Herb Asplund, 56 Tumblebrook Drive - political signs - can not find organization or ordinance - my perception is that signs are only allowed on private prooperty with exception of election day. It seems right now seems to be plentiful. I found 3-4 on state owned property. 3 on Beelzebub and on eon Avery Street. There was one at the garden which I thik is gone. One at the firehouse think they are gone. at Topstone and on eon the right of way to the fields on Avery Street. Last Wednesday night sent email to Denise Marrow. I suggested that she take charge of campaign controls. Received letter from her. She said signs are controlled by Town ordinances. The State has regulations about state roads. I don't know if we have any ordinances to address this. Have candidates sign something knowing the rules or ordinances. Suggest doing something for the next election season.
Ginny Hole - re-invite Counicl and residnet to Bicycle Friendly - Octo 20th, 1 p.m. at Jacobs View - 10-20 mile bike ride.
Kent 24 Stevens Road - here to speak about the proposed Recreation Center at Evergreen Walk. Think would help the Town as a whole. Think this would be critical - instead of having the Town go to another Town. Should be supporting the local businesses. We need to have services that other towns do not have. This would be a great opportunity. Do not believe the Community Center will be expanded. Cost of land is a gift. It is a time when we need to help our local people. help swim team. this could make South Windsor special. 6320 would be used. Numbers are reasonable. Believe this would work.
Bob Beaulieu, Deepwood Drive, would like Council to consider this arena - would be a benefit to Town. Would be an asset.
Al Larson, 46 Jacques Lane, in our last meeting we passed a motion to support the proposed Recreation Center at Evergreen Walk. We approve the concept and look forward to the discussion item. (Park & Recreation Commission)
Bob Fair - President of Youth Hockey - this project started several months ago. I have 300 skaters - address an issue that we already have a town rink. we do have rink in town - the rink has built a market for over 30 years. unfortunately that hockey rink will probably not will not be around for 4-6 years. we have had issues there and there have been issues there for a long time. we want a facility that we can be proud of. the project would be funded by 5013C (6320 corporation). this has been done before and is not magic. This 5013C has advantages - this project has benefits for seniors, kids, businesses. Ask the Counicl to keep an open mind. we have figures and numbers that make sense. Indoor swimming pool would also be included in this project. Apoligize for offending anyone. if you look at the budget, this is a viable innovative projects that will benefit the entire town. This is something that should be done.
Richard Grigorian, owner of SW Arena - have been here for 40 years. we started the SW Hockey Youth program. The one thing that should be addressed is the need. We are a 40 year old facility. I have not heard anything about the quality of the ice. hard to look pretty when you are 40 years old Is there a need for another rink. We have not been able to establish that there is a need to construct a new rink. A lot of ice rinks opened up over the years and there was never a need to build a new facility. Wants and needs have to be discussed. I would hate to be in competition with the Town of South Windsor. The Town Council would need to have to approve this. There is only a limited amount of time that the prime ice is available. Can't please everyone - conflict happened because they wanted different hours that were already taken. The only way this facility could work is if we go our of business. Who is going to control the number of hockey players.
Mike Moritiary, 415 Chapel Road - there needs to be more expansion in town in terms of young professionals. Would like to have something new in town, that is something tht would keep people in town and draw new people. this proposal seems good - voice support.
DAve, 31 McGrath Road - resident for 40 years. two kids in hockey. have adult hockey team that run. would like to grow league but there are challenges. at some point need to expand the senior citizen. we have fantastic swimmers in this town - facility would bring more people to the town. can't make program larger with one sheet of ice. right now use Cromwell on Wednesday mornings for adults. need more facility, better place.
McCann - important to let public know that this item will be discussed later in the meeting.
JOey, 45 - in support of this facility. would be great thing for town.

McCann - Breast Cancer Awareness Month. There is progress being made but much more needs to be done. All depends on the support of all individuals. encourage everyone to become involved, screened, etc.

Hugh Brower, IWA/CC - on the CT Studios discussion - mitigation - birds, wapping park is one of the area and there is another area that has been discussed. the birds should find their way. We do not have regulatory authority over threatened species, that is the State.

Yagaloff - McCann Yagaloff - tonights package includes over expenditure of Town Attorney fees. Matt - could give you the actual amounts Yagaloff - this is the first time have seen this type of list. Will ask the Director of Finance to work with her. yagaloff - there shoudl be set off for retainers. we have never hit that number before. want to reivew. Galligan - still have Halloran and Sage and some for Robinson and Cole. Could giv eyou the actual cases that they worked on. Yagaloff -will support unanimous

Bazzano - see the problem with visual clutter. Do not have regulation or ordnance in Town. People can put all the signs they want in their lawns and neighbors lawns as long as they have permission. You can restrict signs on private property. on election day at the polling places there is an overwhelming number of signs and would like that reduced. Signs should not be on Town property. Delnicki - stopped putting signs at the polling place. Signs on Town property should not be there. Yagaloff - the only ones that care about the signs are the political parties. there are signs every where and not talking about political and I am tired of that. the political sign issue should be worked out with politicians. Think we should ask people to police themselves. if someone sees sign that stays for too long should contact the Town Manager. Politicians should get together and have a discussion on this. Galligan - there is a lot of signs on the corner. there will be other propsals coming forward from other people that want ot get information to the residents. Yagahloff - centralized community bulletin board. Galligna - you can control - create ordinance - or by P & Z Havens - the inception of new candiddates - all we have to do is provide the Town Chair with rules and regulations. Bazzano - think residents are tired of the clutter in town. town property are exempt from town property. Delnicki - would ask Councillor Yagaloff and Havens what they would be agreeable to. Public Hugh Brower - involved with Trolley Museum. when ran for State Rep had jno guidance from the town. when regulations are create make sure they are regualted for all businesses also.

Galligan - IRS regulation. Lease property and at end purchase for $1. Town - revenue bond and revenue has to nake sure covers expenses of the project. The Town

E. Discussion Item - Hockey Rink/Recreation Center (requested by Councillor Beaulieu)
Beaulieu - Kent - reviewed the plan for the Recreation Center/Hockey Rink. Yagaloff - all nine members have different perspectives. our family came here for education. 500,000 to 1M turned back each year is not necessarily true. there are small surpluses due to spending freezes. There will probably not be revenue towards that - 30 year amortization has never been popular for the Council. we usually talk about 20 years. bonding beyond the useful life is not something the Council likes to do. the 751,000 Recreation contribution - we will not abandoned that community center and there will not be funds available from there. We just got this handout tonight and I am not prepared to make a decision. It is nice to have people come in and be respectful discussion. How will this be operating this that can compete as long as can stand on its own. do not want tax dollars to do into this.
McCann - I grew up where there were three rinks and those rinks were full all of the time. look forward to something like this. What has been proposed is a realistic way of getting something done. Think there is a need and good opportunity. Have to make sure the numbers a good.
Bazzano - some of the numbers - full ice requirements - all these numbers for programs are assumptions. Galligan - have not worked on any numbers. could probably go back and get numbers fro the Council. Bazzano - look at this as a service to the Town. Galligan - it is very difficult for Recreation program to get capital but would like it to cover operation and some maintenance. Bazzano - could the rink be built without the Recreation Center. kent - we could build a hockey rink but probably would not want to builld it without the community center. Bazzano - proposal would be good and would like to see a field be done with this proposal. Galligan - I do agree that the developer is looking to have something down at evergreen walk taht will attract more people and this would be it. Bazzano - cost for taxpayers per household Galligan - Dan Marsh who has built using 503C - could have him review this and could report to Counicl.
Delnicki - Think Dan Marsh should look at this to see if the numbers work. There is no surplus, it goes back to general fund. also would not be savings from existing Community Center. Would need to know for running htis facilitiy. Need good accurate numbers. Galligan - would not add another person. Would have to add Life Guards. Delnicki - requested that that be put into writing. we need full accountability. This is a huge project. Evergreen Walk is the big winner here and do not know how you square that. Kent - quality of town would be better. Need to increase the revenue in town. we have a resource in town and we are not using that. Delnicki - we are making Evergren Walk a winner an dno other businessess.
Gregorian - need to get needs and wants organized. A lot is dependin gon the revenue stream from the ice rink. Town would be stuck with the lease. Ken Sek - Griffin Road - Recreation Center - another group active in Town is SW Community Band. which consists of 80 people. This community center could be used by the Community Band.
Darren - DeMartino, South Windsor needs to make improvements. need to invest in our town. Other towns are making larger strides and South Windsor needs to do the same. Interest rates are low and this is the time to do it. Diane, 49 Deepwood Drive, swimming would be great facility in Town. Mike Mundo - 249 Masket Road - this community need to grow. it is very important to move forward. this facility will bring people into the community to spend money. This is long term and overall will benefit everyone in the community.
Bazzzano - what are the next steps Delnicki - at this point Matt will have to obtain information.

Prague, McCann Prague - goal based budgeting seems to be something town are starting to do. would be willing to bring 6 largest departments - important to do within two years. Galligna - we can do it. will take time - remind Council when we start this process - great budgeting tool and will give the information to the public. will create work for the Council. I have no problem accepting this, will be a lot of work but will require Town Council to approve policies. Yagaloff - I am surprised the Town Council would set objectives to win awards. Should use to reduce spending or for economic development. If the Town Manager wants this that would be fine and would support. If you don't want it then I won't support it. Galligan - I would like to see Council unanimous. I did introduce this in 1998. the budget should take top 10 list and incorporate into budget. I will take the challenge. It is a tremendous amount of work. Will put Counicl in position to make important decisions. Snyder - I thik important that we change the buget process and the product that we put out. Looking forward - would like Counicl to set goals and objectives. we should be putting town money towards goals. This will make clear to residents. Havens - Anything that can improve what happens. Did you talk to Town Manager before you proposed this? Prague - I proposed it 2 weeks earlier and it was not gotten to. Havens - this new budget book, how many people do you think will look at it. nine members of this Council should be reviewing this budget. we do not spend enough time on the budget. Town Maanger has a ton of work now. Will ot support the new budget as proposed and object to how it was proposed to us. Galligan - if the majority of the council wants this then tht is what we do. It will push some priorities and shift items. Havens - will not support. Prague - it is the 21st century - discussed this at length with Matt. We get computer print outs from our Departments. this is real inforamtion. When I look at Tollands budget I understand it and when I look at ours I do not understand it. This will give us a tool to set policies and adheree to policies. Matt Galligan deserves time off. This will tell us if a department is over or under. Fully support this. it is not about winning an award. Delnicki - anything that makes the budget process easier to understand will help.

Galligan - I would like to see Council unanimous. I did introduce this in 1998. the budget should take top 10 list and incorporate into budget. I will take the challenge. It is a tremendous amount of work. Will put Counicl in position to make important decisions. Snyder - I thik important that we change the buget process and the product that we put out. Looking forward - would like Counicl to set goals and objectives. we should be putting town money towards goals. This will make clear to residents. Havens - Anything that can improve what happens. Did you talk to Town Manager before you proposed this? Prague - I proposed it 2 weeks earlier and it was not gotten to. Havens - this new budget book, how many people do you think will look at it. nine members of this Council should be reviewing this budget. we do not spend enough time on the budget. Town Maanger has a ton of work now. Will ot support the new budget as proposed and object to how it was proposed to us. Galligan - if the majority of the council wants this then tht is what we do. It will push some priorities and shift items. Havens - will not support. Prague - it is the 21st century - discussed this at length with Matt. We get computer print outs from our Departments. this is real inforamtion. When I look at Tollands budget I understand it and when I look at ours I do not understand it. This will give us a tool to set policies and adheree to policies. Matt Galligan deserves time off. This will tell us if a department is over or under. Fully support this. it is not about winning an award. Delnicki - anything that makes the budget process easier to understand will help.
