Kevin Cooney - Saturday morning there was a fire - 911 call - dispatcher did an excellent job. 5:54 call made - first police office arrived at 6:00 p.m. The first truck arrived 9 minutes later. evacuated reisents - then had to evacuate firefighters because roof started to collapes. So proud - support needs to be given to the families.
Jim Benedict Drive - wanted to remind everyone about the Benedict Drive roads that are in bad shape.

Wagner - there is a number of activiites in town in respect of Solarize SW. All of these things help us protect our environment. encourage people to look at program.

A. Resolution Accepting the Resignation of Keith Yagaloff (D) from the Town Council
Anwar - last week SW Arts and Nature Center had an opportunity to review different neighborhing towns how they are preserving their farming. Andy Paterna - visted Northwest Park - they started 40 years ago. Gardens, farm museums, etc. we could see the potential of what we could have long term. we have about 6 more community farms that we are going to visit. Anwar - four council members are a part of this group (Anwar, Pendleton, Snyder, Delnicki) Wagner - Energy Committee has met and doing application for E
Havens, Pendleton Havens - have mixed feelings about Keith leaving. Will miss you on the Town Council. Will be different for the person who replaces you, they have big shoes to fill. Think you will do a super job as the Town Attorney. Delnicki - Keith it is going to be a different town council without you. You have a level head - wish you all the luck in the position. Anwar - recognize the previous attorney's who served our town - they were very effective and professional. recognize the good work that has been done and want to recognize this council will miss you - your experience and intelliect will be missed. very grateful for you to be the town attornye. junanimous
B. Resolution Supporting the Design of Roadway Improvements for Avery Street from Kelly Road to North of Woodland Drive
Prague, Wagner Doolittle - there have been no changes since the last time we talked about this subject. we had a public hearing - 15 day Havens - when will this start and source of udnign? Doolittel - majority is federa, town 10% of the cost of this project. bids next year (summer of 2015). unanimous
C. Resolution Authorizing the Sale or Disposal of Surplus Equipment
Wagner, Pendleton Anwar - there was a detailed description in packet. Galligan - this is equipment of BOE - anything over 100 is required to be approved by resolution. The town can not actually donate will have to go out to public auction. Prague - went on ebay and the cheapest one sold for $8,000 and non-cheapest $4,000. I am objecting of giving this away. there is no guard - we could face a liability issue. they have not used it in five years and that is irrelevant. Galligan - That is what I just gold you. Has to go out to public auction. Snyder - State of Connecticut - all towns can put things on website. state agencies - put everything on th epublic property distribution center. that would be a great way to take care of it. might be something to look at. Havens - if there are no takers would support passing it on to someone in the community. Galligan - at that point would hav eto come back to council for a resolution. Delnicki - this might be a question for the town attorney. is the town alllowed to use ebay to seel equipment? Yagaloff - you can advertise - there is not a public hearing - can't be given for free because it is town property. I would think it is ok - advertised. Cary's concerns about safety concerns is valid. whoever buys it should be made aware that there is not a guard. Delnicki - I raise the issue - there are millions of people that utilize ebay. I think we need to get more imaginable how we get rid of surplus equipment. Pendleton - reading the request here - when it was purchased - is thre a possibility if it does not sell to donate to shlter - could they purchase for 10.000 as is? Yagaloff - as is - $10.00 is a problem - supposed to be open to th epublci and maximize the beenfit to the town - if it doesn't sell then can do a resolution to be destroyed and doesn't have value. unanimous

E. Discussion Item: Vacant Space at the Fire Department, Company 3
Galligan - bond resolution referred to report - according to Dave Panico - facility should nonly be used by fire and ambulance - it would have to be for emergency purpose only between these services or would have to go out for referendum. Anwar - space only for emergency purposes Galligan - fire dept./ambulance. raised the issue about having emergency management go over there or Fire Marshal. shoudl stay with fire and ambulance so did not hav eproblem with Fire Marshal. Anwar - previous meeting we spoke about the Police Dept. need space Galligan - based upon this Police can not use. Delnicki - definately want to see legal opinion in writing. sounds like there is only two functions - Fire Dept., Galligan - related to fire dept. and ambulance services. Anything outside of that would have to be reviewed. Delnicki - ASM - has expressed no interest Galligna - they want a location - recommend the gym - they are nto asking for a permanent situation. Dlenicki - sounds like it is pretty clear. Anwar - there is a need for the fire dept. to expand. Galligan - think shoudl stil have committee to review before a final decision is made. Chief Cooney - our proposal includes the Fire Marshal. we feel we could justify the need for the space very easily. there is a huge issue of storage. to have extra space would be ahuge help to us. Anwar - whatever we do will be very transparent - look at the needs and what will save the most money for the taxpayers. Cooney - we have maintained the area even when SWAC was in there. Snyder - the fire marshal where is he right now? Galligna - here and has office in company 1 for the deputies. this woudl be an opportunity - Snyder - makes good snese. should have meeting with space needs and go over what is felt to be resouiton. Cooney - Pendleton - would like to see the legal opinion on what can and can not go in there and would like to be on space needs committee. Delnicki - assuming thta the writtien opinion - would make sense to have fire marshal there. there has been a long history of fire marshal being housed in fire department. what you proposed makes sense. Anar - Cooney - the new engine is 99% ready. fine tuning - final inspection and will take ownership - september should be in service. Pendleton - do you plan - display for citizens - please show it. Prague - could you do it quickly - ceremony
Public Hearing Galligan - this is two positons in the Finance Dept. and did not feel these positions were titled accurately. These positions are union positions - under charter you need a public hearing if position titles in the Finance Dept. get changed. Item that was negotiated to make titles correct. Don Gonsalves, 40 Bayberry Trail - extremely poor write up - do not know what it is about. someone should have described this out. Did not know what it was for. Pendleton - Prague Anwar - mention what Mr. Gonsalves is saying - there is an opportunity to have more detail or suggest going to website - think website would be able to navigate Yagaloff - this is an ordinance - not a resolution - charter - process positon under - do not want a lot of language - perhaps resolution WAgner - what is happening here is replacing two staff accountants - unanimous

Galligan - was on vacation last week. Connecticut Studios - they have decided to go back to the original site plan. the numbers work best. most of the utilities off of Chapel Road - I think they have made that calculations - they have 4 budgets - they thought the hotel had to be done the same time and I explained no that happens four months after. They have interviewed 9 people that do movies. hired a company to do that SMS - they are spending some money trying ot move this project forward - they feel couple of days they want to sit with me and would like Town Attorney there. see where we go from here. they have spent a lot of time and effort. they hired someone from CT - surprised that they are spending quite a bit of money. I am a little bit encouraged - the fule cell is still in and they are going to help dck, they are talking about financing the fuel cell on their own to help dck. we have no august meeting but may need one based on this project. Public hearing began 8:15 p.m. Power Point presentation Planemetrics Public Robert Dickinson, 19 Birch Road, pedestrian and bicycle friendly. suggest - bike post - Hartford put 75-100 in their plan. would lke this added to the plan. Peter DeMallie - this take time - can get tremendous economic development - true mixed use - many other communities are doing this type of development. need some form of transit. we have an oppportunity for residental and economic growth. we need to move forward. Encourage you to move forward with this - connect with Evergreen Walk. Matt Riley, Heatherwood Drive - talk about the old post office - purchased 5-6 years ago for over 1M. intent was to alleviate space in town hall. now converting in Regional Emergency Center and Business Incubator - plan flawed - current plan only calls for 1,200 sq. ft. to be used for EOC - do not believe we have any other towns lined up to use this, the plan calls for this business incubator and not sure well thought out. the idea of creating a potential low rent office space, networking, not true incubator. the cost of the project - the original STEAP grant for $500,000 was received, the plan probable cost plan indicates 2.2M - in most recent those costs have risen by 500,000. - really need to step back - think you could find altrnative space for EOC and get rid of incubator. market as part of William Tellier - 2045 John Fitch Blvd. - support and in favor of improvement of this area. long term resident - enjoy our walks at evergreen walk and would enjoy these imprpvements. Pendleton - concerned that if this plan will negatively effect a company that is already there. Prague - on Feb 1 or 15 asked you about the hotel at Evergreen Walk Galligan - there are issues - bonded - they have a process to go through to make sure everything is the way it is supposed to be. ' Prague - how about the apartment building Michel - changes yes Prague - two big square buildings - how is that not a tenament? Galligan - cost is too high. Prague - Michele - changes tot he architectural - nothing new approved - Prague - will there be center hallways Michele - yes Prague - concerned about this project becoming a tenament Michele - architectural changes to the exterior - 200 apartments still the same - Havens - many years people have asked where the town center is. this council and any future council should do anything in our power to make sure this happens. support this concept. Wagner - I am a strong supporter of this idea. Reflects vision of the P & Z. this is a great idea - real enticement to property owners. we ar eproviding the structure of regulations and policies whihc they can do more btter things iwth. strongly support. Anwar - fo rth epeople who own property in town center - would their taxes go up Galligna - looking to form a special tax district. if people want to join in could float bonds - sidewalks untilites under ground. district also would decide issues about sidewalks. Anwar - special tax district - four corners - they are not safe for pedestrians and commision could put ideas forth. Snyder - congratulate P & Z - they worked hard - this plan was well thought out plan that brought in all sorts of constiuents in town. this is a win win for south windsor. if we decide to support a resolution - this gives a clear message to administration tha twe want to support this. move forward - start seeing plan come together as far as budget. support this 100% - residents are ready for this. generate economic development. Pendleton - this is a great idea - looking forward - how many stories I think the image where the traditional brick buildings - shutters, - ther is room for interpretation - stucco - tudor - it is more of a sense that we want ot move - people on P & Z will share your - mini 2 stories - - max 3 1/2 stories - Pendleton - what happens to one story buildings. allowed to remain - parking ratio Delnicki - if ther is going to be Wapping Center - at least will bei n the heart of the community.l this is the right place to put it . the only comment - be careful of evolution. Buckland corridor has changed tremendously. 3 1/2 stories glad the maximum - very good propsal - good change to regulations. stay focus on intent of plan. will support the council going forward and endorsing this. Wagner - explain the steps fo rthe council and P & Z Lipe - the P & Z forwarded to Town Counicl - 65 day comment period - public hearing 8/19 - council can pass resolution - they don't have to - opportuity to council top rovide comment. should the counicl send a negative referral - the commission would need a 2/3 vote to override it. Anwar - 65 days if we don't put resoluiton - automatic support from the Town Counicl. we wanted to make sure to reach out to public - what you are hearing today from council is this is an excellent opportunity fo rour town - so we are all in support of this and do not need resolution for this. this is an important piece of the puzzle - we are in support. Snyder - I thought we had discussed that we would like ot put resouiton on this - Anwar - timing is an issue - Anwar - can put resolution on Sept. 2nd - snyder - woul dlike to see resolution - council unanimously supports this plan

Galligan - 1.7M - STEAP - 500,000 and another 500,000 - $700,000 would need to be - EOC - if Mr. Riley wants will give copying ot him that was given to the council 1 month ago. the polic chief Vernon, EH, Glastonbury, Manchester and SW - all can talk to eachother - Anwar - issue is critical - can save lives. something on a bigger scale, the town needs to be better prepared. Galligan - fibert optic here - Pendleton - report back to council how went with the turf fields at the BOE Galligan - BOE approved that they would like to move forward with the project. Mr. Sullivan did a great presentation. Some members of the BOE felt tht is was a way for the town not to fund this program. I felt insulted - the council looked at the report CIAC - I am not responsible for the new CIAC rules. I am concerned becasue hate to jump into project where everhone is not comfortable with. Not sure it is a project that I want to get on board with. the town spent 400,000 to fix the fields at the high school. Anwar - our council is unified on this - I know there are layers to these challenges. w are all on board - need to put our heads together and figure out how to get it done. Galligan - when we do a project that not everyone is on board with it could be a recipe for disaster. Pendleton - gentleman from Little League came in here - mentioned to us that softball field in violation Galligan - that field is not in violation of title 9 for Town games but they are if the high school is using. Pendleton - it has come out that people are going to speak in opposition of turf field so the softball field can get done. Galligna - mechanisms are being looked at to help with Wagner - received printou fof 13/14 - reviewed - ther eare positive things to say - every department came in under budget - that is really a compliment to every department head. managed to get through year without taking 400,000 from fund balance. Glaligan - council will eventually pass a resolution taking funds from one department to another to balance accounts. Wagner - we came in 452,000 under - WAgner - current taxes 857,000 lower then budgeted. we made up for it - please explain what happened on revenue side and if th tis something tht we should be concerned next year. Galligan - we discount - mill rate calculation - pro rated - (reviewed rejport wit the council) Delnicki - CT Studios - hearing from people tht there is no credibiity in the project. dck should do somehitng to show creditability. powr purchase agreement, tht is still expectted to expire in October Galligan - if dck meets agust deadline they feel tht could still be done by October Delnicki - studio tax credits adn whre they stand? Galligan - not yet waiting for Aman to get back to us. Delnicki - are we still back aroudn 1M taxes to town Galligan - if they are going back to original proposal - probably back to that but hav enot seen it. hopefully Delnicki - measurables that would boost - need to make move to build confidence - Galligan - my only level of comfort is they are doing things differently like a business would. Havens - thing that bothers me the most is I am ready to give up. Have heard this story before. Galligan - trying ot make sure the town is in the best position even if this project moves forward or not. Anwar - challenge - there are real dollars tht would be generated from this project. jobs will be created - we owe it to people to - there are other opportunities - also want to look at softball field with BOE - what does the high school need - turf field - town council needs to show support.

Yagaloff - contractor - cancelling - Craig Stevenson over 103k,000 - work consulting the studios Matt Riley, 12 Heatherwood Drive would like to see package that you aluded to - second STEAP grant - indicates project increased by 500,000. in January 2014 after council - received this plan for 2.2M - the current estimate - additionally 1,200 square feet - if ther eis new inforamtion woudl love to see it. Your office Galligan - did you ever once come to me - what is the information - information is preliminary Galligan - there are people calling governors office to kill the office. let the govern decide what to do. Galligan - was on vacation last week. Connecticut Studios - they have decided to go back to the original site plan. the numbers work best. most of the utilities off of Chapel Road - I think they have made that calculations - they have 4 budgets - they thought the hotel had to be done the same time and I explained no that happens four months after. They have interviewed 9 people that do movies. hired a company to do that SMS - they are spending some money trying ot move this project forward - they feel couple of days they want to sit with me and would like Town Attorney there. see where we go from here. they have spent a lot of time and effort. they hired someone from CT - surprised that they are spending quite a bit of money. I am a little bit encouraged - the fule cell is still in and they are going to help dck, they are talking about financing the fuel cell on their own to help dck. we have no august meeting but may need one based on this project. Peter DeMallie - this take time - can get tremendous economic development - true mixed use - many other communities are doing this type of development. need some form of transit. we have an oppportunity for residental and economic growth. we need to move forward. Encourage you to move forward with this - connect with Evergreen Walk. Matt Riley, Heatherwood Drive - talk about the old post office - purchased 5-6 years ago for over 1M. intent was to alleviate space in town hall. now converting in Regional Emergency Center and Business Incubator - plan flawed - current plan only calls for 1,200 sq. ft. to be used for EOC - do not believe we have any other towns lined up to use this, the plan calls for this business incubator and not sure well thought out. the idea of creating a potential low rent office space, networking, not true incubator. the cost of the project - the original STEAP grant for $500,000 was received, the plan probable cost plan indicates 2.2M - in most recent those costs have risen by 500,000. - really need to step back - think you could find altrnative space for EOC and get rid of incubator. market as part of William Tellier - 2045 John Fitch Blvd. - support and in favor of improvement of this area. long term resident - enjoy our walks at evergreen walk and would enjoy these imprpvements. Prague - on Feb 1 or 15 asked you about the hotel at Evergreen Walk Galligan - there are issues - bonded - they have a process to go through to make sure everything is the way it is supposed to be. ' Prague - how about the apartment building Michel - changes yes Prague - two big square buildings - how is that not a tenament? Galligan - cost is too high. Prague - Michele - changes tot he architectural - nothing new approved - Prague - will there be center hallways Michele - yes Prague - concerned about this project becoming a tenament Michele - architectural changes to the exterior - 200 apartments still the same - Havens - many years people have asked where the town center is. this council and any future council should do anything in our power to make sure this happens. support this concept. Wagner - I am a strong supporter of this idea. Reflects vision of the P & Z. this is a great idea - real enticement to property owners. we ar eproviding the structure of regulations and policies whihc they can do more btter things iwth. strongly support. Anwar - fo rth epeople who own property in town center - would their taxes go up Galligna - looking to form a special tax district. if people want to join in could float bonds - sidewalks untilites under ground. district also would decide issues about sidewalks. Anwar - special tax district - four corners - they are not safe for pedestrians and commision could put ideas forth. Snyder - congratulate P & Z - they worked hard - this plan was well thought out plan that brought in all sorts of constiuents in town. this is a win win for south windsor. if we decide to support a resolution - this gives a clear message to administration tha twe want to support this. move forward - start seeing plan come together as far as budget. support this 100% - residents are ready for this. generate economic development. Pendleton - this is a great idea - looking forward - how many stories I think the image where the traditional brick buildings - shutters, - ther is room for interpretation - stucco - tudor - it is more of a sense that we want ot move - people on P & Z will share your - mini 2 stories - - max 3 1/2 stories - Pendleton - what happens to one story buildings. allowed to remain - parking ratio Delnicki - if ther is going to be Wapping Center - at least will bei n the heart of the community.l this is the right place to put it . the only comment - be careful of evolution. Buckland corridor has changed tremendously. 3 1/2 stories glad the maximum - very good propsal - good change to regulations. stay focus on intent of plan. will support the council going forward and endorsing this. Wagner - explain the steps fo rthe council and P & Z Lipe - the P & Z forwarded to Town Counicl - 65 day comment period - public hearing 8/19 - council can pass resolution - they don't have to - opportuity to council top rovide comment. should the counicl send a negative referral - the commission would need a 2/3 vote to override it. Anwar - 65 days if we don't put resoluiton - automatic support from the Town Counicl. we wanted to make sure to reach out to public - what you are hearing today from council is this is an excellent opportunity fo rour town - so we are all in support of this and do not need resolution for this. this is an important piece of the puzzle - we are in support. Galligan - 1.7M - STEAP - 500,000 and another 500,000 - $700,000 would need to be - EOC - if Mr. Riley wants will give copying ot him that was given to the council 1 month ago. the polic chief Vernon, EH, Glastonbury, Manchester and SW - all can talk to eachother - Anwar - issue is critical - can save lives. something on a bigger scale, the town needs to be better prepared. Galligan - fibert optic here - Pendleton - report back to council how went with the turf fields at the BOE Galligan - BOE approved that they would like to move forward with the project. Mr. Sullivan did a great presentation. Some members of the BOE felt tht is was a way for the town not to fund this program. I felt insulted - the council looked at the report CIAC - I am not responsible for the new CIAC rules. I am concerned becasue hate to jump into project where everhone is not comfortable with. Not sure it is a project that I want to get on board with. the town spent 400,000 to fix the fields at the high school. Anwar - our council is unified on this - I know there are layers to these challenges. w are all on board - need to put our heads together and figure out how to get it done. Galligan - when we do a project that not everyone is on board with it could be a recipe for disaster. Pendleton - gentleman from Little League came in here - mentioned to us that softball field in violation Galligan - that field is not in violation of title 9 for Town games but they are if the high school is using. Pendleton - it has come out that people are going to speak in opposition of turf field so the softball field can get done. Galligna - mechanisms are being looked at to help with Wagner - received printou fof 13/14 - reviewed - ther eare positive things to say - every department came in under budget - that is really a compliment to every department head. managed to get through year without taking 400,000 from fund balance. Glaligan - council will eventually pass a resolution taking funds from one department to another to balance accounts. Wagner - we came in 452,000 under - WAgner - current taxes 857,000 lower then budgeted. we made up for it - please explain what happened on revenue side and if th tis something tht we should be concerned next year. Galligan - we discount - mill rate calculation - pro rated - (reviewed rejport wit the council) Delnicki - CT Studios - hearing from people tht there is no credibiity in the project. dck should do somehitng to show creditability. powr purchase agreement, tht is still expectted to expire in October Galligan - if dck meets agust deadline they feel tht could still be done by October Delnicki - studio tax credits adn whre they stand? Galligan - not yet waiting for Aman to get back to us. Delnicki - are we still back aroudn 1M taxes to town Galligan - if they are going back to original proposal - probably back to that but hav enot seen it. hopefully Delnicki - measurables that would boost - need to make move to build confidence - Galligan - my only level of comfort is they are doing things differently like a business would. Havens - thing that bothers me the most is I am ready to give up. Have heard this story before. Galligan - trying ot make sure the town is in the best position even if this project moves forward or not. Anwar - challenge - there are real dollars tht would be generated from this project. jobs will be created - we owe it to people to - there are other opportunities - also want to look at softball field with BOE - what does the high school need - turf field - town council needs to show support.

Your office Galligan - did you ever once come to me - what is the information - information is preliminary Galligan - there are people calling governors office to kill the office. let the govern decide what to do.
