Don Gonsalves, 40 Bayberry Trail, disagree with water pollution control authority. do not agree they operate independently of the Town council. TC should have some control. Challenge Counicl to straighten out WPCA. Do no agree with WPCA is being handled. They should not be providing 1/20th, should come out of property owners. Does anyone know what is in the reserve.
Bill Aman - 878 Strong Road - Went through State Legislature Updates. Anyone who would like a copy can contact myself or Town Hall. This publication is put together with items that ae felt to have the most interest. There are other reports available. When reading through it was before the unions turned down the concessions. Municipal aide is whatever was in the budget. Reviewed bills of interrest to the Counjcil and pubic. Video taping of confessions -
Yagaloff - legislature approved Bill explained the process of the State budget.
Yagaloff - having impact on residents.
Prague - did you vote for tax increases? Bill - no Prague - any increases? Bill - did not support

Pelkey - read official statement into the record. - congratulating Town of South Windsor for contributions to the Red Cross. Encouraged everyone to give blood.
Anwar - just in Manchester, Sept. 11 planning an event. South Windsor should look into having blood drive on 9/11 Pelkey - look at blood drive for 9/11

Anwar - last meeting there was discussion about SW Kennel Club and their concerns. Have received detailed communication. Comfortable how the Town handled that situation.
Pelkey - communication break down and things were resolved.
Havens - will get beautiful piece of commercial property from Mr. Maneeley - support
Yagaloff - satisfied with recommendation from Town Manager rgarding firehouse. SW Kennel Club - the Club is satisfied with SW. surprised about because they are not coming to SW. Ask Matt to reach out to the SW Kennel Club. Make sure everything all set and report back to Council
Prague - firehouse sale - we said this building is worth 400,000 - have one that came in 225,000 and the town is going to accept it. we talked about having rental agreement. we talked about other options. This property is being given away. We are here to get the best deal we can get. Completely unfair because there may be others that would like it for this amount which it was not advertised at. I would like to reconsider and negotiate this property. I like concept but do not think it is fair and I think someone will sue us over this.
Delnicki - Firehouse - we put it out at 400,000 that was the lowest price (minimum). Should go through process again. need to have Reolution regarding this issue. PLA Agreement - not Town's agreement. STEAP Grant - that is kind of thing which is very controversial to people in Town. Need some physical action.
McCann - do disagree with action that the TM plans on going forward - should not be rushing forward. 225,000 is fire sale. There are alternatives that should be explored and should not go forward wit the sale (firehouse)

A. Resolution Authorizing Town Manager, Matthew B. Galligan to Enter into an Agreement with the State of Connecticut for the Reconstruction of Kelly Road
McCann - see we have Jeff Doolittle here - final design is being completed at thsi time can you give us an update.
Doolittle - have submitted final design - we are addressing the comments and would like to get them back and they will do final approval. Bid in September.
McCann - there were questins of how much property would be taken from property ownesr?
Doolittle - have questions - we did not need to tak property but had to acquire easements.
McCann - the intersection of Kelly with Avery - how many lanes, etc. Has design of intersection changed?
Doolittle - there will be two lanes at intersection with stop sign remaining.
McCann - have not heard any feedback from other Councillors
Yagaloff - everything has been staked out, all homeoweners made aware of specific impact to their properties, are there any further impacts from what has been reported?
Doolittle - change in right of way -
Yagaloff - no surpirses at this point? Doolittle - no Yagaloff - commend the Town staff for working with the residents.
Pelkey - this project has been going on for a long time. Did a great job to communicate and work with issues that arose.

Havens - the State charge is going to continue Mike - yes Havens - in my opinion that is not enough.
Pelkey - we have no charge at this time
McCann - agree with Deputy Haves that 5.00 is not enough. Think should be greater. I am not certain we can impose the fee without a public hearing. TAble this kotion to get report back rom Town Manager or even the Town ATtorney. Report what would be appropriate fee to charge and if we can do it through reoslution without ph McCann/HAVENS - POSTPONE UNTIL THE NEXT MEETING - UNANIMOUS
