Robert Pellegatto, 128 Chapel Road - DMV fee they are trying to apply for fee. Not comfortable paying - people who have delinquent taxes in town there should be a way - to have small percentage of delinquent - have majority paying portion of that doesn’t sound right. Hope comes down to have delinquent taxpayers pay the fee.
6. Environmental Health & Safety Message
Favreau - still seeing electronics left out on the street. There is no longer curb side pick up for these items. the next events for electronic recycling is 9/10/11. Items can bring range from tv, phone, faxes, microwave ovens. Residents can go on town website fo rmor inforamtion.

If you have street light tht is not working please inform the PD or go onto CL & P's website. Beginning of month heartsafe community. Had rsident who collaped and Dennis Sheridan had to use AED. SW PD projoted Riggs to Deputy Chief - Lieutenent Richard Wterous, Lindstron to Seargeant. will bring both to Counicl in September. Tom Hart retires in August. Delnicki - Memo concerning listing of budget reductions and mentions SW Volunteer Dept 10,000 decrease of grant. There was a lot of discussion and there was money added back, wouldl ike report from Chief what reduction would consist of. (hose, etc) like written report about 10,000 reduction impact would be on their budget and what they would have to reduce The PLA between studio and unions, Last meeting TM report that copy of PLA agreement reviewed by TA - according to legal advise Town can't put certain nujber of people in - saod woild be good faith effort. DCK would also look at that procedure. Thought PLA Agreement was betwen studio and union for studio itself and not fo rinfrastructure. Secondly if between studio and unions why would TA be reviewing that because do not have legal say in thata. Third - one reason in TIF rep from union and studio made apparent tht they were going to set aside jobs for SW residents. There was article about construction in New Britain and in their PLA agreement had something in it regarding % of jobs being given to residents. Last question, we never reveiwed PLA - how did we end up with PLA that doesn't favor SW resident with some kind of goal specified and spelled out. This is about construction of studio itself. When I voted though PLA agreement would favor percentage of residents of SW. concerned about that.
Pelkey - some legal opinion has been rendered and should get clear explanation. Often times some of the unions fund projects - might be something we shoudl find out.
Delnicki - that could be but to me the horse is out of the barn and thought we had the gate locked and now there is no horse. Do ot want to see us make any more judgement and it really is not there. Should have been concrete.
Pelkey - have labor representative coment on their thoughts of PLA - if they are comfortable with the agreement or not.
Yagaloff - I have requested for TC CT Studio documents from Town Manager and EDC Coordinator - has to do with veritifcation of the developers finanicla. TM report silent on CT Studios project. Thought they would be going out for bonding - Have Matt send out documents telling us the specifics for CT studios.
Anwar - TM Report - the Fire house sale, TM having appraisla done is good idea. Saw details on Capital projects - bonding of roads. Thanked Mike because good to visualize. One of the things that asked Mike is graph for cost for management and maintenance of roads. Roads impacts each and everyone going through the town. There are roads that have reached their point and need to get done. Town Council has to take action to identify ways to help jmainteain roads. If decisions are not made to help with maintenance the town willl be worse off.
Prague - talk about Firehouse - great to get another appraisal. TC has to make decision on that property. If appraisal comes in much lower will like to discussion next step - met with Tax Collector this morning because some residents have received other people's bills and some have not received a tax bill at all. There was a problem with the printer. They have rerun where they feel error was - was mechanical failure - taxes are due July 1 and are payable by July 31st.
Another situation - I was double billed for one car and not sent bill for another.
Delnicki - thanked Matt Galligan and Mike for getting proposed Capital Improvement Program Pollicy. When do we intent to have work session on program to update. Pelkey - more likely that will start working on that in September. SW Kennel Club - everything is good. They are happy.

Pelkey - Ticketnetwork - grand opening - headquarters - Thursday at 1:00 p.m. Governor will be there. This afternoon had opportunity to receive check from CIRMA - check is for 47,452 and what it is is a dividend check for our membership with CIRMA. success rate covering claims.check will be deposited in general fund. Prague - serve on board and this was his idea.
Pelkey - 22 members on board and thanks for pointing that out.

Larry Torff, 521 Quarry Brook - thanked staff for update on website of road maintenance. Read resolution. Mr. Torff reviewed the resolution. 56% not 69% - do not think any resident wanted something major to be put aside for crack sealing. 8.7 million has been committed - 2 of the 5 projects are Governor highway and Avery STreet - these two projects where on referendum list. Looking back - TC committed to letting residents know that projects were supposed to be completed on a schedule. 5.9 has only been spent. Schedule of projects and status of projects needs to be -------. should have consisten way to fund capital projects. Referendum for new building or parks should be done. Maintenance should be done by capital projects. Now is not time for another road referendum. Pelkey - did vote in favor of going to referendum

Pelkey - have kicked around idea of getting more AED's out - to have these machines on site are very important.
McCann - good idea to add to parks in town. after original resolution passed there had been gap in some of the buildings coverage. Tried to fil in gaps (took over what Deb Fine started) - have added to schools and public builidngs. Excellent idea - question whether any attempt made to approach sports groups to see if they are willing to contribute towards these or the training for the use of them.
Pelkey - they have not been approached for funding. SW Ambulance does training. Certainly we would like to get as many people trained that would be possible. McCann - that would be wonderful. I would also like to see this expanded perhaps in next years budget - see if Boar dof Ed help to add AED to sports trainers so trainers will have on site. These are very inexpensive and very effective. supporting this.
Anwar - by time see people in intensive care in many cases there has not been blood flow to brain for over five minutes. If have AED that truly saves life - excellent idea. Money well spent. contingency account, is there another account Pelkey - suggested to use some dollars from CIRMA - Contingency account
Prague - great idea - these are going to be put in remote locations. how will someone get them if they are locked up? Where at Rye STreet Reed - will discuss this with Ray Favreau - needs to be secure - will try to figure out best place Prague - there is one at VMP. What about lower Nevers Road Pelkey - there is no building there. WE can do one setp at a time. Prague - there is a nice Kloter Farm shed - surprised something like that has not been purchased for lower Nevers Road. should encourage the sports group to purchase small shed. supprt this unanimous

Maximize funds to all towns in the CRCOG - will support because have always had one crisis. Reed - this is for equipment that no community has on their own. Delnicki - commander vehicle - is that coming down in shape of grant. Reed - this is the reason - to have access to equipment that is necessary and could not buy on our own.
Yagaloff - this resolution doesn't refer to memorandum of agreement - town has to provide - recommend table and reflects documents consistent with agreement Reed - I agree - resoution shoudl state - TM - do not know if Yagaloff - after paragraph - , for the memo of agreement - FY 2010 State HOmeland s also inserted in second paragraph and at the very end - to carry out terms of memo of agreement regard federal fiscal year 2010 - State HOme friendly amendment

Clay - all those calls were emergency type alarms. Yagaloff - pieces replaced, what are they finding? Clay - most time electronic issue - program lost or computer has failed -
Anwar - amount 85,000 very high. help me understand in more detail? Clay - everything in blue dots are going to be replaced. explained what is involved. Anwar - what happens right now with alarm? Clay - library personnel - explained process. Anwar - just because there is one extra call Clay - if one of these components fails, we are down until we get the technician in to wire that portion of the system. McCann - is the project for inventory of buildings outside of historic district? Ginny - yes McCann - TC authorized survey - this is result of that? Pelkey - clarified inaccuracies stated by Mr. Torff - showed slide show of the conditions of the roads - this is definately capital projects project that needs to be addressed. addressed concerns from last meeting. Not the best economic time - that is something that the voters make a decision on. They can vote it down but Town Counhcil has to give options. need to recover roads. this would be tearing the road out. Need to allow public to have say in this process. this project will take 2-3 years before it is finalized. Not spending the 5M next year - proposing to have the engineering owrk done and then come back to us after complete. No other way to do this.
Anwar - in April had family from that area come to him and question why is this area nto being reviewed. There is increase in price if the Town keeps waiting on road projects. Need to let the voters decide Friendly Amendment - overwhelmingly Pelkey accepted as friendly amendment. Anwar - Town Garage is also a concern.
Favreau - pictures show the deployable problem. We keep saying the economy is bad, can't keep kicking the can down the road without something happening. Roads have to be done now.. Support it.
Yagalof f- cost of engineering Mike Gatick - Yagalof -5M Avery Heights? Mike Gantick - Yagaloff general estimate based on footage. Should have maintenance funds in the budget. Referendum is for the whole neighborhood (200 people maybe). If doing referendum to do repairs then need to go backto garget roads. Rather see usa ply funds for the engineered plans. do not support
Pelkey - have had 2 previous resolutions which were passed. Do thse have to be total reconstruction? Mike have problem with drainage. Pelkey - you could s$5M for lot of residents want roads done. woul dbe in favor of
Havens - roads need work but timing is bad. Any other timewould support. Think about doing it next year. At this time can not support.
McCann - is this project newly added to list? Mike - always a line item Mcann - there were misc. road overlays but then we have specific projects. Mike - overall plan - McCann - what would it cost to fix road to what state has done to thers? Mike - McCan - agree with Deputy Mayor Havens, wrong time, Residents should not be paying for this at this time. Anwar - TM Report - the Fire house sale, TM having appraisla done is good idea. Saw details on Capital projects - bonding of roads. Thanked Mike because good to visualize. One of the things that asked Mike is graph for cost for management and maintenance of roads. Roads impacts each and everyone going through the town. There are roads that have reached their point and need to get done. Town Council has to take action to identify ways to help jmainteain roads. If decisions are not made to help with maintenance the town willl be worse off.
Prague - talk about Firehouse - great to get another appraisal. TC has to make decision on that property. If appraisal comes in much lower will like to discussion next step - met with Tax Collector this morning because some residents have received other people's bills and some have not received a tax bill at all. There was a problem with the printer. They have rerun where they feel error was - was mechanical failure - taxes are due July 1 and are payable by July 31st.
Another situation - I was double billed for one car and not sent bill for another.
Delnicki - thanked Matt Galligan and Mike for getting proposed Capital Improvement Program Pollicy. When do we intent to have work session on program to update. Pelkey - more likely that will start working on that in September. SW Kennel Club - everything is good. They are happy.

Larry Torff, 521 Quarry Brook - thanked staff for update on website of road maintenance. Read resolution. Mr. Torff reviewed the resolution. 56% not 69% - do not think any resident wanted something major to be put aside for crack sealing. 8.7 million has been committed - 2 of the 5 projects are Governor highway and Avery STreet - these two projects where on referendum list. Looking back - TC committed to letting residents know that projects were supposed to be completed on a schedule. 5.9 has only been spent. Schedule of projects and status of projects needs to be -------. should have consisten way to fund capital projects. Referendum for new building or parks should be done. Maintenance should be done by capital projects. Now is not time for another road referendum. Pelkey - did vote in favor of going to referendum

Pelkey - have kicked around idea of getting more AED's out - to have these machines on site are very important.
McCann - good idea to add to parks in town. after original resolution passed there had been gap in some of the buildings coverage. Tried to fil in gaps (took over what Deb Fine started) - have added to schools and public builidngs. Excellent idea - question whether any attempt made to approach sports groups to see if they are willing to contribute towards these or the training for the use of them.
Pelkey - they have not been approached for funding. SW Ambulance does training. Certainly we would like to get as many people trained that would be possible. McCann - that would be wonderful. I would also like to see this expanded perhaps in next years budget - see if Boar dof Ed help to add AED to sports trainers so trainers will have on site. These are very inexpensive and very effective. supporting this.
Anwar - by time see people in intensive care in many cases there has not been blood flow to brain for over five minutes. If have AED that truly saves life - excellent idea. Money well spent. contingency account, is there another account Pelkey - suggested to use some dollars from CIRMA - Contingency account
Prague - great idea - these are going to be put in remote locations. how will someone get them if they are locked up? Where at Rye STreet Reed - will discuss this with Ray Favreau - needs to be secure - will try to figure out best place Prague - there is one at VMP. What about lower Nevers Road Pelkey - there is no building there. WE can do one setp at a time. Pelkey - clarified inaccuracies stated by Mr. Torff - showed slide show of the conditions of the roads - this is definately capital projects project that needs to be addressed. addressed concerns from last meeting. Not the best economic time - that is something that the voters make a decision on. They can vote it down but Town Counhcil has to give options. need to recover roads. this would be tearing the road out. Need to allow public to have say in this process. this project will take 2-3 years before it is finalized. Not spending the 5M next year - proposing to have the engineering owrk done and then come back to us after complete. No other way to do this.
Anwar - in April had family from that area come to him and question why is this area nto being reviewed. There is increase in price if the Town keeps waiting on road projects. Need to let the voters decide Friendly Amendment - overwhelmingly Pelkey accepted as friendly amendment. Anwar - Town Garage is also a concern.
Favreau - pictures show the deployable problem. We keep saying the economy is bad, can't keep kicking the can down the road without something happening. Roads have to be done now.. Support it.
Yagalof f- cost of engineering Mike Gatick - Yagalof -5M Avery Heights? Mike Gantick - Yagaloff general estimate based on footage. Should have maintenance funds in the budget. Referendum is for the whole neighborhood (200 people maybe). If doing referendum to do repairs then need to go backto garget roads. Rather see usa ply funds for the engineered plans. do not support
Pelkey - have had 2 previous resolutions which were passed. Do thse have to be total reconstruction? Mike have problem with drainage. Pelkey - you could s$5M for lot of residents want roads done. woul dbe in favor of
