Edwina Futtner, 203 Sandstone Drive, it was a priviledge to serve with Joe Carino for many years. Joe was very dedicated and knowledgeable especially regarding the sewer system in SW. For over 30 years he served on three commissins and his attendance was perfect. It would be wonderful to name the WPCA plan after him. I don't think we will see the likes of him again. thanked the Councillors and especially Joe Carino.
William Aman - 878 Strong Road - hard to believe he has served in various position for 50 years. He has served longer than most of the people in this room. he has worked with thousand of people. Anyone who knows Joe knew what Joe was thinking. He knew what he was talking about. Here tonight to congratulate Joe and speak in favor of the resolution on the agenda.
Bob Dickinson - came forward to speak in favor of the resolution for Joe Carino - board worked well together.
Mike Sullivan, 24 Jared Court - thanked the PW department. the only thing disappointed with regarding the storm was that the TM made comment to critize the budget regarding the equipment. update on ambulance corps. listening to Human Services Department - have departments struggling and they would be happy with used vehicle and printer - hear about needs versus wants.

B. Resolution Accepting the naming of Public Lands and Buildings Sub-Committee's Recommendation to Name the Water Pollution Control Facility after Joseph Carino
Bazzano, Anwar, Bazzano - the subcommittee met and it was unanimously chosen pretty quick based on his years of service and his closeness of the subject. It was something he believed in. passion towards authority. true honor - appreciate to bring this forward. Yagaloff - I don't think Joe would have expected this. Joe was a volunteer that gave his time and effort. that was who he was. he was never looking for recognition so it is actually really exciting to do something like this for Joe. He never wanted special recognition. it was a unanimous vote of subcommittee - unanimous support from the community. Delnicki - he served on three commission and had a perfect attendance. Freely giving his time. Joe is very humble person and hopefully this is great surprise and honor. Do have letter to read into record from Richard Aries - (read letter) - Havens - he had perfect attendance - the nicest thing about this evening, a lot of cases we give awards to people who are still active. this is a big award and he is still with us. That is the time to award things to people so they can see it. he is deserving of this honor. we have to remember that he served 50 years and the biggest time and growth of this community. do not think you will ever see someone serve 50 years again. Joe is deserving and has set an example for people in the future. There are other people who serve on boards and commissions who have been there for 20-25 years and don't think they have received any awards. Hap Fitts has been around a long time. There are many people who have served for many years and they should be thanked also. congratulations Joe and thank his family for their patience.
Mike Gantick - like to also say Mr. Carino did all this while serving as Chair of a couple of bowling league and fishing. he has been a gentelman who has always asked the right questions and we appreciate everything he has done for the town.

D. Discussion Item: Storm Charlotte (Michael Gantick, Director of Public Works to be present)
Mike - our priorities were to get streets opened for emergency vehicles, then get bus and cars to pass, ----by Tuesday widened the roads Delnicki - are you done widening the roads? Mike - yes now going back and trying to take care of snow on sidewalks. Delnicki - should we encourage people to clear sidewalks. Mike - we piled the snow pretty high on some of the sidewalks
Bazzano - commend you on outstanding job and I mean that in particular to Town crews. We all pay taxes but you have to expect in a storm like that it would take longer to clear the roads. the word used most was patience. next time hope people have a little more patience and understand the hard work that PW does. Was at Town Garage on Friday afternoon and everyone was down there getting prepared. Did you find from this storm any weaknesses in our equipment more than staff? Mike - there are some things that the Manager wanted to sit down and talk about the council with. and I would like to sit in executive session. Bazzano - seemed like the trucks are very good equipment but storm like this was very hard. we will have to make sure equipped properly in the future.
Yagaloff - storms are local for the people living there. came in to work on Monday morning and then hit Sullivan Avenue which is a State road was not as good. October storm had two years ago, some neighborhoods were awful and some where not. SW did incredibly well. Compared with other Towns SW was fantastic. The one area that we have talked about repeatedly are medical calls. There could be major problems with medical calls - 36 inches on the roads - we have heard of other towns having problems with getting ambulances in. it can be dangerous for those who have medical calls. we have talkeda bout coordinating all of our emergency operations. how to get first responders when have medical call during storms, etc. would like discussion of what equipment could be used to get first responders in. there may be other remedies for that. I know the Chief probably has idea for this. we need focused plan. Mike - we plowed a cople of driveways to get ambulance in there. we do what we need to do with emergency personnel. Yagaloff - I know some communities are using items like snow mobiles to ge tthrough. if community has systematic route may be a better idea. should think about working on. Really happy with response we have gotten from PW.
Delnicki - suggest we have another discussion later on this to go over other issues. Prague - I think PW did a great job. They are dedicated. all of the complaints got were about contractors. I felt very isolated. I like the suggestion of getting a snow mobile or program. Equipment - will probably approve new trucks for you. we can have all the new trucks you want - there are a lot of construction trucksl out there, while don't we have contrct to store their trucks in town and use if necessary. think we could get some people to agree with that. lets think outside the box - thanked PW employees.
Anwar - thank you again. we need special assets in these situations. regionalism is going to be important. we need mechansims to share with surrounding towns. you have technology to see where vehicles are all of the time and think that would be good for residents to see where those trucks are also. no emergency shoudl go bye without learning - what if we had lost power - there would have been more issues that would have been disasterous. need to come up with more strategies in a what if situations. discuss in the future.
Snyder - a lot of this technology is that through GIS? Mike - wireless modems which are tied into our GIS. it did not work as well as we would hav eliked. It is on the forefront - we have interest from other towns. Snyder - that is all part of our IT - these are the types of things that our IT needs to provide this situaiton. These types of things are all key components to our success but it happens because IT behind it. Mike - also note that during one of the emergency situations looked to see who was closest.
Bazzano - back in 1978 when closed roads, do we have a policy on that, there are probably 200 snow mobiles in SW. Are we allowed on the roads, Are there people we can call. Reed - yes there are people who we can call. the problem you get into tht there are not special vehicles that are allowed. here in CT people are not used to seeing them so we could have problems. There are some hazard there. if you are talking about moving patients could do through volunteer - there may be some usefulness do not know if frequent enough to have application. we can plan but do not know if fiscaly it is responsible to do. in future years think will have four year drive vehicles. this was an extraordinary storm. Mike - se did have problem on Oxford Drive because someone used a snow mobile. Delnicki - one thing about equipment is that you can have the best equipment but if you don't have the best people then it does not matter. SW has the best people. Reed - want everyone to understand that we knew the storm was coming. we had a plan. the Town ordinance requires the sidewalks to be cleared - we do not have ordinance for fire hydrants - as far as sidewalks go no one can - enforcement - our goal is to get sidewalk cleared, we called residents. we did not order people to go out because we knew there was a challenge. next monday kids are back to school and sidewalks should be cleared. residents should be expected to clear sidewalks by Monday. Prague - that is all well and good but have 10 foot high mound on a sidewalk. think statement premature. Reed - agree but have to clear so the kids can get to school. Mike - there are a lot of streets that do not have sidewalks. We balanced everything out and made a determination of what it was best to do to clear the roads. Delnicki - we have to use a little bit of common sense.
Carroll - 180 Scott Drive - agree with what the Chief is talking about. many of my neighbors have not done their sidewalks. I thinkw e should be pushing people to do their sidewalks. Dangerous not to have them done for the school kids.

Snyder - we have Capital Projects Meeting tomorrow at 5p.m. will be going over items that did not pass referendum that still need to be completed. Town Coundil has been given all items 2013/2014. 1.1 mill 20 1.2M next year 2M? next meeting will need consensus. Delnicki - send second time. provided in written form - have Ashley send out.
Delnicki - Naming with Public Lands and Buildings - we discussed another recommendation for naming of gym at SW High School. Coach Sharos name basketball court after him. I think it is a wonderful idea. is there a desire to entertain resolution to BOE to recommend this. Bazzano - Charlie Sharos - we wondered if we had any authority - provide resolution supporting something like that. Coach for 30 years. What we did with Joe tonight was nice and this would be nice also. It would be nice to have this happen so he could be honored. would hope that BOE would endorse (gym). Yagaloff - the reason this came before the council is there is a group that is supporting this and would like to see this happen. They would like TC to write to Kate Carter. they are asking TC to send recommendation to BOE. Would like resolution to come before the TC. I am willing to support Anwar - i would be in favor. Delnicki - is there support for such a recommendation Snyder - no McCann - I don't know much about it. Bazzano - read into the record regarding the Hall of Fame, $35.00 pp we have not talked about Recreation Center in a while. What was discussed was sending resolution to Matt as far as moving forward with plan. It would be better to come up with a plan before sending anything to Matt. in order to move forward with plan it would be bet to have something to move forward with. will be coming forward soon with resolution to get subcommittee together to do a plan.

Reed - want to emphasize did all the appropriate FEMA forms. stay connected with EOC and stayed connected throughout the storm. We used Everbridge regarding refuse and recycling. Our prijmary source was the news, web - 11,236 unique hits on facebook. hope members of TC have visited facebook.
Beaulieu - everbridge for trash pick up - ended up in spam - residents should be aware that they should look in spam also. Reed - some get by phone, fax, etc. text has to be short and sweet - people can sign up for that service to get notification. have to tell email system to let that in. Delnicki - the after action review, when should that be done? Mike - PW still in recovery mode. In a couple of weeks should have something together. PW may want to address in their budget also. would like to finalize with budget. Delnicki - would like to have full details on plans and how they are utilized, what worked, what did not.

Snyder - we have Capital Projects Meeting tomorrow at 5p.m. will be going over items that did not pass referendum that still need to be completed. Town Coundil has been given all items 2013/2014. 1.1 mill 20 1.2M next year 2M? next meeting will need consensus. Delnicki - send second time. provided in written form - have Ashley send out.
Delnicki - Naming with Public Lands and Buildings - we discussed another recommendation for naming of gym at SW High School. Coach Sharos name basketball court after him. I think it is a wonderful idea. is there a desire to entertain resolution to BOE to recommend this. Bazzano - Charlie Sharos - we wondered if we had any authority - provide resolution supporting something like that. Coach for 30 years. What we did with Joe tonight was nice and this would be nice also. It would be nice to have this happen so he could be honored. would hope that BOE would endorse (gym). Yagaloff - the reason this came before the council is there is a group that is supporting this and would like to see this happen. They would like TC to write to Kate Carter. they are asking TC to send recommendation to BOE. Would like resolution to come before the TC. I am willing to support Anwar - i would be in favor. Delnicki - is there support for such a recommendation Snyder - no McCann - I don't know much about it. Bazzano - read into the record regarding the Hall of Fame, $35.00 pp we have not talked about Recreation Center in a while. What was discussed was sending resolution to Matt as far as moving forward with plan. It would be better to come up with a plan before sending anything to Matt. in order to move forward with plan it would be bet to have something to move forward with. will be coming forward soon with resolution to get subcommittee together to do a plan.

Reed - want to emphasize did all the appropriate FEMA forms. stay connected with EOC and stayed connected throughout the storm. We used Everbridge regarding refuse and recycling. Our prijmary source was the news, web - 11,236 unique hits on facebook. hope members of TC have visited facebook.
Beaulieu - everbridge for trash pick up - ended up in spam - residents should be aware that they should look in spam also. Reed - some get by phone, fax, etc. text has to be short and sweet - people can sign up for that service to get notification. have to tell email system to let that in. Delnicki - the after action review, when should that be done? Mike - PW still in recovery mode. In a couple of weeks should have something together. PW may want to address in their budget also. would like to finalize with budget. Delnicki - would like to have full details on plans and how they are utilized, what worked, what did not.
