Don Gonsalves, 40 Bayberry Trail, agree with Cary - as taxpayer not happy how the town is run. What is the fund balance right now - 1.5 million was taken out of the reserve 2012/2013 budget. Council should know what the fund balance is every month. Town shoudl have 7.5 million, to be good should have 10M. The Council needs to provide the taxpayers with the fund balance. Would like someone to get back to me regarding the 1.5M Mary Etter - Director of the SW Library - Invite TC and public to come to start of the yar program, Pick of the Crop - program Thursday, 6 p.m. Friends Room.
6. Environmental Health & Safety Message
McCann - October - Breast Cancer Awarness Month - raise awarenesss of breast cancer. The purpose of raising awareness is to get people informed and get them screened. there has been a change - remind people at least once a year to talk to your doctor and get screened. Want people to get involved with organizations that are focused on raising funds for this disease. work together towards cure. Bazzano - SW Panthers Youth Program will be collecting donations for the cause. John Caldwell - All of the lines are pink and looking to get a stencil to put in the middle of the field. along with football and youth soccre will also be partiicpating.

A. Resolution Approving the Transfer of $30,000 from the Contingency Account to the Public Building Commission Budget (Tabled from the September 17, 2012 meeting)
Beaulieu, Prague Prague - think it is premature to allocate money for the PBC before they have studied it. Should meet with them and then they can look at plans and come back and suggest how to proceed. Beaulieu - withdraw McCann - not ignoring the situation. the feeling of Council at this point should be we have PBC who will be reviewing this situation. It may or may not need these funds. address in the most proper way. Anwar - second for withdraw
B. Resolution Approving the Transfer of $5,646 from the Town Clerk Professional Account to Various General Fund Operating Budgets
Havens - Snyder, Yagaloff - Do not believe we were over budget on the TA - do not recall being told were running over budget. Why transferring to that account. Normally we do these at the end of the year? are we over budget? Mike do not know the answer. Ygaloff - will not be able to support without more information. Delnicki - this is not critical - so we can table to next meeting Bazzano - table until the next meeting, Yagaloff, unanimous
C. Resolution Authorizing the Town Manager to Enter into a Contract for an Historic Documents Preservation Grant with the Connecticut State Library
