Don Gonsalves, 40 Bayberry Trail - disagree leaving sewer user charges at 374.00 - the budget is increasing and part of that is because of the plant coming on line - they have not given reserve information. I totally disagre with the way the WPCA operate. The TC can do more. I would like ot know who the WPCA reports to in the State. The Council should go see the person on the State level. This council has a responsibility to contact people in the STate and talke to them and bring this problem up. Galligna - when date scheduled to have WPCA come in for Q & A with the Counicl - would like to get questions from residents also so they will be prepared. think that should be provided to us. Galligan - we have a legal opinion and will put that in as part of the record.

Bazzano - report from the Athletic Fields Sub-Committee - final plan that the Athletic Fields Subcommittee has come up with. Take look and will have presentation at next meeting for the public. Yagaloff - would like to reiterate the positive feedback regarding the subcommittee. the neighbors were trying to address concerns of the residents and trying to lessen the impact. Strong plan - the finances will have to be discussed. the committee has worked very hard and has tried to work hard with the neighbors. committee open to work with neighbors.

A. Resolution Appropriating $60,000 of LoCIP Funds for Paving of the Fire Department Headquarters Driveway
McCann, 70,000 of LoCIP funds - Yagaloff, Brian Peck - we have been working on front ramp - there are ruts and pavement improvements that are necessary. it has brough wear and tear on equipment - paved in 1978 - Yagaloff - normally on these projects I say hold off however we have a member of the public to do a considerable amount of th ework. Galligan - town only supplying the materials and member of the public doing the work, Mr. William Mitchell. Yagaloff - supporting this and we need to make sure we thank Mr. Mitchell when theis project is complte. McCann - the area in front of the firehouse has become rutted. in the winter it is horrendous and is a dangerous situation. this project is to improve the driveway. concrete slab being used. we are also fixing the rest of the front driveway - the area from the pad to the street and the parking area. Havens - Billy Mitchell has done so much for the Town. Thank you Billy Prague - Public Works patched this early in the spring it may not be dangrous now but it was and it will remain. thanked PW for patching. in the winter there were large ruts. will be supporting this. Delnicki - Billy Mitchell has dedicated himself to the Fire Department. We are blessed to have a guy like Billy around. Cooney - approved, unanimously.
B. Resolution Appropriating $120,000 of LoCIP Funds for a Drainage Project on Ridge Road
Havens, Anwar Havens - good you understand it will not take care of the water in your basement. Pleasure to say yet and will support. Snyder - do not understand how will take care of this problem. Jeff - can not take care of all of the problems. it will pick up drainage that goes into the raod. will aleviate some flooding in the area, not all of it. Snyder - how many residents will this help Jef f- directly imjpact 4-5 hourse but will help everyone on the road. Snyder - there have been hundreds of capital projects for drainage in a lot of areas. in all of the time we have done capital projects, how did this rise to the top Jeff - it has been brought to the Council's attention Snyder -this has been on the capital projects list for a long time. Snyder 120,000 for this, does that include contingencies Jeff - it includes some but it is a rough number. Snyder 0 is the road crowned and is there pitch? Jeff - very little pitch - road does not meet standards Snyder - not comfortable that 120,000 will take care of the problem good enough. we have other large projects that need to be dealt with. Yagaloff - trying to understand the problem and solution. 4 catch basins? Jeff - somewhere between 2 to 4 - there are 3 news ones. Yaaloff - there will be a run from nroth (left side of the diagram)) run south to north in pipe from catch basin - where does that draing to Jeff - Yagaloff - this would not be disbursed into someone else property? no Yagaloff - curbing on west side of road? no known yet there are pros can conso. Yagalof f- heard water spilling across the road, is there active water? yes comes from the east side Yagaloff - standing water on the roads right now? yes in front of 28 and 18 and stay there for a long period of time. Yagaloff - if the road is not pitched or crowned how will putting catch basins help? Jeff - it will help - it is not going ot pick up all of the water in the road Yagaloff - there are three catch basins - there is no plan to direct wate rinto those catch basins. Jef f- there is a high point in the road between house 37 and 45 and thereis some pitch down t the Tulley property, not a lot. Yagaloff - the only other place water drain is on the other side. worried that hte water is going to continue to flow and onto the Davis's property. Better solution would be to do plan that would consits of methods of diverting the water. Jeff - we have not done a lot of engineering on this Yagaloff - public hearing may have been premature - if we are going to put money into a project we shoudl be working to fix the problem. McCann - have been to the Davis's to see the problem. There doe snot seem to be a lot of flow - if you put a catch basin along there you are just guessing. there is a significant problem and should be addressed. The matter which we address it should be a real solution., sounds like you ar enot quite ready with engineering to get a solution. would we be better off if we were to direct the TM to do further assessments of this problem and come back to us within reasonable time. I don't want ot ignore the problem but do not want to throw money away if it is not a real solution. How long do you anticipate it would be to come up with an engineered solution for Ridge Road? McCann - 4 to 6 months because we woudl have to get consultants out there. check wetlands, survey McCann - how much would it cost to get that done? Doolittle - range of 25-30,000. Bazzano - this does not seem like the right time to move this forward. do not want to spend money and not have a solution. Jeff should go back and find out how much it would cost to get a solution. need a real plan, real design to get water away fro those aeas. could put curbing. Can not make decision to use money if there is not a solution. Anwar - my understanding that community members have been coming to us for 10 years. I don't know what happened in the last 10 years but have had discussions with them. there has not been a reasonable response for the past 10 years. we have our engineering department - they need resources to get this done. we may need to know more of - Standing warer is not good. need to do something about this. we shoudl go ahead adn vote and support it. in favor of supporting this. Prague - the Town solved the water problem on Buckland Raod. I have complete faith will solve some problem. Ridge Road ha been problem for years. I think you should spend the money and have the understanding that if you spend money and see if it is not going to happen then you will come back to us. Money well spent. Beaulieu - I agree that you are the expert. I have heard you say that this is not a complete solution. I would be in favor of using some portion of this money and come back to council - do not want ot see 120,000 down the drain. Doolittle - our process is going to be the same - we are going to determine what needs to be done - if we can't do in that amount that is being designated then w would come back to council. Beauliue - so there is going to be study done. Snyder, Bazzano Havens - are you satisfied with agreement (asking the TM) TM - this project has been going on for a long time. the State is offering Carla's Pasta laon on equipment - has not been done yet and is still being drafted. They are looking for additional 50,000 expansion. they have tiger beetles which will have to be relocated. when they originally came they received abatement. Havens - are they happy with this deal? Galligan - yes they are and would like to move forward with first expansion. Havens - will support and feel it is smart to keep them in Town. Bazzano - appreciate the explanation that you gave them for not having a larger tax abatement. Happy with what we are giving them. They have not started construction? Galligna they are moving forward and glad to have them here. Yagaloff - Carla's Pasta is one of the most important companies in our Town. by expanding we know they are staying in town. they are a hgih quality buisness. we are don gabatements as part of our economic development. we negotiated hard on this and came up iwth a compromise. McCann - little unclear that letter went out las abatement starts when the certificate of occupancy is issues. Yagaloff, Havens Galligan - SBA loan - current sale 2.3 million dollars - Mr. Jeski is a local person who woulld like to expand his business. McCann - this is a new enterprise tht is being constructed? yes McCann - the entitty needs to continue operation for 10 years and if not the entity shall refund eerything back but ther eis no lien put on the property. Galligan - take agreement and file on land records so everyone kows. send him a bill an put a lien on th eporperty. unanimous approved.
E. Resolution Authorizing the Town Manager and Town Attorney to Prepare and Advertise Bid Specifications for the Purchase of a New Fire Engine with 1500 GPM Pump
Prague - Bazzano Kevin Cooney, - appreciate efforts - should have receive packet - offered educational seminar - here to answer questions. Yagaloff - one of the most thorough report - have demonstrated the need for this purchase. The Fire Dept. has deferred requests for equipment knowing the economy, etc. I think it is necessary based upon the information provided to the Council to get back on schedule. The team you have - I have incredibly high regard for your department. We all know that this recommendation is necessary. This is a top priority and is a safety issue. If we don't get back on track we will get off kilter. I will support Cooney - the guys behind me are the ones who did all of the work. Bazzano - I went to your presentation last week. It is important to leave up to staff to give us the right information. Havens - I will support this resolution,. This council and past councils have supported the Fire Department. Town should be very proud of the facility provided to the Fire Department. The Fire Department takes very good care of the equipment. Thanked the Fire Dept. McCann - what do you plan to do with old pumper? Cooney - sell it. Knipple - have couple internet website that I put it on. McCann - what do yhou think would recoup 22,000 and 23,000 - the last two have been sold for. I am going to shoot for 22,000 (1988) McCann - with respect to the schedule going forward - the qulaity of automotbles have gone up - is that true for the fire trucks - projecdtion for life span for new truck is anticipated to be longer than the one you are replacing. Knipple - I don't think so - national standard says 20 years. it is hard wear and tear - different then automobiles. Anwar - have you looked a lease option? Galligna - it is a lease purchase. We do bid it with other banks as well. whoever has the best rate is the one we go with. there is no snese in bonding for this - we do a lease purchase. Anwar - more efficient way - support this. Beaulieu - took advantage of offer to come - it is also about the safety of the firefighters as well. better prepared when going to fires with the new pumper. Prague - how much did that pumper cost 25 years ago? lot less then what we are paying for new one. 200,00 to 300,000 new one 650,000 for the truck and more for the equipment. Prague - how are the future plans changing now that we are getting hotel and apartments? Galligna - apratments will be 3-4 stories - Kevin Cooney - down the road there are plans for aeria truck Prague - can handle CT Studios 45 feet tall. Snyder - great program - what is the delivery time on this? Cooney - once bid approved, 8 months to one year Snyder - are you looking at manufactured in CT? 14 Newberry Road - Scott Kelley, 848 discuss 390 - the cub scouts wanted to come to the Strawberry Fest - is it run by a political event.

Yagaloff - want to address the Cub Scout issue - being a parent who has been through cub scouts, someone brought it to my attention that it was an issue. My actions are viewed as political and theirs are not. Community events shoudl benefit the public. I would like to see all of these activiites beneit the community. this raises 15-20,000 for political signs - democrats do this also - Town may not send employees. it prevents the schools and town and organization like cub scout - should make community event where the money goes back into the community. would like to see the funds being given to the public. frunds from these events could be used for fields, etc. Kelley - do not understand why the cub scouts were not allowed. did not McCann Carolyn Merek - it has been a great event. do not understand why students can't go.

Snyder, Bazzano Havens - are you satisfied with agreement (asking the TM) TM - this project has been going on for a long time. the State is offering Carla's Pasta laon on equipment - has not been done yet and is still being drafted. They are looking for additional 50,000 expansion. they have tiger beetles which will have to be relocated. when they originally came they received abatement. Havens - are they happy with this deal? Galligan - yes they are and would like to move forward with first expansion. Havens - will support and feel it is smart to keep them in Town. Bazzano - appreciate the explanation that you gave them for not having a larger tax abatement. Happy with what we are giving them. They have not started construction? Galligna they are moving forward and glad to have them here. Yagaloff - Carla's Pasta is one of the most important companies in our Town. by expanding we know they are staying in town. they are a hgih quality buisness. we are don gabatements as part of our economic development. we negotiated hard on this and came up iwth a compromise. McCann - little unclear that letter went out las abatement starts when the certificate of occupancy is issues. Don Gonsalves, 40 Bayberry Trial - hav eno objection - I think this is poorly written - words are wrong. Yagaloff, Havens Galligan - SBA loan - current sale 2.3 million dollars - Mr. Jeski is a local person who woulld like to expand his business. McCann - this is a new enterprise tht is being constructed? yes McCann - the entitty needs to continue operation for 10 years and if not the entity shall refund eerything back but ther eis no lien put on the property. Galligan - take agreement and file on land records so everyone kows. send him a bill an put a lien on th eporperty. unanimous approved.
E. Resolution Authorizing the Town Manager and Town Attorney to Prepare and Advertise Bid Specifications for the Purchase of a New Fire Engine with 1500 GPM Pump
Prague - Bazzano Kevin Cooney, - appreciate efforts - should have receive packet - offered educational seminar - here to answer questions. Yagaloff - one of the most thorough report - have demonstrated the need for this purchase. The Fire Dept. has deferred requests for equipment knowing the economy, etc. I think it is necessary based upon the information provided to the Council to get back on schedule. The team you have - I have incredibly high regard for your department. We all know that this recommendation is necessary. This is a top priority and is a safety issue. If we don't get back on track we will get off kilter. I will support Cooney - the guys behind me are the ones who did all of the work. Bazzano - I went to your presentation last week. It is important to leave up to staff to give us the right information. Havens - I will support this resolution,. This council and past councils have supported the Fire Department. Town should be very proud of the facility provided to the Fire Department. The Fire Department takes very good care of the equipment. Thanked the Fire Dept. McCann - what do you plan to do with old pumper? Cooney - sell it. Knipple - have couple internet website that I put it on. McCann - what do yhou think would recoup 22,000 and 23,000 - the last two have been sold for. I am going to shoot for 22,000 (1988) McCann - with respect to the schedule going forward - the qulaity of automotbles have gone up - is that true for the fire trucks - projecdtion for life span for new truck is anticipated to be longer than the one you are replacing. Knipple - I don't think so - national standard says 20 years. it is hard wear and tear - different then automobiles. Anwar - have you looked a lease option? Galligna - it is a lease purchase. We do bid it with other banks as well. whoever has the best rate is the one we go with. there is no snese in bonding for this - we do a lease purchase. Anwar - more efficient way - support this. Beaulieu - took advantage of offer to come - it is also about the safety of the firefighters as well. better prepared when going to fires with the new pumper. Prague - how much did that pumper cost 25 years ago? lot less then what we are paying for new one. 200,00 to 300,000 new one 650,000 for the truck and more for the equipment. Prague - how are the future plans changing now that we are getting hotel and apartments? Galligna - apratments will be 3-4 stories - Kevin Cooney - down the road there are plans for aeria truck Prague - can handle CT Studios 45 feet tall. Snyder - great program - what is the delivery time on this? Cooney - once bid approved, 8 months to one year Snyder - are you looking at manufactured in CT? Cooney - no there are not manufacturers in CT. Snyder - congratulate the Fire Department. Delnicki - The Fire Department is a core function and is a volunteer service. Do fantastic job - standards of service that is provided and safety for the community. no public approved, unanimously.

14 Newberry Road - Scott Kelley, 848 discuss 390 - the cub scouts wanted to come to the Strawberry Fest - is it run by a political event.

Yagaloff - want to address the Cub Scout issue - being a parent who has been through cub scouts, someone brought it to my attention that it was an issue. My actions are viewed as political and theirs are not. Community events shoudl benefit the public. I would like to see all of these activiites beneit the community. this raises 15-20,000 for political signs - democrats do this also - Town may not send employees. it prevents the schools and town and organization like cub scout - should make community event where the money goes back into the community. would like to see the funds being given to the public. frunds from these events could be used for fields, etc. Kelley - do not understand why the cub scouts were not allowed. did not McCann Carolyn Merek - it has been a great event. do not understand why students can't go.
