JOan Walk, ARthur Drive - 150 year old School HOuse, 771 Ellington Road - This Thursday, Friday, Saturday and Sunday the Wapping Fair will be held behind LA Fitness. I am Chair of the School House, Post Road giving bus on Sunday - from the grounds of the fair will be running tour 11, 12, 1 and 2 to bring people to the School House.
Roy Normen, 158 Homestead Drive - last week couple of us met with Mayor and TM that there was a violation of the Charter and Council Rules - 301 no member of the counicl shall be elected to any office - term of office whihc he is elected. received written opinion from an attorney - term of elected office - our view that the intent of this is counicl could not have influence, pressure on Town employees or any other form - not intended to pull things out of proportion.
Cody, 492 King STreet - submitted into record - petition - appointment of Mr. Paterna - result of political back and forth - CT Studios not being addressed - ultimately understand that tonight the council will be accepting Mr. Paterna as the newest Town Counicl member - this will allow the items to be mvoing forward. Hope that this clarifies this issue. as things move forward find that this come to pass and move forward.
Bob Hornish - concern is the roads from a bond issue - replacement of - like to see action being taken and pesume over to the meeting agenda that is what we are going to hear about. I would like a completion of those items. I don't like what we had to do at the last meeting to have the council do what they are supposed to do. Take care of the town. make sure we have a vacancy filled. get the roads done.
Loraine Gaffney - Benedict Drive - in June we gave you a petition and hope you folks will finish that. The roads are not getting any better. The petition showed that a lot of people are concerned with it. my road was taken care of 25 years ago. We would appreciate having roads done.
Kevin McCann, 170 LIsa Drive - I was on the Capital Projects Committee when first came up with resolution with 10M bond. 25 items listed. We had a list - gave a plan how the money is going to be used. suggest that the referendum be tightened up a little bit. be more specific what we are going to use the money for. Bonded money should not be used for routine maintenance such as chip seal, resurfacing. Rebuilding of the road is something tht is a capital improvlement, drainage, culvert improvements. Those are items that should be done. Take a harder look at the bond and referendum, tighten it up - do not take items that should be in the budget. bonds should be used for long term projects, not short term solutions.

93 Rockledge Drive - stunned that two republicans - abstaining during critical votes (Snyder and Mirek) hope they change their way. Councilor Delnicki - stood next to your sign for two hours. - please be teh 5 th vote council needs.
606 Rye STreet - lack of action for EOC - we are a town of vulnerability. leaders must strive to protect the residents of our town. need a decision on the EOC - good logistical location. Would be added benefit to Town. Emplore the TC to look at this issue. Have faith that everyone cares about this town.
6. Environmental Health & Safety Message
Mirek - you may see around town teal ribbons - Turn the Town Teal Month - about ovarian cancer. Anwar - ovarian cancer if caught early can be treated. only 19% are identified early. the symptoms are non-specific. Sept is also Preparedness Month - every home needs to be better prepared. It is a month that we have our own disaster plans in our homes. Need to re-evaluate in your own homes. Also in town need to evaluate.

Havens, Wagner Havens - Snyder - rules say postpone to the next Regularly scheduled meeting. It is the rules - need to follow our rules. We are thrilled to have Andy. Wagner - Delnicki - welcome Andy, glad to have you on board. Anwar - special day for the Town of South Windsor and Town Council. we have amazing volunteers. Andy had broad strong vision and has the ability to implement his visions. Thrilled and happy that entire Council is here to support Andy. Councilor Cary Prague - if any of were not well we could decide to stay home. we are honored and thankful for your leadership. You have been called a superman and you are a superman. unanimous Lori Trahan came forward to swear Andy Paterna into office. Andy Paterna became a Town Council member. Andy - thank you for this. I am honored. Folks up here keep the Town moving. Honored to be part of it and hope can keep SW moving forward. 35 years ago - called Ed Havens and he came to see me.

A. Resolution Accepting the Resignation of Carol Driscoll (D) from the Board of Education
Havens, Wagner Havens - Carol is my niece. She has been a dedicated member of the Town Council. The Board of Education will miss Carol. Snyder - I worked with Carol on the Board of Education. She always went out sat on Committees and she was always there. She was a delight to work with. Wish her the best of luck and heath. Anwar - had a chance to work with Carol on Capital Projects. She played a critical role for BOE and other town business. We will miss her volunteer time and look forward to having her enjoy her family and friends. unanimous
B. Resolution Supporting the South Windsor Plan of Conservation and Development
Snyder, Delnicki Snyder - this plan of Conservatio and Development has been going on for over 1 year. The residents are looking for a Town Center. Great plan and commend Michele Lipe and our volunteers of the Planning & Zoning Commission. Urge people to look at the website to see what we are working towards. Congratulations to the P & Z Commission - did a fabulous job. Beautiful plan. Wagner - as Liaison to P & Z - would like to restate what Couniclor Sndyer has said - they worked hard to come up with plan. They met with porperty owners and businesses - it will not be a cost to the town. we make possible for property owners - We need to do this to stay competitive. VEry happy that the P & Z have taken the effort. There are two sections that are bieng amended here Michele - correct WAgner - resolution says section 9, what is the other section Michele - section 10 Wagner - friendly amendment to include section 10. Snyder - do we need to do that? Michele - did not have ph on 10 but can support if you wanted to. this was geared to 9 Michele - ph still open until Sept. 9th. it is out on the website. encourage everyone to take a look at it. Anwar - Town Council - we could be more pedestrian friendly then we are. improve life for residents. in order to do that we wanted to make sure by haivng the ph that everyone could hear about this project. P & Z meetings are not televised. Town Council members have been very supportive. Delnicki - the additional piece referred to upper Rte. 5 - could we get a presentation on that as well? Michele - sure could do that at the next meeting. Anwar - we as a TC are not required but we are doing it to support the P & Z and the Town and doing to educate the town. unanimous Delnicki

Wagner, Pendleton Anwar - give background - we have had a lot of discussion on this. Some people are going to think this is vague - as a town we are looking for opportunities to get grants and funds in other areas - if we defined that would hurt the referendum and our opportunity to apply for grants. Avery Street we have grant if we had bond fo rit we would not have been able to get bond. That is why it has been done with careful consideration. Galligan - Council has map in front of them - these are roads that need to be fully replaced and that list is what we will be working with. there may be opportunities to take roads out if grants come up and the next road on the lsit will be worked on. The reason why keep generic is to let the Town Council have the ability to work on items. This is what we have been working on. We want to be in a position - we will make sure the council is fully aware of what projects we are working on. there will be design work, rfp's, and other test. five or six years to get things done. we will take worst case scenarios first. Delnicki - if you are resident in town you can go on the website and see the list. There is also a map on the website. Assuming the referendum passes, how will the residents be able to find out priorities. Galligna - the roads that have the worst rating are first and we usually have neighborhood meetings, will send letter, there will be a lot of public input. Delnicki - we all know it took abut 6 years to spend - will there be a running calendar that will be updated frequently. Galligan - we could do that. path analysis. Delnicki - then as opportunities come up with grants that will also be communicated? Galligan - yes. Pendleton - on the map - Governors Highway has been scheduled - is that going to be taken care of where it will not have a drainage issue? Galligan= - that is red lined. we know there are drainage issues and will be part of the project. Anwar - want to make sure people recognize this - mechanism with color coding is to have transparency. This plan is based on needs. We will try to take care of things that need the most help. we need a lot of funding to take care of infrastructure needs. WE have increased the capital projects - so we are trying to put money into capital projects and infrastructure. we want to strengthen the town's infrastructure. unanimous

Galligan - will have to find that out Delnicki - the sooner we get that out the better. inform residents. MIrek HIgh school students park in that area and it is a safety concern. Anwar - will let neighbors if impacted know. unanimous

H. Discussion Item: Solar Farm on Barber Hill Road
Galligan - Connecticut law changed a lot - we thought about putting a solar farm in South Windsor. Wanted to find benefit to the town. you don't have to have a direct building to meter - can create solar farm which the town will get credit towards our buildings. GEI in Florida we had discussions with. Good thing about solar farm, 1) 30 acres Barber HIll Road near the lines - switching mechanism 2) land would get leased - suggest any money that is generated by this should go into the Open Space fund. They could then provide more open space, trails, etc. Open Space TAsk Force and SWALPAC work hard for grants. Would benefit the town with 20% reduction. could help virtual metering and give the town credits. did speak with Councilo rWagner today - think it is something we should consider. Would have to do request for proposal. We have an Energy Committee. Should get together with Energy Committee, SWALPAC, IWA/CC, P & Z to create subcommittee to look at this. They could then come back to the Council Delnicki - concerns were expressed by Open Space Task Force and SWALPAC. They posed a number of questions. Galligan - I think they were answered (sunset provision) Ther eis no sunset provision - company would have to apply for and make sure the state process is followed. We could look at those conditions. Delnicki - the key to making this work is get open space task force and swalpack on board with this proposal. makes sense to create fund - sooner we get them involved the better to make this something that could succeed. Wagner - there are a number of arrnagement swe coudl have with the people that build this. look forward to working with everyone. I think it is good to get the idea started here but there are details tow ork out. Anwar - part of that land is not being used at all right now? Galligna - 110 acres is being farmed right now. They would look for about 30 acres to be used for this purpose. Anwar - this would allow us to use the farm and create energy and put it back into the grid, how much benefit to the taxpayers? Galligan - have to work with CL & P - can't tell you right now. Previously would save about 168,000. Anwar - land below power lines is usually not able to be used, could we identify that type of land. Galligna - we have identified land - if this is successful then we could go further. Anwar - do we put those items as conceptual conversations. Galligan - have a map - pick and choose and move forward from there. have allo fthe different commissions work on this. Anwar - what you are looking for today is having a consensus from the Council to start those conversations with the different commissions. They would come up with a plan to bring back to the council. everyone said yes Delnicki - have to make sure we have SWALPAC and Open Space Mirek - I am sure there will be more discussions about environmental issues. Anwar - it will still come back to the Town Council to have a larger discussion. this will be a benefit to the taxpayers. Matt you have a concensus.

They could then come back to the Council Delnicki - concerns were expressed by Open Space Task Force and SWALPAC. They posed a number of questions. Galligan - I think they were answered (sunset provision) Ther eis no sunset provision - company would have to apply for and make sure the state process is followed. We could look at those conditions. Delnicki - the key to making this work is get open space task force and swalpack on board with this proposal. makes sense to create fund - sooner we get them involved the better to make this something that could succeed. Wagner - there are a number of arrnagement swe coudl have with the people that build this. look forward to working with everyone. I think it is good to get the idea started here but there are details tow ork out. Anwar - part of that land is not being used at all right now? Galligna - 110 acres is being farmed right now. They would look for about 30 acres to be used for this purpose. Anwar - this would allow us to use the farm and create energy and put it back into the grid, how much benefit to the taxpayers? Galligan - have to work with CL & P - can't tell you right now. Previously would save about 168,000. Anwar - land below power lines is usually not able to be used, could we identify that type of land. Galligna - we have identified land - if this is successful then we could go further. Anwar - do we put those items as conceptual conversations. Galligan - have a map - pick and choose and move forward from there. have allo fthe different commissions work on this. Anwar - what you are looking for today is having a consensus from the Council to start those conversations with the different commissions. They would come up with a plan to bring back to the council. everyone said yes Delnicki - have to make sure we have SWALPAC and Open Space Mirek - I am sure there will be more discussions about environmental issues. Anwar - it will still come back to the Town Council to have a larger discussion. this will be a benefit to the taxpayers. Matt you have a concensus.

Anwar - when we go into Executive Session - we will have to come and close the Galligan - there is no vote in executive session - Leaving the meeting open in case they need any further discussion or inofmration for the public. Anwar - may need to make a decision -
