Ceremony at VMP Pendleton - Fireworks Len - had successful Evening in the Park - lot of people who came - Fireworks were great -
JIm MOrrison, 167 Ayers Road - March 3, 2014 letter to P & Z - 15-53P South Windsor Little League - allowing lights and concession stand to stay open a 1/2 of an hour later to stay open. The approval also included special events to be held there without permission. Very unhappy that these changes were not called as significant changes by Michele Lipe. July 11, 2013 the lights and activity extended to 11:30 p.m. It should be noted at 38 events were not adheared to and there were 18 more events. South Windsor Little League is not being good neighbors. Commission has already acted - support the rules go back to what they were and also have the Little League adhere to rules.

Mirek, Delnicki Snyder - Was this prepared by Town Attorney? Kari - Chief of Police Snyder - on section f - article 3 - the TM and the Director or Co-Director - (add in there - the State and Federal Government) Yagaloff - I agree with those comments. I was looking for theState Statutes and found them under Civil Preparedness, these do not match up with State Statutes. One concern 26-5 page 4 of 11 - emergency TM can authorize generla powers and duties - I agree with that. does not tell what the TC authority is. Doesn't give us the ability to make decisions? I would like the Council to get State Statute and would like TC to Kari - patterned after similiar ordinance - took what was provided to me and compared it to the Generla Statutes - also looked at existing ordinance and lifted language that seemed to be important to Town. Certainly this is a work in progress. what has been proposed is not inconsistent with statutes. Yagaloff - overall strong ordinance - TM making decision on emergency is important. not clear to me what the Town Council needs to do Galligan - any appropriation has to come to council Yagaloff - if similar emergency and TM made decision that TC did not agree, TC should be able to exercise its legislative authority - if council wanted to convene and make a decision. want checks and balances that are required. Kari - could have legislative powers put into the ordinance - emergency plan is what is really going to take steps. Yagaloff - maybe putting specifics into the legislative of council - subsection II - I would lie to see Meriden Ordinance. Delnicki - does the TC have the power to direct the TM by resolution at special mtg to do something or cease doing something? Kari - I don't see this ordinance as changing your legislative powers or the health and safety of this community. this empowers the TM to direct and give power during an emergency. It is and enabling ordinance rather then limiting. Delnicki - we could have emergency meeting - TC could take action to have something occur or not occur - Kari - you could direct the TM to Delnicki - seems to me that by having it framed in context - TC could address any situation. checks and balance would be there. Kari - think that is fair - ordinance doesn't take away the power of the Town Council. Delnicki - Havens - in his absence who would call an emergency? Kari - the Mayor or the TC would have the authoirty to declar an emergency. Manager would decide who would take over during an emergency. Galligan - ordinance is being expanded. Prague - Want the TM in the driver seat if there is an emergency - or the Chief or Jay. I don't want the Town Council to overrule you. When there is an emergency the TM is on their own for at least a week. Anything that takes away powr from the TM should be looked at very closely and hard. I believe in Mr. Galligan and I do't know why we need another ordinance. Wagner - one of the things that could happen is the emergency itself the TM may not be available. we have in place right now that if TM not available there would be someone else stand in that role. Do we have succession plan that would cover that situation. Kari - not in the ordinance but Matt may have a plan of his own. Galligan - those are our standard operating procedures. Wagner - who would be the TM? Emergency Operation Manager who is Matt Reed - if Fire or commander at the scene. changes depending on event. Kari - th enew proposed ordinance requires a succession plan. Galligan - when this is adopted - plan will be revised. Pendleton - first 72 is on you - FEMA have two weeks of supplies - concerned with are we creating a brand new ordinance or are we revising the old ordinance Galligan - basically revising the ordinance. C. Resolution Establishing a South Windsor Agriculture, Arts, and Nature Center Committee for the Priest Property
Yagaloff, Delnicki Paterna - property is located in great area. Anwar - TC meeting couple of months ago - Matt brought up in TC meeting and then I held initial discussion regardiing this issue. People felt important to discuss the long term - felt we should bring to TC and get everyone on board Snyder - this project is one of those vision projects - when happens it takes a long time, commitment, money and community members. This is one thing that will make SW a more high quality place to live. Getting the study done is first step and very important. urge local groups to hold different ways of donating funds to this. Would like to be member on this. We are looking at writing grants for this project. Havens - this was a great buy. now we have ability to have a hidden gem. will support. Dlenicki - this is the heritage of the community. great iidea. will be supporting Anwar - will be serving on it also. Wagner - can't wait to see it happen - sugget making temporary committee with Snyder - feel it needs to go forever Wagner - 4 council members really needed - may consider having two. 2 from each political party - no more then 2 from any party. Pendleton - attended the first meeting - wonderful meeting - so many peopel have interest in this. town staff was also excited. I would like to volunteer t o be on committee yagaloff - like the change to say 4 members from any political party) Wagner - do we have four people who are interested in this? Anwar - Snyder, Delnicki, Anwar and Pendleton all interested. Wagner - bothers me that we don't have permanent committee for anything else. Mirek - this may take several years to come to fruition. Delnicki, Havens Yagaloff - PBC is highly functioning committee - they have their time lines and project outline for this project. They have scheduled visits to other elementayr school - they are actively doing their job. Havens - PBC has done a fine job - do they need money up front? Galligan - no under the capital account there is 104,000 from previous years whcih was supposed to be used for previous project for elementary schools. unanimous
E. Resolution Establishing an Energy Committee
Pendleton, Saud Wagner - in favor - little loose about clean and renewable - clean energy may not be renewable - terms need to be distinguished. first paragraph energy costs and environmental impact. 2 friendly amendments Galligan - Cpas and will be talking with C L & P. looking at different options. Snyder -a re you familiar with clean - have connection and can provide that information. Kari - clarify - at least one TC members - my though process was that TC would have interest in their own expertise and would like to share with committee. Mike - yes Anwar - announced information for Michael. for general inforamtion call 877-wise use is hotline MIke works for Energize South Windsor Anwar - Chambers would probably be intrested in working with you. Anwar - as more people move towards fianding Prague - how big is kilowatt depends on manufacturer - Pragu e- so 7 would work Prague - Delnicki - what percentage hydroelectric power? Galligan - 20% Delnicki - do not understand why tht would not qualify? Galligan - this program would help keep the motivation alive. Solarize CT should apply. Dlenicki - we will continue to stay in CCM Galligan - yes for another two years. Yagaloff - this is very exciting technology. opportunity to educate people and have them see the value. Pendleton - Wagner - none of these energy forms are 0 emission while you are building it. Good program but have to take with a little bit of a grain of salt.

Anwar - take G & J together. As we hopefully generate more taxes - we want some of those taxes to go to capital projects. within capital project there is a need for infrastructure component. we need strategy 10,000 resources on that. Galligan - staff has recommend 5 different bodn areas. 10M - was very successffu (roads) - 5M for roads in Avery Heights. $5M road, drainage, etc all over the town. 1M sidewalk odinanace sidewalk repairs., heath pumjps, other buildngs. looking at 20M dollar price tag. Delnicki - ability to utiize bonding funds for some matching. Prague - 8 year to spend money, how long to spend this one? Mike - 5 years Prague -when was Pleasant Valley done? 1990-1992 Mike - if we do't do real soon we will be spending a lot more funds. Good investment to reduce future costs. Pendleton - 18 manholes - I support capital projects and would like to be a part of it. Would like to see captial projects funded year after year in the budget. Galligan suggested that a certain amoount of money be used yearly take care of infrastructure. Anwar - 10-15 million into fund Galligan - Saud - memo $15M resurfacing, matching caital project - new revenues- public hearing for items 10,000 or moe used under capital projects. Anwar - ordinance focusing on these two issues Snyder - spoke with matt about getting draft ord. togther. meeting wednesday Wagner - going ot have to find areas to tkae this money frm somewhere else in the budget. They have scheduled visits to other elementayr school - they are actively doing their job. Havens - PBC has done a fine job - do they need money up front? Anwar - as more people move towards fianding Prague - how big is kilowatt depends on manufacturer - Pragu e- so 7 would work Prague - Delnicki - what percentage hydroelectric power? Galligan - 20% Delnicki - do not understand why tht would not qualify? Galligan - this program would help keep the motivation alive. Solarize CT should apply. Anwar - take G & J together. As we hopefully generate more taxes - we want some of those taxes to go to capital projects. within capital project there is a need for infrastructure component. we need strategy 10,000 resources on that. Galligan - staff has recommend 5 different bodn areas. 10M - was very successffu (roads) - 5M for roads in Avery Heights. $5M road, drainage, etc all over the town. 1M sidewalk odinanace sidewalk repairs., heath pumjps, other buildngs. looking at 20M dollar price tag. Delnicki - ability to utiize bonding funds for some matching. Prague - 8 year to spend money, how long to spend this one? Mike - 5 years Prague -when was Pleasant Valley done? 1990-1992 Mike - if we do't do real soon we will be spending a lot more funds. Good investment to reduce future costs. Pendleton - 18 manholes - I support capital projects and would like to be a part of it. Would like to see captial projects funded year after year in the budget. Galligan suggested that a certain amoount of money be used yearly take care of infrastructure. Anwar - 10-15 million into fund Galligan - Saud - memo $15M resurfacing, matching caital project - new revenues- public hearing for items 10,000 or moe used under capital projects.
