Caroyn, 101 - support the pre-school program. President of MOMS Club. support it in the present location. Parking lot is safe.
K, 20 Ridgefield Drive - both children went to preschool program. Community Center is outgrowing programs. Each group is important. These programs is reason why south windsor was named one of greatest community. Would like subcommittee established to determine space needs.
Jason Bowers, 127 Foster Drive - support program and keeping at current location. Have two children that have benefitted from this program. I have seen the benefit it has had on children. Finances in the budget - watched prior meetings and it was mentioned 80,000 preschool program expense but also revenue and it was a break even program. If you move or elimiante these programs you will eliminate value that is at a 0 cost to the rest of the Town. The preschool program adds value to the Town. Open enrollment is practically closed in the first few hours. The community Center already has the accommodations and resources for the preschool program. The community center must be shared. if space issue why couldn't other programs be moved? to be fair every program should be considered an option not just the preschool. If we want to stay on list, young families will think preschool programs are not important.
Maria 72 King Fisher Circle - here to support the preschool and the current location of the preschool program. the preschool program is very important for every child in Town. Skills are learned from effective preschool skills. there are direct correlation between what preschoolers learn to how they work as they get older. 34 classes are taught through the preschool program.
Kate Brennan, 35 Indian Trail - here to support their program - they teach the skills that are necessary for the future. plead you to keep in one specific place. impressed by the programs.
20 Gail Lane - 3 year old and 1 year old - come before the Council to show support for preschool program and the current location. we have moved here one year ago and feel connected to the community.
Mike Mundo - - the community center is where the community is. will take away from the kids if the program is moved. this is the most important years of kids learning. support the program and ask you to keep where it is. if anything would like to expand.
Ed, 23 Pelwood Driv e- skate board, woudl like to support skate board for South Windsor. I golf and snow board and have places to do these things. do not have a place to skate and we need one. safe and controlled environment. if we have dog park and other itesm, skate park would only add to the town.
Rob O'Connor - 126 Krawski Drive - on the Park & Recreation - tonight considering 6 resolution for Park & Recreation Capital Projects. We have spent countless hours widdling this down. compliment staff - one item is a skate park. one item is connector paths throughout neighborhoods. support these items.
Joanne, 1581 Main Street - East Hartford - we are having problem not knowing how long will have dog shelter? Delnicki - the end of July. Joanne - willing to donate time - suggest to talk to Wethersfield because the kids raised funds and donated time. kids themselves did it.

McCann - Sidewalks & Bikeway SubCommittee - met with Town Engineer and Parks & Recreation Dept. about 2 issues that subcommittee reviewing. Town Engineer - challenges making STrong Road improvements bicycle and pedestrian friendly. There are problems there but TE looking into that. met with Ray and John regarding the connectors between neighborhoods and what would be feasible to get done in next two yeas. Based on budgtaray constriants would like to try to get all connectors done. will be brought back to subcommittee to give TC final recommendation. Also looking to rescind two ordinances. One of the concerns raised today is some photos of sidewalk on Homestead. Need to review with TA the extend we might wand to repeal or amend ordinance with respect to sidewalks where there may be damages. some sidewalks may be from conractors going over with car. do not want to relieve contractors damage. May 15th having next meeting. 7:15 p.m. will have report to TC
Mayor - appointed temporary committee for WPCA Task Force. Would like spot on TC agenda on the 21st - to report findings and give recommendations. would like to continue with committee.

Bazzano - (find out who seconded) Havens - will support - not completely happy way this went forward. Bazzano - change number to 95,000 and changed to design build - feel the same way - kids were coming to meetings then and speaking regarding this. Yagaloff - this is not new spending. already in account - has been sitting there for a number of years. this is a scaled down skate park. this should get done fast. would like to see it go out to bid, bid accepted and should be done fast. should get regular reports on the progress. Prague - fully support a skate spot. do we have a place for it? relocate bark park and Ray - do not want to make commitment to that. we have identified locations, Middle School, Rye Street Park, Nevers Park Prague - if on school property has to be monitored? Ray - access during school day, can not use - that is an issue we want to look at because you want it to be accessible. Prague - concrtete surface Ray - new designs are open area. not designed to keep kid in or out Prague - lighted Ray - no Prague - ipod? Ray - will not be doing that. Anwar - possible to look at safety measures and protections (rules and regulations) There are a lot of injuries associated with skate boarders. want to have mechaism that the park will not be opened all of the time. how protections will be enforced Ray - ranks 4th in injurty - will hav eprotections. Delnicki - the intent here is that the kids are involved in the design. will not be hiring Ray - do have potential volunteer in town (engineer). the kids will be pulled in for the design phase. Delnicki - local contractor? Ray - there are not a lot of local contractors with experience in skate board park construction. Delnicki - have a lot of local contractors that are good in town. Ray - will have to come back to you to waive competive bidding Delnicki - will there be impact on insurance? Matt - no will be a blanket. program covered by liabiity policy. Snyder, Havens Snyder - there has always been a concern that kids may wander off. Think important to keep save, support this. Anwar - echo what Councillor Snyder has said. There is a need and there are children with special needs and small children - support this. Prague - Thought there was 30,000 in Boundless playground and 17,000 in ROPES Ray - 3,000 in both but can double check. those funds were supposed to be used for fixing items. fence would be between parking lot and _________. will work with contrctor and look to do entire width of playground 250-300 feet. would not be all around the perimeter. Prague - fence is worthless if not continuous. start at parking lot Ray - the critical aea is between the parkin glot and playground. would love to do the whole area but too costly. Yagaloff - a family with special needs always deals with these issues. has a survey been done that this would be a need. was there a demand or is this what might happen? Ray - we have folks who expressed concerns. handful of people have come forward. when you are on the playground they get a little bit of freedom. Yagaloff - can happen at other fields. not supportive unless there are family members who have voiced concern. Havens - safety is number one issue with our children. Do not want to take chance of child getting hurt. will support Delnicki - concerned setting standard for all playgrounds in SW. unanimous

Yagahloff Bazzano Yagaloff - this is a requirement that needs to be done hopefully in time for the summer. Bazzano - this is another item tht comes up every year. good that you added this in. support this. unanimous

McCann, Snyder McCann - maintenance does not fully describe what this money will be used for. improvement to those paths. surface tht would be installed would vary depending on use and woudl be in conjuction with P & R commission. Open paths up for bikes, wheelchairs, etc. Anwar - in our last meeting talked about three areas. using local volunteers the 20,000 would go further Ray - thre are 14 identified areas. would like to address 3 and would like to get as many doen with the 20,000 as possible Anwar - think we can extend further - will support Prague - will not be supporting this - we have Lawrence Road to do Ray - Wednesday night will be reiewing what has been done at Lawrence Road. Will continue to work on park but will be long term project. we will not stop but will be workin gon it for a long time. come look at progress prague - would like to see it continues. do not want to spend 20,000 some where else. Yagaloff - we have great committees - we ahve Walk & Wheel Ways in Town now for about 2 years. the plan they had will be requesting funds from the TC every year to keep the plan moving forward. This work will change this community. Delnicki - will be voting against this. think we need comprehensive plan before we start going out there. think we need fiscal restraint. Public Robert O'Connor - you have passed our master plan and these connectors are in the master plan. we are not creating these connectors we are making them safer. passed 7-2 (Prague, Delnicki)

Anwar, Snyder Ray - these need to be renovated and that is probably why not used very often. Ed - how long has it been not playable? Ray - we are on the borderline of shutting them down, just one open Ed - if we approved, will these get used Ray - yes and changing the use also. youth tennis, pickleball Ed - are these the only courts at Rye STreet Ray - yes Ed - will support. Beaulieu - those courts are in disrepair, do agree something needs to be done. is there truly a need to create junior tennis courts. what is the impact by making junior tennis courts Ray - three advantages, we don't have facilties to create junior courts. benefit and be more age group friendly facility. we can also look for grant money to do this type of court. Beaulieu - 40,000 includes fixing the cracks? Ray - yes Beaulieu - participation rate? Ray - 5 days per weeks Anwar - is there any other place could do pickle ball? Ray - have been trying to meet with interested individuals. this is more a of a permanent solution but need to come up with temporary solution. Anwar - we do have tennis courts and have not heard anyone say we do not have enough. the pickleball if narrow down that is something that we do not have. for pickleball alone inclined to say yea. Bazzano - have seen the courts. all four courts are bad. two courts left and could not believe you put nets up. those courts are in rough shape. youth and pickleball, how much of 40,000 is because of splitting two courts into youth or pickleball Ray - there would be two nets. Bazzano - how much will be done in house? Ray - we probably will not do to the same extent. we do not have all of the tools. the quote received Caldwell - the cracks do not run linear - they will seal the cracks and overlay the whole court. 5 year warranty. Bazzano - fencing involved Caldwell - initially yes but got taken out. McCann - one of the responsibility of TC is to maintain faciliities. need to make facilitiies usable and keep safe. support Delnicki - think we have to look at the fiscal restraints - will not be supporting this resolution. I. Resolution Appropriating $100,000 of LoCIP Funds for Construction Associated with the Placement of Safety Answering Service Equipment at the Police Department
Prague - 100,000 LoCIP funds, Anwar, Reed - have had problems with our console and it is necessary to replace. These LoCIP funds are for the construction of the area. Prague - 6 or 7 eears ago had tour of Police Department. there were so many wires and would take hours to figure out what was happening. Yagaloff - read through contract. this is a basic fair contract. warranty period only one year. support the contract.

J. Discussion Item: General Government Budget
Galligan - we don't want scare tactics. over the last several year the Council has gone into this budget and now is making the budget tighter and tighter. Can put suggestions in memo form - 14th. Delnicki - need information prior to that - Friday after noon. collection rate this year so far? Gallilgan - as of April about 90% - overall is about 99%. Bazzano - do we have anything in the horizon that will help with the budget? Galligan - if you look across what is happening in the market - don't think SW should sell anything at this time. Had offer on the original firehouse. do not think Town is in the position to give a bargain. Deming Street - Did get two letters, woul dlike to see this open up because they are looking to move. Yagaloff - we are going to put up a nuber. the quicker we get inforamtion the better. 3.75% thre will be a lot of angry people. put number out before. have to thik really carefully and really hard. do not think 3.75% increase is appropriate. Delnicki - good ideas will be welcomed. looking for WEdnesday to set budget. Galligan - may try to get tht out to you tommorw

Prague - 100,000 LoCIP funds, Anwar, Reed - have had problems with our console and it is necessary to replace. These LoCIP funds are for the construction of the area. Prague - 6 or 7 eears ago had tour of Police Department. there were so many wires and would take hours to figure out what was happening. Yagaloff - read through contract. this is a basic fair contract. warranty period only one year. support the contract.

J. Discussion Item: General Government Budget
Galligan - we don't want scare tactics. over the last several year the Council has gone into this budget and now is making the budget tighter and tighter. Can put suggestions in memo form - 14th. Delnicki - need information prior to that - Friday after noon. collection rate this year so far? Gallilgan - as of April about 90% - overall is about 99%. Bazzano - do we have anything in the horizon that will help with the budget? Galligan - if you look across what is happening in the market - don't think SW should sell anything at this time. Had offer on the original firehouse. do not think Town is in the position to give a bargain. Deming Street - Did get two letters, woul dlike to see this open up because they are looking to move. Yagaloff - we are going to put up a nuber. the quicker we get inforamtion the better. 3.75% thre will be a lot of angry people. put number out before. have to thik really carefully and really hard. do not think 3.75% increase is appropriate.
