what we want to follow.
Pelkey - my main responsibility is the health and safety of our town residents.

Galligan - quit claim deed was revised and I handed it out tonight. Anwar - exhibit C did not see Bazzano - Galligan - can not find anything - reverter clause - Bazzano as bond holder won't they say have mortgage on that Galligan - should ot effect. DCK is - feel they should have let the town know. Bazzano - council finds this stuff out after the fact. If there is something substantial feel we should know about. Galligan - every Thursday have conference call Dwight - some of the documents are being delayed by myself and Dave Panico. with respect to mortgage that was only discovered 10 days ago. we have not found any case law in CT. Feel comfortable that reverter clause will allow property to turned back to town. McCann - much better off have attorney's look at documents now. Dwight - we are carefully looking at all of the documents. McCann - when the town gave 22 acres to the developer two years ago, I thought that was the entire property given to town by State, why was 2.24 acres left out? Galligan - because the State division forgot to put it in. McCann - when did town get this proprty? Galligan - land transfer act McCann - so not 10 years ao, about one year ago? Galligan - yes McCann - deed, says the town is conveying for consideration McCann - if we receive any cash over one dollar would have to give to the State, could we put conditions of tranfer of this proeprty that speeds up what goes on there. Galligan - this transfer almost has to mirror purchase and sale agreement. if this passes,notices will go out to abutting property owners. They only have to June 22nd and then the special services district will then kick in. McCann - there is requirement that devceloper commence construction - 3 years within the original will be modify unless upon consultation with TA that can not be modified. Galligan - yes, this money is a balance Anwar - when write off who overses Galligna - Chief and Commissioner - these are their funds but they are on our balance sheet and now they are being taken off the balance sheet. Delnicki - we are not doing anything to them - this is an account gimick - 56,000 will stya with them and when they receive new grant Galligan - they get their grnat and pay for everything Delniicki - audit mechanism on them? Dwight - did not realie the higher bidder did nto meet standards so the town would be able to negotiate with second bidder.
Havens - there are 138 houses for sale in this community. if we had a bonifide price should consider if this is a resposible bidder and maybe consdier it. Should put small fee on inspections. Firehouse - sell it.
Favreau - these type sof inspections have not been established and maybe should be. should meet some types of health and safety inspection.
Delnicki - the businesses ae nto getting anything for their tax dollars. First inspection should be part of the taxes. Need to get the 400,000 for the firehouse.

mCcANN - Ad Hock Committee to address the Hayes Road sidewalks. Went over the potential for alternatives for sidewalks along Hayes Road - bike lanes were discussed. None of them seemed to be viable alternatives. Just repave the road adn make the length 26 feet. have to know where the town is going with sidewalks and bikeways. Makes sense for the Town Council to work with Walk & Wheel Ways and Town Council. Would be willing to work on committee. This should be reviewed.
Pelkey - met with Jeff and reviewed the limitatins that exist. Sidewalks could be installed at a later date. Met with SW Walk & Wheel Ways. They will be gathering information from other towns. After information is gathered will put sub committee together.

Galligan - quit claim deed was revised and I handed it out tonight. Anwar - exhibit C did not see Bazzano - Galligan - can not find anything - reverter clause - Bazzano as bond holder won't they say have mortgage on that Galligan - should ot effect. DCK is - feel they should have let the town know. Bazzano - council finds this stuff out after the fact. If there is something substantial feel we should know about. Galligan - every Thursday have conference call Dwight - some of the documents are being delayed by myself and Dave Panico. with respect to mortgage that was only discovered 10 days ago. we have not found any case law in CT. Feel comfortable that reverter clause will allow property to turned back to town. McCann - much better off have attorney's look at documents now. Dwight - we are carefully looking at all of the documents. McCann - when the town gave 22 acres to the developer two years ago, I thought that was the entire property given to town by State, why was 2.24 acres left out? Galligan - because the State division forgot to put it in. McCann - when did town get this proprty? Galligan - land transfer act McCann - so not 10 years ao, about one year ago? Galligan - yes McCann - deed, says the town is conveying for consideration McCann - if we receive any cash over one dollar would have to give to the State, could we put conditions of tranfer of this proeprty that speeds up what goes on there. Galligan - this transfer almost has to mirror purchase and sale agreement. if this passes,notices will go out to abutting property owners. They only have to June 22nd and then the special services district will then kick in. McCann - there is requirement that devceloper commence construction - 3 years within the original will be modify unless upon consultation with TA that can not be modified. Galligan - yes, this money is a balance Anwar - when write off who overses Galligna - Chief and Commissioner - these are their funds but they are on our balance sheet and now they are being taken off the balance sheet.
