Bazzano - Fields Committee has met a couple of times and will be meeting tomorrow night at 8:00 p.m. We have design work done, have prices for other items. will be preparing to discuss on June 12th meeting with the BOE. McCann - Sidewalk and Bikeway - reviewing the map of priorities of sidewalks throughout town on June `12 at 7:15 p.m. we have also addressed the TE with respect for potential for sidewalks and bikeways on Avery Road and will continue to update with the TE with any progress and will bring back tot he TC. Yagaloff - issue of the sidewalk - thought they were going to make policy decisions as to what the TC wanted to do and Avery STreet where sidewalks might be. Is the public aware that there is a subcommittee that is deciding where the sidewalks should be placed. Thought Town staff was going to go out and talk about sidewalks with residents on Avery STreet, not subcommittee? McCann - the SWW & WW was adopted and approved a master plan and included in it a sidewalk plan. What the Sidewalk and Bikeway subcommittee is reviewing now is the priority of those sidewalks. The recommedations by the Sidewalk and Bikeway SubCommittee will come to the Town council not the staff. Will be meeting with staff to get recommendations. Yagaloff - just confused because originally thought would make policy decisions and recommendations about how Town might address connectors for future roads. Town staff should hav einput on the sidewalks in town. Policy decisions not sidewalks decisions. Tom - my legislative intent was to have them make policy decisions. the final decision is decided about through the Town Council. McCann - the charge I understand it is to come up with recommendation for the policy plan that was adopted through SWW& WW's to come up with recommendations to the Town Council for implementing that plan by them. The plan included location of sidewalks throughout Town but did not have implementation. part of that includes policy decisions regarding ordinances which we are waiting fo rthe Town Attorney who is reviewing this issue. Anwar - as a member of the Sidewalk & Bikeway subcommittee - the policy perspective has already been adopted by the Town Counicl. What is needed is the implemntation part. The subcommittee is meeting with SWW&WW's and town representatives to look at the implementation. trying to make sure costs are kept to a minimum and trying to implement. will be brgining back to the Town Council. Havens - we were presented with teh old ordinance - make changes to the old ordinance will be the beginning of the implementation. once we get that passed and approved then we can go further.

C. Resolution Funding the Town's Share of the Reconstruction of Avery Street from Kelly Road to North of Woodland Drive
Prague, McCann Prague - it will be a fantastic project when completed. when the road is closed if you could put sign up on that it is closed. will be supporting this. good we got money from the federal government and the state.
Yagaloff - Kelly Road is separate resolution - this is for Avery Street - there will not be a definate plan until the residents discuss with town staff. This is just to make a commitment for the federal funding. The residents on Avery Street will have input into the location of sidwalks, etc. Galligan -w ill be doing same procedure as on Kelly road. Delnicki - the final review should be brought back to the Council. Would like schedule of work session you will have wit the residents. Havens - this resoluitn only approves the fundings, not anything else like sidewalks. Anwar - status of general obligation bond? Jeff - handed out graph. the estimated final cost and the projects that are older and completed are the costs that are fixed. other projects are not completed yet. Anwar - after all of these things are done we are left with $33. Jeff - yes unanimous
D. Resolution Approving Offer of a Tax Assessment Agreement with Buckland Commons LLC
Anwar, Havens, Mayor - review financials Galligan - this was a little bit more complicated. the owner is required to bring sewer line up to the next property by WPCA. They have agreed to do this. We have never done a tax abatement for retail so we had to figure out things a little bit differently so the retail would not be included in this abatement. Delnicki - property located across from ECHN? Galligan - yes - helps to get east side developed. Delnicki - that property has significant wetlands on it? Galligan - yes and they have had to make adjustments. Anwar - there is more office space there then what is being requested? Galligan - they are trying to get a different clientel. Anwar - I am not sure how much job employment opportunities this will create. Galligan - you have a bank that is going to be going in there. Farmington Bank - will generate traffic to the area. Anwar - we can probabaly break down into different components. need to consider other businesses that can not get people to rent their office space. Prague - wish the assessor was here and learned that a buiding is taxed base don the value - if buidling empty Galligan - ther eis a vacancy tax Pragu e- only certain typ eo frenter can go there and the builder is building class A - think people will want to rent space Galligan - the whole idea of having bank is you may have others interested in locating their businesses. That is why the bank is key. The Class B is a different type of clientel. under the assesor he does give a vancy rate for taxes until there is someone to rent that area. Prague - only the Bank is going to be built now? Galligan - correct until Phase II Prague - in favor of giving tax abatement. Delnicki - How many new dollars in revenue? 66,000 of new tax revenue. When abatement goes away 80 or 90,000. Yagaloff - these abatements are tough. if it was not for the economic times probably would not want to do them. this is a sacrafice taxpayers dollars in order to bring business into town and looing for short term loss of long term gain. Right now towns are competing for businesses. we need to compete as a community for the economic times.without abatements we would be short 1/2 dozen major construction developments in the last two to three years. we should not look at this as a terrific thing. see as necessity and will support. Galligan - is a necessity at this time because two other towns were competing for this bank. Havens Galligan - Bruce and Kathy Kelly Havens - bank going to be built first? Galligan - yes - phase II will have other things constructed Havens - will support - Farmington Bank is growing bank This has been vacant for many years and will support. Galligan - building fees and other related fees are also something that should be considered. Delnicki - unfortunately tax abatements are a necessary evil. we are living in times that are the worst that I can remember. community has to utilize to get companies into town. Anwar - I am in support ot tax abatements if they have opportunites for others such as employment, etc. Prague - Mayor - 65,000 equates to 10th of percent of what the increase of taxes would be without that there. Councillor McCann has recused himself from action on item 14D. Public Don Gonsalves - 40 Bayberry Trail - totally against tax abatements - only developer wins - concerned about follow up on abatements as far as people delivering, do we have mechanism - if we give abatement and business moves out after 7 years what does the town do? Galligan - we have never been put into that situation. assessor keeps track of these abatements. if ther eis a problem that would be coming to me. it is in here that if they do not do what they are supposed to there is something in the agreement. Mayor - we regularly review tax abatements and make sure they are meeting thier obligations, so we do have safe guards in place Galligan - yes 7-1 (Anwar) McCann recused - passed
E. Resolution Approving Transfer of Funds from Town Owned Open Space Land Leases to a Newly Created Open Space Maintenance Account
Havens, Yagaloff Havens - good idea - and will support Yagaloff - great idea - want to make sure that who will be responsible for open space in the future. this is not a replacement for the towns current responsibility to maintain open space. what we are saying is this will be supplemental money that will supplement open space but will not replace it. unanimous
F. Resolution Approving a Transfer of $15,000 from the Contingency Account to the Fire Department
Mayor Delnicki, Havens Kevin Cooney - 1935, Andrew Hildebrandt, president of social organization - as shown in exhibit. Havens - parade route? Andy - in the handout. Yagaloff - this is a big deal. 75 years of dedicated commitment to the Town. Will have a lot of people outside of the community doing things. Big deal for South Windsor. there may be another request for funds to help contribute for this event. Very pleased - Have requested that there would not be any involvement with politics. no signs, etc. Andy - there are two things we are celebrating that weekend, State Convention and this is our celebration. This is supposed to be a celebration. Delnicki - I see this as an opportunity to show case South Windsor. Volunteer Dept. does a lot for the community. Public Don Gonsalves - our taxes would be up if we did not have volunteer fire deparmtnet, what is the total cost that we are talking about for the celebration? Delnicki - if there were monies if in excess returned to the communtiy? Andy - definately - there is a possibility that the fund raising may be able to support the event. we are short at this time and we are looking at represents not even 10% of the bill because we feel we should be able to raise the funds. Kevin Cooney - this is not meant to make a profit for the department. if there is any money left over we willgive back tot eh town. Bazzano - the event on Nevers Park Fields? Andy - among there and other places. Muster at the High School field. Bazzano - rain date for any events? no business will go on no matter what. Bazzano - we have a Parks Dept. that gets conservative when using those fields during the rain, is there trucks going on these? Andy - we had a meeting with the town officials - they committed to us that we could use fields - need contingency plan in case there is rain. we do recognize can not put heavy equipment on wet fields. Prague - suggest that you do publicity to let all the community know about these events. Andy - we have not thought about communicating that - unanimous
