Beaulieu, McCann Beaulieu - looking at the plan - seems to be prudent given the interest rates we have - page 7 - page 1 is a good explanation also - 22.1M total - 20.5M is taking the bond down to - there will be cost savings. 1.2M savings. Very well laid out plan. unanimous

Anwar - Havens Prauge - member of the Directors of the Chambers of Commerce - recuse Anwar - should we put time line in this? Galligan - contract is only for one year. TA has contract, Matt explained changes. Anwar - confidentiality - should that be part of the resolution? Galligan - that shoudl be part of the contract. Anwar - we wanted to go ahead with this with some protection and confidentiality of the Town. I do not feel this is in the resolution? Galligan - the contract will speak for itself. if you want to amend resolution that says confidentiality is important to move forward with this resolution. Havens - in the contract, do we have reporting requirements/ Galligan - yes every quarter. Yagaloff - on issue of confidentiality - a after first be it resolved at end of sentence "and said agreement shall include provision that shall not be without Council consent" Havens second 6-2 passed resolution passed - unaimous

Prague, Snyder Prague - have done a nice job. support this McCann - in favor generally of turn over of auditors but I think the reports they have given us are so clear and understandalbe so will support unanimous

Snyder, Anwar Snyder - after all information received feel this should go forward. did review the grant money - there are specific guidelines that need to be followed. we have an excellent staff. There has been no development over 26 years for development. Good thing for the community.
Anwar - piece of property - land value and building value - the cost of the property is significantly less then the building. Galligan - looked at sedge property. if brand new buidling would have to meet all requirements - 2.5 and 4 million to put building on that property. If you can't find existing building. If you have a building would cost much less. Anwar - you had mentioned in the last meeting you have not come across anyone who was interested in that building. Galligan - they put a price in at the second bid. Anwar - two people or one Galligan - one persons business did not fit the zone. have had property for two years and no one came forward. First time no one bid. Second time someone bid 275,000. the bid went out at 410,000. person could not close in 30 days as necessary. Anwar - we rejected the bid Galligan - too low and person could not close.
McCann - I feel you have exhausted your option to sell with commercial use. Impressed with Chief Reed's presentation. No net cost to the Town. You have produced a potential for East Hartford, Manchester and South windsor which would meet requirements under the statutes to take care of animals. The only problem I hear about is the location. For business reasons locating animal facility there may be detrimental to business community. I would say from my perspective should go ahead but if look at it from local town couuncillor would need to look at people's concerns. Asked you to look at lease - but can't use funds for that. Should exhaust all possibilities. Like plan but wish facility was in a different location. make sure we have exhausted all possibilities. should table and see if there are any alternatives. McCann - motion to table this discussion, Anwar second 3-6 did not pass to table
Yagaloff - putting back for business there are things that would benefit the Town - business perspective - there are concerns about an animal shelter - we have grant and it is a good plan. I think the thing missing is the cash value. if this was 1M building - we bid it out once at high appraisal. then bid out again 400,000 minimum bid - we were interested but rejected because it was under 400,000. we said we were going to send out for rebid and we never did that. we are not obligated to take bid but we don't have the data to know what a bid would bring. I am big on fairness and think the process should go back out to bid. Would only be a 30 day delay - weigh bid option against budget. I support the shelter but want everyone to be treated fairly. I support tabling the motion to go out for 30 day bid and then weigh everything.
Bazzano - one of the concerns I have is the cleanliness of this place. Is it your intention that offices will be there and the building will be maintained? Reed - they work out of headquarters right now. My vision is that they will work out of that building Bazzano - hours/ Reed - 7-3 and 3-11 - we will also have animal control officers from East Hartford and Manchester. Worry about disease control, maintenance control. We want peopel to come there and adopt animals. Bazzano - regarding grant money if we were able to use toward buidling. if in 6 month or 1 year would you have to give grant back? Galligan - what may happen here is after a while may have other towns wanting to do the regionalization. I could see goin gto another area when there are other towns interested. We have looked at this since 1996. we have mnore plans on this facility and this is the cheapest way out. The reason we looked at this is because if there is a storm that needs people to evacuate people are not going to leave their homes without their animals. Health of pets and stress level of residents are what the town is thinking of. This is a business decision. How long will a business take to begin. Even it is generates 13,000 for business, the Town is paying 24,000 in Vernon for this not including anyone's time. This is 14,000 savings to the Town. The grant will go back to OPM if we wait. WE have an opportunity and thinkw e should grab it. We try to be as fair as possible but ther eis a time to do a business decision. Bazzano - is it in the right place, do not feel will be a detriment to Sullivan Avenue. 8-24? Galligan - yes because if there is lease between Bazzano -amendment "which inlcudes, etc." 8-24 (friendly amendment) Bazzano - special use exception Bazzano - change of use? Michele - will come for application for special exception use - go to public hearing.
on amendment also special exception Havens - kennel does not belong on Sullivan Avenue. Two other Towns with 100,000, can we service that amount of people. Will cost more in personnel. Do not think we know what we are doing. Would not do it without more studies being done. There is activity in this community on Sullivan Avenue and rte. 5. I know we need the facilities for the animals but does not belong on Sullivan Avenue.
McCann - The Dept of Agriculture would demand that we build a certain structure that would cost 4.2M? Galligna - that is the number the agriculture expert told the Town. McCann - what are the minimum requirements, how many animals do we need to provide for? Chief Reed - 75 to 100 per year for South WIndsor. McCann - does the state require a certain number Reed - they have other requirements. There are certain amount that goes per square foot. depends on the level of service you want to provide. You want to have people come adopt animals. You put the facility in an area where people want to go. McCann - would we have agreement with neighbors to minimize any concerns of other businesses. Reed - we have had discussions with businesses and can coordinate with the busienss community. McCann - if we go forward and put facility at that location, there have been concern in the busienss community regarding the development of Sulivan Avenue. It would be necessary to work on public relations to ensure businesses that this would nto hurt their businesses. McCann - alterantives - can not lease and use state fudning and can not use if not regional faiclity? Galligan - correct McCann - if sell for 300,000 and use state funds would have funds to create such a shelter with 800,00 Galligan - any where I go people will say no. We have been trying to do this since 1996 and sewers are also a key issue. McCann - need sewers Galligna - can't have septic system. we have been in the dog community for a long time - we need a location.
Anwar - I hear that there has not been any development on Sullivan Avenue for 26 years? Galligan - 16 years - Gerber was there - it is slow because it is an industrial area. Anwar - what has been done to bring mnore business in this area. Sullivan Avenue is one of th emain areas. Galligan - anything that has been put there is tough - land owners do not want to give their property away cheap. If you do not have a motivated seller you will not have anything there and need a motivated buyer. Town has tried to bring is as much development as possible. Anwar - the statement that we made earlier is that things have not happened here? there is growth and there has been development. We are giving up an opportuity of growth for animals. Location is aproblem. Surprises me that many businesses are not here Galligan - has anyone walked down Commerce Drive to see what is there. The area is industrial. If you don't want to do it don't do it but don't make excuse that we don't do anything for business. Anwar - the local busineses that feel that way. Galligan - there is one property owner that is against this and he is in an industrial area and should not be. Anwar - it is something to be proud of. Gallligan - the zone is the way it is. There will always be someone who does not want this in their neighborhood.
Public Katherine Miller, Perrin Road - Animal shelter would be an asset for our community. We have an empty building. we are going to be mandated by the State - we are going to have to pay 4M if we do not do this right now. This is something we have to do. I don't understand how people can say lets not do this tonight. As a taxpayer this is a well planned out plan. People love their animals. I want the animal shelter.
Attorney Wayne Gerlt, 112 Deming Street - here tonight for Bruce Maneeley - I do not know anything about the bids. He believes this will be a detrimental effect on his buildings. firehouse is 300 feet away. Having a wedding there will be a problem. Why would you want to destroy an area. Have had 3 people call and say if this is approved they do not want their wedding there.
Ken Yound 595 Avery Street - would like the Council to make a decision about this.
Tammy Sira - Camp Bow Wow - do own business on a busy street - Outside you do not know and can not hear anything. Do not feel I have been a detriment to the community. At my facility it does not smell and the noise is not that loud and at this facility do not think there would be hardly any noise. Anywhere you go there will be someone not for this facility. Mr. Maneeley chose to go into an industrial area.
Laura Striker - having a facility if there is a storm - this is invaluable to me. Having a facility that will house my dog and having a place to adopt animals is invaluable to SW.
Corrine - Pupper Doe s- had about 40 dogs in our place one day and we never had any complaints. Shelter is safe haven for dogs. We do a wonderufl business on Sullivan Avenue.
Mayor - I have heard it all tonight. we not putting an eye sore in. We need to take a vote tonight because this has been discussed over 12 years. The opportunity is here

Galligan - we did have meeting on Monday with our rating agency - AA2 Moody's - they are concerned about our fund balance. Will have to do some work with the budget. S& P AA - under the notes SP1+ - did well. During our intermission found out there is 16M bonds that we can refinance and there is memo savings of 1.2M savings. Can not issue bonds until 15 days after which would be the 9th - would like to sell 35 days before. You have resolution tonight which would help us. It is something that we need to do. Talked to Moodys and them about the revenues. There is only one thing on expenditure concerned about - we are watching area on expenditure side to stay within budget. we have some open position that I am concerned about - Police Officer, Dispatcher, Secretary in P & Z - these positions are very key and should be replaced, Public Works - Rich Rylanders position also another one that is key position. Sewer Plant someone resigned. Blight Ordinance - working on this issue and hoping to have this issue for the next meeting. On the CCM there was a legislative update - on website - prevailing wages - funded mandates, etc.
Bazzano - on the police department losing the officer - we invest a lot of money on these officers, what costs for training Reed - selection process - uniforms and equipment - tuition of police academy - pay their salary - receive all costs to take to hire a person, our hiring process is 8-12,0000 - salary - 53,000 - Bazzano - are they sworn in as soon as they start on 53,000 - Reed - they ar ein training, but not certified - 22 week academy, 16 training - she opted to resign and she would have to keep her training going so not certified. There is no way to recoup funds. Better that person decides to leave so we don't have to fight at the end. Bazzano - how many officers? 39 Bazzano - release funds to hire process again? Galligan - yes, process could take 3-4 months. Bazzano - in favor of replacing an officer Bazzano - Public Works - spend a lot of money on supervisors. To replace one makes some sense but would like to know if we could restructure department. 4 supervisors that do on call but they are not getting overtime but there is another supervisor that does not circulate on call. Would be worth trying to restructure managers. Galligan - pull out job description and will get Yagaloff - as long as public safety position we should make sure adequately staffed. Public Works not sure willing to break freeze, Pollutio Control person no prepared because of explanation of overtime. Pollution Control shoudl come before the Council. P & Z minutes not in favor of hiring Galligan - full time position that works all day and does minutes Yagaloff - may be someone on staff to do on temporary basis - not prepared to release spending freeze. Galligan - everyone of our secretary's are doing night meetings. If something happens in land use meeting and minutes are not done those are vital key records kept. Yagaloff - Ambulance Corps. have asked someone to come in to speak. The representative has not come in Matt - he said he will have those documents. Board of Directors would like to talk about this before they come out. Yagaloff - advance life support is what I believe SW needs. If we could get them in here the sooner the better
Beaulieu - rating reviews - budget - are there any other strength or weaknesses? Galligan - Moody's - S 7 P looks at the global picture - think we have to stop using fund balance because they want 12% and we are under 4%.
Anwar - bond refinancing - because rates are good right now the Town can save money by refinancing? Galligan - yes Anwar - good idea and timing critical because have a rating.
McCann - feedback - position - replacing officer in favor and the dispatcher - Water Pollution Control - ned to have that facility working 100% of the tijme and do not thik we can skimp. P & Z Secretary is crucial and should be replaced. Garage Supervisor - shold take look at restructuring that department.
Havens - we are at basic level now over the last 5 years. Can not see cutting these positions at all and should replace these positions. Dispatcher is very important, they save lives. Other positions should be replaced. We have a certain amount of service in this community.
Prague - think we all agree that we need to hire Police Officer and Dispatcher. Do we have anyone to pick through last picks? Reed - no we need to to go through process for Police Officer but do have list for Dispatcher. Prague - see they are having trouble getting Police Officers, think going to be challenging. Going through Fleet Services - you could divide this job up and do not see why we should replace this position. As far as the Secretary goes, we should have nothing but action minutes done and you could get verbatim if you want but there are other ways to get verbatim - could listen to the tape. Can't see why we can't have voice recognition that can do verbatim. In corporations we do not have secretaries, we do it for ourselves, we need to embrace technology and should use it. I think that we need to use technology to do minutes. Digital meetings and volice recognition are cheap. not in favor of replacing - we need to see the budget.
Snyder - these positions that you are requesting are not new positions. I think the public safety positions are important. Fleet Service manager feel if Town Manager is looking to replace should be considered to be replaced. These are not new psoitions they are positions that need to be replaced. These positions are already in the budget. think we should consider staffing at a level that needs to be staffed. I would support his to allow - Secretaries are not just secretaries and should be replaced. Galligan - people want to talk to a person - technology is good but when a taxpayers wants to talk to a person not a computer.
Anwar - there is a customer service component that needs to be addressed. A lot of people in our community are behind in technology - we have to have system in place to provide support. Need to make sure that we remain focused on customer service components. Should replace people because they have already been budgeted. Respect to Supervisor - discuss what supervisor is? Galligan - po, monitoring, taking snow storms, opening up streets, we have 26 square miles of road, Your infrastructure here is worth a lot of money and have 5 or 6 people taking care of everything in Town. I will take a look at it but do not want level of service to go down. Planning Dept. we lost a position - HR lost one person, we have done a lot of work with less - get to point where it could effect level of service. Anwar - the point is supervisors are hands on. I support our Town emp[loyees for the work they do and need to replace current positions.
Havens - we have to let the Town Manager know if these positions should be replaced.
Delnicki - think we need to give clear consensus on these positions. I think save to say Police Officer and Police Dispatch is something we all agree that should be Yagaloff - point of order - in order to hire pass the resolution Delnicki - we can do that at the next meeting. do not want Matt to bring resolution forward on issue that the Council is not going to support. This will give direction. Police officer and dispatcher want to go forward. Water Pollution Control - 7-1 - yes; Secretary P & Z 6-2 yes; Fleet Services - no consensus on that3 yes, 5 no Bazzano suspend the Ruels to go to Item PP; Havens second, unanimous

Yagaloff Delnicki Yagaloff - would like to see if we could move TM Report up a little bit. Delnicki - where would you suggest changing it? Yagaloff perhaps after 11 - need to keep TM Report shorter. Concept is get information out - right now after all public input. eithr after consent agenda Delnicki - tonight was 40 minutes for the TM Report. We want to get the business of the people done. Anything in the Town Manager's Report would be brought up during the item. I could agree to making it 17. Yagaloff - maybe after 13 Galligan - TM report - we don't coment on agenda items - boinding woudl be discussed at the time of the resolution and could eliminate a lot of discussion. Delnicki - I would like to stay with this format to get nuts and bolts done. Havens - in my opinion the TM report is the only thing the public looks forward to. Delnicki - what about during the Work Session Havens - if he buys into that I would be for that. Prague - the Town Manager's report is some people's time to be political. When I have questions I call Matt. Our most political discussions during TM Report. I would agree to put the TM first if the Council can not comment on it until later in the meeting. I think it should be put on the web. We are making people wait for a long time and should get this done early in the meeting. Items should be put in order if there are people who are going to be here. Shoudl do people's business first and then our business. Anwar - getting feeling that people should not speak. we are doing critical decision making - restrict discussion items should not be done. Delnicki - everyone will have opportunities to discuss an item. The Work Session gives the Town Manager an opportunity to discus items that he feels is important. Havens - many councils start at 6 p.m. and they get business done. if you don't want to start at 6pm we should meet weekly. we talk too much and say nothing. lets shorten what we have to say. Don Gonsalves, 40 Bayberry Trail - suggestions - talk about your new procedures - when I moved to the town in 2005 - on the bottom was public is welcome under any agenda item. I don't know who approved it. I would like to see that we can ask questions on any agenda item. what you have done is an improvement. I would like to see comment about the agenda. The State AA2 to AA3 - we are one of the lowest States. most all states are AA2 - 5 states less than AA2 and CT is in that group. We are goin gtohave trouble geting money from state int he future. Anwar - we wanted to go ahead with this with some protection and confidentiality of the Town. I do not feel this is in the resolution? Galligan - the contract will speak for itself. if you want to amend resolution that says confidentiality is important to move forward with this resolution. Snyder, Anwar Snyder - after all information received feel this should go forward. did review the grant money - there are specific guidelines that need to be followed. we have an excellent staff. There has been no development over 26 years for development. Good thing for the community.
Anwar - piece of property - land value and building value - the cost of the property is significantly less then the building. Galligan - looked at sedge property. if brand new buidling would have to meet all requirements - 2.5 and 4 million to put building on that property. If you can't find existing building. If you have a building would cost much less. Anwar - you had mentioned in the last meeting you have not come across anyone who was interested in that building. Galligan - they put a price in at the second bid. Anwar - two people or one Galligan - one persons business did not fit the zone. have had property for two years and no one came forward. First time no one bid. Second time someone bid 275,000. the bid went out at 410,000. person could not close in 30 days as necessary. Anwar - we rejected the bid Galligan - too low and person could not close.
McCann - I feel you have exhausted your option to sell with commercial use. Impressed with Chief Reed's presentation. No net cost to the Town. You have produced a potential for East Hartford, Manchester and South windsor which would meet requirements under the statutes to take care of animals. The only problem I hear about is the location. For business reasons locating animal facility there may be detrimental to business community. I would say from my perspective should go ahead but if look at it from local town couuncillor would need to look at people's concerns. Asked you to look at lease - but can't use funds for that. Should exhaust all possibilities. Like plan but wish facility was in a different location. make sure we have exhausted all possibilities. should table and see if there are any alternatives. McCann - motion to table this discussion, Anwar second 3-6 did not pass to table
Yagaloff - putting back for business there are things that would benefit the Town - business perspective - there are concerns about an animal shelter - we have grant and it is a good plan. I think the thing missing is the cash value. if this was 1M building - we bid it out once at high appraisal. then bid out again 400,000 minimum bid - we were interested but rejected because it was under 400,000. we said we were going to send out for rebid and we never did that. we are not obligated to take bid but we don't have the data to know what a bid would bring. I am big on fairness and think the process should go back out to bid. Would only be a 30 day delay - weigh bid option against budget. I support the shelter but want everyone to be treated fairly. I support tabling the motion to go out for 30 day bid and then weigh everything.
Bazzano - one of the concerns I have is the cleanliness of this place. Is it your intention that offices will be there and the building will be maintained? Reed - they work out of headquarters right now. My vision is that they will work out of that building Bazzano - hours/ Reed - 7-3 and 3-11 - we will also have animal control officers from East Hartford and Manchester. Worry about disease control, maintenance control. We want peopel to come there and adopt animals. Bazzano - regarding grant money if we were able to use toward buidling. if in 6 month or 1 year would you have to give grant back? Galligan - what may happen here is after a while may have other towns wanting to do the regionalization. I could see goin gto another area when there are other towns interested. We have looked at this since 1996. we have mnore plans on this facility and this is the cheapest way out. The reason we looked at this is because if there is a storm that needs people to evacuate people are not going to leave their homes without their animals. Health of pets and stress level of residents are what the town is thinking of. This is a business decision. How long will a business take to begin. Even it is generates 13,000 for business, the Town is paying 24,000 in Vernon for this not including anyone's time. This is 14,000 savings to the Town. The grant will go back to OPM if we wait. WE have an opportunity and thinkw e should grab it. We try to be as fair as possible but ther eis a time to do a business decision. Bazzano - is it in the right place, do not feel will be a detriment to Sullivan Avenue. 8-24? Galligan - yes because if there is lease between Bazzano -amendment "which inlcudes, etc." 8-24 (friendly amendment) Bazzano - special use exception Bazzano - change of use? Michele - will come for application for special exception use - go to public hearing.
on amendment also special exception Havens - kennel does not belong on Sullivan Avenue. Two other Towns with 100,000, can we service that amount of people. Will cost more in personnel. Do not think we know what we are doing. Would not do it without more studies being done. There is activity in this community on Sullivan Avenue and rte. 5. I know we need the facilities for the animals but does not belong on Sullivan Avenue.
McCann - The Dept of Agriculture would demand that we build a certain structure that would cost 4.2M? Galligna - that is the number the agriculture expert told the Town. McCann - what are the minimum requirements, how many animals do we need to provide for? Chief Reed - 75 to 100 per year for South WIndsor. McCann - does the state require a certain number Reed - they have other requirements. There are certain amount that goes per square foot. depends on the level of service you want to provide. You want to have people come adopt animals. You put the facility in an area where people want to go. McCann - would we have agreement with neighbors to minimize any concerns of other businesses. Reed - we have had discussions with businesses and can coordinate with the busienss community. McCann - if we go forward and put facility at that location, there have been concern in the busienss community regarding the development of Sulivan Avenue. It would be necessary to work on public relations to ensure businesses that this would nto hurt their businesses. McCann - alterantives - can not lease and use state fudning and can not use if not regional faiclity? Galligan - correct McCann - if sell for 300,000 and use state funds would have funds to create such a shelter with 800,00 Galligan - any where I go people will say no. We have been trying to do this since 1996 and sewers are also a key issue. McCann - need sewers Galligna - can't have septic system. we have been in the dog community for a long time - we need a location.
Anwar - I hear that there has not been any development on Sullivan Avenue for 26 years? Galligan - 16 years - Gerber was there - it is slow because it is an industrial area. Anwar - what has been done to bring mnore business in this area. Sullivan Avenue is one of th emain areas. Galligan - anything that has been put there is tough - land owners do not want to give their property away cheap. If you do not have a motivated seller you will not have anything there and need a motivated buyer. Town has tried to bring is as much development as possible. Anwar - the statement that we made earlier is that things have not happened here? there is growth and there has been development. We are giving up an opportuity of growth for animals. Location is aproblem. Surprises me that many businesses are not here Galligan - has anyone walked down Commerce Drive to see what is there. The area is industrial. If you don't want to do it don't do it but don't make excuse that we don't do anything for business. Anwar - the local busineses that feel that way. Galligan - there is one property owner that is against this and he is in an industrial area and should not be. Anwar - it is something to be proud of. Gallligan - the zone is the way it is. There will always be someone who does not want this in their neighborhood.
Public Katherine Miller, Perrin Road - Animal shelter would be an asset for our community. We have an empty building. we are going to be mandated by the State - we are going to have to pay 4M if we do not do this right now. This is something we have to do. I don't understand how people can say lets not do this tonight. As a taxpayer this is a well planned out plan. People love their animals. I want the animal shelter.
Attorney Wayne Gerlt, 112 Deming Street - here tonight for Bruce Maneeley - I do not know anything about the bids. He believes this will be a detrimental effect on his buildings. firehouse is 300 feet away. Having a wedding there will be a problem. Why would you want to destroy an area. Have had 3 people call and say if this is approved they do not want their wedding there.
Ken Yound 595 Avery Street - would like the Council to make a decision about this.
Tammy Sira - Camp Bow Wow - do own business on a busy street - Outside you do not know and can not hear anything. Do not feel I have been a detriment to the community. At my facility it does not smell and the noise is not that loud and at this facility do not think there would be hardly any noise. Anywhere you go there will be someone not for this facility. Mr. Maneeley chose to go into an industrial area.
Laura Striker - having a facility if there is a storm - this is invaluable to me. Having a facility that will house my dog and having a place to adopt animals is invaluable to SW.
Corrine - Pupper Doe s- had about 40 dogs in our place one day and we never had any complaints. Shelter is safe haven for dogs. We do a wonderufl business on Sullivan Avenue.
Mayor - I have heard it all tonight. we not putting an eye sore in. We need to take a vote tonight because this has been discussed over 12 years. The opportunity is here

Galligan - we did have meeting on Monday with our rating agency - AA2 Moody's - they are concerned about our fund balance. Will have to do some work with the budget. S& P AA - under the notes SP1+ - did well. During our intermission found out there is 16M bonds that we can refinance and there is memo savings of 1.2M savings. Can not issue bonds until 15 days after which would be the 9th - would like to sell 35 days before. You have resolution tonight which would help us. It is something that we need to do. Talked to Moodys and them about the revenues. There is only one thing on expenditure concerned about - we are watching area on expenditure side to stay within budget. we have some open position that I am concerned about - Police Officer, Dispatcher, Secretary in P & Z - these positions are very key and should be replaced, Public Works - Rich Rylanders position also another one that is key position. Sewer Plant someone resigned. Blight Ordinance - working on this issue and hoping to have this issue for the next meeting. On the CCM there was a legislative update - on website - prevailing wages - funded mandates, etc.
Bazzano - on the police department losing the officer - we invest a lot of money on these officers, what costs for training Reed - selection process - uniforms and equipment - tuition of police academy - pay their salary - receive all costs to take to hire a person, our hiring process is 8-12,0000 - salary - 53,000 - Bazzano - are they sworn in as soon as they start on 53,000 - Reed - they ar ein training, but not certified - 22 week academy, 16 training - she opted to resign and she would have to keep her training going so not certified. There is no way to recoup funds. Better that person decides to leave so we don't have to fight at the end. Bazzano - how many officers? 39 Bazzano - release funds to hire process again? Galligan - yes, process could take 3-4 months. Bazzano - in favor of replacing an officer Bazzano - Public Works - spend a lot of money on supervisors. To replace one makes some sense but would like to know if we could restructure department. 4 supervisors that do on call but they are not getting overtime but there is another supervisor that does not circulate on call. Would be worth trying to restructure managers. Galligan - pull out job description and will get Yagaloff - as long as public safety position we should make sure adequately staffed. Public Works not sure willing to break freeze, Pollutio Control person no prepared because of explanation of overtime. Pollution Control shoudl come before the Council. P & Z minutes not in favor of hiring Galligan - full time position that works all day and does minutes Yagaloff - may be someone on staff to do on temporary basis - not prepared to release spending freeze. Galligan - everyone of our secretary's are doing night meetings. If something happens in land use meeting and minutes are not done those are vital key records kept. Yagaloff - Ambulance Corps. have asked someone to come in to speak. The representative has not come in Matt - he said he will have those documents. Board of Directors would like to talk about this before they come out. Yagaloff - advance life support is what I believe SW needs. If we could get them in here the sooner the better
Beaulieu - rating reviews - budget - are there any other strength or weaknesses? Galligan - Moody's - S 7 P looks at the global picture - think we have to stop using fund balance because they want 12% and we are under 4%.
Anwar - bond refinancing - because rates are good right now the Town can save money by refinancing? Galligan - yes Anwar - good idea and timing critical because have a rating.
McCann - feedback - position - replacing officer in favor and the dispatcher - Water Pollution Control - ned to have that facility working 100% of the tijme and do not thik we can skimp. P & Z Secretary is crucial and should be replaced. Garage Supervisor - shold take look at restructuring that department.
Havens - we are at basic level now over the last 5 years. Can not see cutting these positions at all and should replace these positions. Dispatcher is very important, they save lives. Other positions should be replaced. We have a certain amount of service in this community.
Prague - think we all agree that we need to hire Police Officer and Dispatcher. Do we have anyone to pick through last picks? Reed - no we need to to go through process for Police Officer but do have list for Dispatcher. Prague - see they are having trouble getting Police Officers, think going to be challenging. Going through Fleet Services - you could divide this job up and do not see why we should replace this position. As far as the Secretary goes, we should have nothing but action minutes done and you could get verbatim if you want but there are other ways to get verbatim - could listen to the tape. Can't see why we can't have voice recognition that can do verbatim. In corporations we do not have secretaries, we do it for ourselves, we need to embrace technology and should use it. I think that we need to use technology to do minutes. Digital meetings and volice recognition are cheap. not in favor of replacing - we need to see the budget.
Snyder - these positions that you are requesting are not new positions. I think the public safety positions are important. Fleet Service manager feel if Town Manager is looking to replace should be considered to be replaced. These are not new psoitions they are positions that need to be replaced. These positions are already in the budget. think we should consider staffing at a level that needs to be staffed. I would support his to allow - Secretaries are not just secretaries and should be replaced. Galligan - people want to talk to a person - technology is good but when a taxpayers wants to talk to a person not a computer.
Anwar - there is a customer service component that needs to be addressed. A lot of people in our community are behind in technology - we have to have system in place to provide support. Need to make sure that we remain focused on customer service components. Should replace people because they have already been budgeted. Respect to Supervisor - discuss what supervisor is? Galligan - po, monitoring, taking snow storms, opening up streets, we have 26 square miles of road, Your infrastructure here is worth a lot of money and have 5 or 6 people taking care of everything in Town. I will take a look at it but do not want level of service to go down. Planning Dept. we lost a position - HR lost one person, we have done a lot of work with less - get to point where it could effect level of service. Anwar - the point is supervisors are hands on. I support our Town emp[loyees for the work they do and need to replace current positions.
Havens - we have to let the Town Manager know if these positions should be replaced.
Delnicki - think we need to give clear consensus on these positions. I think save to say Police Officer and Police Dispatch is something we all agree that should be Yagaloff - point of order - in order to hire pass the resolution Delnicki - we can do that at the next meeting. do not want Matt to bring resolution forward on issue that the Council is not going to support. This will give direction. Police officer and dispatcher want to go forward. Yagaloff Delnicki Yagaloff - would like to see if we could move TM Report up a little bit. Delnicki - where would you suggest changing it? Yagaloff perhaps after 11 - need to keep TM Report shorter. Concept is get information out - right now after all public input. eithr after consent agenda Delnicki - tonight was 40 minutes for the TM Report. We want to get the business of the people done. Anything in the Town Manager's Report would be brought up during the item. I could agree to making it 17. Yagaloff - maybe after 13 Galligan - TM report - we don't coment on agenda items - boinding woudl be discussed at the time of the resolution and could eliminate a lot of discussion. Delnicki - I would like to stay with this format to get nuts and bolts done. Havens - in my opinion the TM report is the only thing the public looks forward to. Delnicki - what about during the Work Session Havens - if he buys into that I would be for that. Prague - the Town Manager's report is some people's time to be political. When I have questions I call Matt. Our most political discussions during TM Report. I would agree to put the TM first if the Council can not comment on it until later in the meeting. I think it should be put on the web. We are making people wait for a long time and should get this done early in the meeting. Items should be put in order if there are people who are going to be here. Shoudl do people's business first and then our business. Anwar - getting feeling that people should not speak. we are doing critical decision making - restrict discussion items should not be done. Delnicki - everyone will have opportunities to discuss an item. The Work Session gives the Town Manager an opportunity to discus items that he feels is important. Havens - many councils start at 6 p.m. and they get business done. if you don't want to start at 6pm we should meet weekly. we talk too much and say nothing. lets shorten what we have to say. Yagaloff - you are right you give everyone a lot of people time to talk. to deal with this one issue and make sure everythign is done - mayube move after 15 Amend #18 after #18 Yagaloff, Bazzano, unanimous unanimous on the resolution.

Pension Committe McCann - reviewed the portfolio, the make up, the allocation of the portfolio - we received report regarding the slight improvement of portfolio. There are a couple of managers that we continue to watch and want to make sure they are managers that we want ot keep. will meet in 3 moths to review that again.

Bazzano - Field Committee has been assembled, 15 members. Hoping to meet next Monday on the 13th. Council Clerk will send out email on that. Prague - I am confused on where Temporary Sewer stands? Matt - we have two members - Don and need one more resident - going to go ahead with the meetings. brinign in CT Water company also. Judges are Delnicki, Havens, Carter and Field, Morrison will be MC - Tickets are on sale now - Anwar - graffiti is still there Galligan - I can't touch that - there is a work order and can't do much more than that. called the president - Anwar - would it be a problem if resident cleaned it up? Galligan - told by cox it is their equipment - will keep calling

Don Gonsalves, 40 Bayberry Trail - suggestions - talk about your new procedures - when I moved to the town in 2005 - on the bottom was public is welcome under any agenda item. I don't know who approved it. I would like to see that we can ask questions on any agenda item. what you have done is an improvement. I would like to see comment about the agenda. The State AA2 to AA3 - we are one of the lowest States. most all states are AA2 - 5 states less than AA2 and CT is in that group. We are goin gtohave trouble geting money from state int he future. Would like to request that the Town Manager's report in the Library. Bond refinance - 1 or 2 page summary - no one except Cindy could go through Galligan - page 7 was a summary.
