177 Greenway Drive - propose skate park in South windsor. We have many different type of recreation activities and the only thing that there is not is a skate park. There are many people who would like a skate park. It will give more things for kids to do. There could be a program. There are no other places to skate without getting in trouble.
Mary Etter - Director of SW PUblic Library - months worth of special programming, focus on american history. series of programs 2 book for lunch programs 4/3 and 4/18; book clubs all dealing with civil war, presentation with SW Historical Society 4/12 (left flyers)

Anwar - Sidewalk & Bikeway - complete streets will be presented at next meeting. Ordinance requiring sidewalks in front of their home they are responsible for. There have been nothing collected by the Town. Will be looking at this ordinance because has not benefitted the town.

13 C Prague, Snyder Anwar - concerned by appointment of Rick Stahr to BOE - have been approached by parents. I realize people make mistakes. Found apoligy from him that was in the newspaper. The ones who know him through web are not happy. those who know him are happy with him. Talked to him - BOE is very important board - will not support.
Yagaloff - do feel apology true - hard working individual. what was done was wrong but people learn from their mistakes. I will support his appointment.
Havens - really unusual when we have appointments - feel everyone has made a good decision - responsibility is really with the republicans. will support. passed 8-1 (Anwar)

Yagaloff - Snyder McCann - don't disagree witht his resolution - I do question whether Tc can bind future Council regarding budget. Can approve settlement but not out of a certain fund. Delnicki - 2012/2013 will be voted on by May 22. 2013/2014 we have to pay current budget and then second payment in next budget. McCann 2011/2012 and 2012/2013 McCann - change 2011/2012 and 2012/2013 - Yagaloff accepted at friendly amendment. Yagaloff - this is a good settlement for the Town - could have been much more expensive - fair settlement - will support. unanimous
D. Resolution Submitting Road and Drainage Capital Improvement Projects to the Planning & Zoning Commission pursuant to Section 8-24 of the Connecticut General Statutes
Beaulieu, Bazzano, Prague - I remember big sign Foster STreet and Miller Road Doolittle - different drainage project Prague - what is the situation still wiating for permit from State - shoudl receive soon Prague -will cnstruct happen this year Doolittle - trying McCann - by putting these on the list - we are not taking any off the list, just adding to the list. unanimous
E. Resolution Supporting the Design of Roadway Improvements for Avery Street from Kelly Road to North of Woodland Drive
Anwar, Snyder, yagaloff - when we did Kelly Road and improvements were made - did the Council reserve the right for final improvements. This is not coming bakc to Counicl. Galligan - Yagaloff - residents have complaints - final plan come back to Council so residents will have final say Doolittle - this will come before the Council to support this project once we get to design process. It will be back before Counicl Yagaloff - just want to make sure residents know they will be able to come before the Council if they have problem. Delnicki - workshops - will they be run like Kelly Road? Doolittle - we will have opportunity for public input and will have smaller workshops. Delnicki - very imporant to have public input. suggest do same as Kelly Road. agree needs to come back before the Town Council. Havens - support resolution - long time coming. Good to know alternatives will be considered. McCann - glad that Counicilor Havens said something about sidewalks. glad to see alternatives be reviewed. Public Ken Sek - 285 Griffin Road - there iwll always be someone tht does not want to have something is the individual you will hear from. There are a lot of individuals that do want sidewalks. Thre are lot more traffic and sidewalks could protect individuals that want to walk. Have had sidewalks for 35 years and in support of sidewalks. unanimous
F. Resolution Approving the Transfer of $25,782 from the Contingency Account to the Park & Recreation Maintenance Contract Account
Bazzano, McCann Bazzano - this is what this is about - money will come from FEMA Galligan - yes will come from FEMA in about 8 months from now. We need to replenish this fund for other projects to get done. Bazzano - is this from storm? Galligan - 80-90% storm McCann - one item of storm damage, Little League - batting cages need to be fixed. Will this appropriation cover that? John Caldwell - yes some will be used for repair of batting cages. Most will be done in house - will be replacing one that was done really bad. unanimous
G. Resolution Approving the Transfer of $7,060 from the Contingency Account to the Environmental Health Department's Professional Account
Havens, Snyder Beaulieu - for benefit of everyone - have been down at Ellsworth and mosquitos are horrible and really glad doing something. Delnicki - Galligan - looking to go into catch basins before they get wet and put in that area. spraying not effective. brand new system being used. Delnicki - will tht be avilable for neighborhoods? Galligan - they can contract the health department unanimous
H. Resolution Addressing the Expected Shortfall in Revenues for the 2011/2012 Budget
McCann, Beaulieu McCann - this is a continuing resolution that addresses concern with respect to revenues to be generated. Fees for Planning and Town Clerk Office have been a concern. This will keep budget in check to end year in good standings. Havens - good idea. the only thing that bothers me is we have a manager that has been here for 15 years and knows. if we had manager who was new it would be different. this should be put on themanager's shoulders. taking his responsiblity away from him. McCann - I also have great deal of respect. Would not continue with this resolution if he was not on board with this. Galligan - this is a policy decision and should be decided by the Council. good to know Town Council is supporting the Town Manager unanimous
I. Discussion Item - Department Budget Presentations (requested by Mayor Delnicki)
Delnicki - over the years have gotten different type of information from department heads - thought we should ask the Town Council what they would like from department heads for the budget presentations. Snyder - I would like to see a clear listing of increases that are large, more than 2% - factors of why this increase is being asked for. explanation of increases.
Anwar - Having all departments having a presentation woudl be helpful because new Council memberrs would learn.
Prague - Tolland has incredible budget book. change for next year. Galligan - puiblic sometimes gets lost - could get different formats and Town Council can decide what format should be used. Prague - would know department goals. Galligan - right now all revenue goes back - see what department is earning money. Prague - the BOE budget this year is the most transparent budget ever. Delnicki - why can't department heads give us staffing levels for the past five years. Galligan - we have done all different types - are we worried about taxes or services. have to look at programs. we can get information for TC. Delnicki - would like staffing level - do not know who have had growth and who have not. Yagaloff - last year was tough - this year will be harder - what happens is we have departments coming in talking about their needs - I was the first one to come with cuts last year. we should be asking the departments why they can't cut back. Galligan - Boards and Commission, small depts. are a waste - List of things would get rid of - yagaloff - should have information - if TM gave target numbers - we could at least ask hard questions. major items come in tell us why they need it. Galligan - the budget requests over 2M and I put to 1.4M - discrtionary spenidng 600,000 - like to ask Council to look at services - need discussion with Counicl. McCann - all good ideas - all input is welcomed from all councilors - Prior year expenditures has been very helpful. The Council should receive a compariso of the pat 3 years of budget amounts and expenditures prepared a head of time. second thing - expenditures over the past several years on IT improvements - with each department there have been efficiencies adopted - if part of department point our efficienticies they were not able to achieve but project efficienciies in the deparmten that may be able to be done. (more to public). a more specific request - public works hear from them suggestions how the PW dept. can be structured and focused with eliminating Fleet Manager. Bazzano - priority based budget - never talk about what we want for the next year budget. Never talk about what we want for the next year. we keep continuing in the same way. would like to see goals. Galligan - you will never have priority based budget in this town unless as 9 members you can agree that the residents are not only concerned with increased taxes. Town Council needs to set financial goals. Bazzano - did it last year Park & Recreation Commission had efficiencies. Challenge departments. Snyder - BOE clear strategic plan, when governing body sets strategic plan - if we put emphasis on public safety and then buildng and facilities = taht gives clear direction to Town Manager. I don't see any strategic plan. The other thing do not see process. What is the budget process - Delnicki - need to challenge department heads to come up with better ways to do things. Beaulieu - survey? Galligan - will have to find out - people are happy with services - can pull out three services - put politics out of budget - top ten list and look at budget. Delnicki - several people can not make it so it will be set for another date. maybe a Wednesday in April. New council members to send dates in April on Wednesday.

Snyder, Bazzano Anwar - lot of concerns about this. We are living in difficult times. Challenges now where people get admitted to the hospital and they are in there for a while. Anothr problem is when spouse loses job. economy has made some decisions very tough - I understand the purpose but will add to problems to people in the community. There are a number of parts - enforcement managed by Town Manager - Galligan - Blight enforceable by Building Offiicial - if appeal decided by Town Manager Anwar - wonder if shoudl go thorugh Town counicl. Want to make sure there are protections for peopel who are going through tough times.
Delnicki - Galligan - blight oridnnace has been around for 10 years. Delnicki - is this different one Galligan - no same one. Delnicki - the one that protected people who are in their homes and can not take care of things. house in foreclosure Galligan - the purpose of this ordinance is if someone walks away from property and it is in disrepair. Really this is to address abandoned properties.
McCann - have concerns about ordinance but the ordinance tries to strick a balance for those who are being near blighted property. South Windsor has always tried to help individuals. hope town This ordinance
Yagaloff - the definitions have been tightened up. vacant property has not been addressed. I know this was mailed out but just realized do not think it does what we think it does. the meat of this is definitions and section 4 defines public nuisance. method for appeals - nothing in nuisance that restricts us to abandoned property. nmeeds to be corrected to be fixed. Enforcement - McCann - think it would be worthwhile Galligan - could wait for Town ATtorney - premises - vacant - Think the definition was there and know what the intent is. Delnicki - to put concerns aside would say we should postpone action until next regular meeting. have Town Attorney review and make sure addressing what we want, Vacan, abandoned, foreclosed. Yagaloff - concept was that replacing old ordinance. should define the nuisance - provision regarding abandoned properties - clearn we do not want to allow entry onto Galligan - took different things and put them in different areas Anwar - 3-7 weeks that home will be vacant if senior breaks her hip - is that home going to be considered vacant, what protections for that individual. want to make sure they are protecting. Galligan - do not mean the house is abandoned or vacant. Do not think have thrown anyone out of their house. Anwar - want to make sure protection in place McCann - Council needs to focus- does the council want the ordinance to apply to vacan tor abandoned home Delnicki - when house becomes vacant/abandoned - foreclosed property McCann - htis ordinance Delnicki - need to send back to TA to make sure it is doing what we want it to do. if not have her come back Galligan - have her come to next meeting McCann - only apply to abandoned and vacant properties - do not want it to apply to all properties. The enforcement mechanism is sam efor abandoned - need to clarify what the intent of council is. Delnicki - was not to eliminate old ordinance on books - secondly address lblight situations like on Orchard Hill Drive. (maintain what we had on the books and if had abandoned or foreclosed) - send back to Town ATtorney, have them review - does it meet whtat Council wants and if not change. Yagaloff - does not say that tis is a replacement - if it was it shoudl reference that it is intended to replace. Anwar - what your intentions were i support those. this what have is beyond that. McCann - Pickle Ball - is a simplified form of a tennis like game. net lower, paddle and a wiffle ball. simplfy the game, easier ot learn and play. use a ball tht will not be hit far. it is very popular with seniors and youngsters. it is a sport that we could support with minimum funds from the town. could see if could use courts that the town has and could redo some lines. have a lower net. this would provide for more individuals to be active. we should explore with Park & Recreation Department.
Tom = 100th Anniversary for Girl Scouting. went to event.
Prague - on the way back from the parade - going by the Pitching Batting facility - there were a lot of cars and they just opened the facility. Mayor Pelkey did a great job on the facility. came out great. grand opening in april. thanked former mayor pelkey. craig zimmerman.

Galligan - Councillor Anwar had survey done on senior health - used Town Council Chambers but did not allow him to video tape this event. would Tonw Council consider if Council member has event tht is not political if taping could be done. need policy for this type of situation. Delnicki - suggest a committee be established to write a policy. need two folks from each side. Bazzano - would like discussion on this. do not support council members doing things out on their own. would like to wait and discuss this further. Anwar - seniors have a problem and they requested that the item be taped. Make sure the system is uniform. Galligan - suggestion - Cox Cable had studio - could be mechanism that could be used. Town Council needs to set financial goals. Bazzano - did it last year Park & Recreation Commission had efficiencies. Challenge departments. Snyder - BOE clear strategic plan, when governing body sets strategic plan - if we put emphasis on public safety and then buildng and facilities = taht gives clear direction to Town Manager. I don't see any strategic plan. The other thing do not see process. What is the budget process - Delnicki - need to challenge department heads to come up with better ways to do things. Beaulieu - survey? Galligan - will have to find out - people are happy with services - can pull out three services - put politics out of budget - top ten list and look at budget. Delnicki - several people can not make it so it will be set for another date. maybe a Wednesday in April. New council members to send dates in April on Wednesday.

A. Resolution Adopting Amendments to Article IV, Blight and Nuisance Ordinance
Snyder, Bazzano Anwar - lot of concerns about this. We are living in difficult times. Challenges now where people get admitted to the hospital and they are in there for a while. Anothr problem is when spouse loses job. economy has made some decisions very tough - I understand the purpose but will add to problems to people in the community. There are a number of parts - enforcement managed by Town Manager - Galligan - Blight enforceable by Building Offiicial - if appeal decided by Town Manager Anwar - wonder if shoudl go thorugh Town counicl. Want to make sure there are protections for peopel who are going through tough times.
Delnicki - Galligan - blight oridnnace has been around for 10 years. Delnicki - is this different one Galligan - no same one. Delnicki - the one that protected people who are in their homes and can not take care of things. house in foreclosure Galligan - the purpose of this ordinance is if someone walks away from property and it is in disrepair. Really this is to address abandoned properties.
McCann - have concerns about ordinance but the ordinance tries to strick a balance for those who are being near blighted property. South Windsor has always tried to help individuals. hope town This ordinance
Yagaloff - the definitions have been tightened up. vacant property has not been addressed. I know this was mailed out but just realized do not think it does what we think it does. the meat of this is definitions and section 4 defines public nuisance. method for appeals - nothing in nuisance that restricts us to abandoned property. nmeeds to be corrected to be fixed. Enforcement - McCann - think it would be worthwhile Galligan - could wait for Town ATtorney - premises - vacant - Think the definition was there and know what the intent is. Delnicki - to put concerns aside would say we should postpone action until next regular meeting. have Town Attorney review and make sure addressing what we want, Vacan, abandoned, foreclosed. Yagaloff - concept was that replacing old ordinance. should define the nuisance - provision regarding abandoned properties - clearn we do not want to allow entry onto Galligan - took different things and put them in different areas Anwar - 3-7 weeks that home will be vacant if senior breaks her hip - is that home going to be considered vacant, what protections for that individual. want to make sure they are protecting. Galligan - do not mean the house is abandoned or vacant. Do not think have thrown anyone out of their house. Anwar - want to make sure protection in place McCann - Council needs to focus- does the council want the ordinance to apply to vacan tor abandoned home Delnicki - when house becomes vacant/abandoned - foreclosed property McCann - htis ordinance Delnicki - need to send back to TA to make sure it is doing what we want it to do. if not have her come back Galligan - have her come to next meeting McCann - only apply to abandoned and vacant properties - do not want it to apply to all properties. The enforcement mechanism is sam efor abandoned - need to clarify what the intent of council is. Delnicki - was not to eliminate old ordinance on books - secondly address lblight situations like on Orchard Hill Drive. (maintain what we had on the books and if had abandoned or foreclosed) - send back to Town ATtorney, have them review - does it meet whtat Council wants and if not change. Yagaloff - does not say that tis is a replacement - if it was it shoudl reference that it is intended to replace. Anwar - what your intentions were i support those. this what have is beyond that. McCann - Pickle Ball - is a simplified form of a tennis like game. net lower, paddle and a wiffle ball. simplfy the game, easier ot learn and play. use a ball tht will not be hit far. it is very popular with seniors and youngsters. it is a sport that we could support with minimum funds from the town. could see if could use courts that the town has and could redo some lines. have a lower net. this would provide for more individuals to be active. we should explore with Park & Recreation Department.

Prague - on the way back from the parade - going by the Pitching Batting facility - there were a lot of cars and they just opened the facility. Mayor Pelkey did a great job on the facility. came out great. grand opening in april. thanked former mayor pelkey. craig zimmerman.

Galligan - Councillor Anwar had survey done on senior health - used Town Council Chambers but did not allow him to video tape this event. would Tonw Council consider if Council member has event tht is not political if taping could be done. need policy for this type of situation. Delnicki - suggest a committee be established to write a policy. need two folks from each side. Bazzano - would like discussion on this. do not support council members doing things out on their own. would like to wait and discuss this further. Anwar - seniors have a problem and they requested that the item be taped. Make sure the system is uniform. Galligan - suggestion - Cox Cable had studio - could be mechanism that could be used.
