Mike Sullivan, 24 Jared Court - tonight purchase of fire engine. reading the draft resolution language are there WHEREAS's missing? Resolution PUrchase of Fire Truck - would there be whereas that the Town Council has made an appropriation for that and if going to be a lease ordinance was passed that anything over 1 million - resolution should say whereas the budget has appropriation to pay for a lease payment. If truck is going to be purchased for this amount and is lease when something is decided to expend $1M is that maintenance, fuel, - what does expend mean. Leaves it open. Lease may be more then $1M. Have two other resolutions for energy - C-Pace - one of those municipal buildings achieve 10% less or something - one for commercial and one for residents. Do not see what the tie in - what is the town have to do.

A. Resolution Committing to Support the Energize South Windsor Initiative
Mirek, Wagner Galligan - last time we reduced our energy by 20%. that gives the Town 10,000 grant to help with programs. If don't make the program nothing happens, there are no penalties. if we do get the 20% will get another 10,000 grant. CL & P will look at residents homes and reduce the use of energy - the second resolution is with C-Pace. just by approving this C-Pace would already achieve 10%. Town of SW has alredy beomce a clean enrgy. there are income guidelines so if people are making less they will not have to pay. Great opportunitiy - one thing understand this is not a binding contract. great opportunity for the town and residents. Mirek - think it is a great idea if we can pont out areas where residents can save money. CL&P - 30 cents per square foot. HVAC to upgrade systems Wagne r- there are some retroactive opportuntiites. how far back? right now town has 136 points towards bright idea grant. have to set up way to use it. one thing CL & P does is keep track of Wagner - clean energy has some negative effects. using less energy is the best way to have clean energy. explain clean and renewable energy I don't know all of the details. clean energy is the renewal is solar, wind - also have lower end of it it is not clean but cleaner Anwar - this would allow us to direct the town to start to save energy costs for the town and allow residents to get audit of their homes. every resident would have the ability to decide how they want to use that program. If we are not able to fulfill we are not penalized. It should also be noted that we looked at SW and thought good to use SW as an example. Delnciki - go to the voluntary purchase of 20%. - currently purchase of 20% Galligan that is correct I think it has to be an additional 20% Galligan - 20% mojre then you do. Wagner, Pendleton Delnicki - what exactly are the responsibilities of the Town of SouthWindsor when we enter into this? Galligan - allow town to be involved in revolving loan - town will send bill. The State does not have collection ability so the town would send the bill when tax bills are sent out. default we would put lien on property. we would get paid to do this. Delnicki - is staff time reibursed Galligan - if over 500.00. Delnicki - if we place lien on propety and sell that lien as par tof tax sale? Galligan - this is a different lien - alll the towns rights comefirst. if we put the lien on - we get reimbursed. Delnicki - is there any risk? Galligan - no Delnicki - muncipal employee time reimbursed? Galligna - yes 3 tax bills will cost $5.00. Dlenicki - ther is cost of doing additional tax bill property, sewer and this one Anwar - benefits? Galligan - places like food services, Macy's - they have personal property. if they could get bulk of their energy from solar ther wioul dbe less electricity purchased from CL&P. More people get off of the grid the less brown outs, etc. gives us clean energy credits. unanimous

Havens, Anwar Havens - you may not be able to vote but you will have an influence - can't find a better person to be there. Proud to Delnicki stepped down. Havens - how are you gong to find time Galligan - have to make time. Havens - you are familiar with the business Galligan - reason why this has come to be is because Richard Johnson isn Glastonbury had an issue - was able to have meeting at capital - chair of MDC was there. there needs to be better communication and we have to make this work. changes have been done on bill. can participate even though you can not vote. One thing little disappointed is that - brought cap down - hoping we can make something sensible out of the bills. Anwar - you will not have a vote Galligna - will not have vote but will have voice and will be able to go in executive session. unanimous
E. Resolution Regarding Compromise of Blight Liens
Snyder, Delnicki Wagner - they get the reduction ont he day they are closing but the discount is donditioned upon them removing the blighted oconditions, what happens if not done in one year later? Kari - condition upon providing to us the rehabiliation laon - if you agree to reduce - closing takes place and they don't remedy the blight then you have to go back to blight ordinance Wagner - would the original 64,000 be reinstated? Olson - no Yagaloff - Cary very concerned - woudl be limited to blight liens - this does not have waiver of tax liens, they are obligated to pay all taxes just targeted towards blight. Kari - graph release was forwaded t o Town Attorney and Town Manager. release has been executed adn is in escrow. Yagaloff - solution for the town - important to get blighted properties rehabilitated. this is a very good result - town would get property taxes. neighbors wil have opportunityt o have nice house in the neighborhood. good result on badly blighted property. Dlenicki - we basically release the penalty portuion but town remddioat;a; ,aomtemamce = town did not lose any money on this?t this is an opportunity to get this one cleared up and make win fo rnew owner and neigbhorhood. in support unanimous
F. Discussion Item: Infrastructure Bond
Galligan - 10M and 15M scenarios on bond. I would recommend on 10M because you do have school project. last page 3 - annual debt increase/decrease - there is no effect because debt going down 25,000. - if you look at debt service is giong down - would recommend 10M bond not 15M. was done by independent bond counsel - the other day we did a refunding - saved interest 20,000 to 30,00 - the saving of 200,000 over 8 years. we do bonds 10-20 years. Wagner - on page 3 first column shows - includes school refernedum? Galligan - no it does include sewer debt Wagner - what are we getting for the 10M Galligan - that would be something Capital Projects would decide Wagner - as we go forward will there be a specific list? Gallign - we try to make that list moveable because Wagner - so the list could change. This is an opportunity to hopefully turn the roads around Pendleton - confused - capital projects talks about streets being repaired - would like some control over 10M. Galligan - if you want to do more project you need more money. ther are roads in capital that are just resurfacing. there are otehr roads that need to be dug up and replaced, sidewalks, etc. if we had 10M we would discuss projects in capital and prioritize the projects. we would not do a road if we thinkw e can get a grant. Pendleton - I would like to make sure we have critical list Galligan - my staff has never had a blank check. we pick roads because the drainage is bad or the subsurface is bad, etc. Pulic Works does an analysis every year. We keep strong list. we hire experts to tell us conditions. Pendleton - how much would it cost to do all of our roads Galligan - 40M Anwar - as there is more recongition of the needs in town, once we approve this we won't be able to have as many conversations. I wonder if it would be worthwhile for Mike to come tell us the priorites, Avery Heights - start to have these conversations. would ike tresidents to understand the needs. Draft of priorities. Galligan - yes will have mike at next meeting. Anwar - would 12M be better number Galligna - we cna talk to MIke and then decide on number. Anwar - draft should allow us opportuntiies such as if the State grants come in - need to be able to change priorities. Anwar - priority list get better idea as well as timeframes. Havens - 10-12M are you comfortable with? Galligan - you are not even close to what other munciipalities debt is. interst rates are going to start climbing. Havens - 10-12M is successful we have to be careful how we spread that around the community. Anwar - echo that same statement. voters are for the entire town and needs to benefit the whole community.

A. Resolution Adopting the Proposed Amendment to the South Windsor Code of Ordinances, Chapter 74 - Parks and Recreation - Article II. Commission, Section 74-31, Established, Terms.
Delnicki - Wagner Delnicki - this was a result of oversight in change that we made previously to the Park & Recreation Commission. The Park & Recreation requested taht the Commission go from 9 to 10. We are correcting change that was made. Will support Wagner - explain how this happened. when that ordinance was passed two years ago - an ordinance when passed is set aside on the website and then later incorporated in Code. We pulled that part out of area that was not codified. that was a problem that the oridnances were not codified. that shoudl be happening in the next fiscal year. I would ike to respond to Mr. Sullivan's comment about having commissin with same number of members on each side. 6 votes would be necessary to pass anything. unanimous

P & Z make changes to section 10 - section 9 Town center. Council should talk about this. Anwar - ther eis a lot of detail in proposed amendment to town center. the public does nothav einformation on this. it may be worthwhile to have discussion on this and should have a public hearing on this. Galligna - they will do offiical public hearing but council shoudl have presnetaion and public hearing. Anwar 0 in future meeting July worthwhle to have presentation. Awnar - on emergency operations - as we talk to ASM will need to have contract with our expectations. Havens - have we collected all ofur money from FEMA Galligan - all done. Delnicki - issue with company 3 - heating and cooling - I don't think anyone has received who the design engineer was, recourse to the council it has on face value of things not being done right. I think the issue cam eup about 3 months ago. Where are we? Galligan - have working that through PBC - have to go through documents. We are trying to look at contract. I suggested that he may want to come here. Delnicki - need something in writing on who designed, etc. Galligna - will call him and try to get for the next meeting. Awnar - with the SW food bank is there a w ay to have direct deposit on a monthly basis. Galligan - can talk to finance department. it coudl be expensive account. will look into that.

I would recommend on 10M because you do have school project. last page 3 - annual debt increase/decrease - there is no effect because debt going down 25,000. - if you look at debt service is giong down - would recommend 10M bond not 15M. was done by independent bond counsel - the other day we did a refunding - saved interest 20,000 to 30,00 - the saving of 200,000 over 8 years. we do bonds 10-20 years. Wagner - on page 3 first column shows - includes school refernedum? Galligan - no it does include sewer debt Wagner - what are we getting for the 10M Galligan - that would be something Capital Projects would decide Wagner - as we go forward will there be a specific list? Gallign - we try to make that list moveable because Wagner - so the list could change. This is an opportunity to hopefully turn the roads around Pendleton - confused - capital projects talks about streets being repaired - would like some control over 10M. Galligan - if you want to do more project you need more money. ther are roads in capital that are just resurfacing. there are otehr roads that need to be dug up and replaced, sidewalks, etc. if we had 10M we would discuss projects in capital and prioritize the projects. we would not do a road if we thinkw e can get a grant. Pendleton - I would like to make sure we have critical list Galligan - my staff has never had a blank check. we pick roads because the drainage is bad or the subsurface is bad, etc. Pulic Works does an analysis every year. We keep strong list. we hire experts to tell us conditions. Pendleton - how much would it cost to do all of our roads Galligan - 40M Anwar - as there is more recongition of the needs in town, once we approve this we won't be able to have as many conversations. I wonder if it would be worthwhile for Mike to come tell us the priorites, Avery Heights - start to have these conversations. would ike tresidents to understand the needs. Draft of priorities. Galligan - yes will have mike at next meeting. Anwar - would 12M be better number Galligna - we cna talk to MIke and then decide on number. Anwar - draft should allow us opportuntiies such as if the State grants come in - need to be able to change priorities. Anwar - priority list get better idea as well as timeframes. Havens - 10-12M are you comfortable with? Galligan - you are not even close to what other munciipalities debt is. interst rates are going to start climbing. Havens - 10-12M is successful we have to be careful how we spread that around the community. Anwar - echo that same statement. voters are for the entire town and needs to benefit the whole community.

A. Resolution Adopting the Proposed Amendment to the South Windsor Code of Ordinances, Chapter 74 - Parks and Recreation - Article II. Commission, Section 74-31, Established, Terms.
Delnicki - Wagner Delnicki - this was a result of oversight in change that we made previously to the Park & Recreation Commission. The Park & Recreation requested taht the Commission go from 9 to 10. We are correcting change that was made. Will support Wagner - explain how this happened. when that ordinance was passed two years ago - an ordinance when passed is set aside on the website and then later incorporated in Code. We pulled that part out of area that was not codified. that was a problem that the oridnances were not codified. that shoudl be happening in the next fiscal year. I would ike to respond to Mr. Sullivan's comment about having commissin with same number of members on each side. 6 votes would be necessary to pass anything. unanimous

P & Z make changes to section 10 - section 9 Town center. Council should talk about this. Anwar - ther eis a lot of detail in proposed amendment to town center. the public does nothav einformation on this. it may be worthwhile to have discussion on this and should have a public hearing on this. Galligna - they will do offiical public hearing but council shoudl have presnetaion and public hearing. Anwar 0 in future meeting July worthwhle to have presentation. Awnar - on emergency operations - as we talk to ASM will need to have contract with our expectations. Havens - have we collected all ofur money from FEMA Galligan - all done. Delnicki - issue with company 3 - heating and cooling - I don't think anyone has received who the design engineer was, recourse to the council it has on face value of things not being done right. I think the issue cam eup about 3 months ago. Where are we? Galligan - have working that through PBC - have to go through documents. We are trying to look at contract. I suggested that he may want to come here. Delnicki - need something in writing on who designed, etc. Galligna - will call him and try to get for the next meeting. Awnar - with the SW food bank is there a w ay to have direct deposit on a monthly basis. Galligan - can talk to finance department. it coudl be expensive account. will look into that.
