McCann, Snyder, Galligan - Finance Director has been on Family Medical Leave and Assistant is retiring - feel important to have someone in there. Do have someone who has experience. Met with individual and he is very dedicated and will work 3 days per week. unanimous
B. Resolution Approving a Transfer of $10,000.00 from the Contingency Account to the Repair Maintenance Facilities Account
Havens, Anwar, Galligan - under ADA our bathrooms are not compliant. You have to have it in the middle floor. Change two bathrooms on the main floor. Trying to meet ADA requirements. Havens - will be one bathroom? Galligan - two bathrooms. did get cost estimates. Bazzano - will that require just one set? Galligan - yes as long as you have an elevator. Delnicki - 10,000 is a good price - unanimous
C. Resolution Authorizing the Town Manager to Enter into a Contract Between the Town of South Windsor and The National Association of Municipal Employees - NAGE Local R1-103
Beaulieu, Anwar Galligna - this contract we try to save money - over 3 years will save 35,000 net - employees will 24.93% will be contributing (employees). under the state staute says people will be paid overtime for hours actually worked. if someone calls in sick one day during that week they will not get overtime. so there will be some savings. 5 years kept in personnel folder if there is an issue. CSO not doing private duty. 3 year agreement - 2.5% for 3 years. Havens - the contract is fair for the employees. both sides came out a winner. support the agreement. Galligan - will be using AAA arbitration not state unanimous.
D. Resolution Accepting the Suspense List
Yagaloff, Beaulieu, Galligan - suspense list is trying to take those off after 15 years. they become uncollectible. unanimous
E. Resolution Waiving Competitive Bidding for the Skate Park
Bazzano, McCann Bazzano - ask Ray to come up Ray - we are one step closer to accommodate 300 skaters who want this. I tried to highlight the reasons for your consideration. This is a company that has a sole provider to pre-cast concrete. they pre-fab and ship here. local contractors will work with the contractor. if we wait until after July 1 it will be increased to 10,000 - the concrete is almost over kill - 15 warranty on concrete - 258,000 would be complte park. to do it all now will save 42,500. Bazzano - so the reason for waiving is there are no other contractor out there that makes this type of product correct Bazzano - appeals to me that local contractors will be used. Ray - site work and concrete - Bazzano - would be nice if this starts to happen Ray - depend on your decision tonight will call tomorrow and put in motion. could take one month or so to start but could be done this summer Yagaloff - I don't have opposition to waiving competitive bidding. their cost for pre-fab and engineering Ray - for phase I would be 95,000 Yagaloff - resolutin includes language about future piece. I thought we were approving a skate spot to accommodate the youth of our community - skate spot for 100,000 - could this portion be a stand alone? Ray - it could be. The Park & Recreation originally wanted 258,000 - Yagaloff - the money for this is being taken from where? Ray - master plan capital projects Yagaloff - I remember the council said would do a skate spot - but settled on skate spot. I feel comfortable with language but not he second WHEREAS because the council never discussed funding for a larger park. we agreed on a skate spot and tonight we woudl be sending a message that we are actually approving a larger facility. I wanted to do smaller facility and get something done. Ray - I just felt I needed to let you know the finanicals. We will move forward with Phase I - Yagaloff - if we vote tonight on this we are agreeing to all Phases. AMEND - strike the 2 WHEREAS paragraph to make consistent with original proposal Bazzano - accept that as a friendly amendment McCann - not in favo rof changing that - so often we see government buildings that are cut back from the original proposal in order to build somehting cheaply and to do through lowest competitive bidding. Tonight we waive competeitve bidding to get the best quality at lower costs. Thansk fo rbrinign forward Anwar - I don't remember approving a project worth 258,000. I think last year we voted on skate spot and agreed to that unanimously as a council. How it became 258,000 do not know so have reservations. Also have reservation of projects coming to us as emergency. I feel if we have to waive competitive bidding should be a true emergency. the project is expanding in size that we are not aware of. Anwar , Bazzano McCann- would like Engineer input Galligna - can do that - had a design - will have Mike Gantick send out Yagaloff - agree with Councillor McCann - council should have information before send out to public hearing. we don't know what the solution is or what the cause is. before giving people expectation that will approve need to see these items. Galligan - we have a lot of drainage problems around town. Edwin have sink hole. there were council members that wanted to have solution. Fire Department pavement individual wants to donate labor. Yagaloff - amend to change 180,000 to 160,000 - remove the other pieces so we can move forward with Fire AMEND - yagaloff take items out McCann second Delnicki - would like to keep resolution in tact because heard from many residents regarding Ridge Road. do want to see it go forward as published so we have a chance of getting Rige road done. Anwar - I agree with you. have had family come to us fo rmany years. this is the closest we are getting to a resolution. think worthwhile to keep this as is. McCann - do not have problem with going ahead with pbulic hearing as long as we get engineering report before public hearing. Snyder - where did this project fall in the priority listing of drainage problems. why hasn't been dealt with earlier. need to take projects in order of importance. would rather move forward with resolution as amended. Havens - these people have been waiting for a long time - they keep coming and we say yes. lets move forward with the public hearing and get information prior to public hearing. McCann- glad we have proper notice on back of agenda tonight - will inform the public. should not have public input during all of the resolutions. glad the notice is on the agenda but would like meetings follow our rules. Anwar - Hartford Magazine - #2 - recognized for community that we are - being considered as one of the top towns in this area. Yagaloff - resident tonight public petition requires certain amount of signatures. Item 8 does not - good idea if we clarify that. on member of public coming in from ifnoramtion - think needs revision of some sort because not clear what defines information - need to make revision - very vague - needs to be a certain type of information that adds value to our discussions. shoudl put more direction around it. Hartford Magazine - South Windsor moved forward and is above Towns that we are compared to. This is an outstanding community and we are moving in the right direction. Delnicki - of 32 towns that were surveyed and analyzed SW came in #2. Last year the same magazine had SW tied for #5. Says a lot about the community. Galligan - at time got information about SW being #2 - was able to use as economic tool. Bazzano - election signage around town - agreement both parties are going to bring back to party and hopeful to have resolution brought forward in July. where they can be placed, size, etc. all elections. When I read the Hartford Magazine - saw we were ut in large town category - called Hartford Magazine - they had us confused with Southington - good news we are still in top 10 - went from 2 to 9 in the overall rating. we dropped from 5 to 9. Snyder - their website was updated today. Bazzano - still need to strive - hip went to 2. Galligan - makes the rest suspect.

Galligan - McCann asked about the fund balance - revenues coming in as projected. Expenditure side - going to get report for next council meeting. impact to fund balance. Town Hall annex - have put together plan - STEAP have two years. do have time to go for one or two more grants. have talked to TIP capital - Madison Capital - they like to fund projects. will be giiving Town Council report on trip I took. Anwar - hopeful we can get resources for the Old Post Office - Now that the budget is done should go back to comprehensive plan for emergencies. hopeing we can start to look into - have in future discussion. Ambulance RFP glad moving foward - maybe have 4 council members. excited to update from CT Studios - would like WS discussion. in PD traffic stops hav einceased 150 in just 2-3 months. worthwhile what was going on last year - why is that happening. Galligan - will get more informaiton. McCann - is report on --------- do not know what the are using - PD is factoring in to police calls. sound look into this. Galligan - two years ago ranked 3rd for lowest crime. Will have chief look into or talk to the editor. Yagaloff - CT Studio letter from Chief Building Official - 30 days extension - has any construction resumed? Galligna - not that I am aware of Yagaloff - thought he was goin to pull permits, have the pulled any? Galligan - once the power purchase agreement done then pull permits. Yagaloff - safety issue - this is a regional issue as much as a town issue. should be concerned about crime in surrounding towns. crimes are regional issues like safety. we need to be concerned about our neighbors. where we visit, shop, etc. when we think about crime we need to think about regional.

McCann- glad we have proper notice on back of agenda tonight - will inform the public. should not have public input during all of the resolutions. glad the notice is on the agenda but would like meetings follow our rules. Anwar - Hartford Magazine - #2 - recognized for community that we are - being considered as one of the top towns in this area. Yagaloff - resident tonight public petition requires certain amount of signatures. Item 8 does not - good idea if we clarify that. on member of public coming in from ifnoramtion - think needs revision of some sort because not clear what defines information - need to make revision - very vague - needs to be a certain type of information that adds value to our discussions. shoudl put more direction around it. Hartford Magazine - South Windsor moved forward and is above Towns that we are compared to. This is an outstanding community and we are moving in the right direction. Delnicki - of 32 towns that were surveyed and analyzed SW came in #2. Last year the same magazine had SW tied for #5. Says a lot about the community. Galligan - at time got information about SW being #2 - was able to use as economic tool. Bazzano - election signage around town - agreement both parties are going to bring back to party and hopeful to have resolution brought forward in July. where they can be placed, size, etc. all elections. When I read the Hartford Magazine - saw we were ut in large town category - called Hartford Magazine - they had us confused with Southington - good news we are still in top 10 - went from 2 to 9 in the overall rating. we dropped from 5 to 9. Snyder - their website was updated today. Bazzano - still need to strive - hip went to 2. Galligan - makes the rest suspect.

Galligan - McCann asked about the fund balance - revenues coming in as projected. Expenditure side - going to get report for next council meeting. impact to fund balance. Town Hall annex - have put together plan - STEAP have two years. do have time to go for one or two more grants. have talked to TIP capital - Madison Capital - they like to fund projects. will be giiving Town Council report on trip I took. Anwar - hopeful we can get resources for the Old Post Office - Now that the budget is done should go back to comprehensive plan for emergencies. hopeing we can start to look into - have in future discussion. Ambulance RFP glad moving foward - maybe have 4 council members. excited to update from CT Studios - would like WS discussion. in PD traffic stops hav einceased 150 in just 2-3 months. worthwhile what was going on last year - why is that happening. Galligan - will get more informaiton. McCann - is report on --------- do not know what the are using - PD is factoring in to police calls. sound look into this. Galligan - two years ago ranked 3rd for lowest crime. Will have chief look into or talk to the editor. Yagaloff - CT Studio letter from Chief Building Official - 30 days extension - has any construction resumed? Galligna - not that I am aware of Yagaloff - thought he was goin to pull permits, have the pulled any? Galligan - once the power purchase agreement done then pull permits. Yagaloff - safety issue - this is a regional issue as much as a town issue. should be concerned about crime in surrounding towns. crimes are regional issues like safety. we need to be concerned about our neighbors. where we visit, shop, etc. when we think about crime we need to think about regional.
