Public Works Week - Rich Boudreault Award - Public Works, Park & Recreation, etc. Person- public - Pat Botteron Business Partner - Lutz Tree Service Mayor read a proclamation into the record regarding National Public Works Week. Mayor read proclamtaion inot the record for Mike Gantick and gave him plaque and street sign.
Ken Sek - CT Trail Days, 285 Griffin Road - invite TC to CT Trail Days, Sunday, June 3rd from 1 to 4:30 at Major Michael Donnelly Land Preserve. Open Space and SWW& WW hosting this. Handicap accessible path is also there. Beautiful area.
Don Gonsalves, 40 Bayberry Trail - upset that the BOE has not turned the surplus back to the general fund. The fund balance 4.6 million - the rating agencies recommend about 10% in fund balance and we only have 4.6%. the Town Council has not done their job. BOE kept 1.4 million over the past two years. The Town needs the money. Fund balance is far too low.
State Representative Bill Aman, 878 Strong Road - reviewed State Legislation - 2012 Major Acts1.6% increase - revenues are not coming in as anticipated. the dealth penaty we no longer have dealth penalty has been replaced with life in prison without parole. changes in driving under the influence has changed. educational reform bill. voter registration will change, will be able to register to vote on the day of the election. open space - do not have accurate acreage of open space and where it is. marijuana was legalized for those who need it by prescription. Red light camera's received a lot of discussion they would not go in SW and they will not be going forward. Next year will discuss the budget greatly. There is not revenue for the State to pass, should be equivalent to what was given this year. Yagaloff - thanks for the presentation. are updates available by email. Aman - will be sending out either tomorrow or Wednesday.
Bob Dickinson - 19 Birch Road - expressed support for Item 14D regarding the sidewalk ordinances repealing - would hope can adopt changes that would have resident support sidewalks.

McCann - sidewalk & Bike way subcommittee - had meeting this past week - had presentation on Complete Streets principals. Essentially making streets available to everyone. These are principles that are adopted by the STate of CT. 1% of public funding to road work to go to sidwalks and bikeways. This is worked into the Engineering Dept in respect ot roads that are improved or construted in SW. The presentation is available to TC.

C. Discussion Item: Proposal to Place Funds from Agricultural Land Leases into Open Space Maintenance
Mayor - all have memo from Betty Warren pertaining to this proposal. Mayor read letter into the record. Betty Warren - There has been concrn about adequate funding for passive recreation and conservation commission has had help with Jeff Folger with building of paths, blindways, etc. Teh funds he has used for that - soem grants, some fund DeP - this would be a way to keep the passive recreation going. Make free standing fund - that woudl be ongoing - this is not something that either commission woudl expect to be spent in one year. There are always ongoing prolbme and thought this might be a good way to keep those things fixed. Mayor - these moneis used like the sanctuary, donnelly, wapping - areas where we have depended on volunteers to keep Betty -yes - also have gone over lease amounts - 16,000 not 18,000
Prague - you do an outstanding job of protecting assets of these properties. I am going to vote yes on this - how many propertie sin thie 16,000 that we lease and is the Foster Farm included? Betty - 9 and yes Foster FArm is included Prague - are we getting the appropriate amount from farming? Betty - yes we are getting the going rate Prague - what is going on at the Priest Proeprty Betty - the hartford building - part of mitgation has agreed to pt a trail from therere to Pireces property. the bank is paying expense, Eagle Scout handiling th projet Prague - public trail? Betty - yes prague -will it be safe when corn coming down? Betty - yes
Anwar - doing an amazing job. this will protect community for many years. want to make sure there is protection in place. funds shoudl go to areas that are meant for. used only for that purpose Mayor - Jeff does great job for the town Anwar - shoudl institutionalize not to an individual. protecting the funds
McCann - perserving of open space is very important. Town has done tow referendums for open space funds. we do need to support and maintain it. in support of this. Betty - another suggstion - designated under the conservation commission - overseeing open space areas.
Havens - will support this. taking 16,000 to another area. I donto think good way to start the year. This should have been done with the budget. will support.
Mayor - will this be a problem to the budget? Galligan - 18,000 short in revenue - will effect budget.
Pat Botteron - 34 Victor Lane - this has been going on since late 1990's - because there are less grants and less people volunteering - we are blessed we have scouts and other volunteers - the work that goes into the bridges are incredible. we are conservative when using funds.
D. Discussion Item: Sidewalk Ordinances (Requested by Councillor McCann)
McCann - Installation and repair of sidewalks can be hinderance. this is what causes sidewalks to be opposed. The subcommittee has asked the council to take a look at ordinances. 86-82, 86-83, 86-84, 86-87 and 86-88 (repeal). Would like to know whether these ordinance should be revised, repeal or left). one of the concerns - not a simple matter of repealing ordinances - need to review these and figure out how should be revised or repealed. need to look for guidance from the Town Attorney. enforceablility needs to be looked at as well. Anwar - time for us to re-evaluate. having sidewalks is healthier for the community. the value of the homes go up. as a result I thik we need to take a position of how we see the future of our town. I think having some of these will help us change the mindset of the community. Do not think costs the town much money. short of a protection of the town. if we were to change some of these rules which restrict people of sidewalks will be good, support this. Beaulieu - also feel need to revise sidwalks in town. need better ways - taking off of homeoweners - all part of plan to make more accessible. I support Havens - I was the only person who voted for sidewalks on Hayes Road - we have to be careful of the cost of this. Who is goin gto handle liaility, who is going to take care of repair aftr 10 or 20 years. Who is going to do all of that. In this oridnance need to look very carefully at long term. homeowner will have to want them. even with doing all this, people do not like sidewalks even is we take care of them. I am in favor of a sidealk plan. move forward with some diligence. Yagaloff - thankful for the committee. I do think important to have plan where sidewalks shoudl be. coming up with structured plan and hving that discussion with community is important. ultimately allow a person to walk in one area to the next safely. eventually will have healthy connectors. Mostly concerned about the snow and ice. Repairs are something we will have to get a handle on, do need costs. Do not know how will get passed the snow and ice. Manchester has signs that say "walk at your own risk" - do not want that for our community. Don't know how we get past the liablity issue. do not feel comfortable not having sidewalks that are not cleared of snow and ice. that has to be addressed. McCann - costs need to be addressed, need mechanism of liability of the homeowner for removal of snow and ice. That is by statute and can not touch that. did not discuss 86-91 - liability of the homeowner of slip and fall if snow and ice has not been removed. there are issue that are involved and need to be addressed by the Town ATtorney and Town Manager. Not a simple matter. there are issues that need to be addressed. making usre the costs are taken care of and the liabilityies are assessed. the chairman of the walk and wheel ways has produced map that shows priority of sidewalk installation. wil bediscussing at the next meeitng and shoudl have that avaialbe and shown to TC at the a future meeting. There are issues tha tneed to be discussed. Mayor - will you take look at and see what will cost taxpayer. we have to be careful of that what the costs will be. we have to go into this with our eyes open. Pleae let council and committe know.

Public Information Meeting - Exit 63 - will be widening that area. We shoudl keep an eye what is going on in Town surrounding us because could have effect on South Windsor. June 18th is when comments are due regarding this project. McCann - carmon and concord - this proposal does effect teh west boudn exit. The concern of the west bound exit is not part of the Buckland Area Transportation Study. Scan document and make available on website. Mayor - Girl Scout - Gold Award - gave names of three recipients. very inspiring ceremony. Havens - that type of communication shoudl be read earlier. mcCann - couple years ago Council - Mayor's Cup - should have something for the Girl Scouts - suggest we take a look at a possibility for the Girl Scouts.
