Representative Aman, discussed the Major Public Acts that were passed. Max Credits, minimum wage went up, concussions, EMS bill, Veterans licensing, MDC bill (Matt sitting on board being a non voting member but his voice will be heard). Al Maximino, SW LIttle League President - update on shack concession project. 1987 with Little League, Always have tried to be a good neighbor. Improvements that have been made cost 253,000. Town investment 225% return. Have received no phone conversation regarding the lights. we are a 5013C organization. Put together a package that was inaccurate, very disappointed that the Town Council decided to go back and make application - very disappointed with actions of Janice Snyder. I would like to see the Town respectfully withdraw the application regarding time change. . La, 34 Sycamore Road - invite Camp Family Night on July 16th from 6:30 p.m. to 8:30 p.m. at the Rotary Pavilion in Nevers Road Park.

A. Resolution Approving an Annual Salary for Town Manager Matthew B. Galligan for Fiscal Years 2013/2014 and 2014/2015
Wagner - 2%, 2% Prague Snyder - thanked Matt for all his hard work and dedication. People have a lot of good things to say about you. We are fortunate and lucky to have you has our Town Manager. Keep up the good work. Havens - the manager has been here 18 years - we continue to give you good evaluations and give you more money. You can ask Matt any question and he will have the answer. He put this town on the map. Do a good job. Wagner - add that for me being new to the Council great working with you. LIke the way you manage and happy to deal with you. Anwar - Personnel Committee - Matt gave self evaluation - went through the evaluation there was a discussion regarding the town manager. went through detailed process. Have excellent staff. Very proud of you - leader in the State also. Thank you for what you do. Galligan - thank you council. hard job to serve the community - will continue to do my job. unanimous

C. Resolution Appointing a Town Attorney
Councilor Yagaloff abstained from this resolution Anwar Keith Yagaloff and Associates Pendleton Prague - I have great faith in you that you will be a great Town ATtorney. you will be fair and you are knowledgeable on every topic we have. Anwar - spoke of the process - long process - Havens - support Keith Yagaloff to be our next Town Attorney. have worked with approixmately 10 different firms. Just two outside town attorney have been used in the past 30 years. He knows the issues. Will be fair to us. Delnicki - in the past the Town Council had the opportuniity to interview the top two contenders. Feel that should have happened - should have interviewed top two contenders as we have done the past two search cycles. Snyder - the two first that were the contenders - one was small and one was large. when it came down to look at it - I questioned myself if we shoudl have large firm or small firm. Law firm will not move into Town Hall. Galligna - no - keep their own office Snyder - when we did our review - I was at the belief that we needed a larger law firm representing us. I personally believe large firm would be the best for us. I think Attorney Yagaloff will do a great job. Pendleton - thanked the committee - I am in support of Couniclor Yagaloff as Town Attorney. Sub-committee presented option and will support - Mirek - looking at both firms, the other firm has a lot of experience as being town attorney in other towns and having different speciality of lawyers to handle different items. please Keith will do a great job. 6-2 passed
D. Resolution Setting a Time and Place for a Public Hearing to Receive Citizen Input on an Amendment to Section 2-526 of the Code of Ordinance of the Town of South Windsor Concerning the "Director, Officers and Other Personnel of the Department of Finance."
Prague, Pendleton Galligan - any staff changes has to go through a public hearing process. two union posiiotns in Finance will have title changes - title match work they are doing and they will be changed, - Accounts Payable changed unanimous

Pendleton - Wagner Snyder - after we have public hearing will we be looking to do resolution to support or approve the plan. Feel we should be advocates for this and should have resolution supporting this plan. Anwar - you are right. Wagner - I was involved - what is happening at public hearing there will be a couple of changes in Town center - will make center pedestrian friendly. will lead to a very different look if successful. really dramatic change. Mirek - would it be appropirate to set up meeting with Planning & Zoning - Anwar - you would like to have presentation. Mirek - yes would like that. Galligan - this is an area whre we are trying to come up with revenues that will only effect that area - Special TAx District. Land owners get to gether to create a district. Good opportunity for more of the community to see the plan unanimous

G. Resolution Authorizing the Town Manager to Submit an Application to Connecticut Green Bank
Havens, Wagner Wagner - Town Counicl has passed a number of resolution doing such things as partiicpation in C-Pace which allows businesses to get special rates for solar. one of ht eprograms seeing right now is audits for residents. Solarize Connecticut - - program we have to apply to in order to participate in. This authorizes TM to submit to Bank and start process.

Delnicki, Anwar Galligan - this is a grant - Nutmeg Network - School first one to have it and we are now allowed on the network. take from school to human services to police to town hall. Delnicki - any additional costs? Galligna - 70,000 - there are some money that capital projects is working on also Delnicki - will be in EOC Galligan - es - we hav eto get complet ein 7-8 months. Galligan gave update Delnicki - expressed concerns - plan scaled down. Studio tax credits - do we know if extension Glaligna -we have not heard any thing about changes. Delnicki - need to find out asap. Power Purchase Agreement deadline? Galligna - problem our consultant - raised a lot of issues Delnicki - one of the major incentives is 1M in new tax revenue to Town. Scaled down proposal shat would we be looking at? Galligan - may not - Delnicki - property assesses at Galligan - will gt that for you. (market value) Delnicki - Galligna -w ill check with Charlie Danna. Delnicki - need to keep our eyes on this. Anwar - that is why on agenda. Yagaloff - on th efule cell utility issue - the fuel cell farm 1/8 to 1/4 acre - assessment of how cost might change Galligna - lowest cost to do fuel cell. Wagner - no tax revenues from fuel cells? Galligan - state legislature passes - they have to have tax revenue - will pay a certain amount of money

J. Discussion Item: An Ordinance for Water Pollution Control Authority
Wagner - several issues here, the Authority has been talkking about providing discounts on fees for people in low income. When they spoke to attorney he told them they needed to come to Town Council. The Town Attorney ordinance did not address what the WPCA is trying to do. The one that came was assessments- defer payment of the assessment for people who are not able to pay. Still waiting. The second thing that has occurred is that ther is a 6 year term for members. They set the fees and they determine their own budget. Discussion of reducing the terms. In addition we were considering increasing the number of members. would like to increase to 8 members. Anwar - in the last meeting we started the conversation about WPCA giving breaks to people who have finanical difficulties. The Town Council will need a final draft before this item is brought to public hearing. Galligan - WPCA can not do tht program to reduce costs, she is suggesting that Town Council budget for that and then have Human Services run the program to give assistance. She is researching ways for the Council to be able to get fees back when house sold. Do not think because WPCA is land use you may not be able to have even number of members. Will verify with the Town Attorney. Aries - only got a chance to review the ordinances today. to be honest sending the message out got many members concerned about the term. Members feel the term should be longer then 2 years. One greatest aspects of WPCA is that we have never had to focus on partisan lines. There is not a big argument against adding another member but it is not necessary. I think we can work around some of the items that may come up regarding giving low income household a break. one item missed - additional language annual reports given to TC and audit - these things ae alrady provided to the TC. we are changing our accounting system which will make it easier to understand. You are requsting the WPCA to pay for the audit. Anwar - your intentions - committee different then what th eterminology is here. How do you feel about 2-3 year term? Aries - 2 years is not enough. we need to keep these folks for more then 2 years. Wagner - the CGS deals wit the assessment, not the annual fee and the assessment is smething that is charged once when adding the sewer connection. It is really saying have a capital improvement to your house. it is not the same thing as an annual fee - Aries - I do have this ordinance and it has a few pages on it. 90-37 and then ther ereally isn't anything else. There is a an a and b subsection. in that language that word may I have a question about - do we have authority to revert back to the sliding scale Wagner - think the intent was to give you the authority to do this but not require you do to this. Aries - by the time a house is sold people find themselves having the need to use funds towards medical. Wagne r- assessment is a one time charge - the fees go on forever. Aries - the other aspect is the assessment is a rare item. Anwar - the conversation is to find out way to people who can not pay for their sewer Snyder - What is compelling the TC to take over WPCA, pricing structure for those who can not afford the fee? Wagner - there is language in the statute that rquires an ordinance to give WPCA permission. That is subject to interpretation. They received a legal opinion and an ordinance is necessary. Snyder - very adament againt two year term for WPCA. Take time to learn things. WPCA stays for a long time and devotes themselves. A minimum of 4 years is find. Finding committee members is not always easy. Are we looking to oversee their budget and their spending. Wagner - we don't have the authority to oversee - only over terms do we have any authority. Snyder - they enjoy what they are doing. concerned about putting fingers in the WPCA pot. if they need an ordinance to change their fee structure that is find. do not want ot over govern them. do not want ot overstep our bounds. Anwar - that is what we are talking about. if we want to help community members - the Town Council has to work with WPCA. Snyder - why are we in these other areas. Anwar - Snyder - if we need to provide ordinandce for fee structure - Human Services would run program - where would the funds come from when people can't pay. Anwar - trying to see how some of the reserve funds could be looked at. Havens - we are looking to take over WPCA work. The two year term is not practical. The four year temr would be more workable. The cost is the only conmplaint we get regarding WPCA. Aries - thanked the Town Council. Anwar - four year terms - Town Attorney will work on this and will send then to WPCA fo review.

Galligan - life guards saved a womens life - commend them for quick action. every young person reacted - thanked the kids for quick response. shows the youth of our community is there. EMS Plan - will be signing contracts. Road imporvement bond 12M - this resolution will be produced by Bond Counsel. you have until Sept 4th to approve resolution. Don't want to list roads in the bond - more discussion Human Resources receiving grant to have anothr CERT class - Jay let Matt know. conducting Ham Radio class purchasing cots - working with IT on specific equipment. Delnicki - space at Company 3 - intended for the ambulance corp or fire department if ambulance not using? Galligna - Can have bond Counsel review.- Happ Fitts is working with the Fire Department to learn about issues. Delnicki - when should we expect report Galligna - would like to see at the next meeting. Delnicki - he doesn''t necessarily have to be there. Snyder - in your report you had listed the SW Food Alliance - opened 21st - this FArmers Market is wonderful - 30-40 vendors - encouraged all town residents to attend Mirek - they have a lot of things for kids. 10-1 Anwar - ambulance - people are under the impression that ambulance service going to be at location, Galligna - no the have strategically placed themselves. Police Department or Community Center. They don't need an indoor location - Anwar - space issue at Police Department - what shoudl be the process of getting this going? Galligan - think we used to have a Council Space Committee - can do tour of PD - then maybe find an approach. Anar - think we need to clarify that. Gallign - building built when less offices and no women officers. Pendleton - agree that there should be a Space Committee - would like ot be on space committee and discuss with each department what their needs are. woudl ike to hear from bond counsel first.

Anwar - trying to see how some of the reserve funds could be looked at. Havens - we are looking to take over WPCA work. The two year term is not practical. The four year temr would be more workable.
