McCann - Sidewalks and Bikeways Subcommittee had its first meeting. Have gotten back to Jeff Doolittle with specific requests. he will be getting back to the subcommittee. we have also asked him to take look at project that is coming up immeidately and to get back to us with information concerning how the Walk & Wheel Ways Policy could be incorporated into the project. Will be having pr
Bazzano - met Fields Committee - discussed a lot of issues that came forward. will meet again in about 3 weeks to continue. Yagaloff - excellent meeting - really productive meeting.

Haven Yagaloff Havens - Mr. Galligan, please explain Galligan - history back in 1915 Town has responsiblity to take care of cemeteries. Association was put together to make sure cemetery is maintain. we pay them to maintain. With the Storm they had a lot of damage and it is our responsibility. Association came to me and they would not be able to take care of. we have 180 days to try to get reimbursed for this. Snyder Bazzano Prague - recused himself - conflict Yagaloff - last meeting we had Town Manager told us there were 7 positions and then subsequently FEMA report showed there were 9 position plus the supervisor of the department. I was concerned - should have report telling us why position is urgent. we are not supposed to fill positions that are not urgent. Will not support - have had problem with Sewer budget. This council did not approve budget. Council does not have control over plant. they should hire their own position because we do not control their budget. Galligan - did send something out. there are 7 plant operators, 1 lab, 1 secretary, 1 supervisor, 1 facility person. - there are 11 positions. do agree with Councillor Yagaloff - think it is their responsibility. McCann - I am just a Town Counicllor to extent that hiring freeze imposing on WPCA makes sense to lift hiring freeze to allow them to hire that position. This is a critical function for the town. do not want to micro manage will support lifting freeze. Bazzano - I will support but do agree with Councillor Yagaloff. Galligan - courtesy coming from me. we shoudl have discussion here. key position. we don't run crew at night. Delnicki - sewer system could have serious problem if the system failed. reaffirms our commitment to the environment and protecting residents. 6-1 passed - Yagaloff nay

Yagaloff Havens Yagaloff - did some background work on this and went up to department and talked to staff. key position and feel it is an essential position. Prague - someone reminded me that Michele does not have another Michele, will support Havens - these positions are key and staff will be important. Council has acted responsibly. Delnicki - technology doe snot always work. unanimous

18 Alison Drive - was listening earlier about the Blight Ordinance - one councillor said should not be from neighbor. would like you to go to my house and walk the perimeter. right now you can see everything but not from the streeet. two people have been cited then make a decision whether this should be or should not be part of the ordinance. my property has been devalued because of tht. Delnicki - would encourage you to come forward to the public hearing.

McCann - on Feb 27th at 7pm in Council Chambers there will be preliminary meeting regarding Safe Routes to School. Bazzano - two weeks ago asked about contingency? Galligan - have contingency and transfer into account that you would like to use. Bazzano - did you use all of the Galligan - that account lapses back into the general fund. mosquito control funds were used Bazzano - received email wondering about the computers at the library. asking if there is an upgrade coming up on those? Etter - we are about to roll out 10 computers and they will be replacing old computers. Bazzano - where are we WPCA committee Galligan - last resident just popped up today. can start prague - this Thursday 5-whenever - there is fund raiser fo rthe Irish committee - this year's honorees are Billy Mitchel and_______Shea. wil be at the fund raiser. Delnicki - IWA/CC - membership of the Commission - (exhibit A) Matt can you check whether this commission can be amended Galligan - Barry Guliano ruled that land use commissions sould not have even number of commission members. Delnicki - IWA/CC has always been non partisan but need to find out ruling from TA.
