Robert Benson, West Road, Address resolution about putting four poles on West Road. Residents hopes that this is not tabled. When West Road is without power we are put back into the old ages. Too many seniors that can not afford generators. Placement of poles is important - Public Works Department needs to be able to take care of road when there are storms. Everyone on West Road has sumps pumps and wells. The poles are a large expense but can have a old post office that is just sitting there. have two properties on Sullivan Avenue. This will be low on C L & P priority list. This Council needs to take action. I hope this Council gives the people of West Road some action.
Hugh Brower, West Road. Agree with Mr. Benson with the feeling that we should have power during both ends. We had a generator because West Road has very unreliable power. West Road does need a loop system. AGree with Mayor about using ham radio opeartor during emergencies. Worked on project where we developed database.
Chapel Road, thanked everyone who was involved in helping the community during the storm. Can federal funds be used for Towns
6. Environmental Health & Safety Message
Chief Reed - November 15th Winter overnight ban is in effect. Street lights I am the point person for street light repair. If you notice street light out can go to CL & P website or email the Police Department. We pay for street lights whether they are on or not. We also watch the installation of street lights also. or if light needs replacement.

Galligan - We had the honor of going down to the Connecticut Recreation - Ray Favreau was awarded most prestigious award anyone in Recreation can get. Also Rotary Club got award for outstanding club. Ashbritt and SAIC - if anyone is looking for work please go down to the I-291 site. We need small bobcats and everything to help. SAIC is a monitor who have hired SouthWindsor residents. New Britain Transportation. has been discussed for over 20 years. That money is not going to be used for anything but that. Thanked Chief Reed, Chief Crombie and all other staff and volunteers that helped.
Delnicki- arrange for any Council member who wants to see Ashbritt operation in action. An orientation for any member interested. Matt - will set date for an oreintation and will call Ashbritt to get date and time.

Havens - The orientation meeting good idea. would like to see exchange ideas and set agenda with what we want to do for the next couple of years. Our Hartford Courant has no reporter for South Windsor. Not right not to have a reporter and should ask questions about that. our message is not getting out to everyone. Commuity is missing out. The Journal has done a good job but noticed we are missing. We are losing our communication with residents. Galligan - will look into this.
McCann - over the past couple of years Tc has discussed expanding sidewalks and bike trails throughout town. SW Walk and Wheel Ways has a plan. The TC adopted that plan but have not done anything since then to try to imjplement it. Requesting that Mayor appoint committee to get started Delnicki - permanent or temporary MCann - initially temporary committee - that committee can decide if permanent necessary.
Yagaloff - thanked Shelly S. who has run the food collection at Stop & Shop. raised 8,132 dollars and redceived 7,400 food items and 200 turkeys. Anyone who wants to give to Food & Fuel Bank please make donations to them.
Anwar - agree with Councillor McCann - there is graffti between Sullivan and 74 crossing. Should be painted over. Gallligan - will get on Cox and will take a look at it.

McCann - thanked Mr. Benson and Mr. Brower. This is something important to the Town and to the residents on West Road. Need to have a couple of alternatives in mind. One of the thing shoudl look at is putting that loop system underground on West Road rather than putting poles up. sugggest amendment to the resolution 1st partagraph follwing after installation of subdstituaiton an electric service loope system involving four poles or underground service bazzano - second all in favor of amendment - unanimous McCann - one further thing if we decide to put in poles TM should negotiate will all utiltiiesies to put in those poles - by instructing managet to do that unanijmous

Snyder, Anwar Anwar - thought we were still using in Mall area? Chief Reed - no we are not. Anwar - few years ago saw video on how effective it is Chief - 7 year old vehilce. Five year old and one of the first segway that came out. we have ongoing power issue with this segway. we don't find theneed for it with the loss of workers. It isnot being used. Also there is a maintenance issue. unanimous
B. Resolution Accepting a Street within the Rye Springs Subdivision
Havens, Bazzano Yagaloff - we are not voting on the open space just on the street? Galligan - correct Bazzano - we seem to own part of that street with EAst Windsor, is is a South Windsor street Galligan - only taking 110 linear feet. McCann - with just 110 feet belonging to SW how are we going to take care of that with East Windsor. Galligna - who ever is up there first will take care of that betwen S. Windos ran dE. Windosr. unanimous
C. Resolution Setting a Time and Place for a Public Hearing to Receive Citizen Input on a Proposed Ordinance Establishing Regulations of Hair Salons, Nail Salons, Barber Shops and Tattoo Parlors
Prague, Bazzano, Prague - I generally opposed to regulating businesses. I would like to go through the public hearings before we really get into stating our positions. Do not think this is the time - we are trying to encourage business to come to town.
Delnicki - for the record that this resolution was requested by Town staff.
McCann - do not think we should be taking up resolution to be taken up unless it is a Counicl member. Opposed ot this resolutio because it calls for going roward with a public hearing that I think is really taken are of by the State regulations. If we do go forward with a public hearing, every nail salon, hiar salon, etc located in Sout Windsor shoudl receive specific direct notice that there will be a public hearing and they should know about this.
Anwar - we need to be a business friendly town. Will have negative effect on small businesses. Also need to balance with safety. There should be an education system. The State is licensing many of these busineeses and we should figure out balance to make sure all businesses are educated onpublic health. It is imporantat that peopel ahve time to speak.
Yagaloff - need to be business friendly. separate fees from the regulations. I know this was brought up by Doctor Schwartz especially in nail salons, tattoo parlors. There is risk that soemone coming in and they will get infection or illness. Businesses do not have problem with regulations but do not want a fee. These facilities are unregulated and should be regulated but not charged fees. if you send out businesses that will be effected lets send message to those who use the customers so people know the restaurant they go to is safe. This will ot put anyone out of business.
Havens - disagree with Councillor McCann - the staff knows the needs of our community. Town Council should not cut out staff. We have an obligation to the community. permits protect the public. there are some areas that we have to regulate. May take time and discussions.
Chapel Road - I don't disagree with any of the health issues. I don't disagree that we should be protective of our own personal being. If something is direty I choose not to go back there. A business should be responsible for some things. Disagreed with Dr. Schwartz that places of businees do not know about health issues, etc. Want to point out, chapter 11-18 alone deal with hygene, bacteria alergy, all health issues. chapter 24, 25 public health issues. Barber are not as ignorant of health issues as much as you thik they are. Business owners are concerned with public health. There is a code of ethics. My biggest issue was to get my license everything was regulated by the State. I would assujme the State is not going to let anyone open a business without knowing health issues.

Anwar, Havens Delnicki - requested by Town staff Yagaloff - separating fees fro regulations. Matt might want to go back and make a suggestion that this could be done without fees. if they need the fee, there will be a problem. concern is that folks can come into town and do the same businesses and can protect businesses that are doing it properly. Galligan - will talk to Dr. Schwartz McCann - the regulation calls for the Director of Health to suspend permit. the permit holder would have right - would go to the person who suspended the perkmit and that does not give much for perosn making appeal. There are no changes from what comments were said by Council. Things were not changed yet same resolution comes before us. not in favor of this reoslution. if Council decides to go ahead with public hearing then we should give written notice to every restaurant in this town. Anwar - did not hear about the education of the community. Need to be fair to businesses but make sure there are not health issues. Delnicki - 7-1 passed
