Wagner - Energy Committee reports that we have issued RFP for LED street lights. Reviewed it and very happy with it. This is a propsal if we can go forward will save approximatley $200,000 per year. March 12 th proposals should be coming in. Tomoorw 5-7 there will be office hours for those interested in solar - anyone has proposals in can come by and discuss. Also March 4th from 5-7 questions about solar program.

McCann - chair of the Sidewalk & Bikeway Subcommittee - tonight have resolution for plan for sidewalks that connect the Town Hall and Library through the intersection down to Deming and portion of Ellington Road - tonight we have the plans of that proposal. The proposal was adopted byh the Committee and recommded - plan includes not just sidewalks but also crosswalks throughout the intersection, signalization, shlter for bus pull over, entire SouthWIndso rCenter pedestrian, bicycle safe. reduced speeds is also being proposed. Havens - I am wondering when is this plan going to get done? McCann - DOT has to approve and then funds will be available for that plan. $1M - Council needs to approve and then DOT, DOT has been gearing up for it and they will review and prpose changes then the plan will come for final adoption.

I. Resolution Approving the South Windsor Center Intersection Sidewalks as Recommended by the South Windsor Sidewalk and Bikeway Subcommittee
Mirek, Wagner MIrek - there should be corrections treatmetn does not need to be cap and period Delnicki - interested in taking vote on this - snow removal issues with this plan. I am assuming is it going in the snow shelf for Sullivan Avenue and Oakland Road Galligan - Jeff Doolittle has been handling this and he is not here. Delnicki - cost to maintain? Galligan - Delnicki - reason asking is wathed town use dump truck and back hoe to get snow off of that sidewalk when built. Galligan - bobcat probably - Delnicki - where did you arrive - looking at this realistically - do not know how you do during normal working hours - think you would be putting employees in harms way. Galligan - the first thing to do is roads, parking lots, sidewalks - night would probably be the best time. Delnicki - are we going to need to purchase any special equipment? Galligna - found out that bobcats are old. John Caldwell - the current equipment that we have is old - it is a pretty small shelf - if had to go through it today it would be a problem. do some at night - some sidewalks next day and some after the snow has ended. it is going to be tough there. it is a small shelf. wall to the road - State pushing the snow on that shelf. that will be a tough corner for snow removal. in our budget we do have request for new snow equipment. if we could get bobcat to push to open lot and take from there. Delnicki - 24,000 is low John - bobcat - probabaly 30,000 Delnicki - have to know about these costs that would be necessary. John - machine - 120,000 Delnicki - bottokm line we will need special equipment John - equiopment is something we need regardless. Pendleton - in town that had machine that was the width of the sidewalk - John - Pendleton - 25,000 linear feet the town has to clear. this equipment will be used elsewhere and make the job more efficient John - would help. Riley - could we ask Mr. McCann to come to the podium. Riley - having difficulty with the resolutin. The subcommittee recommended complete streets treatment plan. McCann - Complete Streets is something that has been approved by the state - 1% of the total cost of hte imporvement is used to go towards safety of pedestrians, bikes and handicap accessiblity, etc. it includes items such as traffic columns. making sure crosswalks can be negotiated within the length of time for pedestrians. the plan that has been recommended incorporates the principles of complete streets to make safe for all types of users. also calls fo refficient movement through intersection. the plan adopts the policies of complete streets. Souht Windsor does not have a Complete STreets ordinance. Sidewalk & Bikeway Subcommittee will be looking at this. Committee feels it is iimportant to bring the complete streets principles forward because easier to do when developing or improving an area. Riley - McCann - not necessary that the TC adopt every detail that the State has but we are recommending that the TC adopt some measures of a Complete STreets. Riley - has Town Council reviewed McCann - the plan has been created and drawn with the Town Engineer - Committee decided on one option Riley - resolution - the McCann - there was discusion about the sidewalks from TH to the intersection - one altrnative was selected Riley - sounds like SW Sidewalk Center Intersection sidewalks Pendleton - I don't understand - Public Works who doing the removal of snow on the sidewalks John - Parks Anwar - we have had multiple meetings about these sidewalks - this is not something that just showed up today. The Town website has some of this available. our subcommittee has looked at this project for a long time and the committee has supported this. we as a town need a mechanism for public to be safe to walk to the Town center. it is all part of that proposal. don't think we should stall the project Riley - I would say if Complete STreets is presenting at the next meeting, evaluate the plan would like to table and pick up at th enext meeting. Riley - motion to table Item 14. I., Snyder, 4-5 Delnicki - what is Wapping Church's McCann - there have been other alternatives from Wapping Church - explained the options. There has not been a single alterantive - Church did not support putting sidewalks on Sullivan Avenue because of the landscaping that is presently there - they sent representatives of the church to the Sidewalk & Bikeway subcommitte meetings. They did not voice objection as the plan went forward - they seemed thankful for their recommendations to be considered. Paterna - Mr. McCann did a great job - have had input from P & Z - part of the Village plan - this is part of a long term plan that th eTown has already adopted. 7--1-1 approved
J. Resolution Approving the Sidewalk and Bikeway Subcommittee's Recommendation for a Town Policy Regarding the Repair and/or Replacement of Town Sidewalks
Wagner, Paterna Havens - the public used to take care of their own sidewalks - where does this start and stop Gantick - three years ago the Sidewalk ordinance was changed - so the repair of the sidewalks is the responsibility of the town. it used to be the resident was responsiblle. There are about 120 miles of sidewalks throughout town. 21 areas that require repairs which would cost about 85 to 90,000. Havens - repairs I can understand but are you telling me we are responsible for all sidewalks? Gantick - yes - the only time is if a contractor goes across and breaks the sidewalk. Havens - any other town take responsiblity fo rsidewalks? Gantick - Manchester put 500,000 per year away to repair sidewalks. Some of these sidewalks repairs are expensive - Havens - we took on a heck of responsibility. does not make sense to take care of all of the sidewalks. Gantick - it runs from towns taking care of all to towns taking care of none. Snyder - what were we thinking of repairing of sidewalks, are you looking to do out of operating budget? Galligan - in the capital budget used to have a sidewalk fund, that disappeared. the problem with this resolution is you are taking on the repair, you are taking care of the responsibility. we did have much debate on that ordinance. it has always been a fight to get residents to want sidewalks, the premise of changin that ordinance was to get approval of sidewalks throughout town. when you take on these projects you have to have money to do this. the only thing left in the ordinance was the homeowner would need to remove the snow. there are a lot of different programs out there. when you have nice sidewalks it does increase your property value. think ther has to be a systematic approach and get the worst sidealks done first. Snyder - put in capital projects Galligan - program could run between two cycles. Delnicki - this law of unintended consequences - what are we looking at for yearly funding on this? Galligna - may want to start putting 100,000 away each year in capital projects. $4M in repair will take a while. if you are doing major road repair make it part of the project. Delnicki - bothered by 100,000 - $4M is the cost if all the sidewalks are done. NOw we have 21 areas that will cost 85,000 to 90,000 - end goal is to start putting sidewalks in Galligan - the goal is to start somewhere. Delnicki - the reality is to repair and replace - 21 areas that have been there for many years - I don't see how you get to the 80-90,000 - I could see you taking 100,000 for what needs to be done today. Gantick - $4M worth of repair - resolution doesn't say we have not gone out - the TM may conduct a - 21 that have been identified that have been called in in the last 2 1/2 years. the 100,000 will take care of ones that have been reported not the ones we looked for. Delnicki - is it our intent to hire Sidewalk inspector? Galligna - we hav enever had that before because it was not our responsibility. Other towns do have and we do need someone. CIRMA would say you need this and take care of hte problem. Delnikci - share the same concerns - where this is going and wher eit will turn into. Pendleton - when was that ordinance changed - this is something that was needed to be done. Has it been funded since the ordinance changed? Galligna - no Pendleton - so changing the ordiannce brings other issues Yagalof f- the changes were adopted October 2012 - there were a series of changes done - it does not say the town has the responsibility of doing the repairs of the sidewalks. the town manager may conduct inspections to determine is repairs need to be done and make safe. the next portion 86-82 - abutter allows the sidewalk to be damaged then they have to do repairs. the town has the right to contact that person to let them know. if the repairs are not done then the town could do and charge the property owner. if they don't pay there can be alien put on the property. one of hte issues is liablity. you open up to neglience claims for 120 - advise the council to be careful. the council may inspect and determine if safe. once the town takes responsibility to the sidewalks - suggest them to do an analysis to see what the claims would be before you approve this resolution. Mirek - I am on the Sidewalks Committee - we do not have method of the town taking care of sidewalks. on the areas deemed hazardous the sidewalk is painted pink - so those trip hazards are identified and we can't say we did not know. we need to tighten up the language in the resolution. I want to protec tthe town from any issues but if we start trying to fix everything we are setting ourself for a precedence. is there a way to repair bad issues. instead of monitoring every sidewalk. Yagaloff - people can see open and obvious - the spray paint at night is not open and obvious. the ordinance as it stands right now does not say the town will repair - it could be referred. the concern is who is responsible for the repairs. the ordinance oculd be tightened up. could say structural repairs taht constitute a serious risk and are brought to the towns attention willb e repaired. if th einsurance could cover it - before you expand the langauge that will be make is affirmative think you shoudl address the ordinance and also determine what your expsoure might be if you choose to accept the repair of these hazards. Anwar - we did have a discussion in the committee about this. you probably need to look at this in much more detail between the exposure issues and also the fact that this has been an unfunded mandate - achieve the goal but protect the McCann - it may be educational fo rTC if the committee looked at liability of hte town. I think we have had some discussion - we did discuss the fact that htere have been cases that impose the liaiblity on the town. we had a situation wher ethe ordinancw was changed so there was not a funding mechanism fo rth ehomeowenr to replace sidewalks. important fo rth etown council to address the funding of this responsibility. I think that it is apparent from discussion that it may be helpful to councl fo rth ecommittee address the specific concerns that council has and come back with a specific recommendation. Anwar - i agree - the process - if we say no Yagaloff - withdraw Delnicki - I would like ot have TA take a look at options to protect the town - any ordinance can be amended - like ot see legal options and do not have problem with committee looking at it also - exposed and being an unfunded mandate. Yagaloff - can meet with them. Delnicki - would like to see that all together. Pendleton - could we see the history on the ordinance change - why it was changed and the intent. Riley - wondering we took the requirement away from homeowner to repair normal maintenance - could we obligate the homeowner to report situaitons that need repair and set a standard that would guide them. Yagaloff - if you ask the to report then get 1,000 of reports. town does not usually require people to report on certain things. the concept was the town built the sidewlaks - why should the resident pay for the repair when these were constructed by the town. there are things like roots tht will push things up. people drivfe trucks on the aprons - there are complicated issues. I think the concept to go back to the original ordinance and make changes. clarify the ordinance. Gather information on liability. make dcision on residents reporting. Anwar - there are two things to look at - have committee review and have them work with the Public Works and Town ATtorney. Also having a sidewalk budget should be reviewed. Wagner - some of the issues I have seen, these are real issues that need to be discussed. Wagner - Withdraw the motion 14J, Paterna second,

Havens, Delnicki, Delnicki - do we need to transfer money into the overtime account. Galligna - that is our next resolution in March Delnicki - is 40,000 adequate? Galligna - at this poiknt it is adequate. for right now we are going to probably be looking at more money later. Delnicki - how much for overtime Galligna - 50,000 Anwar - recognize PW Department - they have done an amazing job. our town is far better then places around - it takes time and commitment to do what they are doing. if not done right ther eis a risk of accidents. Galligna - when you budget adequate - the snow has not melted we have to go back to the intersections repeatedly. moving the snow also. Havens - it is unbelievable the work they are doing. they do one heck of a job. time and effort - thank them tomorrow morning. N. Discussion Item: Public Building Maintenance - Clay Major, Facilities Manager to be present (requested by Councilor Pendleton)
Clay - at the last meeting asked for costs to maintain Firehouses - I provided a handout recommending $24,800 Pendleton - on portion you just spoke of - preventative 9,000 Pendleton - cost for full contract? 13,800 Clay - reviewed maintaining South Windsor's Publc Buildings, as shown in attached Exhibit. Wagner - thank you for helping us understand cost factors - if we do option 3, some of the money that is currently being spent by the Fire Department will not need to be spent? Cooney - hard to give you an exact number. budget is 100,000 - guessing around 60,000 to 80,000 that would be just building maintenance. that exact number will not be known until Clay could review our budget. we are doing some of the preventative maintenance with contracts - those items come out of our budget and other items are not clear and would need to be reviewed. Wagner -w e are really looking at 1/2 with a wide margin around that. we can take a closer look at that. we are still doing our own utilities. there are a number of things that could transfer over but we will not know until we reviewe. having a person from his staff work with us to see what we could transfer. Wagner - one thing that I noticed is you have had a volunteer doing the work of a person who Clay is going to hire. the volunteers support this community largely. to me this is the right thing to do. I like option 3. Valuable volunteers. Cooney - Chief Lanning handled a lot of these items. I don't have a guy to handle all this maintenance items. we can do preventative. Wagner - these are important facilities of the town. .like the idea to move the maintenance to the Town. Cooney - one option was to have person guide and help us. Wagner - if budget going to reflect option 3 Clay - employee only. I did not put the additional costs in the budget. Proposing to hire additional person Wagner - so you are going to propsal hiring an individual - option 2 - That person would be using the same contractors as chief has been? Clay - no we would use the contractors that the town uses and could save funds. Wagner - what is the difference in cost from option 2 to 3 Clay - option 2 is just the person - option 3 Anwar - there is a need for a new person even without the Fire houses? Clay - yes Anwar - if we moved the responsibilities over to your budget, could be about 68,000 into the budget - if the council deciddd to fund then would automatically have option 3 Clay - option 3 fully funded maintenance plan. Anwar - we are looking at for a financial way - all the buildings would be possibly maintained. Cooney - if go tht eprson to work with us we could figure that out. Riley - personnel line item at 65,000 clay - salary Riley - all in cost Galligan - probably another 27,000. Riley - with respect - take your budget - little reluntant to take away from your budget Cooney - hard to dtermine what would be taken over. the concept would be to take major items - we woudl have to determine the savings from our contractor to the town contractor. Riley - helpful to have a better understanding around these gray areas - cost savings to offset other costs. Pendleton - are these mainteanace items happening now - Cooney - we do a ver - we have things in the budget that need to be done. there are other issues that have been looked at to Pendleton - lets do business differently to have a better budget. This is the town's responsibiility. some how we have to produce. Delnicki - option 3 is about 160,000? option 2 roughly 93,000 HVAC estimates - those were not quotes? correct Delnikci - may get better number Clay - try to produce the most accurate number. Delnicki - bottom line - need real quotes to have solid numbers to work with. revist later to have real numbers. Galligan - usually hard numbers come at budget time. The Council wanted information right away - if you are looking to say yes this is somethign we want to do we can go get better numbers. Mirek - we recommend preventative maintenance - if we are going to be adding all these facilities and offering more buisness to existing - good time to renegotiate contracts Galligan - contracts all run different times. - all negotiations.

O. Discussion Item: Wapping Elementary School - Ray Favreau to be present (requested by Mayor Anwar)
Ray - we met with Town staff a couple of times. we have interested stakeholders for the building and we are reviewing those uses. Could give you more detail when we flush out the issues. At this point do not have concrete information. Galligan - did have a walk through of the building. We feel there are programs for high school students. Also would like to have adult education programs. Also Building Maintenance - We need to finalize this to see what we can do there. Anwar - some consultants to tell us what we could do there. we seemed to want to avoid the consultants. AT this time still analyzing this. at least we have put this on the table and can be updated on a re Identify groups and who is going t be where - could take some technical help. Town staff is involved in the project but ther ecould be information that would be necessary in the future. Galligan - ceiling - will need some technical assistance. we have to figure out who the users will be. Anwar - will we have more conversation durin gthe buget? Ray - I am sure we will - there has been good discussion - need to finalize items. Snyder - will you be able to provide draft report - over the next several months? Ray - yes - I think it would be good to report he vision and the use, how and where. idetnify how we are going to use the space and what it will take to make that happen. Wagner - mentioned concrete walls and difficulty installing HVAC. some of the new equipment is very friendly to accomplish a lot. Galligan - agree with that. you need othave someone evaluate that to make sure there is a design and way to make things happen. Havens - sure the building will be put in good use. Think you are going to have to use a lot of money to renovate that building. just going to be able to afford just so much. Ray - initial plan is to get into building as cost efficient as we can and do renovations over the years. Some items we may be able to use our funds. The other thing would like to recommend is would like ot invite you all to walk through the buildings to see what we are dealing with. Schedule a meeting and do walk through. Anwar - in the spring time should schedule. Paterna - I think we can do it in phases. encourage Counicl Wagner to propose a solar farm.
P. Discussion Item: Full Time Health Director (requested by Mayor Anwar and Town Manager Matthew B. Galligan)
Galligna - have looked into doing this. To do the full time health director would not be any additional cost to the Town budget. The only thing would suggest is review - have part time inspector that inspects the restaurants, etc. I would like to make that part time inspector full time which will help the town with grants and help offset costs. Well permit is $1.00 - even Manchester charges $25.00. Other towns do plan review for nothing. should be charging. I will like to propose some fees. WE need to take a look. All towns have fees for inspections for restaurants. way to keep costs down. Would like to hire full time health director - but would like inspector to be full time next year. Think new busineses coming in should bve charged. Full Time Health inspector we get grant every year - they are taking that away - We could get grant to go up hirer to have Health Director full time. anwar - we need full time worker to protect our residents as well as individuals who come to SW. Galligan - Wagner - would like town to charge resonable fees. would like proposal in this budget. LIke benchmark from other communities. Mirek - if we could have more of an idea of the responsibilies of the Health Director would be and how much time does Dr. Schwartz currently do. Galligan - would rather do that in executive session. Mirek - please provide that inforamtion. Galligan - full time person could make decisions right away. Haven s- is there enough work? yes Havens - would like to see the work they do? Galligna - they have to inspect any type of place that is going to inspect food. Havens - the charges have to be fair. Galligan - State has been fighting that there should be a Regional Health Department or full time Health Director Restaurants like inspections, they keep employees on their toes as well as the restaurant. Delnicki - over the next two years proposal a full time person this year and next year. Galligan - full time Health inspector this year - next year have the part time inspector to be a full time inspector. Delnicki - paying for this by raising fees Galligna - no I am telling you that South Windso ris the only town not paying inspection fees. All I am asking for is the Council review it. Delnicki - businesses do not get trash pick up, don't have kids in the school system - I will see what hte proposal looks like. Riley - you are looking to add 1/2 a position. Galligan - if we went ot full time health director it would be neutral. This would reduce costs. when you have full time - you could get additional grants.
Q. Discussion Item: Review of the First Two Quarters of Fiscal Year 2015 Revenues and Expenditures (requested by Councilor Wagner)
Galligan - have a resident who comes in and talks about a calendarized budget. Galligan - Audit Committee meeting tonight - you will have a reserve in next years budget because they will be doing that. Information is all there - he has issues that have been resolved. Go on the State of CT website and compares all of the Towns OPED. Wagner - reason asked for this is because we get print out every month and hard to tell where we should be. three types of expenses Galligan - have to sign off on every po - all costs. Need to make changes in the charter Riley - two items - MRSA Municipal Revenue Stream Riley - so it is possible tath revenue could hurt you. Galligan - anything from the State could hurt you. Riley - fund balance - Galligna - we budget as a revenue source - keep taxes down. we do try to make that up every year. we try to look for revenues of the $1M - don't like using fund balance - Riley - where is the fund balance? Galligan - 5% of the budget - Riley - what would Rating Agencies say? Galligan - they want you 5% to 10%
R. Discussion Item: Police Community Outreach Program (requested by Mayor Anwar)
Chief Reed - went through his presentation - as shown in attached Exhibit. We have collected data - have all of the records. statistics vary from year to year. We want to enter into a dialogue with the community. If anyone stopped by police and feel that they were stopped because of their race or ethnicity there is a procedure to follow. Anwar - in our community I have never heard any complaint about our officers. I think the other interesting aspect is SW is at a cross road with East Hartford and East Windsor. - does not reflect the population. Delnicki - I too have heard nothing but good things about the Police Department in SW. Do we offer ride alongs? Reed - yes Delnicki - PACT? Reed - has not been offered 6 or 7 years. It ran for 15 years but stopped it because it was a cost savings. We started a Youth Summer Program - have done that for the last 4 yrears. Would love to start up the eveing program again in the future. Delnicki - video in the cars - any anticipation to have body cameras? Reed - state proposing a ilot program to see if State wants to get behind program. SW started evaluation of different cameras. We have few officers try it. We have found that the storage of the data is where the companies make their money. There are other issues that need to be ironed out - policy issues. will probably do somelthin in the next few months. organization that said they would be interested in funding a portion of that. Delnicki - Town Council notes the good work of the Police Department. Reed - there are some communities that do not see the value in having the cameras. Galligan - we had a presentation regarding body cameras. CIRMA likes the fact that you have these. with the camera would see the total incident. even police officers deal differently with individuals. Anwar - our entire Police Department has been through cultural compency training.

Anwar - Happy Birthday Galligan - budget calendar - any changes, please let me know. Moody's AA2 - S & P AA+ - one of the things you should know about Eversource is going to do a major project in South Windsor to Manchester - close to $100M project. Capital Project Ordinance - are looking at that and will try to bring something simple back to Council next meeting. Land Trust - TA told Tim what we can and can not do and try to find mechanism CT STudios - has filed with DECD - Town Attorney and DAn Marsh have looked at first agreement. only draft - Dan reviewing and I ma reviewing. We need payment agreement with them. There will then be Development Agreement Are working on budget for next year. Dzen Tree FArm - we sat with them and they have not gotten back to us. Tomorrow will be at the Capital fo rmost of the day - as soon as I hear inforamtion on the budget will contact Coucil. Delnick - car tax? Wagner - Energy Committee reports that we have issued RFP for LED street lights. Reviewed it and very happy with it. This is a propsal if we can go forward will save approximatley $200,000 per year. March 12 th proposals should be coming in. Tomoorw 5-7 there will be office hours for those interested in solar - anyone has proposals in can come by and discuss. Also March 4th from 5-7 questions about solar program.

McCann - chair of the Sidewalk & Bikeway Subcommittee - tonight have resolution for plan for sidewalks that connect the Town Hall and Library through the intersection down to Deming and portion of Ellington Road - tonight we have the plans of that proposal. The proposal was adopted byh the Committee and recommded - plan includes not just sidewalks but also crosswalks throughout the intersection, signalization, shlter for bus pull over, entire SouthWIndso rCenter pedestrian, bicycle safe. reduced speeds is also being proposed. Havens - I am wondering when is this plan going to get done? McCann - DOT has to approve and then funds will be available for that plan. $1M - Council needs to approve and then DOT, DOT has been gearing up for it and they will review and prpose changes then the plan will come for final adoption.

I. Resolution Approving the South Windsor Center Intersection Sidewalks as Recommended by the South Windsor Sidewalk and Bikeway Subcommittee
Mirek, Wagner MIrek - there should be corrections treatmetn does not need to be cap and period Delnicki - interested in taking vote on this - snow removal issues with this plan. I am assuming is it going in the snow shelf for Sullivan Avenue and Oakland Road Galligan - Jeff Doolittle has been handling this and he is not here. Delnicki - cost to maintain? Galligan - Delnicki - reason asking is wathed town use dump truck and back hoe to get snow off of that sidewalk when built. Galligan - bobcat probably - Delnicki - where did you arrive - looking at this realistically - do not know how you do during normal working hours - think you would be putting employees in harms way. Galligan - the first thing to do is roads, parking lots, sidewalks - night would probably be the best time. Delnicki - are we going to need to purchase any special equipment? Galligna - found out that bobcats are old. John Caldwell - the current equipment that we have is old - it is a pretty small shelf - if had to go through it today it would be a problem. do some at night - some sidewalks next day and some after the snow has ended. it is going to be tough there. it is a small shelf. wall to the road - State pushing the snow on that shelf. that will be a tough corner for snow removal. in our budget we do have request for new snow equipment. if we could get bobcat to push to open lot and take from there. Delnicki - 24,000 is low John - bobcat - probabaly 30,000 Delnicki - have to know about these costs that would be necessary. John - machine - 120,000 Delnicki - bottokm line we will need special equipment John - equiopment is something we need regardless. Pendleton - in town that had machine that was the width of the sidewalk - John - Pendleton - 25,000 linear feet the town has to clear. this equipment will be used elsewhere and make the job more efficient John - would help. Riley - could we ask Mr. McCann to come to the podium. Riley - having difficulty with the resolutin. The subcommittee recommended complete streets treatment plan. McCann - Complete Streets is something that has been approved by the state - 1% of the total cost of hte imporvement is used to go towards safety of pedestrians, bikes and handicap accessiblity, etc. it includes items such as traffic columns. making sure crosswalks can be negotiated within the length of time for pedestrians. the plan that has been recommended incorporates the principles of complete streets to make safe for all types of users. also calls fo refficient movement through intersection. the plan adopts the policies of complete streets. Souht Windsor does not have a Complete STreets ordinance. Sidewalk & Bikeway Subcommittee will be looking at this. Committee feels it is iimportant to bring the complete streets principles forward because easier to do when developing or improving an area. Riley - McCann - not necessary that the TC adopt every detail that the State has but we are recommending that the TC adopt some measures of a Complete STreets. Riley - has Town Council reviewed McCann - the plan has been created and drawn with the Town Engineer - Committee decided on one option Riley - resolution - the McCann - there was discusion about the sidewalks from TH to the intersection - one altrnative was selected Riley - sounds like SW Sidewalk Center Intersection sidewalks Pendleton - I don't understand - Public Works who doing the removal of snow on the sidewalks John - Parks Anwar - we have had multiple meetings about these sidewalks - this is not something that just showed up today. The Town website has some of this available. our subcommittee has looked at this project for a long time and the committee has supported this. we as a town need a mechanism for public to be safe to walk to the Town center. it is all part of that proposal. don't think we should stall the project Riley - I would say if Complete STreets is presenting at the next meeting, evaluate the plan would like to table and pick up at th enext meeting. Riley - motion to table Item 14. I., Snyder, 4-5 Delnicki - what is Wapping Church's McCann - there have been other alternatives from Wapping Church - explained the options. There has not been a single alterantive - Church did not support putting sidewalks on Sullivan Avenue because of the landscaping that is presently there - they sent representatives of the church to the Sidewalk & Bikeway subcommitte meetings. They did not voice objection as the plan went forward - they seemed thankful for their recommendations to be considered. Paterna - Mr. McCann did a great job - have had input from P & Z - part of the Village plan - this is part of a long term plan that th eTown has already adopted. 7--1-1 approved
J. Resolution Approving the Sidewalk and Bikeway Subcommittee's Recommendation for a Town Policy Regarding the Repair and/or Replacement of Town Sidewalks
Wagner, Paterna Havens - the public used to take care of their own sidewalks - where does this start and stop Gantick - three years ago the Sidewalk ordinance was changed - so the repair of the sidewalks is the responsibility of the town. it used to be the resident was responsiblle. There are about 120 miles of sidewalks throughout town. 21 areas that require repairs which would cost about 85 to 90,000. Havens - repairs I can understand but are you telling me we are responsible for all sidewalks? Gantick - yes - the only time is if a contractor goes across and breaks the sidewalk. Havens - any other town take responsiblity fo rsidewalks? Gantick - Manchester put 500,000 per year away to repair sidewalks. Some of these sidewalks repairs are expensive - Havens - we took on a heck of responsibility. does not make sense to take care of all of the sidewalks. Gantick - it runs from towns taking care of all to towns taking care of none. Snyder - what were we thinking of repairing of sidewalks, are you looking to do out of operating budget? Galligan - in the capital budget used to have a sidewalk fund, that disappeared. the problem with this resolution is you are taking on the repair, you are taking care of the responsibility. we did have much debate on that ordinance. it has always been a fight to get residents to want sidewalks, the premise of changin that ordinance was to get approval of sidewalks throughout town. when you take on these projects you have to have money to do this. the only thing left in the ordinance was the homeowner would need to remove the snow. there are a lot of different programs out there. when you have nice sidewalks it does increase your property value. think ther has to be a systematic approach and get the worst sidealks done first. Snyder - put in capital projects Galligan - program could run between two cycles. Delnicki - this law of unintended consequences - what are we looking at for yearly funding on this? Galligna - may want to start putting 100,000 away each year in capital projects. $4M in repair will take a while. if you are doing major road repair make it part of the project. Delnicki - bothered by 100,000 - $4M is the cost if all the sidewalks are done. NOw we have 21 areas that will cost 85,000 to 90,000 - end goal is to start putting sidewalks in Galligan - the goal is to start somewhere. Delnicki - the reality is to repair and replace - 21 areas that have been there for many years - I don't see how you get to the 80-90,000 - I could see you taking 100,000 for what needs to be done today. Gantick - $4M worth of repair - resolution doesn't say we have not gone out - the TM may conduct a - 21 that have been identified that have been called in in the last 2 1/2 years. the 100,000 will take care of ones that have been reported not the ones we looked for. Delnicki - is it our intent to hire Sidewalk inspector? Galligna - we hav enever had that before because it was not our responsibility. Other towns do have and we do need someone. CIRMA would say you need this and take care of hte problem. Delnikci - share the same concerns - where this is going and wher eit will turn into. Pendleton - when was that ordinance changed - this is something that was needed to be done. Has it been funded since the ordinance changed? Galligna - no Pendleton - so changing the ordiannce brings other issues Yagalof f- the changes were adopted October 2012 - there were a series of changes done - it does not say the town has the responsibility of doing the repairs of the sidewalks. the town manager may conduct inspections to determine is repairs need to be done and make safe. the next portion 86-82 - abutter allows the sidewalk to be damaged then they have to do repairs. the town has the right to contact that person to let them know. if the repairs are not done then the town could do and charge the property owner. if they don't pay there can be alien put on the property. one of hte issues is liablity. you open up to neglience claims for 120 - advise the council to be careful. the council may inspect and determine if safe. once the town takes responsibility to the sidewalks - suggest them to do an analysis to see what the claims would be before you approve this resolution. Mirek - I am on the Sidewalks Committee - we do not have method of the town taking care of sidewalks. on the areas deemed hazardous the sidewalk is painted pink - so those trip hazards are identified and we can't say we did not know. we need to tighten up the language in the resolution. I want to protec tthe town from any issues but if we start trying to fix everything we are setting ourself for a precedence. is there a way to repair bad issues. instead of monitoring every sidewalk. Yagaloff - people can see open and obvious - the spray paint at night is not open and obvious. the ordinance as it stands right now does not say the town will repair - it could be referred. the concern is who is responsible for the repairs. the ordinance oculd be tightened up. could say structural repairs taht constitute a serious risk and are brought to the towns attention willb e repaired. if th einsurance could cover it - before you expand the langauge that will be make is affirmative think you shoudl address the ordinance and also determine what your expsoure might be if you choose to accept the repair of these hazards. Anwar - we did have a discussion in the committee about this. you probably need to look at this in much more detail between the exposure issues and also the fact that this has been an unfunded mandate - achieve the goal but protect the McCann - it may be educational fo rTC if the committee looked at liability of hte town. I think we have had some discussion - we did discuss the fact that htere have been cases that impose the liaiblity on the town. we had a situation wher ethe ordinancw was changed so there was not a funding mechanism fo rth ehomeowenr to replace sidewalks. important fo rth etown council to address the funding of this responsibility. I think that it is apparent from discussion that it may be helpful to councl fo rth ecommittee address the specific concerns that council has and come back with a specific recommendation. Anwar - i agree - the process - if we say no Yagaloff - withdraw Delnicki - I would like ot have TA take a look at options to protect the town - any ordinance can be amended - like ot see legal options and do not have problem with committee looking at it also - exposed and being an unfunded mandate. Yagaloff - can meet with them. Delnicki - would like to see that all together. Pendleton - could we see the history on the ordinance change - why it was changed and the intent. Riley - wondering we took the requirement away from homeowner to repair normal maintenance - could we obligate the homeowner to report situaitons that need repair and set a standard that would guide them. Yagaloff - if you ask the to report then get 1,000 of reports. town does not usually require people to report on certain things. the concept was the town built the sidewlaks - why should the resident pay for the repair when these were constructed by the town. there are things like roots tht will push things up. people drivfe trucks on the aprons - there are complicated issues. I think the concept to go back to the original ordinance and make changes. clarify the ordinance. Gather information on liability. make dcision on residents reporting. Anwar - there are two things to look at - have committee review and have them work with the Public Works and Town ATtorney. Also having a sidewalk budget should be reviewed. Wagner - some of the issues I have seen, these are real issues that need to be discussed. Wagner - Withdraw the motion 14J, Paterna second,

Galligna - at this poiknt it is adequate. for right now we are going to probably be looking at more money later. Delnicki - how much for overtime Galligna - 50,000 Anwar - recognize PW Department - they have done an amazing job. our town is far better then places around - it takes time and commitment to do what they are doing. if not done right ther eis a risk of accidents. Galligna - when you budget adequate - the snow has not melted we have to go back to the intersections repeatedly. moving the snow also. Havens - it is unbelievable the work they are doing. they do one heck of a job. time and effort - thank them tomorrow morning. N. Discussion Item: Public Building Maintenance - Clay Major, Facilities Manager to be present (requested by Councilor Pendleton)
Clay - at the last meeting asked for costs to maintain Firehouses - I provided a handout recommending $24,800 Pendleton - on portion you just spoke of - preventative 9,000 Pendleton - cost for full contract? 13,800 Clay - reviewed maintaining South Windsor's Publc Buildings, as shown in attached Exhibit. Wagner - thank you for helping us understand cost factors - if we do option 3, some of the money that is currently being spent by the Fire Department will not need to be spent? Cooney - hard to give you an exact number. budget is 100,000 - guessing around 60,000 to 80,000 that would be just building maintenance. that exact number will not be known until Clay could review our budget. we are doing some of the preventative maintenance with contracts - those items come out of our budget and other items are not clear and would need to be reviewed. Wagner -w e are really looking at 1/2 with a wide margin around that. we can take a closer look at that. we are still doing our own utilities. there are a number of things that could transfer over but we will not know until we reviewe. having a person from his staff work with us to see what we could transfer. Wagner - one thing that I noticed is you have had a volunteer doing the work of a person who Clay is going to hire. the volunteers support this community largely. to me this is the right thing to do. I like option 3. Valuable volunteers. Cooney - Chief Lanning handled a lot of these items. I don't have a guy to handle all this maintenance items. we can do preventative. Wagner - these are important facilities of the town. .like the idea to move the maintenance to the Town. Cooney - one option was to have person guide and help us. Wagner - if budget going to reflect option 3 Clay - employee only. I did not put the additional costs in the budget. Proposing to hire additional person Wagner - so you are going to propsal hiring an individual - option 2 - That person would be using the same contractors as chief has been? Clay - no we would use the contractors that the town uses and could save funds. Wagner - what is the difference in cost from option 2 to 3 Clay - option 2 is just the person - option 3 Anwar - there is a need for a new person even without the Fire houses? Clay - yes Anwar - if we moved the responsibilities over to your budget, could be about 68,000 into the budget - if the council deciddd to fund then would automatically have option 3 Clay - option 3 fully funded maintenance plan. Anwar - we are looking at for a financial way - all the buildings would be possibly maintained. Cooney - if go tht eprson to work with us we could figure that out. Riley - personnel line item at 65,000 clay - salary Riley - all in cost Galligan - probably another 27,000. Riley - with respect - take your budget - little reluntant to take away from your budget Cooney - hard to dtermine what would be taken over. the concept would be to take major items - we woudl have to determine the savings from our contractor to the town contractor. Riley - helpful to have a better understanding around these gray areas - cost savings to offset other costs. Pendleton - are these mainteanace items happening now - Cooney - we do a ver - we have things in the budget that need to be done. there are other issues that have been looked at to Pendleton - lets do business differently to have a better budget. This is the town's responsibiility. some how we have to produce. Delnicki - option 3 is about 160,000? option 2 roughly 93,000 HVAC estimates - those were not quotes? correct Delnikci - may get better number Clay - try to produce the most accurate number. Delnicki - bottom line - need real quotes to have solid numbers to work with. revist later to have real numbers. Galligan - usually hard numbers come at budget time. The Council wanted information right away - if you are looking to say yes this is somethign we want to do we can go get better numbers. Mirek - we recommend preventative maintenance - if we are going to be adding all these facilities and offering more buisness to existing - good time to renegotiate contracts Galligan - contracts all run different times. - all negotiations.

O. Discussion Item: Wapping Elementary School - Ray Favreau to be present (requested by Mayor Anwar)
Ray - we met with Town staff a couple of times. we have interested stakeholders for the building and we are reviewing those uses. Could give you more detail when we flush out the issues. At this point do not have concrete information. Galligan - did have a walk through of the building. We feel there are programs for high school students. Also would like to have adult education programs. Also Building Maintenance - We need to finalize this to see what we can do there. Anwar - some consultants to tell us what we could do there. we seemed to want to avoid the consultants. AT this time still analyzing this. at least we have put this on the table and can be updated on a re Identify groups and who is going t be where - could take some technical help. Town staff is involved in the project but ther ecould be information that would be necessary in the future. Galligan - ceiling - will need some technical assistance. we have to figure out who the users will be. Anwar - will we have more conversation durin gthe buget? Ray - I am sure we will - there has been good discussion - need to finalize items. Snyder - will you be able to provide draft report - over the next several months? Ray - yes - I think it would be good to report he vision and the use, how and where. idetnify how we are going to use the space and what it will take to make that happen. Wagner - mentioned concrete walls and difficulty installing HVAC. some of the new equipment is very friendly to accomplish a lot. Galligan - agree with that. you need othave someone evaluate that to make sure there is a design and way to make things happen. Havens - sure the building will be put in good use. Think you are going to have to use a lot of money to renovate that building. just going to be able to afford just so much. Ray - initial plan is to get into building as cost efficient as we can and do renovations over the years. Some items we may be able to use our funds. The other thing would like to recommend is would like ot invite you all to walk through the buildings to see what we are dealing with. Schedule a meeting and do walk through. Anwar - in the spring time should schedule. Paterna - I think we can do it in phases. encourage Counicl Wagner to propose a solar farm.
P. Discussion Item: Full Time Health Director (requested by Mayor Anwar and Town Manager Matthew B. Galligan)
Galligna - have looked into doing this. To do the full time health director would not be any additional cost to the Town budget. The only thing would suggest is review - have part time inspector that inspects the restaurants, etc. I would like to make that part time inspector full time which will help the town with grants and help offset costs. Well permit is $1.00 - even Manchester charges $25.00. Other towns do plan review for nothing. should be charging. I will like to propose some fees. WE need to take a look. All towns have fees for inspections for restaurants. way to keep costs down. Would like to hire full time health director - but would like inspector to be full time next year. Think new busineses coming in should bve charged. Full Time Health inspector we get grant every year - they are taking that away - We could get grant to go up hirer to have Health Director full time. anwar - we need full time worker to protect our residents as well as individuals who come to SW. Galligan - Wagner - would like town to charge resonable fees. would like proposal in this budget. LIke benchmark from other communities. Mirek - if we could have more of an idea of the responsibilies of the Health Director would be and how much time does Dr. Schwartz currently do. Galligan - would rather do that in executive session. Mirek - please provide that inforamtion. Galligan - full time person could make decisions right away. Haven s- is there enough work? yes Havens - would like to see the work they do? Galligna - they have to inspect any type of place that is going to inspect food. Havens - the charges have to be fair. Galligan - State has been fighting that there should be a Regional Health Department or full time Health Director Restaurants like inspections, they keep employees on their toes as well as the restaurant. Delnicki - over the next two years proposal a full time person this year and next year. Galligan - full time Health inspector this year - next year have the part time inspector to be a full time inspector. Delnicki - paying for this by raising fees Galligna - no I am telling you that South Windso ris the only town not paying inspection fees. All I am asking for is the Council review it. Delnicki - businesses do not get trash pick up, don't have kids in the school system - I will see what hte proposal looks like. Riley - you are looking to add 1/2 a position. Galligan - if we went ot full time health director it would be neutral. This would reduce costs. when you have full time - you could get additional grants.
Q. Discussion Item: Review of the First Two Quarters of Fiscal Year 2015 Revenues and Expenditures (requested by Councilor Wagner)
Galligan - have a resident who comes in and talks about a calendarized budget. Galligan - Audit Committee meeting tonight - you will have a reserve in next years budget because they will be doing that. Information is all there - he has issues that have been resolved. Go on the State of CT website and compares all of the Towns OPED. Wagner - reason asked for this is because we get print out every month and hard to tell where we should be. three types of expenses Galligan - have to sign off on every po - all costs. Riley - fund balance - Galligna - we budget as a revenue source - keep taxes down. we do try to make that up every year. we try to look for revenues of the $1M - don't like using fund balance - Riley - where is the fund balance? Galligan - 5% of the budget - Riley - what would Rating Agencies say? Galligan - they want you 5% to 10%
R. Discussion Item: Police Community Outreach Program (requested by Mayor Anwar)
Chief Reed - went through his presentation - as shown in attached Exhibit. We have collected data - have all of the records. statistics vary from year to year. We want to enter into a dialogue with the community. If anyone stopped by police and feel that they were stopped because of their race or ethnicity there is a procedure to follow. Anwar - in our community I have never heard any complaint about our officers. I think the other interesting aspect is SW is at a cross road with East Hartford and East Windsor. - does not reflect the population. Delnicki - I too have heard nothing but good things about the Police Department in SW. Do we offer ride alongs? Reed - yes Delnicki - PACT? Reed - has not been offered 6 or 7 years. It ran for 15 years but stopped it because it was a cost savings. We started a Youth Summer Program - have done that for the last 4 yrears. Would love to start up the eveing program again in the future. Delnicki - video in the cars - any anticipation to have body cameras? Reed - state proposing a ilot program to see if State wants to get behind program. SW started evaluation of different cameras. We have few officers try it. We have found that the storage of the data is where the companies make their money. There are other issues that need to be ironed out - policy issues. will probably do somelthin in the next few months. organization that said they would be interested in funding a portion of that. Delnicki - Town Council notes the good work of the Police Department. Reed - there are some communities that do not see the value in having the cameras. Galligan - we had a presentation regarding body cameras. CIRMA likes the fact that you have these. with the camera would see the total incident. even police officers deal differently with individuals. Anwar - our entire Police Department has been through cultural compency training.

Anwar - Happy Birthday Galligan - budget calendar - any changes, please let me know. Moody's AA2 - S & P AA+ - one of the things you should know about Eversource is going to do a major project in South Windsor to Manchester - close to $100M project. Capital Project Ordinance - are looking at that and will try to bring something simple back to Council next meeting. Land Trust - TA told Tim what we can and can not do and try to find mechanism CT STudios - has filed with DECD - Town Attorney and DAn Marsh have looked at first agreement. only draft - Dan reviewing and I ma reviewing. We need payment agreement with them. There will then be Development Agreement Are working on budget for next year. Dzen Tree FArm - we sat with them and they have not gotten back to us. Tomorrow will be at the Capital fo rmost of the day - as soon as I hear inforamtion on the budget will contact Coucil. Delnick - car tax? Galigna - think that is dead. we are pushing to have municipaliites - the other day had meeting with ____________, asked Delnicki - if car tax comes up we need to be told so we can address. Riley - quick update on EOC Galligna - moved forward with design using the $500,000. 2nd STEAP grant will not be announced until spring. There are other avenues that are coming up that town is reviewing. hopeing ot be our to bid and have bidsback by April 1.

Mary Hukinberry - Fox - thanked everyone here and know how hard Matt works. I am going to continue looking at the budget. Trying ot change the way every town allocates their taxes. SouthWIndsor does their budgeting and tax and mill rate - they are top of the line.
