93 Rockway Drive, last week rode bike to community center and left bike on bike rack - when returned to bike rack my bike was stolen. Police was very prompt - 1) Town to purchase security cameras, 2) appreciate call back from Police Dept., 3) the bike had sentimental value to me - please return to me.
Jacob Hill and Luke - here to talk about skate park in South Windsor. Skate board is sport that you can do individually. you do not need someone teaching you how to do it. Luke Belind - There are many of kids with autism and skate boarding could help with that. They could be themselves and it is a lot of fun. we have many people who want to skate but there is no where to skate. It would be a controlled area. Jacob - there are many sport fields, baseball, basketball and even a dog park but there is no skate park. unlike other sports we don't need jersey and it is not a lot of maintenance.
Prague - can we ask Craig or Gary about this because it is in budget.
Luke - a park would help with kids not getting hurt.
Craig Zimmerman - it is in the Park & Recreation Master plan. It is in this year over the next couple of years. Park & Rec took tour of skate parks over the State. Park & Rec Comm fully supports have a Skate Park in Town. The problem is group of children asking for this changes and will change again.
McCann - in making recommendation for Skate Park, have you included the input from the youngsters in the community. Craig - did get input Craig - reason came tonight is Opening Day is Friday, April 20, 2012 at 6:30 p.m. for the new Baseball/Softball Hitting & Pitching Practice Facility. That day the High School team has home game at 4:15 and will try to start reception at 6 and ceremony at 6:30 p.m.

B. Resolution Authorizing the Appropriation of Excess Bond Premium to Pay Interest on Bonds and a Contribution of $200,000 to the Retirement Plan for Employees of the Town of South Windsor
Beaulieu Bazzano Beaulieu - in looking at this while it makes some sense to add funds to pension plan - those funds may be better used to pay debt. Galligan - you would have excess of 200,000 in debt service fund but these would be used to pay bond down. The actuary came up with one set of dcocuments to meet ARC and the ________ came up with another which caused 198,000 short fall. - when 2013 comes may be able to pay for that. This is a policy decision. Either way does not bother me.
Yagaloff - looking at this as stand alone - using to pay for unfunded portion of pension. moving money around versus cutting spending some where. Does it need to go into this account Galligan - it would automatically go into the debt service. Yagaloff -wht proposing this now before budget or before sewer plant. should we wait until we have further discusions Galligan - 200,000 will go into debt service. Yagaloff - can we transfer it out later Galligan - what you appropirate can be used somewhere else. if a bond holder comes in and tracks that it could be an issue Yagaloff - is this necessary and needs to get done now? in budget you will have recomendation to trim down pension Galligan - met the ARC for next year. The current ARC is short. Yagaloff - I am inclined to support it. These are additional fund that were not expected.
Bazzano - like the idea of putting into sewer Galligan - tha tmoney is appropriated - leave in fund - 202,000 extra in fund because used those funds to pay down debt on refinance. Bazzano - like the idea of putting those funds toward the sewer. Never going to fund pension 100% but as long as we are where we need to be. Do you feel comfortable where we are? Galligan - idea is to always meet the ARC. Bazzano - even when the market went down we reinvested and did pretty good? Galligan - yes, hoping that the market does good. Pensions are like gambling. Bazzano - we do have WPCA Subcommittee - hate to turn this resolution down because I would like it somewhere else. Galligan - if you decide the policy is going to be to paid the debt service, there will be extra 200,000 to pay debt.
Mayor - based on that assumption do we need to take any action? Galligan - do not think you need to Mayor - might want to make clear what legislative intent is. seems messy to try to amend resolution. Ask that the next meeting have resolution drawn up for next Town Counicl meeting.
Yagaloff - think need to table or postpone Mayor - look for motion to table Beaulie - table 14B, Snyder seconded, 8-1 (Havens) - passed
C. Buckland Endorsing the Buckland Area Transportation Study
Anwar Havens Yagaloff - in response to discussions regarding this - rewrote paragraph 3 - WE have problem whether the Town is going to be participating in study going forward or whether we are going to contest it. The scale of the cost will be very large over a period of many years. I look at it like the Buckland Mall - South Windsor needs to be a part of this study. I think we should play an active leadership roll in this study. There is a lot of construction work and have opportunity to be a part of this and think we can control if we are a part of this study. Will support resolution tonight
Mayor - I have an amendment last paragraph a tthe end , with the exception of the proposed exit 63 off ramp (write the rest) McCann seconded the amendment Mayor think we can endorse with this exception. by moving forward with amendment, yes somehting needs to be done and we are going forward but protecting residents amendment -8-0 with 1 abstension (Snyder)
McCann - think we need another amendment - regardless of the current study we need to make clear that SW's endorsement would not include opening up Slater Street AMENDMENT - add onto final para - also that endorsement doe snto includ eopening Slater Street McCann Havens Yagaloff - it was made clear that Slater Street will not be opened. may be better to leave it alone. not in the plan. if we put in there it may flag it. I will support but do not know if I want to add more information to them. Havens - will support, this study is a real joke. it is not a study any longer. we should have been the leader from the beginning. we can't even agree on it and where are they going to get the money. McCann - had discussion 3-4 years ago at the Chamber of Commerce with DOT - just want to make it clear to them. Mayor - trying to keep best interest of people at heart here. will support AMENDMENT - 8-0 with one abstention. AMended reoslution - 8-0 with 1 abstention (Janice) passed
D. Resolution Concerning Payment of Sewer Plan Bonding Expense
Yagaloff Havens Yagaloff - the public is aware that there was a referendum that approved the construction of Plant. When construction done? Galligan - May of this year. Yagaloff - the bonds have to be issued and repayment Galligan - 2013 when due Ygaloff - December 2013 1/20th payment due - each year additional 1/20 payment is due. 1.2Million Galligan - 1.4 or 1.5 Yagaloff - it was felt that plnat would be for everyone and would be good for business - paid for by the general fund. reconstruction costs of plant will be paid for by taxpayers. Matt needs to know if there will be a change with this policy for budgetary reasons. WE are either going to change or reaffirm the polcy. Bazzano - concern resolution approved 2 years ago and has not changed. do not understand why we are reaffirming it. I would like to see subcommitte to move forward and tryin gto come up with solution and bring that to Council and decide at that point. Yagaloff - comment on vote just took on sewer. respect the decision of majority to postpone but there were three options, 1)approve, 2)deny, 3)table. do you know when the sbucommittee will have recommendation about the overall policy and will that be done before budget in place or before WPCA budget in place. Galligan - shoudl be done before both budgets. we had long discussion on this issue. debt schedule needs to be reviewed. working on changing the user fees. Yagaloff - Deputy Mayor Bazzano about costs, allocated, that information needs to be available to Council, when will tha tinforamtion be given to Counicl Galligan - just done and will Yagaloff - you know costs for both ways and will be made avaialbe to committee could counicl see it. Galligan - I don't see why but everything is in drafts which are assumptions. asked wpca to look at this for 3 years what the impacts would be. Yagaloff - reason committee was formed was so that the information is necessary for the Council to review and get feedback. We want to work together on this as a Counicl. Galligan - that will go out

McCann - debt service for sewer plant. work with environmental protection and office of policy and management to make sure plan capa with Galligan - we have one person working with DEP - OPM says meets our plan and DEP says no. Trying to get rep to take care of that.
Mayor - Sergeant Daniel Martin retired SW Community Bike Ride - through SWW& WW May 20th group bike ride - 12.5 miles through SW. REcognize Penguin Plunge - will have recognition - thre was 35,000 raised. Had the SW Mayors Cup and will present at the next meeting with trophy.
