A. Discussion Item: Plan of Conservation & Development, (Michele Lipe, Town Planner to be present)
Michele - January 31, 2012 meeting - to give priorities of the next 10 years to the P & Z. next meeting is going to give trends. we do have page on website - will have summary of initial work that has been done. the goal for the meeting coming up is to let P & Z know what priorities are - ball fields and other items that should be incorporated into the plan. one of my goals is to become interactive plan - open space, conservation, etc. what necessary to achieve those goals. the meetngs are structured and will get about a 10 minutes presentation. Bazzano - what are some of the highlights? Micnele - people like open space, want more sidewalks, walking trails, Rte. 5 get attention. true identity of town center. traffic did not come up as a big issues. Main Street want ot protect. farming preservation. there is a lot of things - no more housing. Bazzano - housing was it single family homes michele - do not know - Anwar - group coordinating study? Michele - that will come towards end of the project. Anwar - there is study happening right now - questionaire will be going to people in town. Michele - that was orignally phone bu tnow is an online. Anwar - already doing a study and we want to do another survey of 6,000. the work is getting done, do not need citizen survey. Yagaloff - does this have effect on Michele - come up with goals for Rte. 5 and have strategies - those strategeies - plan is guide and gives strategies and the strategies have to take a role. it doe snot always go towards regulation changes. Yagaloff - the P & Z is not bound by the Plan of Conservation & Developmet No it is a guide for future development. one example is Buckland Road - used to be residental on either side and this plan made reference to have commercial zone on both sides. McCann - last year TC adopted SW Walk and Wheel Ways - it is something that is a wonderful improvement to the town to make to make more accessible. it is important to get away from automobles - need to have implementation - purpose is to come up with implementation plan.
Yagaloff - feel members of the public should be included and members for Amend to include 3 members of public friendly amendment voting members should be Council members - should welcome community and Walk and Wheel Ways - town staff, votin gmembers should be town council Yagaloff - in favor of having voting by public - sidewalk piece could be more controversial. if committee coming back wth recommendations regarding slip and fall, etc think residents should have right to vote. modify to 2 membesr public and 3 members of Council. Tom - do you accept as firendly amendment McCann - yes but seems to limit number of public partiicpants and may want to have more than 2 members of the public. practice of P & Z with alternates - who are included in discussions. McCann - by accepting two members of the public that does not discludes other members of the public going and speaking. Havens - that first paragraph is the toughest.
Public - 126 Krawski Drive - commend the Council - sidewalks can be a dangerous topic. our group sent back findings from surrounding towns and the complete streets policy. it is our recommendations. Complete streets deals with all traffic, bikeways, pedestrians, etc to get everyone to destination safely.
Galligan - we are having a Plan of Conservation & Development - may be good idea to have P & Z come forward - may be opportunity to put into our regulations. May be something that shoudl be included with P & Z.

Bazzano - would like to add after community "along with student athletes". (AMENDMENT) Brogan will keep you in mind - looking forward to setting this up
Anwar - Mayor is usually the one that take as friendly amendment (Mayor to assign) Anwar - 2 members of council and other resolution has 3 members, how were they decided Bazzano - thought 2 members would be sufficient. Anwar - very important issue - think whole council should have discussion with the costs. important first step. intend to support. the only think have to keep in mind is when we focus on one aspect, can lose focus on other projects. Yagaloff - the artifical turf - snythetic fields versus natural turf. We learned lessons from natural turf fields - we still have issues with drainage and the thatch. that field can not be used for the heavy use anticipated. did not have all the desired attributes. cost was 1.8 and 1.9 for two fields with lights. if we go into this with eye opened that is the best thing to do. voting for committees does not mean that the town is voting to support the different things that are being looked at. the Council is looking for feedback. McCann - this is a logical extension of 2009 resolution that was approved. the manager needs direction from Council. this committee will need to give input to ht emanager and shpe policy and allow manager to come back with recommendation. will support. Anwar - there is no sunset in this. - other component is reporting responsibilities - guidelines how frequently will come back to counicl friendly amendment - report to council on quarterly basis, terminate one year after (from Bazzano first amendment do not have problem seond would like to see 2 years. Anwar - sure Delnicki - firendly amendment - and explore possible funding sources - Bazzano accepted. unanimous
H. Discussion Item: Civil Preparedness Committee
Chief Reed - Dr. Anwar and I were working on parallel paths. We have ordinance for Preparedness Emergency. all of that is done with the CT State Statute. our practice in town does not match ordinance. would be willing to be coordinator in Policy Dept. Fred Shaw is very capable - makes more sense to have this responsibility at the Policy Department. Looked at our civil preparedness ordinance - do not think commission would be appropriate - think way ordinance is now there is basic framework but could change a little. (CERT TEAM) - recommend changes to ordinance but will be more willing to accept the responsiblity of Emergency Management over at the Police Department. members of community will have to be estalbished through CERT teams. CERT team could be used for a variety of other issues also not just disasters.
Delnicki - budget, organizational chart look like, and what kind of language proposing to amend ordinance. would like to see these items before I would like to pursue. Anwar - amendment to ordinance is probably the right thing to do. comfortable with system. There are already people thinking of what we are thinking. There are weaknesses in our system. (what are needs and who are those that can help with the needs) there are items beyond CERT that need to be addressed. the community component - registry of special needs, etc. Police force are the ones who should take this one so I do support tht component. Fred Shaw has experience with grants - there are two items necesary which are funding and implementor. need study of how going to manage this situation.
Yagaloff - will support that ordinance amendment. Gap that is not the true crisis but the residents, (where gas, navigage around roads that were out, people in homes with issues (heating, food, etc). you will not be managing for residents without food, need gas - with having residents we can back up what the town can not do. second stuff needs to be addressed. (would be appropriate to have residents). will support ordinance when it comes.
Reed - I feel one person should not be responsible for this whole thing. could be Fire Deparmtent or Ambulance Copr. also. see this as a coordination position. Galligan - things should run with me here or not. will allow us to access other funding mechanisms. do not think budget will be hard. Delnicki - HAM Radio operators is another mechanism to use during emergencies.

Gallligan - C L & P working with to do tree trimming financial reports - audit report. attention to page 5, 6 7 about page 11 balance sheet, page 13 shows net change, page 15 priority fund (health insurance), page 16 - page 44 talks about fund balance, had to go through all of the accounts and find the encumbrance. assigned and un-assigned. key here is page 45 and 46 of what revenue outcome short 744,000. back in January did spending freeze and find out 1M - offset revenue shortfall. - waiting on management letter. have dispatcher position open - need to have that. if you don't put dispatcher position in there will have to pay overtime. Senior van, 14,000 - we are on the list for another van. that is 45-50,000 van. if we lose van will lose rotation. would like to get permission to be able to do that. I-291 corridor - we received - can be used for the railroad crossing with the CT Studios project. Nursing home - Main Street - court asked me if I would take payments. today 768,000 in back taxes was received. Sent memo out to Council on economic development though the Chamber. they did recent assessment of things they want to do.
McCann - should hire dispatcher and feel it makes sense to hire -------------------. drainage improvements I-291 - want to make sure Engin. dept understands that plans should be incoporated into - utilities underground.
Yagaloff - congratulations on audit report. issue about contract with chamber - I think I would like to get legal opinion. Chamber is run by board that has 20 nembers, how do we protect confidentiality of Town. how do we protect information that is confidential. I woul dlike ot ask what information should be in the contract and would the town be safe and should board members be privy to confidential information. how do we control that. Galligan - there is always a problem. I do not have problem running this bye the Town ATtorney. trying to get chamber more involved and become more of a partner in town.
Cindy - good audit report. signs are changing and people want to know. Galligan - federal mandate the signs have to meet certain standard. Cindy - cost to town Galligan - 50 or 75,000 - it is something that is put into the budget each year.
Havens - main concern is when someone wants to come to this community with a deal, they will come to Town Manager's Office and can not see the Town Manager passing off that responsibility. That would never have been handled by Chambers. What are they going to do for the 30,000. The chamber of Commerce has been in existence for 35 years. when it comes to big deals want the Town Manager involved. Do not want them to deal with large corporations. Maybe Shari should come in. Galligan - she is trying to get more involvement from the business community. Big deals would still be done by me. The problem is that there is not a lot of guys out there that I trust. in order for me to take care of the WPCA and stilld o the big deals, will need staff members to take on some of these big issues.
Anwar - how many people interviewed for EDC psoition? Galligan - there are no individuals that will do it for 45,000. Full time staff about 70,000 Anwar - you have not evaluated anyone? Galligan - they are going to be in the 50-60,000 range. higher end ones will not get a lot of attention from. Anwar - some towns put ad out there? Galligan - Anwar - chambers is excellent institute. i think it is a slippery slope. thre are decisions that need to be kept quiet. the best thing would be to avoid this. there are some challenges Galligan - some of the reaons liked this is looked over resume. will have town attorney look at this but felt there were a lot of advantages to this.
McCann - no matter who you deal with you will have a problem with confidentiality. Galligan - will get with Town ATtorney and meet with Chamber Board of Directors
Delnicki - are we doing something that no other town has done? Galligan - no there are others that do this. The last 6 months have been a waste of my time. Dednicki - can we identify other towns that are using the Chamber of Commerce. Galligna - this would be using someone who only has an interest in South Windsor.
Yagaloff - when talk to TA - find out about the FOI Act. Can we make it subject to FOI.

Deputy Mayor Bazzano - Galligan - met with Larry Gormen and ECHN - there is a doctor who lives in town and talked about ALS service - ther eis a whole process. what would like to do is have TC come down company 3 and discuss ALS Bazzano - 2 people tht will not call 911 because of the issues that get involved. would like police department Galligan - tht iw what the meeting with Ambulance will be. Bazzano - service more important. Is there a reason why two ambulances come to town. why does patient get hanged to ALS?
Yagaloff - level of care versus the reality of the actual - the town should be prepared to have advances life support. Why can't we have abmulance corp that can give advanced life support. Galligan - need to sit down and discuss this issue. Yagaloff - feel paramedic support is very important and should be priority. Find out what we need to make this happen. Anwar - have aging populations. this is the time to re-assess - population is changing.
Reed - There is a process that towns need to go through in order to get paramedic services.

Galligan - Anwar - chambers is excellent institute. i think it is a slippery slope. thre are decisions that need to be kept quiet. the best thing would be to avoid this. there are some challenges Galligan - some of the reaons liked this is looked over resume. will have town attorney look at this but felt there were a lot of advantages to this.
McCann - no matter who you deal with you will have a problem with confidentiality. Galligan - will get with Town ATtorney and meet with Chamber Board of Directors
Delnicki - are we doing something that no other town has done? Galligan - no there are others that do this. The last 6 months have been a waste of my time. Dednicki - can we identify other towns that are using the Chamber of Commerce. Galligna - this would be using someone who only has an interest in South Windsor.
Yagaloff - when talk to TA - find out about the FOI Act. Can we make it subject to FOI.

Deputy Mayor Bazzano - Galligan - met with Larry Gormen and ECHN - there is a doctor who lives in town and talked about ALS service - ther eis a whole process. what would like to do is have TC come down company 3 and discuss ALS Bazzano - 2 people tht will not call 911 because of the issues that get involved. would like police department Galligan - tht iw what the meeting with Ambulance will be. Bazzano - service more important. Is there a reason why two ambulances come to town. why does patient get hanged to ALS?
Yagaloff - level of care versus the reality of the actual - the town should be prepared to have advances life support. Why can't we have abmulance corp that can give advanced life support. Galligan - need to sit down and discuss this issue. Yagaloff - feel paramedic support is very important and should be priority. Find out what we need to make this happen. Anwar - have aging populations. this is the time to re-assess - population is changing.
Reed - There is a process that towns need to go through in order to get paramedic services.
