bob Dickinson - 14G support - Mayor presented proclamation to Mr. Andy Paterna recognizing him for his initiative with the South Windsor Food Alliance.
Don Gonsalves, 40 Bayberry Trail - find the way the Council runs meetings is a disgrace to the residents. Feels the Council should run their meetings with consideration of the residents who come to the meetings. The public is not getting answers. The State is not going to be giving the Town's funds for education. there are big problem coming forward. Mike Sullivan, 24 Jared Court - I did not feel the last meeting with Connecticut Studios was good and feel there was a lack of information. There is a resolution regarding a State Grant - Town Hall annex would hope that frames how much money is being spent over there. There is another item about regional performance - sharing information as a collective municipality - would like to hear more about the status of the FEMA Reimbursement for the storm last year. Mayor - the information on FEMA will be mentioned during TM report Roy Normen, Homestead Drive. Congratulations to Food Alliance. you will be receiving request - expansion of Dari Quenn - easement for parking - think shoudl recoup some of th eproperty on Woodcock property and sell some of that. the town does not need access from the Sullivan area to Donnelly. The Sullivan Avenue access provides some safety issues. Encourage the Town Council to review this option. Richard Gregorian, 3696 Main Street - Hockey Rink - is there a market for more ice use in this area. out of 27 high schools that had hockey teams there are only 9 that merged. Town of SW last 10 years of ice sold. 2001 - 2200 hours, 2002 - 1900, if someone is contemplating that ice rink is revenue generating - there are no other customers. There is a great deal of concern. there is concern to SW buisnesses that is in effect. 38 local businesses in Town. What is going to stop the Town from doing anything that the private sector does. Bob Fehr, in Town budget there is a vision statement which talks about youth, businesses, senior citizens, etc. This is not a trick, a 6320 corporation is feasible. The BOE in May recommended extending the Park & Rec. Lets get the numbers before we make a decision.
6. Environmental Health & Safety Message
Chief Reed - inlight of the recent incident that occurred in Newtown came forward to speak about the safety of our schools. SW PD first became part of the school system in the 80's. DARE - in 1999 had resource officer in the high school. two years from that one was placed in the middle school. 2006-safe schools which included access control, video conference. in 2009 obtained 50,000 grant to finish access control and video. todate all five elementary schools and middle school's all have controled access and videos. - there are two reasons that police officers stop at the schools, 1) to make the presence of police officers at the schools known and also known that does not necessarily mean there is a problem and 2) to make sure they know the layout of the schools in case there is an emergency. 2010- mandates that schools work with local police. my opinion is that the school system security is the best it can be at this time. Mayor - Town meeting at teh High School for question and answer forum. would you be willing to attend something like that? Reed - me and the superintendent have spoken of something like that. think there is an opportunity for dialogue. Yagaloff - there is a lot to be learned still for making some improvements. makes sure that the entries are bullet proof, etc. seems like they are reasonable types of things. in march we have budget discussions. are you planning on having those types of discussions. provide teh council with recommendations. think you could come back with recommendations to be built into the budget. Reed - the appropriate way to address taht would be to collaborate with the Superintendent. Think there is a r=tremendous amount to learn. We could come up with all sorts of recommendations - Yagaloff - safety zone tht would allow someone to make the first call. we as a Council want to do what we need to do to support our residents and children. want to do what we can. Snyder - good relationship and commend police department for their service wit the school system. thanked the police and superintendent. Havens - nothing mnore important than our children and grandchildren. we want the public to know we have the best we can provide. Mayor - if at all possible to arrange Town meeting I think it would be worth while. The words coming from you are reassuring and demonstrate that the department has been thinking ahead. providing extra steps woudl help residents.

A. Discussion Item: Advisory Council for Civil Preparedness (requested by Councillor Anwar)
Anwar - ordinance is in place which gives us the basic idea of what can be done. Section 26 - Civil Preparedness Advisory Committee - would like to make it real - there are community members with specail needs and seniors with medical needs - those issues need to be addressed. Neighborhood systems - need data base of volunteers, recognize resources in the community. need to revisit the advisory council, increase people from 3 to 7. also having the cert team a reality. Bazzano - refresh Council - Matt - have a lot of names of people that would like to be involved. thought it was the councils wish to increase the number. should have public hearing and then at that point would appoint individuals. first do expansion to 7 members. chief has agreed that this should be done. change ordinance and then from there create cert team. Bazzano - agree to do Matt - will do at the next meeting. Snyder - Matt - we need to have more people into the fold. Snyder - is there a way to get strategey or action plan to move this forward. Matt - first step would be to change the ordinance and then go from there. we do keep list of seniors with medical conditions. there are other seniors that do not come to our senior center and we do not have a list of them. CL & P has a list but will not share. Snyder - need action plan to move forward. shold bein place by February or March. Absolutely support. McCann - we have had some disasters which the town has responded to very well. This is a good idea to get the volunteers we need to help individuals run the services. Ratehr than the Town Council come up with a number would like Manager and Chief to come up with number that is needed. Matt - could do that. Mayor - East Hartford had Team and we should reach out to them and follow their model that they have out there. Does it makes sense to have liaison from the Council to work with you on this. Matt - once we get the seven member - would like the Mayor and Couniclor Anwar to work with us. agree with that.
B. Discussion Item: Skate Spot and Recreation Projects (requested by Councillor Prague)
Prague - would like update on the projects Ray Favreau - hope you had report from a few weeks ago. complete water features, hand rails at VMP complete. Connector trails have been completed. Left to do is the small skate park, Prague - mild winter - what is with Lawrence Road Trying to do inhouse. all of the trals are open and the south bank of the pond cleared. hopefullly be able to get in there. That will be a slow progress. Prague - did you get you a bobcat? Ray - yes Prague - would like to see more progress. Ray - that is a million park that we are trying to do in-house. will spend as much time as we can there. depends on winter. Yagaloff - what was the location chosen for skate spot? Ray - Jacobs View - up above that. 16,000 sf. Yagaloff - target date for opening in spring? Ray - will be close - we are working on it. Yagaloff - funding approved, take couple months to build? Ray - yes Yagaloff - hockey/recreation project - folks say it has been endorsed by Park & Recreation. give us insight when numbers not available. Ray - they endorsed the concept as a possible project. They did not have the concept and feel that a recreation center would be a good idea. Yagaloff - explain why your numbers say it is not a feasible project right now.
C. Resolution Authorizing the Town Manager to Enter into and Agreement with the State of Connecticut for a Grant for Improvements to the EOC/Business Center in the Town Hall Annex
Beaulieu, McCann, Beaulieu - Mike Sulllivan asked for costs associated. Matt - 1.3M but most we could get $500,000. Beauleiu - when does two years start? Matt with this resoluiton Bazzano - 1.3M to build this buildng out. Matt - that is a guess. There are a lot of other energy efficient programs. try to look at more favorable thing.s Bazzano - do we have plan as to how many people will be housed in there? Matt - IT Department to maintain equipment. we are having discussions with - thought about Finance but hav enot made that decision yet. Bazzano - concern spend a lot of funds for just a few people? Matt - there are interested business people so do not want to put staff there if the town can make money. will get back to Council after finding out how many people can get down there to rent space. Bazzano - want to make sure it is a good use. Havens - when the property was purchased every one was very excited but never found a use. will support because it is a start and is part of our complex. it is an excellent contribution. McCann - we are simply allowing you ro accept this grant. Matt - have a lot of work to do after this acceptance. Yagaloff - this has been a huge financial burden. the intial renovation was 1.7 million and then got it down to 1.3 million. the 500,000 is starter money for this project. my concern is that not only do we need to built this out but need a business plan. I am not in favor of spending 1.1-1.3 on renovation space that will cost the taxpayers (underwriting tenants). Besides getting RFP shoudl have business plan and buisness model. if not supported by revenue would need ot think of another plan. Matt - this will be EOC - Yagaloff - vote tonight is to accept the 500,000 grant. without taking that initiative would not have 500,000 for the town. lets get a buisness plan for the business model. Pragu e- when I was mayor I realized the lease was rideiculous. I convinced the Council to buy it. Think could do something more energy efficient. Matt 9,300 sf that can be used for that building. Pragu e- I will support this because what is being proposed is sound to make an incubator. recommend that if we do not get a grant, once we see what the notes will be should Anwar - thank you for the leadership. The Council has an opportunity to make this a good decision to buy this property. The location is ideal and if run right this could be a source of saving lives. I think the way the economy is it will change in the future. if we have center to use technology will be a benefit. will support. Mayor - positive votes we are not obligated to do anything Matt - you will have two years to do it and if you don't the grant will go back. Trying to find other grants to do more work on this. Mayor - eluded to a plan B, could use the grant for another project? Matt - was told by DECD not to just give the grant back but use towards a similar project. Have ideas of how to get additional funding Mayor - that is what will be key - will support because not obligated to do anything with it and can divert grant to another project unanimous

D. Resolution Addressing the Expected Shortfall in Revenues for the 2012/2013 Budget
McCann, Yagaloff, McCann - unfortunately this is a resolution that has been passed for the last couple of years because of the fiscal responjsiblity of the Town. I have inserted date of April 2, 2013 to get us through a period of time and then consider if we should continue. prudent thing for the TC to be doing. Yagaloff - we have been doing this for the last few years. it is very important for the Town Council to do. Know this has a significant impact on Town Staff. Hard to have plans for certain activities - we know you and the staff is making sacrifices. this is not something the Council wants to do each year but this is done because of the shortfalls in funds. need to find way to stay in the black. Bazzano - One issue do have is that our Public Works Department has a vacancy right now. Matt - we have two police officers that just left. the Parks Divisin there will be two people retiring. Suggest give time to get two police officers. Bazzano - I was thinking of the streets guy Reed - we have two opportunities for acedemy - next opening is April and then July - hiring process is significant amount of money. need dispatcher and two police officers. Mayor - in the past we have done by resolution. we could put in stipulations - but when more positions come up need to come before council with resolution McCann - Reed - selection process of 2 police officers, 1 dispatcher McCann - dispatcher is position where we can save funds. How many positions Matt- should fund positions 2 police, dispatch, 3 Maintainers McCann - amend the resolution paragraph 1 - except 2 police officers, 1 dispatcher and 3 maintainers, (FRIENDLY AMENDMENT) Prauge - why did police officers leave? Reed - 1 in Prague - fully support police officers and dispatchers, however, was there a test in the last two weeks for Maintainer, how many applicants? John - 23,000 Prague - pay people too much - we can't keep this up - paying too high of salaries - Matt - suggest Prague - why can't we change Mayor - trying to come up with freeze here. Prague - not talking about people who are here, talking about people that are being hired. Yagaloff - police officers and distachers I agree with. these other positions should come up with exceptions. if we are going to have opening in January we shoudl do in Januayr. If the council finds that the Governor has large cuts. Yagalof - Amend execption for 2 police officers and dispatchers, Anwar Second Yagaloff - not support as it stands with the other positions. Mayor - so it would not be hardship to take case by case basis. Matt - I have never given the council a reason Snyder - the tm has done a great job. we are going to tie his hands. Pelkey came up with this idea. Bazzano - as I read the matching mini grant - thanked individuals who raised the funds. D. Resolution Addressing the Expected Shortfall in Revenues for the 2012/2013 Budget
McCann, Yagaloff, McCann - unfortunately this is a resolution that has been passed for the last couple of years because of the fiscal responjsiblity of the Town. I have inserted date of April 2, 2013 to get us through a period of time and then consider if we should continue. prudent thing for the TC to be doing. Yagaloff - we have been doing this for the last few years. it is very important for the Town Council to do. Know this has a significant impact on Town Staff. Hard to have plans for certain activities - we know you and the staff is making sacrifices. this is not something the Council wants to do each year but this is done because of the shortfalls in funds. need to find way to stay in the black. Bazzano - One issue do have is that our Public Works Department has a vacancy right now. Matt - we have two police officers that just left. the Parks Divisin there will be two people retiring. Suggest give time to get two police officers. Bazzano - I was thinking of the streets guy Reed - we have two opportunities for acedemy - next opening is April and then July - hiring process is significant amount of money. need dispatcher and two police officers.
