William Aman - reported on State #1 issue driving the state is financial cliffs that we are facing. expenditures are exceeding revenues. The State is in position of we have to do something. The State facing deficit 4-6% per year on an 18M base. the state money coming in is definately coming in will be problem over the next two years. In February Governor will give out budget address. The State will be running in to spending cap that was based on how much money the state could actually spend. other problem facing is long term obligations. ECS funding will probably stay level statewide but if they redo the formula SW will get less. Genetically modified foods, Tax expenditures (tax credits) - alcohol pricing will be looked at. Property tax reform is always talked about. Motor vehicles on state wide mill rate. The firearms - sure we are going to make some type of change. Tolls on the roads - there is a lot of interest in raising money for tolls.
Mike Sullivan, 24 Jared Court - In preparation for this meeting was reviewing previous minutes - January 2012 (Civil Preparedness, CT Studios, creration of athletic fields subcommittee, FEMA reimbursement) there are items that you are still discussing. I have asked about FEMA reimbursement and have not gotten that. Amazed that the Town Council has REcreation Center as a top priority when there are so many other very important issues.
Bob Fehr - thanked the Council for discussing the Hockey/Recreation Center. There is a need to support businesses, RecreationDept. Youth Sports, Seniors. Many of the counicllors have said these things. people move to SW because of school system and Recreation Center. would like to challenge you guys to find a way to bring items that have been looked at for years. continue to look at Rec Center and pool. There is a need. Agree with what Matt Galligan has said. Putting Recreation Center on the 11 acres may be the cheapest but might not be the smartest.
John Bassilakis, 220 Laurel - request bring budget discussion forward. Very encouraged to hear the discussion about the private enterprise looking at the hockey rink. giving what we have heard from State things are going to be tough and not sure best time to talk about cost sharing or any type of expenditure. That discussion should wait until other issues are resolved such as CT Studios.
Kent M - the reason our state is a mess is we have done nothing to improve and attract. The tax revenue is not going to magically grow unless you improve and attract. Have to plan for tomorrow, implement it and do it.
Len Gregorian - When I hear that a referendum are retardent of what we do - referendum is the voters choosing what they want, not a select group or committee. Evergreen Walk for Recreation Center why use that. We have 11 acres which is continuous to other Recreation facilities. Evergreen walk can develop their property any way we want. What are the motivations and agendas. The voice of the taxpayer is not a bad thing.
Gregorian - all of this 6320 is nothing but to avoid a referndum. This item will not pass referendum so they want to try to do with a 63-20. There are not 45 concerned businesses in Town. Businesses in Town feel this item should go to referendum. 6320 is so transparent and is embarassing that an attempt like that is being made. The Town should make their own campus on Nevers Road. Have to make sensible decisions.
Matt Riley, 12 Heatherwood Drive - requested the TC to put aside bias regarding the 6320. It is a financial tool and would be ridiculous for the council not to use that tool if necessary.
6. Environmental Health & Safety Message
Galligan - have noticed about carbon monoxide - please make sure furnace is clean - get carbon monoxide detectors. Anwar - remind everyone about the flu season. flu in CT is wide spread at this time. if people have not had flu shots, should do so. this is time when people should reduce their time in public spaces. try not to touch nose, mouth after shaking hands with individuals.

Snyder, Bazzano Prague, the BOE budget is 63M but really 85M with grants. include grants or allocations? Galligan - just allocations can not include grants. Havens - funds have made it possible - does our Council get involved Galligan - strictly the Board Havens - other years we have talked about some of those funds returning to General Government, Delnicki - up to 1%, 600,000 Havens - when times are tough are we going to look and ask them to return. Yagaloff - will support - with the 1% cap and only used for special education means the Board will have to manage the funds correctly. feel comfortable - this is only fo rspecial education. makes sense to build and use years when the budget is tight and will supplement budget. will support Anwar - I think in the future we may need to change the percentage - after the BOE approves their budget then the town side has to figure how to make things work. Want to keep that option open. will support but going forwad we need other options available. Joy - thank you for your consideration. the need revolves around these cost not being predictable from year to year. Special education is costly and outplacements are the reasons for this. intent is not necessary to take every dollar up to that 1%. unanimous

G. Discussion Item: 2013/2014 Budget (requested by Councillor Snyder)
Snyder - primarily requested this item was looking to see if Galligan - would like to have the Departments to start coming in January to start the budget process. Jan - as these things become available we could have presentation. If we start doing this earlier - looking for structure so public and council can understand. what is the process, can we start earlier. Delnicki - we have specific departments Galligan - think you should start with the larger budgets first (Police, PW, Recreation) Delicki make February instead of March. Snyder - when we get budget this year will you be idetifying th eincreass and what the content of these increases are? Galligan - yes - will be giivng summary and detail Anwar - every year we first have the BOE and then look at Town budget Galligan - that is in your charter. Anwar - Delnicki - we could start at the next meeting. In past years there were times when we met on Saturdays.
H. Discussion Item: Town Healthcare (requested by Councillor Snyder)
Snyder - we had discussed this in theWork Session and would like to know if anyone would like to comment. Joy - 100 Bramblebrae - do not know what the Council has heard or discussed. Wanted to discuss what the Board believes. We believe two different accounts. we have made sure we have a level necessary. our goal has been maintain 3 month reserves. in some years we have directed funds to the account ot build or rebuld the account. one town one future does not mean one pot of money. Dr. Carter has a different view then Mr. Galligan. Do feel we need to document things better so when people leave others will know how to work things. Delnicki -- how about future documents for Board of Ed and Town Council. Galligan - I was the orchestrator of this program. the way it was designed was it was one plan with one group of people that get trended. Anwar -the number of employees on BOE then on Town are larger. This will benefit the BOE more to be able to offset eachother. to have central location for the safety net for both sides will benefit the board as well. Yagaloff - I think the concept of paying in on employees is good and paying out based on employees is good. the policy decision based on BOE is a barrier. these are costs that occur because people have emergencies. these are not things that are controlled by the town or board. policy barrier with shared services. The Town has supported the Boards budget entirely. When the BOE surplus for reserve and you did not see the TC wanting those funds. I think we are moving forward in positive way and this reflects on old ways. would be good to get rid of this issue and BOE should revisit. Put everything in pot and if you have to pay out both sides do it. would be nice to have Board reconsider. Joy - we are open to dialogue. I think with our professional advisors and without. I am interested in trying to come up with accommodationg. Need to hold Superintendent to her budget and that would be that the Town did not have adequate reserves. if the Town needs to borrow funds Galligan - our carrier is evaluating the total plan 1,000 employees. I put into the budget what I needed and BOE put in less - at the end all claims are valued together - Yagaloff - this was put in place a number of years ago. if we are going to get on same page can transition over 1-3 years. formula could be hybrid for this year. I don't agree with the Superintendents view of it. Galligan - there are other things that are on our side of the budget, also have other projects that are Board of Education items. Delnicki - why don't we set up meeting with Matt, Joy, Yagaloff, myself, Superintendent, minority leader on BOE Galligan - would also like Ovations Joy - would need to meet in the evening. Galligna - Ovation needs to explain their evaluation Joy - meeting with and without Ovation Delnicki - could have meeting with Ovations and then right after without Ovations Prague - want to point out that the meetings would be interested to see which way we want to go. Last three years someone or both of ur have been in the red. We are not charging enough to build a reserve. Galligan - we have 1.7 M Prague - the Board is saying they have 1.7M.
I. Discussion Item: Connecticut Studios update (requested by Councillor Snyder)
Snyder - do we put the update on the website? Galligna -w e do not Snyder - we need to know where we are and residents w=should be able to get that easily. Yagaloff - we do not get anything new. Funding is a real issue, fuel cell, etc. what I have been reading is basically the same and there is nothing new. Galligna - can't give anything new Anwar - some of the updates there are confidential information so may want to have in the TM Report and Galligan - last year Anwar - all of the delays divide what is the cause by CT STudios and not in their control.
J. Discussion Item: Hockey Rink (requested by Deputy Mayor Bazzano)
Yagaloff - I wanted to have discussion regarding having the private developer go ahead on that project. My understanding would be you would give the same assistance to private developer that you would give to any business. Galligan - this is not a project that I would offer and incentive to. They would have to do this on their own. Yagaloff - the concept of having a private developer is becomes the interest of the private interest of business. Town government is not in business of support private businesses. Bazzano - I did not mean for the Town to get involved. Anwar - the numbers showed they were not budget neutral. West Hartford is not making any money - that is not going to be budget neutral. That is not a priority. Snyder - think there is a possbility to do privately. Taxpayers should not be footing the bill to fund a private entity that would be going against other businesses in town. Should put on shelf to see if private business is going to come forward. Delnicki- not the right project at the right time.
K. Discussion Item: Recreation Center (requested by Deputy Mayor Bazzano)
Deputy Mayor - referendum had one not too long ago on Sewer plant and pump stations. Sewer plant passed but the pump stations do not. How do we get the sewage from your homes to the facility witout the pumping stations. the qustion was then brought up again and it passed. A lot of it has to do with the understanding of the questions. Recreation Center - Matt gave list that had ideas about the Mansfield facility and othe roptions. Option A, B, And C A= B=50 meter, C=enhanced 25 yard. trying to find out if the numbers in option C and B are those present day numbers? Galligan - based upon Option A - 150/sf. Bazzano - we talk about Evergreen Walk - if does not make sense to put there then why put it there. Are there other opportunities to put Recreation Center other than Evergreen Walk and 11 acres? Galligan - have 7.5 acres depending on whether the Town want to get money back from that land or not. That is an area that has been paid for. Bazzano - anything on Nevers Road? Galligan - yes there are 11 acres, would have to bring in someone and map that out. Bazzano - do we ahve a plan of 50meter or 25? Galligan - in 1998 did have plan. Bazzano - I do like the idea of having it out of Evergreen Walk. Galligan - does not make sense to build at Evergreen Walk because would have limitations. Bazzano - plan and cost would be the price of land. I would like to see the plan to understand if this is something we want to move forward with. Galligan - we do have the original plan. This is not something that is going to happen overnight. we do have serious budget items coming up. This would be something to work on now and get done later. Bazzano - we need to continue to move this town forward. Galligan - sit down and review plans Bazzano - are you looking for resolution from the Council Galligan - show the Council the plan and then if want to move forward have one at the next meeting.
Anwar - Galligna - 6320 Anwar - before the referendum was done had a survey - survey result for Recreation Center at Evergreen Walk and 70% said not in favor. Are people in favor of expanding the Community Center - 55% were in favor. I think while some of these things are priorities - agree with Mr. Galligans statement - this is not a priority for me as a Council members at this time. There are existing committees that should be worked through that. Galligan - have to remember that you have a PBC also. Delnicki - 61% of surveyed said they would not or would be unlikely or very unlikely to support Recreation at Evergreen Walk. 45% said numbers better on Community Center expansion. Beaulieu - 6 months decided we would not expand the Community Center. This proposal that is being debated solves a number of issues that we hav ein this Town. Communit Center is very small and can not continue to house Human Services and Recreation. we are getting passed by every Town around us. Is this a budget year and go to start building a Recreation Center, no but it takes a long time to go through this process. 6320 corporation from 1963 are a very legal and viable way to finance items. we do need to pursue Recreation Center. My biggest issue wit the numbers is they are from 1998. I do think it makes sense to get numbers that reflect doing this project in 2013 and 2014. Delnicki - referendum - stretch to attack the referendum. committee that was formed was to do a plan and has been in limbo since September and that committee needs to begin its work. need to get that committee to meet. Yagaloff - should be focusing our attentions on important issues of the town. we have 0 growth in our grand list. we have a re-valuation that is going to effect taxpayers. school budget is going up. we almost had layoffs two years ago. we are in the midst of financial down turn and now folks are prioritizing new projects. Matt brought us a proposal and the council was not interested at that time. agree with the proposals to take advantage of low interest rates but we should be using low interest rates for priorities. WE should be taking vote to see if Council wants to do Recreation project in the near future. It would be great to have new facilities but this is the worst time to do this. we should not give the residents promises that we will be doing this project any time soon. Not against planning but not going to be part of plan to give people expectations unless by referendum. If we are going to take vote and proceed off vote then lets do it. Havens - Agree with Councilor Yagaloff and Mayor about voting on this item. The Recreation Center is a pure waste of time. We need these things at the proper time. We have waisted too much time. Delnicki - whole heartedly agree. we need a vote on this up or down before Matt spends any time on this project. This is going to be a difficult budget year. Should be focusing on existing Town assets. It we are going to do anything, a resolution needs to be put on the table. Bazzano - have to continue to what is right for this town. Discussed these items to find out where we are going with this item (Recreation Center). Will have that resolution and will vote it up or down. WE need improvements. Delnicki - do not want to have the highest taxes in CT.

* B. Discussion Item: Creation of a program (Snow Angels) for the removal of snow on sidewalks for individuals who are unable to remove snow from their sidewalks, (requested by Councillor Anwar).
Anwar - SW Human Services Department will be able to help with the creation of this program. This program may allow residents of being more open to sidewalks. Galligan - we did have a program years ago with the Teen Center. If we did get a modified list of individuals there may be neighbors that could help also. Do not think it is a liability isue because it is a volunteer item. Anwar - TM - Human SErvices would do because people would be displaying their disability. Anwar - the communities with sidwalks are healthier community and sidewalks increase the value of homes. Prague - fully support this proposal. I am concerned because when I brought something similar forward I heard there was concern about liability. If people can afford to high someone, then they should not be using the Town. I support as first step. Havens - I support this idea. Snyder - great idea. There are neighbors that could help. Delnicki - great idea. Matt just make sure there is no liability issue here.

Mike Sullivan - 24 Jared Court - 63-20 it is a tool but the fact the way the residents became to known about this was unfortunate. When the pubic hears you talkinga bout it --- Athletic Fields - hope one of the first things you look at are the numbers. The estimates that you had should be reviewed with the TM because thought there were more numbers Surveys - there was survey - where do you think the Town Center is? people answered that Evergreen Walk is not the Town center, but near the Town Hall, etc. member from the Park & Recreation - he compared us to other Towns that have pool access, what does that mean?

If we start doing this earlier - looking for structure so public and council can understand. what is the process, can we start earlier. Delnicki - we have specific departments Galligan - think you should start with the larger budgets first (Police, PW, Recreation) Delicki make February instead of March. Snyder - when we get budget this year will you be idetifying th eincreass and what the content of these increases are? Galligan - yes - will be giivng summary and detail Anwar - every year we first have the BOE and then look at Town budget Galligan - that is in your charter. Anwar - Delnicki - we could start at the next meeting. In past years there were times when we met on Saturdays.
H. Discussion Item: Town Healthcare (requested by Councillor Snyder)
Snyder - we had discussed this in theWork Session and would like to know if anyone would like to comment. Joy - 100 Bramblebrae - do not know what the Council has heard or discussed. Wanted to discuss what the Board believes. We believe two different accounts. we have made sure we have a level necessary. our goal has been maintain 3 month reserves. in some years we have directed funds to the account ot build or rebuld the account. one town one future does not mean one pot of money. Dr. Carter has a different view then Mr. Galligan. Do feel we need to document things better so when people leave others will know how to work things. Delnicki -- how about future documents for Board of Ed and Town Council. Galligan - I was the orchestrator of this program. the way it was designed was it was one plan with one group of people that get trended. Anwar -the number of employees on BOE then on Town are larger. This will benefit the BOE more to be able to offset eachother. to have central location for the safety net for both sides will benefit the board as well. Yagaloff - I think the concept of paying in on employees is good and paying out based on employees is good. the policy decision based on BOE is a barrier. these are costs that occur because people have emergencies. these are not things that are controlled by the town or board. policy barrier with shared services. The Town has supported the Boards budget entirely. When the BOE surplus for reserve and you did not see the TC wanting those funds. I think we are moving forward in positive way and this reflects on old ways. would be good to get rid of this issue and BOE should revisit. Put everything in pot and if you have to pay out both sides do it. would be nice to have Board reconsider. Joy - we are open to dialogue. I think with our professional advisors and without. I am interested in trying to come up with accommodationg. Need to hold Superintendent to her budget and that would be that the Town did not have adequate reserves. if the Town needs to borrow funds Galligan - our carrier is evaluating the total plan 1,000 employees. I put into the budget what I needed and BOE put in less - at the end all claims are valued together - Yagaloff - this was put in place a number of years ago. if we are going to get on same page can transition over 1-3 years. formula could be hybrid for this year. I don't agree with the Superintendents view of it. Galligan - there are other things that are on our side of the budget, also have other projects that are Board of Education items. Delnicki - why don't we set up meeting with Matt, Joy, Yagaloff, myself, Superintendent, minority leader on BOE Galligan - would also like Ovations Joy - would need to meet in the evening. Galligna - Ovation needs to explain their evaluation Joy - meeting with and without Ovation Delnicki - could have meeting with Ovations and then right after without Ovations Prague - want to point out that the meetings would be interested to see which way we want to go. Last three years someone or both of ur have been in the red. We are not charging enough to build a reserve. Galligan - we have 1.7 M Prague - the Board is saying they have 1.7M.
I. Discussion Item: Connecticut Studios update (requested by Councillor Snyder)
Snyder - do we put the update on the website? Galligna -w e do not Snyder - we need to know where we are and residents w=should be able to get that easily. Yagaloff - we do not get anything new. Funding is a real issue, fuel cell, etc. what I have been reading is basically the same and there is nothing new. Galligna - can't give anything new Anwar - some of the updates there are confidential information so may want to have in the TM Report and Galligan - last year Anwar - all of the delays divide what is the cause by CT STudios and not in their control.
J. Discussion Item: Hockey Rink (requested by Deputy Mayor Bazzano)
Yagaloff - I wanted to have discussion regarding having the private developer go ahead on that project. My understanding would be you would give the same assistance to private developer that you would give to any business. Galligan - this is not a project that I would offer and incentive to. They would have to do this on their own. Yagaloff - the concept of having a private developer is becomes the interest of the private interest of business. Town government is not in business of support private businesses. Bazzano - I did not mean for the Town to get involved. Anwar - the numbers showed they were not budget neutral. West Hartford is not making any money - that is not going to be budget neutral. That is not a priority. Snyder - think there is a possbility to do privately. Taxpayers should not be footing the bill to fund a private entity that would be going against other businesses in town. Should put on shelf to see if private business is going to come forward. Delnicki- not the right project at the right time.
K. Discussion Item: Recreation Center (requested by Deputy Mayor Bazzano)
Deputy Mayor - referendum had one not too long ago on Sewer plant and pump stations. Sewer plant passed but the pump stations do not. How do we get the sewage from your homes to the facility witout the pumping stations. the qustion was then brought up again and it passed. A lot of it has to do with the understanding of the questions. Recreation Center - Matt gave list that had ideas about the Mansfield facility and othe roptions. Option A, B, And C A= B=50 meter, C=enhanced 25 yard. trying to find out if the numbers in option C and B are those present day numbers? Galligan - based upon Option A - 150/sf. Bazzano - we talk about Evergreen Walk - if does not make sense to put there then why put it there. Are there other opportunities to put Recreation Center other than Evergreen Walk and 11 acres? Galligan - have 7.5 acres depending on whether the Town want to get money back from that land or not. That is an area that has been paid for. Bazzano - anything on Nevers Road? Galligan - yes there are 11 acres, would have to bring in someone and map that out. Bazzano - do we ahve a plan of 50meter or 25? Galligan - in 1998 did have plan. Bazzano - I do like the idea of having it out of Evergreen Walk. Galligan - does not make sense to build at Evergreen Walk because would have limitations. Bazzano - plan and cost would be the price of land. I would like to see the plan to understand if this is something we want to move forward with. Galligan - we do have the original plan. This is not something that is going to happen overnight. we do have serious budget items coming up. This would be something to work on now and get done later. Bazzano - we need to continue to move this town forward. Galligan - sit down and review plans Bazzano - are you looking for resolution from the Council Galligan - show the Council the plan and then if want to move forward have one at the next meeting.
Anwar - Galligna - 6320 Anwar - before the referendum was done had a survey - survey result for Recreation Center at Evergreen Walk and 70% said not in favor. Are people in favor of expanding the Community Center - 55% were in favor. I think while some of these things are priorities - agree with Mr. Galligans statement - this is not a priority for me as a Council members at this time. There are existing committees that should be worked through that. Galligan - have to remember that you have a PBC also. Delnicki - 61% of surveyed said they would not or would be unlikely or very unlikely to support Recreation at Evergreen Walk. 45% said numbers better on Community Center expansion. Beaulieu - 6 months decided we would not expand the Community Center. This proposal that is being debated solves a number of issues that we hav ein this Town. Communit Center is very small and can not continue to house Human Services and Recreation. we are getting passed by every Town around us. Is this a budget year and go to start building a Recreation Center, no but it takes a long time to go through this process. 6320 corporation from 1963 are a very legal and viable way to finance items. we do need to pursue Recreation Center. My biggest issue wit the numbers is they are from 1998. I do think it makes sense to get numbers that reflect doing this project in 2013 and 2014. Delnicki - referendum - stretch to attack the referendum. committee that was formed was to do a plan and has been in limbo since September and that committee needs to begin its work. need to get that committee to meet. Yagaloff - should be focusing our attentions on important issues of the town. we have 0 growth in our grand list. we have a re-valuation that is going to effect taxpayers. school budget is going up. we almost had layoffs two years ago. we are in the midst of financial down turn and now folks are prioritizing new projects. Matt brought us a proposal and the council was not interested at that time. agree with the proposals to take advantage of low interest rates but we should be using low interest rates for priorities. WE should be taking vote to see if Council wants to do Recreation project in the near future. It would be great to have new facilities but this is the worst time to do this. we should not give the residents promises that we will be doing this project any time soon. Not against planning but not going to be part of plan to give people expectations unless by referendum. If we are going to take vote and proceed off vote then lets do it. Havens - Agree with Councilor Yagaloff and Mayor about voting on this item. The Recreation Center is a pure waste of time. We need these things at the proper time. We have waisted too much time. Delnicki - whole heartedly agree. we need a vote on this up or down before Matt spends any time on this project. This is going to be a difficult budget year. Should be focusing on existing Town assets. It we are going to do anything, a resolution needs to be put on the table. Bazzano - have to continue to what is right for this town. Discussed these items to find out where we are going with this item (Recreation Center). Will have that resolution and will vote it up or down. WE need improvements. Delnicki - do not want to have the highest taxes in CT.

* B. Discussion Item: Creation of a program (Snow Angels) for the removal of snow on sidewalks for individuals who are unable to remove snow from their sidewalks, (requested by Councillor Anwar).
Anwar - SW Human Services Department will be able to help with the creation of this program. This program may allow residents of being more open to sidewalks. Galligan - we did have a program years ago with the Teen Center. If we did get a modified list of individuals there may be neighbors that could help also. Do not think it is a liability isue because it is a volunteer item. Anwar - TM - Human SErvices would do because people would be displaying their disability. Anwar - the communities with sidwalks are healthier community and sidewalks increase the value of homes. Prague - fully support this proposal. I am concerned because when I brought something similar forward I heard there was concern about liability. If people can afford to high someone, then they should not be using the Town. I support as first step. Havens - I support this idea. Snyder - great idea. There are neighbors that could help. Delnicki - great idea. Matt just make sure there is no liability issue here.

When the pubic hears you talkinga bout it --- Athletic Fields - hope one of the first things you look at are the numbers. The estimates that you had should be reviewed with the TM because thought there were more numbers Surveys - there was survey - where do you think the Town Center is? people answered that Evergreen Walk is not the Town center, but near the Town Hall, etc. member from the Park & Recreation - he compared us to other Towns that have pool access, what does that mean?
