8:00 p.m. meeting called to order.
Hannah Patrie untimely loss was not only a blow to her family but also the the South Windsor community and our prayers go ut to the Family. The family has requested that contributions be made to The Hannah Patrie Memorial Fund c/o Cash Children's Theatre, P.O. Box 1268, Manchester, CT 06045-1268 Mayor requested a moment of silence.

Roll call (10 Present, 0 Absent, 0 Excused)
Mayor presented proclamation to Park & Recreation Department for National Park & Recreation Month. Ray - have designed a new t-shirt. would like each Council to have one and proudly wear. Mayor presented proclamtion to SW Police Department - for being top fund raiser for 2011
3. Public Participation [Per Town Council Rules, this segment of the meeting shall not exceed thirty (30) minutes unless extended by the Mayor, with the consent of a majority of the Town Council.]

Jan - June 21st Nomades - 351 graduated - 314 went to Safe Grads - 60 volunteers - thanked Cary - 25 grads leave before the breakfast - 23,000 cost - Havens - thanked Jan for keeping the kids safe.

A. Resolution Authorizing the Town Manager to Enter into a Municipal Lease Purchase Agreement with Bank of the West
Bazzano - McCann - Galligna - 6-7% and this will bring down to 4% - went out to bid and they came in with the least. unanimous
B. Resolution to Discontinue a Portion of Felt Road
Havens, McCann, unanimous
C. Resolution Approving the Transfer of $128,263 from Various Accounts to Various General Fund Operating Budgets
Snyder, Bazzano Galligan - this is done to clean the accounts out Yagaloff - 70,000 from contingency, last year? Galligan - yes unanimous
D. Resolution Waiving Competitive Bidding for the Purchase and Installation of Security Equipment
Yagaloff - Snyder, Yagalof f-w e have ongoing project security components - want to add expanded system and improve it - woudl cost to add vendor and want to keep same ssytem Reed - yes Yagaloff - this is not emergency but want to continue same Delnicki - sole sourcing and compatibility unanimous
E. Discussion Item - Potential Referendum for Property Conveyance to Evergreen Walk (requested by Town Manager)
Galligan - 13,000 sf is what would be needed. difficult to put value on it. rather than have public hearing - put to referendum - wouid like this in November. Delnicki - avoid siuation of having law suit. Galligna - yes - do not hve to vote until November Delnikci - proposed projects - Galligna - will be going to P & Z
F. Discussion Item - Recommendations from the Athletic Field Sub-Committee (requested by Deputy Mayor Bazzano)
G. Discussion Item - Capital Projects (requested by Councillor Snyder)
