Lorrain, Gaffney, 300 Benedict Drive - Thank you for having this meeting. Here regarding Avery Heights neighborhood. Avery Heights is deterioriating. It needs to be totally ripped out - catch basins are falling apart and have been replaced. I feel that at this time there is a lot of people that are in our area that like to walk and it is very dangerous. I fell - we can't wait too much longer. The longer we wait the more expensive it is going to get. driveways are eroding - catch basins are old. We all keep up our homes and we want to keep them nice but our roads are not nice. We need to do these roads. We want a commitment that somethng will be done. (presented pictures to Town Council) Matthew Davis, 12 Manor Lane - Avery Heights - (submitted comments to me) Robert West, 129 Benedict Drive - love this town, and neighborhood. We talk about curb apeal, but I have no curb. Where the road has been sealed there is grass growing. we have standing water. in the winter we have standing water when there is a melt. when Bob Hornish, Benedict - we want action Pam Bourdeau, Mountain Hill Road - should get money together to help Avery Heights area, not turf fields. noise is aproblem, activiity, and toxic run off. (chemical concern) also (safety issues) Neighborhood does not want turf on the high school field. Willa Hol - 18 Mountain View Road - I planned to remain at my residence but am afraid of artificial turf in my backyard. Neighborhood has asked previous for no articificial field. we feel want not a need. Science is far from settled. Please consider this very carefully because of the long term effect. I urge you to consider the extended use and the quality of life - please consider taking money an dusing for schools. use to fix roads. Please consider our petition - the amount of time people use the fields is a lot less then the neighborhood 36 Mountain View Road - when the field was first put in it was promised that items would be in place to limit the inconvience - a turf field will turn it into a lot of use. more usage, more noise - ask you not to pass the resolution to have TM to work with BOE to start discussions regarding turf fields. We were waiting for the STEAP grant and have not heard any thing. Facts need to be reviewed. 18 Court - here to promote the constgruction of a turf field. There will always be noise - I believe turf field could give money back to the schools. it is hard to compete with other schools when you don't have the same type of playing fields as others. it would improve the quality of life in SW. Mackey - asking the council not to do somethign that has already been approved by the P & Z - we are hearing that there will be changes to the fields and lights. and hours. we hear you are considering about changing items that have been approved. the changes are for safety. No one has called Al Maximino - I think changing what has been approved - there were comments - SW Little League is not a good neighbor - we are a good neighbor which was an insult to the Little League. It is a safety item to get people out of the complex for that 1/2 an hour. I am asking for you to not change anything. anyone who wanted to object had the opportunity. this is a league for our children and it is important to know that those lights shoudl end at a certain time for the safety of our children. Title 9 - what is good for the boys is good for the girls. need you to go by the field - there are people sitting by the road - do waht is right for SW, look at Girls Softball field to change that. October there was a resolution passed on town owned land. that resolution also spoke to subcommittee that was going to be established for Miracle Field - as a voter questioning status of subcommittee - what is the status of STEAP grant application. what has council done - why turfing over exisitng field instead of creating new turnf field across the street makes sense? Angela Ricotto - sports changed my outlook at people and how I could improve myself. I would hate to see kids from Middle School to miss the opportunity to be involved in sports. this can benefit the futre of our town. having turf field is so important - 1) safety; 2) would not be holes in the fields 2) playing on turf is a completely different - ball rolls a lot further. would be more competitive. Richard Grigorian, 369 Main Street - very interesting council meeting. have heard every posibility. I am an advocate for a turf field at the high school. STEAP grant - there is a chance could get that grant. not having turf field does hurt the town competition wise. across the street - need to have need shown.

B. Discussion item: Proposed Cell Tower, 90 Brookfield Street
Galligan - under the State - the Company is here Keith Hopkins - currently on 90 Brookfield Street - propsal remove the existing and put new tower in the back of the property. We did a technical report - we file who are carrier is, where located on property and during that 90 days we have a consultation. If going to go to Town to open meeting we can bring people involved. Anwar - will improve? no in the vacinity. currently we have A T & T - proposing 164 foot tower. Anwar - thinking about how the neighbors would be impacted? old tower would be cut into sections Galligan - behind the Police is 197 feet. Yagaloff - this may be pushing back towards the Podunk - Michele Galligan - wanted the council to know what is going to happen on Brookfield Street. do not go through P & Z. The only thing Yagaloff - 164 foot tower going up, old one coming down, Will go through public hearing through Siting Council. if you are in that area, there is a tower going up and if there are any concerns should follow up with Siting Council. if you want to notify a group around, we are happy to come in and discuss this with them. Delnicki - the town has no real say in this issue other than to educate Delnicki - the company putting tower up do they Always do that - offer tower spac Prague - who gets the revenue lease with property owner Prague - what happened with VMP? Galligan - at the end of August their option goes away.
C. Resolution Waiving Competitive Bidding and RFP Process for the Purchase and Upfitting of Three (3) New Police Vehicles
Snyder, Delnicki Reed - Galligna - when you go out to bid on these would cost more - this program you are getting it cheaper Reed - the equipment has gotten more technical - everything is connected - we need a single pont purchase. MHQ is a large provider in Middletown. Snyder - this was bid through the State even though we would be requesting the town to waive competitive bidding. How much less for each vehicle Reed - $1,100 Delnicki - State of CT runs 800 or so - ae they going to put us on the back burner if state comes through? Reed - they have the state line and they have the municipal line. anwar - Galligan - Anwar - whole mechanism of taking case by case keeps the public informed. unanimous
D. Resolution Authorizing the Town Manager to Work with the Board of Education and Superintendent of Schools for the Creation of a Turf Field at South Windsor High School
Yagaloff, Anwar Anwar - I put this resolution on the agenda because there are a variety of reasons - we have been verbally informed that STEAP funds will not be available for the turf field. We want an opportunity for the town to have a turf fields. all data that you hear is that the turf fields are being built at the high school. As a council we had an opportunity to decide to do something. as we are partners with the BOE we wanted to bring this as a conversation. We have to solve the issues - this could be done by the middle of September and if we don't do would not get done for next season. if we change the track there is time to do the field at the same time. previous STEAP grant it does not appear we are going to get funds for that. there will not be any lights on the proposal. Mirek - how much did the town spend for the property across from the high school? Galligan - 3M included Nevers Road park. expand Nevers Road park Mirek - the whole idea that the STEAP grant would be denied - Galligan - the application asks if any farmland is being taken away - problem project has is the DEEP is giving grant out for preservation of farmland. Mirek - the town did not spend 3M for farmland - it was supposed to be for active and passive recreation. Galligan - was told the decision of the grant would come out at the end of the year - Mirek - don't know what the outcome is then? Galligan - can't tell you for sure. Mirek - thought the BOE was Galligan - current Board was - in July 2008 did RFP(gave history). If you wantt to get th Mirek - tonight first time hears about Subcommittee to work on field of subcommittee. Has anyone talked to Patrick Hankard. Mirek - can the decision be postponed. Galligan - i think you can but do not want to talk for the board. Mirek - I was under the understanding that the resolution would be done to have things ready in case there was a STEAP grant funds. Galliga - design build to lease is way to fund this project. Mirek - no doubt we need a turf field - Yagaloff - discussions are complicated. track at the high school is being ripped up this summer and the BOE is paying for it - to me this should be done now because once the track is complete turfing that field would not happen. Need to have discussion about the field at the high school., will support this and feel the BOE should make their own decision on this. Send to BOE to make their decision. Snyder - there should have been a turf field at the high school many years ago. believe it needs to be put in there. STEAP grant approval, Matt spot to Megan? Galligan - spoke to her Friday, the 13th Snyder - concerned that being told tonight that the STEAP grant is looking like it would not be approved. Anwar - State of Connecticut is putting money into farmland Snyder - there is no doubt at all that the turf field needs to be at the high school. Anwar - if you are not going to get that in writing. previously we did not do anything fo rthe school Snyder - looking for resolution to do something that you already do. Galligan - you have two governing bodies - asking me to spend money that has not been appropriated so I feel a resolution is necessary. Snyder - there has been no money allocated - the boards budget was cut - Galligan - have to go to funding stream from the council - Snyder - this just came forth in an odd manner. Has nothign to do with the plan across the street Galligna - this has been on the towns radar for a long time. Snyder - do you recall dollar amounts in contingency 6,000 this year, next year 115,000 Snyder - looking to use money from contingency to do this? Galligna - look for a down payment through contingency. Snyder - alarming that there are other things that need to be done. there is more information necessary to make a decision. Anwar - we are asking you to start conversations and look at the number - also asking you to have discussions with Superintendent of Schools so the BOE can make a decision. Delnicki - you asked for the resolution? Galligan - I asked for it if the council wants to move forward. has nothing to do with the other project. if we are going to do this have to make sure the counicl is on board. Delnicki - still in running for STEAP grant? Galligan - yes Delnicki - is it the intent to put in for 3rd STEAP grant? Galligna - no Delnicki - is is correct that if the BOE says we don't have the money to do this and don't have the money, the project would be dead Galligan - yes unless the Town Council wants to fund the whole amount - the idea was not to extend play but to make the field safe. Delnicki - we ar enot doing lights, will there be a conduit in the ground? Galligna - that is not my recommendation - this is supposed to be for safety of the kids. if you put lights there it woudl cost more. I don't think the board would want to have more costs. purpose is to take care of programs there now. Delnicki - still trying to understand wher emoney would come from especially if the BOE doesn't want anything to do with it. - If the Board doesn't act on it then it is a dead issue? Galligna - I would agree with that. Delnicki - would we go into fund balance? Galligna - no - Delnicki - if appropriate for something not in the budget have to have a public hearing. Need opinion from TA Wagner - like to know vision of time line? could go into October Wagner - if town side of budget, would recreation programs be allowed to use the feild? Galligna - after board use maybe the leagues could use Prague - may be too late to do this project - when something is rushed, run away. will not vote in favor of this unless we get STEAP grant for this. We have to stop spending money when we don't have it. This track is only 9-10 years. shold take this slowly. I was shown the conduit under the track, it is there. Havens - will support this. if BOE doesn't want it I will not oversee them. Mirek we do not know the status of the STEAP grant, the BOE has their last meeting next week. we are pinning a lot of hope that majority. I will support because has to be discussed with everyone. feel this is rushed and should find out different scenarios. Aware - the BOE will have opportunity to make a decision if discussions will be held. F. Discussion Item: Road Projects/Infrastructure Bond
Mike Gantick - Prague - would like to see you be shovel ready Gantick - Wagner - in favor of going for bond referendum - hopefully will get passed. Delnicki - Avery Heights is a focal point, what is the cost? Gantick - 5.5M Spruce, Graham, Benedict - doesn't inlcude Diane Drive Haven - how long take? Gantick - 3 years Havens - do we devote 5 out of 12 for that area Gantick - we had conversations with them Havens - would be nice to do it all. Gantick - with the remainder could get quite a bit done (7M) - don't want the better roads to fall into the worse category. Should be doing about 14 miles of road a year. good paving will last 14 years. Anwar - at the end of the day it is the public who approves this. the referendum will be voted on by the public. Mirek - I know the conditions of the roads are over there - my concern is 5.5M is that including the red and orange in that area? Pendleton - how many houses in avery heights? 260 Pendleton - wht is it going to cost to get rid of all of the red? Mike - lot more then 12M Pendleton - what about Burnham Street Mike - all East Hartford's Pendleton - Pine Tree Lane, Gantick - avery treatment every 10 years, 14 miles. Pendleton - great idea - the raods, drainage - agree with Councilor Yagaloff look at traffic - Wagner - governor has discussed about introducing natural gas - that should be part of our setting the priorities. Think should be doing all of the homework - use the time to do all of the plans - would like to be shovel ready.

want an ordinance to allow special rates for certain individuals. They will be asking us to approve the ordinance that they have drafted. at the same time have been involved with advisory committee and have made recommendations to them to afford the fee structure. one of the things that cam eout with Town Attorney is that WPCA - has term for 6 years - some think that is on the long side. We should be making the terms shorter (4 or 2 year term would be more appropriate). Anwar - agree terms should be lesser - I tend to look at 2 years. Maybe increase number of volunteers to make is bipartisan. Havens - I would like infomration from them if 2 year term would be appropraite, if so it would be okay with me.

Snyder, Delnicki Reed - Galligna - when you go out to bid on these would cost more - this program you are getting it cheaper Reed - the equipment has gotten more technical - everything is connected - we need a single pont purchase. MHQ is a large provider in Middletown. Snyder - this was bid through the State even though we would be requesting the town to waive competitive bidding. How much less for each vehicle Reed - $1,100 Delnicki - State of CT runs 800 or so - ae they going to put us on the back burner if state comes through? Reed - they have the state line and they have the municipal line. anwar - Galligan - Anwar - whole mechanism of taking case by case keeps the public informed. unanimous
D. Resolution Authorizing the Town Manager to Work with the Board of Education and Superintendent of Schools for the Creation of a Turf Field at South Windsor High School
Yagaloff, Anwar Anwar - I put this resolution on the agenda because there are a variety of reasons - we have been verbally informed that STEAP funds will not be available for the turf field. We want an opportunity for the town to have a turf fields. all data that you hear is that the turf fields are being built at the high school. As a council we had an opportunity to decide to do something. as we are partners with the BOE we wanted to bring this as a conversation. We have to solve the issues - this could be done by the middle of September and if we don't do would not get done for next season. if we change the track there is time to do the field at the same time. previous STEAP grant it does not appear we are going to get funds for that. there will not be any lights on the proposal. Mirek - how much did the town spend for the property across from the high school? Galligan - 3M included Nevers Road park. expand Nevers Road park Mirek - the whole idea that the STEAP grant would be denied - Galligan - the application asks if any farmland is being taken away - problem project has is the DEEP is giving grant out for preservation of farmland. Mirek - the town did not spend 3M for farmland - it was supposed to be for active and passive recreation. Galligan - was told the decision of the grant would come out at the end of the year - Mirek - don't know what the outcome is then? Galligan - can't tell you for sure. Mirek - thought the BOE was Galligan - current Board was - in July 2008 did RFP(gave history). If you wantt to get th Mirek - tonight first time hears about Subcommittee to work on field of subcommittee. Has anyone talked to Patrick Hankard. Mirek - can the decision be postponed. Galligan - i think you can but do not want to talk for the board. Mirek - I was under the understanding that the resolution would be done to have things ready in case there was a STEAP grant funds. Galliga - design build to lease is way to fund this project. Mirek - no doubt we need a turf field - Yagaloff - discussions are complicated. track at the high school is being ripped up this summer and the BOE is paying for it - to me this should be done now because once the track is complete turfing that field would not happen. Need to have discussion about the field at the high school., will support this and feel the BOE should make their own decision on this. Send to BOE to make their decision. Snyder - there should have been a turf field at the high school many years ago. believe it needs to be put in there. STEAP grant approval, Matt spot to Megan? Galligan - spoke to her Friday, the 13th Snyder - concerned that being told tonight that the STEAP grant is looking like it would not be approved. Anwar - State of Connecticut is putting money into farmland Snyder - there is no doubt at all that the turf field needs to be at the high school. Anwar - if you are not going to get that in writing. previously we did not do anything fo rthe school Snyder - looking for resolution to do something that you already do. Galligan - you have two governing bodies - asking me to spend money that has not been appropriated so I feel a resolution is necessary. Snyder - there has been no money allocated - the boards budget was cut - Galligan - have to go to funding stream from the council - Snyder - this just came forth in an odd manner. Has nothign to do with the plan across the street Galligna - this has been on the towns radar for a long time. Snyder - do you recall dollar amounts in contingency 6,000 this year, next year 115,000 Snyder - looking to use money from contingency to do this? Galligna - look for a down payment through contingency. Snyder - alarming that there are other things that need to be done. there is more information necessary to make a decision. Anwar - we are asking you to start conversations and look at the number - also asking you to have discussions with Superintendent of Schools so the BOE can make a decision. Delnicki - you asked for the resolution? Galligan - I asked for it if the council wants to move forward. has nothing to do with the other project. if we are going to do this have to make sure the counicl is on board. Delnicki - still in running for STEAP grant? Galligan - yes Delnicki - is it the intent to put in for 3rd STEAP grant? Galligna - no Delnicki - is is correct that if the BOE says we don't have the money to do this and don't have the money, the project would be dead Galligan - yes unless the Town Council wants to fund the whole amount - the idea was not to extend play but to make the field safe. Delnicki - we ar enot doing lights, will there be a conduit in the ground? Galligna - that is not my recommendation - this is supposed to be for safety of the kids. if you put lights there it woudl cost more. I don't think the board would want to have more costs. purpose is to take care of programs there now. Delnicki - still trying to understand wher emoney would come from especially if the BOE doesn't want anything to do with it. - If the Board doesn't act on it then it is a dead issue? Galligna - I would agree with that. Delnicki - would we go into fund balance? Galligna - no - Delnicki - if appropriate for something not in the budget have to have a public hearing. Need opinion from TA Wagner - like to know vision of time line? could go into October Wagner - if town side of budget, would recreation programs be allowed to use the feild? Galligna - after board use maybe the leagues could use Prague - may be too late to do this project - when something is rushed, run away. will not vote in favor of this unless we get STEAP grant for this. We have to stop spending money when we don't have it. This track is only 9-10 years. shold take this slowly. I was shown the conduit under the track, it is there. Havens - will support this. if BOE doesn't want it I will not oversee them. Mirek we do not know the status of the STEAP grant, the BOE has their last meeting next week. we are pinning a lot of hope that majority. I will support because has to be discussed with everyone. feel this is rushed and should find out different scenarios. Aware - the BOE will have opportunity to make a decision if discussions will be held. Mike Gantick - Prague - would like to see you be shovel ready Gantick - Wagner - in favor of going for bond referendum - hopefully will get passed. Delnicki - Avery Heights is a focal point, what is the cost? Gantick - 5.5M Spruce, Graham, Benedict - doesn't inlcude Diane Drive Haven - how long take? Gantick - 3 years Havens - do we devote 5 out of 12 for that area Gantick - we had conversations with them Havens - would be nice to do it all. Gantick - with the remainder could get quite a bit done (7M) - don't want the better roads to fall into the worse category. Should be doing about 14 miles of road a year. good paving will last 14 years. Anwar - at the end of the day it is the public who approves this. the referendum will be voted on by the public. Mirek - I know the conditions of the roads are over there - my concern is 5.5M is that including the red and orange in that area? Pendleton - how many houses in avery heights? 260 Pendleton - wht is it going to cost to get rid of all of the red? want an ordinance to allow special rates for certain individuals. They will be asking us to approve the ordinance that they have drafted. at the same time have been involved with advisory committee and have made recommendations to them to afford the fee structure. one of the things that cam eout with Town Attorney is that WPCA - has term for 6 years - some think that is on the long side. We should be making the terms shorter (4 or 2 year term would be more appropriate). Anwar - agree terms should be lesser - I tend to look at 2 years. Maybe increase number of volunteers to make is bipartisan. Havens - I would like infomration from them if 2 year term would be appropraite, if so it would be okay with me.
