Kathy Hale, 54 Orchard Hill Drive - former member of the SW Town Council. Since CT Studios is back on the agenda - over the last year this project has been delayed. the big numbers are the personal property taxes and the spin off businesses. TIF bonds are not the biggest part of this project.
4. Communications
Pelkey - asked by the Red Cross - will be having Blood Drive Wednesday from 1:45 to 6:30. Reserves are down and donations are down. 1-800-Give-Life and ask to schedule a time. takes about 45 minutes and encourage residents to do it.
Yagaloff - want to communicate, Town Council has done everything on schedule for this Ct Studios project. There has not been a single delay by the Town Council. Delay is an economic delay.
Bazzano - I agree with Councillor Yagaloff. We have put endless hours into this project. There were a couple of adjustments. It has not been us who have delayed this project, it has been the developer. Resource Officer is no longer at TE, it is at Matt - brought back inhouse to file reports. Overtime is an issue and trying to keep that under control. Bazzano - know we are short officers. Traffic on Friday night getting out of Longest Dinner Table was very tough. Matt - there was something at High Schhol that was going on too. Bazzano - follow up to resolve issues with traffic
McCann - I agree with Councillor Yagaloff and Bazzano. The only change the Town Council has done is for the benefit of the Town. Only have been acting in the best interest of the Town. Saturday, Historical Day on Old Main Street - begins at 9am to 4pm
Delnicki - I have never not asked the tough questions and have always thought of Town and the residents. That to me is duty and job of a Counicllor.
Matt - when we talk about development of projects. DST was 3 years, Evergreen Walk was 4 1/2 years. Those when the market was good. The market is not doing that right now and we are trying to make this work. The concept is a good project but hard to get lenders to lend the amoun tof money that is needed for this project. Has nothing to do with politics, it has to do with the economic climate. Don't want anyone to think anyone is delaying this project, not the council or the developer. This is a good project that could bring jobs to the Town.

A. Resolution Authorizing the Town Manager to Rebid the Property located at 124 Sullivan Avenue (Old Firehouse property)
Galligan - I left it open but thought maybe if the Council wants to put a minimum bid they can. Pelkey - earlier you said the Town can deny any bid
Prague - is there any possible use of that property Matt - did talk about using the property for another purpose. I used to always put a minimum bid. Looking for direction of the Council.
Delnicki - two things need to add to resolution - specific language - it has to come before the Council for approval or rejection and secondly we owe it to people to put minimum bid. minimum of 270,000 would be reasonable beginning point. add specific langauge that if there is a bid the Council will have to vote it up or down. If the Regional Pound comes forward that will be available for that. Good use of property. Very troubled something going forward with no minimum. Delnicki - amendment NOW last paragraph - with a minimim bid requirement of 270,000 and come back to TC Pelkey second Yagaloff - this is a policy decision. do we want to wait or take a bid. I will vote for the 270,000. little worried about having cycle of bids. Think 270,000 might be high. We can do it but might not get bidders. Pelkey - we had one for 275,000
McCann - building if 45 yeas old but has been maintained. on two acres of land. This is a bargaining price. Is the TC bound and dtermined to sell property right now. contingencies - bidder may or may not get it for price, town can reject all bids. I think that it is not attractive way to market property. bottom line is this si not a good time to bid property. I think we should be focusing on what we could use this proeprty for rather than rush to sell. Against the resolution in general. Think we should postpone this resolution.

At some time we are going to have to spend more funds to take care of this. we do education programs, information on website, pamphlets, etc. Anwar - there is discussion and plan for long term basis. Favreau - do have questions regarding contract before it is signed. Favreau - page 2, paragraph F - add something "approval by the Town" Page 3, paragraph 11 Liability and Claims, paragraph a - would move to strike that paragraph Matt - that gives us - release Favreau - insurance required - I would have some changes I would make. Liability insurance - both professional and commercial liability, would like it 1M per occurance and have aggregate in there, 30 days notice of cancellation, professional liability insurance, workers compensation should have, ask for auto liability, ask the town be added as additional insur

McCann - this is a matter of negotiations. Matt - Library does not have union. All other unions McCann - getting away from defined benefit - Matt - along the same line McCann - gives them choice Anwar - are we suggesting people are retiring younger Matt - someone has the choice to retire at 62 rather than 65. Anwar - Matt - some employees have become well educated through this. Anwar - how will this effect taxpayer? Matt - will not at all.
Yagaloff - 401K - 65 to 62 they can determine if they want to retire earlier - will cost the town less. Galligan - Yagaloff - someone who retires earlier will take less. should not cost the town anything unanimous

I. Resolution Concerning the Sewer Evaluation Contract
Yagaloff - Deputy Mayor Havens asked me to remove the last paragraph which I woudl be agreeable to. This would be their process anyway. We did not pay or negotiate the contract so they should pay for it. Don't think we should chase the money. Galligan - this is the normal procedure. I don't think I have a problem with this. This is how business is operated. Pelkey - friendly amendment to remove the last BE IT FURTHER RESOLVED, Yagaloff accepted. McCann - this woudl have been followed even without this reesolution. this is just an informational piece for the residents. Will go along even though think it is unnecessary. Delnicki - what are we getting for this study and evaluation. Obviously it has been acted on and is moving forward but think we need to ask what we are getting for that type of money. I would like report on what we are going to get. Matt - did send out report -total cost is 164,000. there are phases - there are five phases - after each phase the WPCA has the ability to cancel the rest of the study. will send you the study
Bazzano - what is different about this that we need this? Yagaloff - to clear up the issues. Town is signing the contract and feel that the Town would be obligating ourselves. Think we should make our position clear. Do not want a problem in a years time. We should not have to pay for it with our funds.
Pelkey - clarifies the attorney fees, etc. amended resolution - unanimous

Delnicki - how much money are we going to save by splitting these contracts out - 1 year? Galligan - about 70,000
Yagaloff - this is a real important vote for the town. CRRA is only for 3 years. think great change and good opportunity for towns to do something now. saving money in the process also. this should be driving costs down for us in the future.
Pelkey - the higher participationg in recycling the lower costs in trash? Matt - yes Pelkey - the roll out bins were driver of getting the recycling going. good contract
Prague - whatever goes into the green bind we pay, whatever goes into the blue bin they pay us. There was a clause in CRRA contract if there was contamination we could lose money. Galligan - they break out the towns that have successful recycling - we do not have to have a contamination clause. we still will not have that. WE feel this is the best way to go. Prague - would like to see council in the future allocate 200,000 for --- signs. let the residents know that if you recycle you pay less in taxes.
Pelkey - in East Hartford they list on the barrel what can go into the bins. We do have hazardous waste day, Oct 1 at the High School. Note that Councillor McCann has recused himself unanimous

Delnicki - how much money are we going to save by splitting these contracts out - 1 year? Galligan - about 70,000
Yagaloff - this is a real important vote for the town. CRRA is only for 3 years. think great change and good opportunity for towns to do something now. saving money in the process also. this should be driving costs down for us in the future.
Pelkey - the higher participationg in recycling the lower costs in trash? Matt - yes Pelkey - the roll out bins were driver of getting the recycling going. good contract
Prague - whatever goes into the green bind we pay, whatever goes into the blue bin they pay us. There was a clause in CRRA contract if there was contamination we could lose money. Galligan - they break out the towns that have successful recycling - we do not have to have a contamination clause. we still will not have that. WE feel this is the best way to go. Prague - would like to see council in the future allocate 200,000 for --- signs. let the residents know that if you recycle you pay less in taxes.
Pelkey - in East Hartford they list on the barrel what can go into the bins. We do have hazardous waste day, Oct 1 at the High School. Note that Councillor McCann has recused himself unanimous
