Teddy Heirra - spoke regarding the rides he has taken and the reason why. Mayor Delnicki read a proclamation into the record.
5. Public Input [Per Town Council Rules, this segment of the meeting shall not exceed thirty (30) minutes unless extended by the Mayor, with the consent of a majority of the Town Council.]
Don Gonsalves, 40 Bayberry Trail - Sewer Committee - we have had two meeting 3/5 and 3/12 - why did everything stop because we do not have any financial information. Not happy it has not been sent out. proprty owners going to pay for sewer upgrade. the pollution committee is putting th emoney away and the town shoudl put money away. The town should put 1M dollars away. Council has to make some decisions. one situiaon that we have is we have two council members and only one member has shown up. Galligan - all he has to do is call my office to get the information out to him. Delnicki - Mr. Gonsalves has a copy next meeting Monday, April 23rd Bazzano - Matt is correct. That report came out about a week or so. The TM and I went over it a little bit. Mr. Gonsalves was going to be gone for two weeks so we held the meeting off until the 23rd. The reports took longer than expected. Galligan - the Town Attorney is reviewing 5 reports. we also gave information on resolution of the bonding, memo going out to WPCA policies. If Mr. Gonsalves needs information he should call my office instead of grand standing - Delnicki - committee has information Snyder - what Galligan - that person was just informed - part time secretary did not know that person was supposed to be informed. Bazzano - resend it out tomorrow. Mr. Gonsalves make sure you let me know if you got it or not.
Jacob Hill - once again we are here to talk about a Skate Park for SW. Would be great for the youth of the community. it could bring arguments out of school. we were wondering if there is any progress? Delnicki - could Ray Favreau come forward and address that Ray - we have had Skate Park in Master plan for quite a while. we have around 250,000 - would like to move forward with the design portion. We would bring
Lane - Pickle Ball - we started playing in September. Good exercise - moved to Ellsworth where there are two courts. At Ellsworth the floor will be done over - would like to have additional linje sput on court at Wapping School. The benefits - could be used for summer camps, schools, families. Great exercise. Delnicki - largest growing sport Delnicki - does the town own the line painting - can we refer this to Park & Recreation Ray - we are trying to determine location.
The public participation does not give us a lot of time to give and take, if they would like to have a conversation with Town Council, please give town your name and have discussion. Dlenikci - we could then have it on the agenda as a discussion item.

McCann - report from Sidewalk & Bikeway repeal two ordinance regarding sidwalks. currently we have two ordinances, imposes portion of funds to be spent by residen ton sidewalk. if sidewalk in front of your property needs to be repaired by resident, if resident does not do it then town will do it and charge the resident. Will be coming forward to repeal those ordinances, next meeting will bring proposal forward to set public hearing on those ordinances. Thre were several items discussed - committee wants to discuss with TE regarding two streets (Avery & ______) streets to look at bike lands and sidewalks. two year plan to connect neighborhoods with existing connections, would like stone dust placed on connectors, Delnicki - requesting a discussion item on proposal of rescinding both ordinance, and also setting pubic hearing to rescind those? McCann - yes Yagaloff - do we need TA opinon before make decision on this? McCann - we got the information concerning the amount collected by the Town which is $0 from Town Engineer. Town has potential liability and sidewalk issues are not being addressed. Yagaloff - before we have the meeting, if opinion needed by TA - residents in the neighborhoods should be informed. Delnicki - need to be discussed with resdients Havens - in 20 years the sidewalk costs could be astonomical, other communities lienent with sidewalks Delnicki - save for discussion at the next meeting. Havens - why do we finish the budget before we discuss the sidewalks - would like to see budget.

C. Resolution Authorizing the Appropriation of Excess Bond Premium to Establish a Debt Service Fund to Pay interest on Bonds
Beaulieu Bazzano Beaulie - I believe this is what we talked about last meeting - wanted to pay debt service - this is what we asked for last meeting Yagaloff - I thought we still had the issue of paying down the pension fund. This would have reduced the amount that is due in thepension amount Galligan - we wanted to meet ARC this year - trying to use money to put in pension to meet ARC, we are meeting next years. DAve Panico says can't use that money - permium debt used for debt Yagaloff - can't go into general fund? Galligan - no we have our debt service in the general fund and has to be there. unanimous
D. Resolution Setting a Time and Place for a Public Hearing to Receive Citizen Input on the Appropriation of $100,000 of LoCIP Funds for a Safety Answering Service at the Police Department
Havens Snyder Bazzano - LoCIP ca Local Capital improvement program Delnicki - this is for the improvement to the dispatch center Galligan - yes - we have Marcus Communications for a State bid - inside of the building needs to be done. we need to take care of this unanimous
E. Resolution Authorizing the Town Manager to Enter into a Lease Agreement with Marcus Communications
McCann Prague McCann - this is the guts of the communications system itself. TM workijng with vendors to get the best price we can. upgrade the commuications for police department Delnicki - thought was going to be in next years budget Galligan - lease probably will not begin until next year. We will work with financial institute. One thing aware of, that tower will be used to help with Delnicki - have there been an additional failure in the system Galligan - yes Yagaloff - feel this should be subject to TownCouncil approval Galligan - can amend Yagsaloff - amend subject to Town council Approval, Havens, (friendly) McCann - are you okay with that? Galligan yes Prague - what happened to tower near VMP? Galligan - that is with Siting council Delnicki - the last thing we want to do is Amended Resolution - apporved

Prague Snyder Yagaloff - this allows fo ruse to go into blighted properties. Major rewrite for exisitng ordinance. very important ordinance for the town. Delnicki - gives town tool to remedicate the outside of a property that has become a safey issue. protects the community, neighbor and taxpayers - glad to see rewrite. Havens - this ordinance may be perfect but has to be enforced. unanimous
