Tom - 949 Pleasant Valley Drive- Community Garden on Avery Street - some of the plots are unused. we have asked for two plots - They are not allowing us to use two plots and there are plots still not bein gused. Mike Bur, 18 Mountainview Road - lease purchse of the field - after attendign the last TC meeting - we get the impression that the vote will be approved for the field to be turfed. It is incredible that the TC will consider spending this amount of money on a field. People who have the most to lose have not been conisedered any consideration. If project is approved - please wait until their is money in the budget to protect the neighborhood that will be mostly affected by this field. S, 239 Oak Street, came in support of the commuinity gardens. Wonderful way to exercise and teach children about the vegetatbles. Extremely healthy. Great thing to have and increase it i possible. 385 Foster Road - against the community garden for Deming Street. Traffic and safety. cost and return on the investment. having such a parcel in this town when there are 26,000 - there is a parcel in the twon and people would pay 20.00. 11 acres should be used for the whole town. My focus is that is having a fudicuary focus - work in healthcare and looking at ways to reduce costs. taking a good piece of property and putting in gravel drive, and having to maintain the property is a cost that the town should not incur. As a taxpayer we need to be cautious where we put out money and to use funds for 72 individuals seems like it should ot be happening. Where is the revenue to offset the costs for this use. Santos, 513 Deming Street - across from the community gardent that is being proposed. Reason I purchased the house I did was because of the land across the street. A lot of children live in that neighbhood. My children play in the front yard and with this comin gin there will be safety concerns. Can't support htis type of use on Deming Street. Safety is number one concern. Trash will be blowing all over the homes. traffic issue is also a concern. Make the right decision regarding this. Amy B, Deming STreet - opposed to the construction ofthe community gardens. My main concern is the safety of my children adn the neighborhood children. If you create a driveway with a parking lot with 72 or more cars going into that area is a concern. It is a residential area - not against the community gardens but this is the not right location. Our neighborhood would tak all of the burden without any benefit. This project does not ensure the savety of the children in the neighborhoodl. Matthew Brown, 520 Deming Street - opposed to the Deming Street Gardens. There are other areas that could be used for the community gardens. There are no homes in areas where there would not be any concerns. Mr. Brown gave some examples of where the community gardens could be located. Priest farm would be perfect. It does not belong icommunity like this. Elaine CAmbell, 385 Deming Street - property abuts the area that is being discussed. We are passionate about keeping a rural atmosphere. Would like to se the porperty left as it is. Please keep it natural. Steve, 65 Barber Way - support the community gardens. Sounds like a great idea. I support land owners rights. Who manages the gardens, etc. limited to SW residents. Concerned that it might be a cost to the town. should have people pay more then 20 per year. hope there are rules that are followed by users. This gives residents the abilty to have a grden because for whatever reason they can not have it at their homes. stress relief break. opportunity to get good healthy food. can help residents save money and a good socialization opportunty. kids learn about farming. We chose not to farm on tht property because of the rockiness of the proprty. think ther eis much better land all throughout SW. Has anyone done test holes - community gardens are welcomjes but better proprty. Mayor - general consensus of the council to go past the 30 minues 544 Pleasant Valley Road - my uncle lives in that a area and likes to look out the window and see the field as it is. do not support putting in a community garden in this area. this site offers site - when we overdevelop in town - opposed to putting in a community garden. first person to speak - maybe Deming is not the right place but would encourage - we love gardening - get to know people and get to eat healthy. I work for the Town of Avon - we lay out our community garden along river and no one sees it - no residential aea around. belongs in an open area. reconsider where it is going ot be placed. A. Budget Presentation: Volunteer Fire Department
Chief Kevin Cooney - 864,596 increase - 3.02% Mayor - if we had another if the items identified could be done by town would reduce our budget by 25,000. Mayor - 69,000 for getting another individual Delnikci - benefits 90,000 Mike - there are thing shere that we can not do. Mayor - is it possible to have Clay let us know about costs. Mayor - 55,000 still will cost from the town? Mike - yes Delnicki - the services that would be going to the town, would actually be done by a contractor. so there really would not be any savings j Pendleton - why does the Fire Department have to pay 10,000 for trash Pendleton - town has a cleaning contract, could fire deparmtnet get on htat Mike - that can be looked and wee what the best cost is. Pendleton - Building Maintenance can paid walls? yes gutters put on? yes snow removal? can look at. Pendleton - fire department buildngs are town buildiings. town should be responsible for the fire department buildings. Wagner - Wagner - electric bill - current expenses Riley - seems to me expenses should not be under shared services..services should be migrated under the town. most of what is on th elist doesn't seem to be difficult. proposed budget 146,000; 2.48% increase. defer further work on commujnication system. dispatch - record management system - full size SUV. none of these cuts will hurt our services. have submitted a reduced budget 28,000. there are some challenges - 53rd pay period, would not continue any communication system, agreemetn with capitol for dispatch adn records management, over time will be 400,000 but reduced to 350,000. 6,000 cuts and 15,000 fuel costs. the Police Department will manage to operate. continue regional relationships. federal grant for body cameras - there is federal grant tht will be spread across the nation (20M). They are only going to authorize to some 16 police department. if we apply and we were successful could be 8-9 thousand. State grant may be better. this year our body cameras are taken care of, it would be in the future that it would need to be funded. Havens - what is the final budget increase - Reed - 2.48% 146,132 397,000 original 6.6% Havens - talk about 0 increase Reed - yes Delnicki - way to get document that shows current funding and the three propsals? Reed - yes can send to you. Delnicki - our department - we are lucky to have teh men and women who serve in our department. Reed - streetlight budget also take care of. As I began to analyze the increase from CL&{ we went up about $10,000, 105,000 increase per year. Wagner - I think there are items
D. Resolution Authorizing the Town Manager to Enter into a Lease Purchase Agreement for the Acquisition of Street and Outdoor Lighting Equipment from Eversource Energy and Retrofit with LED Technology
Wagner - refer this project ot hte P&Z pursuant to the 8-24 Pendleton Wagner - the present resolution is strictly for town, however I have agreed to meet with the condo associations - we are gong to ask for separate estimates for the extension of condos and 55+. Delnicki - can a condo association legally piggy back on a lease purchase program like this and take advantage of the program? Yagaloff - town can negotiate in this contract a provision - match the ates - that can be par tof the contract. the town can't pay for it but they can negotiate and provide the condos with the smae rates. Delnicki - legally a pass through Yagaloff - the vendor obligates itself to the pricing fo rthe condos. That would give the vendor the ability to work with the condos. town oould help with the price. Delnikci - if we wre to do siple pass through price - keep the town awy from maintenance, tec. we could do as separate resoution. Yagaloff - tonight could ask the TM and TA to negotaite that language. Delnikci - wha tis the langague - Yagaloff and to obtain a matching cost provision for town condo associations and 55+ (senior housing associations) to have the town manage do his best to obtain it. Delnicki - AMENDMENT as said above., Wagner accepted as firendly amendment. Delnicki - AMENDMENT - language WHREAS savings can be applied to further energy efficient projects - change can to must - Wagner accepted as friendly amendment. Snyder - if town negoatiates an RFP - non-profits or can take advantage of those prices, are you sure of that.? Yagaloff - was suggestedd = they do not hav ethe right to use our contract - we in our negotiatons we can require that they agree condo oassociation or senior housing seems LED conversion they can guarantee price matching. Snyder - if we are negotiating government - are condos tax exempt. yagalof f-we are not adding them to our contract. we require the vendor that 3rd parties come to them match pricing. if they don't - town can't enforce private party negotiaotns. is there a legal recourse for cond to sue the vendor and the answer is probably not. Snyder - we can ask them - unanimously passed

Rich Mabey, 30 Dogwood Lane - thanked the coundil for taking up this project. this really come sdown to one major issue and that is safety. urge the Council to visit the field - the turf field wil provide opportunity for practices, etc. our student athletes deserve to have a safe place to play. fully support this. Laur, Talcotte Ridge Road - in support of artificial turf - SW is moving behind other surrounding towns. artivial turf field can allow more use. we currently cancel a lot of competitions because the natural turf fields coudl be ruined. people moving to town assessed this playing areas. the current financial conditions - if town council does not act - requesitng that hte town council be in favor of this. David Joy, Bramblebrae 100 - this resoluitoln shoudl be amended to have language instruct tm really needs to be contingent on the approval by the BOE - the plan has not been presented to the board - the other point the town being at a disadvantage - it troubles me that we are talking about improving a field more then 1 M when you are entertaining our request for a budget. read the email into the record. 2.25% tax increase - more then 2M dollars of 3M in jeopardy - the elimination of existing programs. also would involve staff layoffs. When thi sproject comes to the Board - will be hard to accept a turf field if reduction going to be made to the budget. Tim, 71 Lake STreet - in support of this - progrss for the town. positive for youth and athletics. our fields are in poor conditions. the syntehtic will move things forward. Daniel Sullivan, Principal - in support - we will do our best to do our best to be good neighbors. spoke to the board - talked about turf field to the BOE. we are falling behind in each of the categories - onkly school not on an 8 period day. 1 to 1 initiative - only school without a turf field. All of these initiatives are imporant in their own way. Wayne, 555 - SW fields are a disaster - turf is an even surface and is much safer - I very seldom work on grass fields anymore. South Windsor can not have playoffs - Craig Zimmerman - 5A Amkato Drive - asked the people in the audeince - the Boards budget is being considered next Monday - also really hpe that people listented to the Chairman and Principal. SW is using areas that are not supposed to be used for fields. Our Park 7 Recreation Dept. does a great job with what we have. Hopefully you support this tonight and the budget next week. Directo rof Athletics - SW as a district has worked very hard. quality --- it is reasonable to expect the qulaity for our school athletics. need to protect our athletes, safety, competitive. we need a balance of student - Kevin Foley, Main STreet - here to support the fields. we need to work on our future. about the student athletes. Eric, Henry Road - this has been discussed a lot - 20 towns have figures this out - safety of materials - surely if 20 other towns have figured this out we should also. we want this to be a destination to come here and live here. WE want our childrent ot stay in SW. We need to do this and suppor other things in the budget. Riley - Havens Riley - this has been a project that has been talked about for a long time. Folks recognize that there can be a quality and quantity of additional fields achieved. this is a long overdue project. time fo rus to get this completed. we have not voted on the Board of Ed budget at this time. People move to SW because of the proximity and education - our athletics ar epart of the education to our students. this will benefit the community as a whole. we need to invest into our community. we have fallen behind. time to move forward. Wagner - tere are a number of adjustments - the Plan from October Crumb Rulbe r WHEREAalterante fill materials are avaialbe which are preceived to be less dangerous Paterna Kevin - two alteanives envirofill (course sand) and the other TPE (plastic particle mixed with sand) Wagner AMENDMENT = Alteranteive materials such as environ - are availabe and perceived to be less hazardous Riley - would accept the friendly amendment - havens also. Pendleton - it is more costly to do (infill) but will be Any alternate infill will be more costly - shock board also drainage channel so there is some savings - Pendleton - there may be funds for a privacy fence for the neighborhoods. Paterna - agree with Councilor Delnicki - like the 3 months. feel a couple TC members should be involved. Riley - TM working with the Principal to ensure that we do make reasonable accommodations. sustain the conditions that we are looking for them to have. we have heard you. we need to make sure that they are not impacted. having the TM report back to us is entirely appropriate. Snyder - I agree, we should take another look at this. if we are going - reocommned that we can have a discussion on this item. have ray bring material to us. I would like ot be at a meeting to hear everything. Havens - good idea to postpone. not going to suppor the garden there. we have tons of open space that is going unused and could look at another location. Delnicki - need some type of report - we need a detailed report to flush all of the issues out. less formal venue would be a good idea. support postponing it but we need a less formal meeting with the residents and council. Wagner - requested the resident ot leave the map tha he was showing. Chief Kevin Cooney - 864,596 increase - 3.02% Mayor - if we had another if the items identified could be done by town would reduce our budget by 25,000. Mayor - 69,000 for getting another individual Delnikci - benefits 90,000 Mike - there are thing shere that we can not do. Mayor - is it possible to have Clay let us know about costs. Mayor - 55,000 still will cost from the town? Mike - yes Delnicki - the services that would be going to the town, would actually be done by a contractor. so there really would not be any savings j Pendleton - why does the Fire Department have to pay 10,000 for trash Pendleton - town has a cleaning contract, could fire deparmtnet get on htat Mike - that can be looked and wee what the best cost is. Pendleton - Building Maintenance can paid walls? yes gutters put on? yes snow removal? can look at. Pendleton - fire department buildngs are town buildiings. town should be responsible for the fire department buildings. Wagner - Wagner - electric bill - current expenses Riley - seems to me expenses should not be under shared services..services should be migrated under the town. most of what is on th elist doesn't seem to be difficult. proposed budget 146,000; 2.48% increase. defer further work on commujnication system. dispatch - record management system - full size SUV. none of these cuts will hurt our services. have submitted a reduced budget 28,000. there are some challenges - 53rd pay period, would not continue any communication system, agreemetn with capitol for dispatch adn records management, over time will be 400,000 but reduced to 350,000. 6,000 cuts and 15,000 fuel costs. the Police Department will manage to operate. continue regional relationships. federal grant for body cameras - there is federal grant tht will be spread across the nation (20M). They are only going to authorize to some 16 police department. if we apply and we were successful could be 8-9 thousand. State grant may be better. this year our body cameras are taken care of, it would be in the future that it would need to be funded. Havens - what is the final budget increase - Reed - 2.48% 146,132 397,000 original 6.6% Havens - talk about 0 increase Reed - yes Delnicki - way to get document that shows current funding and the three propsals? Reed - yes can send to you. Delnicki - our department - we are lucky to have teh men and women who serve in our department. Reed - streetlight budget also take care of. Wagner - refer this project ot hte P&Z pursuant to the 8-24 Pendleton Wagner - the present resolution is strictly for town, however I have agreed to meet with the condo associations - we are gong to ask for separate estimates for the extension of condos and 55+. Delnicki - can a condo association legally piggy back on a lease purchase program like this and take advantage of the program? Yagaloff - town can negotiate in this contract a provision - match the ates - that can be par tof the contract. the town can't pay for it but they can negotiate and provide the condos with the smae rates. Delnicki - legally a pass through Yagaloff - the vendor obligates itself to the pricing fo rthe condos. That would give the vendor the ability to work with the condos. town oould help with the price. Delnikci - if we wre to do siple pass through price - keep the town awy from maintenance, tec. we could do as separate resoution. Yagaloff - tonight could ask the TM and TA to negotaite that language. Delnikci - wha tis the langague - Yagaloff and to obtain a matching cost provision for town condo associations and 55+ (senior housing associations) to have the town manage do his best to obtain it. Snyder - if we are negotiating government - are condos tax exempt. yagalof f-we are not adding them to our contract. we require the vendor that 3rd parties come to them match pricing. if they don't - town can't enforce private party negotiaotns. is there a legal recourse for cond to sue the vendor and the answer is probably not. Riley - Havens Riley - this has been a project that has been talked about for a long time. Folks recognize that there can be a quality and quantity of additional fields achieved. this is a long overdue project. time fo rus to get this completed. we have not voted on the Board of Ed budget at this time. People move to SW because of the proximity and education - our athletics ar epart of the education to our students. this will benefit the community as a whole. we need to invest into our community. we have fallen behind. time to move forward. Wagner - tere are a number of adjustments - the Plan from October Crumb Rulbe r WHEREAalterante fill materials are avaialbe which are preceived to be less dangerous Paterna Kevin - two alteanives envirofill (course sand) and the other TPE (plastic particle mixed with sand) Wagner AMENDMENT = Alteranteive materials such as environ - are availabe and perceived to be less hazardous Riley - would accept the friendly amendment - havens also. Havens - good idea to postpone. not going to suppor the garden there. we have tons of open space that is going unused and could look at another location. Delnicki - need some type of report - we need a detailed report to flush all of the issues out. less formal venue would be a good idea. support postponing it but we need a less formal meeting with the residents and council.
