Mike Burgess, 18 Moutain View Road - came forward to speak in opposition to the turf field at the High School. Concerned with how much the field is going to be used. Is there going to be any limitations on the use of the fields. Also concerned about the health. concern I have is the runoff and the water going into the soil. Think the fields can be dangerous to us.
Cindy Beaulieu, 19 Cody Circle - I want fields and I want turf fields - the council that was here before you formed a subcommittee and people who represented many sports groups in the town. they analyzed many things. they had a proprosal before the council for three new fields, 2 grass and 1 turf. Everyone knew what this council was trying to do. we are now looking at a project that costs a tremendous amount more. 500,00 versus 1.5M. I don't understand now is where did this project come from. Turf has come up with some health issues. there are some turf that is better then others. have we done the work to figure out who will maintain it. usage also is an issue that should be discussed. this town needs fields, more fields - turfiing over a field does not get the town to where it needs to be. I hope now that this council is prepared to support the BOE budget.
Roy Normen, Homestead Drive - proposal that I heard was through leasing. at the time subcommittee was proposed - I assume people are still concerned about speding and a referendum would be done. how much are we charging for the Woodcock land on Sullivan Avenue We overpaid for that - we paid 2.2M - s
Don Gonsalves, 40 Bayberry Trail - On March 5th had a long letter in the Reminder - I asked for help to control costs which are a problem in this town. pension and health are problems in this town. It is a total disgrace in this town.
McCann - 170 Lisa Drive - when the town was going to get started on putting turf at two of the high school fields there was a report that it was dangerous to play on turf. Those fields were both redone with grass and cost $500,000. the reason I point all of that out - I am a proponent of turf fields - should also put lights up. If you put them in at the High School Stadium field doubt ou will put lights in. For that reason I would be against putting fields at the high school. turf field should be put across the street as proposed in the past. the propsal of putting a turf field at the high school will not create more fields. put it across the street where it belongs.

Wagner - Energy Committee is reviewing the RFP's for the LED Streetlights. HOpefully will be ocming back to coucnil with results.

McCann - Sidewalk & Bikeway Subcommittee - thanked Council for approving the extension of the term for the Sidewalk & Bikeway Subcommittee. We had a meeting last week. 2 items being brought back to council - proposal for policy for Complete Streets. The subcommittee is working on a propsal for first meeting in April. Will be working with the Planning and Engineering Departments. The second item is an item that was referred back to the Committee by Council concerning the maintenance and repair of sidewalks in Town. We met with the Town Attorney and he provided me with additional legal research - discussed the issue of an unfunded mandate - came to the consensus that there is no mandate being proposed. the propsal is for council to realize the liability and address through progra of regular repair and maintenance. The Town Attorney should weigh in on the ordinance or policy. next step will come frokm the TA fo rmaking a proposal to the council how to address the maintenance issue.

A. Discussion Item: South Windsor High School Turf Field (requested by Town Manager, Matthew B. Galligan)
Galligan - the price includes the entire stadium area. ____________ came forward to present the plan for a turf field at the South Windsor High School. project should take 3 months. Mirek - concerned about the health issues and did research. These are the plans that the Town would use to go out to bid. Mirek - how much did we spend for this Galligan - we had a budget of $50,000 that was in Capital. Council had the consensus to move forward. What we are trying ot do is get bid documents to understand the total cost of hte project and discuss this with the BOE and Town Council. There was safety discussions. Mirek - May 2013 the Council passed the budget with 50,000 to do plans for the turf field at the high school. Galligan - correct Mirek - there are a variety of different materials that are used. there were a lot of issues going on. I came across a product that I thought sounded great - cork - what is your thought? We are familiar with that product. That product is not as convenient as literature is stating. It is 20% higher in cost - the base construction of the field would need to be different. need to install a shock pad underneath it. it is properly described an organic. requires irrigation - mix with sand - has to be replenished over time. There are other alternative products on the market. we installed Mirek - is there correlation of cancer or latex need to take so much of this stuff and look at the science of these items. Scott _____ - have been looking into health issues with these fields - rubber demonstrates no health risks. today conclusions are the same. they are healthy - crome rubber does not have health risks. - Exhibit A and Exhibit B. Mirek - latex Scott - the latex - there a very few reports if any - Mirek - who using the fields, when being used Wagner - my view is you have to be careful when you take information from a news report. we have gotten here a thorough scientific review here. based on what I havge heard there doesn't seem to be any problem with the safety of the crome rubber. our houses and clothes put out more of these chemicals. Riley - think you have to be careful and not jump to conclusions. there are 21 high schools and 19 have snythetic fields and SW is one of the two that does not. play on furf is _______________. It is time for SW to install synthetic fields. soulc benefit eh entire community. Mr. McCann's discussion about lights is right. Costs - when the site across the street was being discussed I think it was $900,000 for three fields. this project costs 1.5Mthe entire project is more expensive then wht I anticipated because of the extensive improvements. I am interested in knowing more about the cork grind. Fill is $340,000. Reason for higher cost is because you have a pad that is there for the shock absorbsion. We have good experience with the stone base. we have used that system effectively. Riley - do think this is plan B to put turf at the stadium versus across the street. If we decided to turf over field and not expand the size of the field - would the cost of the project come down significantly? would need to install _______ for 100,000. by putting in edge drain would be disturbing ____________. one thing different here then normal is that at the present time Riley - there is substantially more being done then just a synthetic fields - there are othe renhancedments Galligan - yes - should do the project right and complete. Paterna - seems tht they are looking at 1-3 day exposure - did not see - I think it is the inhaling of the infill Scott - the DPH - Paterna - it is worth it for us to look into other material. It is misleading for us to think we should put this field in another area because of the other items involved. Delnicki - you have studies you have shown us on health risks - 11-55 - it is an estrapulation - they were exposed for that is not the way assessments are done. Delnicki - some cancers take 5-7 years - how many actual years Scott - all studies were done collecting all different types of samples. can not tell you how long each individuals were exposed. Delnicki - you talked about studies to health issues - have there been any studies done on storm water run off issues? Scott - we have found tht stormwater run off you are looking at ___________- we have found that there is no 5 year period - Delnicki - what is the cost the levels of materials that falllof are within the standards. the elements ae not released so we - Delnicki - you believe it is safe? yes Delnicki - would you have any objection of putting is in writing. we would concur on information that is available today we feel it is safe. Pendleton - thanked the citizens - was contacted by a citizen - read the report - there was some contradictions to the report. Pendleton - How many turf fields in CT? Was this not initiated - BOE held off on the track to wait for this field Galligan - yes - did not make sense to do the track without the discussion of the field. Pendleton - 200mg of that Pendleton - lease amount Galligan - 1.5M total project. Pendleotn - what do we spnd now to take care of grass? Galligan - in the budget can get that for you Pendleton - if we spend 300,000 per year to take care of grass - might be benefitical to keep doing. 8 hours study is not enough time for me to be comfortable to say this is safe. runoff of water - 24 hour test - is not satisfying to me. Do we know the care or maintenance would be cost about 5-6,000 per year for maitenanace - the equipment is th ein construction cost. Pendleton - life expectancy guaranteed for 8 - seen 12 - Galligna - you are paying for constrution of the fiedls. every year you would put funds aside to take care of. Ray Favreau 15,000 to 20,000 to take care of a grass field. Natural grass field should only have 15 hours of play per week - Pendleton - edge drain highly recommended? serves two purposes - anchor for the turf and captures the run off from the field - also gives you a wider playing area. Pendleton - where else has this been studied? new york state, Maine, California Pendleton - ingestion studies? new york Wagner - we have to realize that the study is done in a lot of different ways - issue of runoff would like to clarify that runoff from natural field has many other items such as pesticides on grass field. environmental impact may be less - injury impact less. research seems to be coming to the same conclusion. it is study after study. I am still 100% behind the fields. Snyder - when this field gets replaced after 10 year period, what are the costs? square foot price of the field plus - could be about $80,000 - about 400,000 every 10 years. Mirek - USA Today - article - lead levels - turf this answers your question liz - it is definatley out in the public and that is why we are concerned. you will continue to see these articles. Riley - very hard to match the quality on a grass field. you mentioned on grass you do not want any more then 15 hours per day - put lights aside, you c an use the fields constantly without any adverse effect. Hamden's is 12 years - one of the very interesting things that EO Smith High School had as a result of poor grass field they have increased the amount of time for physical education. they do not hav eto go indoors because of mud. can be used in 2 year storms. these fields can be plowed but can't have accumulated snow and be plowed successfully. plow in increments of 6 inches. extends the use. Pendleton - 14B is 8-24 referral Galligan - they are looking to see if meets zoning regularions - recreation - school. Pendleton - they ar enot making decisionso f building Galligan - yes meets the zoning

Wagner - Pendleton Wagner - I am in favor of this Snyder - we had done an ordinance about sending all projects to Park & Recreation, when does that happen Galligan - this is a project to redo a field at the schools. I don't see this as a Park & Recreation issue. This is really repair. Delnicki - this resolution should reflect to the proposal presented. the plan by the consultantat to define it. the propsal has yet to be voted on by the Town Council. by sending i forward we are saying this is the propsal we want to go forward with. Galligan - you are having P & Z look at th eproposal. you can change the plan. Delnicki - typically we have sent 8-24 referrals after Town Council has decided on the proposal. If I were to vote in favor of this I would be saying this is the proposal I would like to go forward with. I am not going to support this. failed

Snyder, Delnicki would like to see a reference in the Delnicki - that the proposal to create a be submitted to the Planing & Pendleton - second Paterna - wondering - what was presented was concept was not plan. Think we need to go back and rethink the furf field Riley - Galligan - P & Z - rather then take 5 acres or 10 acres woudl take a fee - that fee is paid to the P & Z who controls that. Riley - those fees will take care of this project? Galligan - yes Riley - reason did not vote for 8-24 athletic fields is because it was not financed Mirek - will this go to Park & Recreation? Galligan - already been discussed by Park & Recreation. The funding will be done by P & Z - they will take if from there and figure what is the best use. Delnicki - I stand corrected and agree with Councilor Paterna. I think it would be wise to defer action on this to see what we are getting into and then vote on this. Yagaloff - you want to be cautious about voting against 8-24. suggest to table it rather than voting it down. or postpone consideration. Delnicki - I would entertain motion to table, Snyder - second tabled - passed 5-3
M. Resolution Endorsing the Regional Performance Incentive Program Project Proposals for Regional Computer Forensics Laboratory, TOD Study for CTFastrak Corridor, Regional Service Management (CRM) System and GIS Orthoflight
Wagner, Pendleton Galligan - explained Delnicki - CTFastrak - jury is out on the New Britain - premature to endorse Galligan - there is something on the 25th there are a lot of issues - they are looking to extend the origianl study to these other towns. we don't have any hard core information but I guess they are looking to see if other towns are interested in stretching this. Delnicki - 1/2 billion dollars - if it doesn't lure the customers and it fails can we withdraw our endorsement. Galligna - if the councilis concerned can take that out. let me find out. there is a time period that you can endorse but will need to find out Dlenicki - will be obstaining from this. It Wagner - I seee the word study here and that will come back to be endorsed. they are not talking about building another track. Galligan - if they are to do the fastrak - it is 57 million dollars. what they are proposing here is using the existin gHOV lanes. Wagner - we should get the study and if it turns out it doesn't work then we don't do it. Dlenicki - the existing one will tell if it will work. approved, Delnicki abstained.
N. Discussion Item: Requests for Information from the Town Manger (requested by Councilor Delnicki)
Delnicki - instituted the new dashboard - don't know how it is working - there are bugs - is that going to address to improve response time. Galligan - every day at the end of the day will get report. our staff is learning it. we are trying to make sure when request comes in all Town Council members get the request. Delnicki - safe to say people will get near immediate response. Galligna - working with Scott - trying to enhance that system. Delnicki - suggest have response time when they will receive information. some folks are not going to be comfortable with using it. email acceptable. Galligan - dashboard allows us to know where the problem areas are. track problems. Councilor Mirek - if we have question - go through the dashboard. Wagner - I have submitted items. send the request - goes in get instant response - then get a bunch of emails. in terms of submitting it is easy. Snyder - how this dashboard works - all inforamtion comesin - is Scott able to put into report. Galligan - end of the day trying to do an online report. Snyder - willl we be able to see the report if ther eare items pending -that comes up on report We are developing that inhouse Galligan - yes or it is a 26,000 expense. Delnicki - the computer response is great, when the rubber hits the road it will take me two weeks to get information - when supervisor tells me they got the request and will work on it. Galligan -
O. Discussion Item: Release of Report by CCM (requested by Councilor Delnicki)
Delnicki - there was an article - CCM Report - organization 2013 report was not shared regarding top management. do you know about the report. Galligan - President of CCM - this report done by the organization special IRS regualrion. It is an independent body not required under FOI. bylaws for CCM date back - that is an internal report that can not be shared and employees were told that this information was confidential. They are a private organization. from that document strategic planning was created. That report will not be shared because internal working document. employees were told it would never be released. 27 employees talked to - Delnicki - you are a lobbying organization Galligan - yues Delnicki - taxpayers pay? Galligan - 13,000 Delnicki - and you are talking that document can not be shared. Galligan - according to the lawyers inside working document and can't be shared. Delnicki - Galligan - he has never seen the report Delnicki - I will be contacting the TA to see if there is a way to see that. Galligan - CCm is not foi able. Delnicki - even though the taxpayers pay Galligan - I don't want to be in a position - legal position Delnicki - Galligan - TA can research that.

Galligan - CT STudios met with - do need executive session Scannell project - Archi study Audit Committee - Fraud Policy and Whisleblower Policy - they will come in and evaluate our financial controls. AT some point will look for funding - think we shoudl do it. draft budget out do not have anything to do with the BOE budget. One item have concern about - Senator L - Bill 001 - talks about Statewide mill rate. State going to collect the money - they are going to redistribute the money - this is a major issue - it is a very bad public policy and we should have resolution regardign this issue. Snyder - Audit Committee - policies - State has very extensive policies - wonder if we can borrow what they have instead of reinventing the wheel. Galligan - I will call and find that. Snyder - all online - Attorney Generals Office Delnicki - Senator Looney - will be a driving force behidn pushing that legislation. SW would take a big hit and will get no where near waht is collected by SW from the State. Galligan - we did have a conversation with him but it is not working too well. you have to change the entire tax system - hae to llook at them all. This is gong ot be a huge issue., Delnicki - bad as the property tax is at least you know every dollar you send to South Windsor stays in South Windsor. This issue could harm so many towns. Wagner - so about this Senator - our we or CCM getting elected officials Galligan - we are meeting tomorrow to discuss this issue. get people to come fight this issue. Craig Zimmerman - 5A Amato Drive - turf field - thanked the Town Manager for getting plan. Thought this project would happen - sounded like the majority had concerns about the type of fill to make sure it is safe. Where do we go from here? by my estimate there are a lot of the fields - how many have been shut down would have been a question I would have asked. Next Monday the kids have try outs and if we had a turf field they could try out on the turf field. There is a timing issue here - BOE has a timeing issue. The track has to be done in the summer. I don't think you will have time - on the BOE we believe experts. if anyone thinks the TM and Superintendent are going to be in support of something that is not health I am really confused.
Pam Beaudreau - 26 Mountainview Road - thanked the members who haulted this - we had one expert here tonight and I have found material contradicts what he has said. ther are a lot of things that you did not know that they were going to build new bleachers - and they asked you to approve a project that you have not had all of the information. We are also concerned about the noise from those fields. The visitors bleachers are right over our fence and they throw items over the fence. One letter we sent to BOE listed a lot of concerns. who is going to maintain, CT standards are being folllwed, who is going to monitor the toxins. Hope you will do more research and not take someones word who is trying ot sell you something.

Mirek - latex Scott - the latex - there a very few reports if any - Mirek - who using the fields, when being used Wagner - my view is you have to be careful when you take information from a news report. we have gotten here a thorough scientific review here. based on what I havge heard there doesn't seem to be any problem with the safety of the crome rubber. our houses and clothes put out more of these chemicals. Riley - think you have to be careful and not jump to conclusions. there are 21 high schools and 19 have snythetic fields and SW is one of the two that does not. play on furf is _______________. It is time for SW to install synthetic fields. soulc benefit eh entire community. Mr. McCann's discussion about lights is right. Costs - when the site across the street was being discussed I think it was $900,000 for three fields. this project costs 1.5Mthe entire project is more expensive then wht I anticipated because of the extensive improvements. I am interested in knowing more about the cork grind. Fill is $340,000. Reason for higher cost is because you have a pad that is there for the shock absorbsion. We have good experience with the stone base. we have used that system effectively. Riley - do think this is plan B to put turf at the stadium versus across the street. If we decided to turf over field and not expand the size of the field - would the cost of the project come down significantly? would need to install _______ for 100,000. by putting in edge drain would be disturbing ____________. one thing different here then normal is that at the present time Riley - there is substantially more being done then just a synthetic fields - there are othe renhancedments Galligan - yes - should do the project right and complete. Paterna - seems tht they are looking at 1-3 day exposure - did not see - I think it is the inhaling of the infill Scott - the DPH - Paterna - it is worth it for us to look into other material. It is misleading for us to think we should put this field in another area because of the other items involved. Delnicki - you have studies you have shown us on health risks - 11-55 - it is an estrapulation - they were exposed for that is not the way assessments are done. Delnicki - some cancers take 5-7 years - how many actual years Scott - all studies were done collecting all different types of samples. can not tell you how long each individuals were exposed. Delnicki - you talked about studies to health issues - have there been any studies done on storm water run off issues? Scott - we have found tht stormwater run off you are looking at ___________- we have found that there is no 5 year period - Delnicki - what is the cost the levels of materials that falllof are within the standards. the elements ae not released so we - Delnicki - you believe it is safe? yes Delnicki - would you have any objection of putting is in writing. we would concur on information that is available today we feel it is safe. Was this not initiated - BOE held off on the track to wait for this field Galligan - yes - did not make sense to do the track without the discussion of the field. Galligan - in the budget can get that for you Pendleton - if we spend 300,000 per year to take care of grass - might be benefitical to keep doing. 8 hours study is not enough time for me to be comfortable to say this is safe. runoff of water - 24 hour test - is not satisfying to me. Do we know the care or maintenance would be cost about 5-6,000 per year for maitenanace - the equipment is th ein construction cost. Pendleton - life expectancy guaranteed for 8 - seen 12 - Galligna - you are paying for constrution of the fiedls. every year you would put funds aside to take care of. Natural grass field should only have 15 hours of play per week - Pendleton - edge drain highly recommended? serves two purposes - anchor for the turf and captures the run off from the field - also gives you a wider playing area. Pendleton - where else has this been studied? new york state, Maine, California Pendleton - ingestion studies? new york Wagner - we have to realize that the study is done in a lot of different ways - issue of runoff would like to clarify that runoff from natural field has many other items such as pesticides on grass field. environmental impact may be less - injury impact less. research seems to be coming to the same conclusion. it is study after study. I am still 100% behind the fields. Snyder - when this field gets replaced after 10 year period, what are the costs? square foot price of the field plus - could be about $80,000 - about 400,000 every 10 years. Mirek - USA Today - article - lead levels - turf this answers your question liz - it is definatley out in the public and that is why we are concerned. you will continue to see these articles. Riley - very hard to match the quality on a grass field. you mentioned on grass you do not want any more then 15 hours per day - put lights aside, you c an use the fields constantly without any adverse effect. Hamden's is 12 years - one of the very interesting things that EO Smith High School had as a result of poor grass field they have increased the amount of time for physical education. they do not hav eto go indoors because of mud. can be used in 2 year storms. these fields can be plowed but can't have accumulated snow and be plowed successfully. plow in increments of 6 inches. extends the use. Wagner - Pendleton Wagner - I am in favor of this Snyder - we had done an ordinance about sending all projects to Park & Recreation, when does that happen Galligan - this is a project to redo a field at the schools. I don't see this as a Park & Recreation issue. This is really repair. Delnicki - this resolution should reflect to the proposal presented. the plan by the consultantat to define it. the propsal has yet to be voted on by the Town Council. by sending i forward we are saying this is the propsal we want to go forward with. Galligan - you are having P & Z look at th eproposal. you can change the plan. Delnicki - typically we have sent 8-24 referrals after Town Council has decided on the proposal. Think we need to go back and rethink the furf field Riley - Galligan - P & Z - rather then take 5 acres or 10 acres woudl take a fee - that fee is paid to the P & Z who controls that. Riley - those fees will take care of this project? Galligan - yes Riley - reason did not vote for 8-24 athletic fields is because it was not financed Mirek - will this go to Park & Recreation? Galligan - already been discussed by Park & Recreation. The funding will be done by P & Z - they will take if from there and figure what is the best use. Delnicki - I stand corrected and agree with Councilor Paterna. I think it would be wise to defer action on this to see what we are getting into and then vote on this. Yagaloff - you want to be cautious about voting against 8-24. suggest to table it rather than voting it down. or postpone consideration. Wagner, Pendleton Galligan - explained Delnicki - CTFastrak - jury is out on the New Britain - premature to endorse Galligan - there is something on the 25th there are a lot of issues - they are looking to extend the origianl study to these other towns. we don't have any hard core information but I guess they are looking to see if other towns are interested in stretching this. Delnicki - 1/2 billion dollars - if it doesn't lure the customers and it fails can we withdraw our endorsement. Galligna - if the councilis concerned can take that out. let me find out. there is a time period that you can endorse but will need to find out Dlenicki - will be obstaining from this. It Wagner - I seee the word study here and that will come back to be endorsed. they are not talking about building another track. Galligan - if they are to do the fastrak - it is 57 million dollars. what they are proposing here is using the existin gHOV lanes. Wagner - we should get the study and if it turns out it doesn't work then we don't do it. Dlenicki - the existing one will tell if it will work. approved, Delnicki abstained.

Delnicki - instituted the new dashboard - don't know how it is working - there are bugs - is that going to address to improve response time. Galligan - every day at the end of the day will get report. our staff is learning it. we are trying to make sure when request comes in all Town Council members get the request. Delnicki - safe to say people will get near immediate response. Galligna - working with Scott - trying to enhance that system. Delnicki - suggest have response time when they will receive information. some folks are not going to be comfortable with using it. email acceptable. Galligan - dashboard allows us to know where the problem areas are. track problems. Councilor Mirek - if we have question - go through the dashboard. Wagner - I have submitted items. send the request - goes in get instant response - then get a bunch of emails. in terms of submitting it is easy. Snyder - how this dashboard works - all inforamtion comesin - is Scott able to put into report. Galligan - end of the day trying to do an online report. Snyder - willl we be able to see the report if ther eare items pending -that comes up on report We are developing that inhouse Galligan - yes or it is a 26,000 expense. O. Discussion Item: Release of Report by CCM (requested by Councilor Delnicki)
Delnicki - there was an article - CCM Report - organization 2013 report was not shared regarding top management. do you know about the report. Galligan - President of CCM - this report done by the organization special IRS regualrion. It is an independent body not required under FOI. bylaws for CCM date back - that is an internal report that can not be shared and employees were told that this information was confidential. They are a private organization. from that document strategic planning was created. That report will not be shared because internal working document. employees were told it would never be released. 27 employees talked to - Delnicki - you are a lobbying organization Galligan - yues Delnicki - taxpayers pay? Galligan - 13,000 Delnicki - and you are talking that document can not be shared. Galligan - according to the lawyers inside working document and can't be shared. Delnicki - Galligan - he has never seen the report Delnicki - I will be contacting the TA to see if there is a way to see that. Galligan - CCm is not foi able. Delnicki - even though the taxpayers pay Galligan - I don't want to be in a position - legal position Delnicki - Galligan - TA can research that.

Galligan - CT STudios met with - do need executive session Scannell project - Archi study Audit Committee - Fraud Policy and Whisleblower Policy - they will come in and evaluate our financial controls. AT some point will look for funding - think we shoudl do it. draft budget out do not have anything to do with the BOE budget. One item have concern about - Senator L - Bill 001 - talks about Statewide mill rate. State going to collect the money - they are going to redistribute the money - this is a major issue - it is a very bad public policy and we should have resolution regardign this issue. Snyder - Audit Committee - policies - State has very extensive policies - wonder if we can borrow what they have instead of reinventing the wheel. Galligan - I will call and find that. Snyder - all online - Attorney Generals Office Delnicki - Senator Looney - will be a driving force behidn pushing that legislation. SW would take a big hit and will get no where near waht is collected by SW from the State. Galligan - we did have a conversation with him but it is not working too well. you have to change the entire tax system - hae to llook at them all. This is gong ot be a huge issue., Delnicki - bad as the property tax is at least you know every dollar you send to South Windsor stays in South Windsor. This issue could harm so many towns. Craig Zimmerman - 5A Amato Drive - turf field - thanked the Town Manager for getting plan. Thought this project would happen - sounded like the majority had concerns about the type of fill to make sure it is safe. Where do we go from here? by my estimate there are a lot of the fields - how many have been shut down would have been a question I would have asked. Next Monday the kids have try outs and if we had a turf field they could try out on the turf field. There is a timing issue here - BOE has a timeing issue. The track has to be done in the summer. I don't think you will have time - on the BOE we believe experts. if anyone thinks the TM and Superintendent are going to be in support of something that is not health I am really confused.
Pam Beaudreau - 26 Mountainview Road - thanked the members who haulted this - we had one expert here tonight and I have found material contradicts what he has said. ther are a lot of things that you did not know that they were going to build new bleachers - and they asked you to approve a project that you have not had all of the information. We are also concerned about the noise from those fields. The visitors bleachers are right over our fence and they throw items over the fence. One letter we sent to BOE listed a lot of concerns. who is going to maintain, CT standards are being folllwed, who is going to monitor the toxins. Hope you will do more research and not take someones word who is trying ot sell you something.
