Gene Botteron, address the recent conversations about spending initatives about ballfields. My opinion is timing is not right to spend funds on ballfields at this time. We are in the aftermath of the "great recession". There are citizens in SW that are suffering and hurting for funds. Some have lost jobs. It is inexpensive to bond money right ow, but it may be cheap but it is not free. $3M for ballfields is a lot of money. Ballfields are important to the community but they are not essential. Strongly consider the seniors in our community and those that are least able to pay an additional tax burden. Lets better utilize what we have. urge the council to put essential services at the top of the list. health and safety, school, etc.
Tim Shepard, 45 - president of New Way Tobacco, came forward to discuss the sale of tobacco in pharmacies. Do not think there is anything new to know and it is a personal choice. Nothing is sold the same today. There are all sorts of items in each store that may not belong there but they are. Should not restrict sale of tobacco in pharmacies. There are a lot of things that are sold at pharmacies that would need to be taken off the the shelves because of the harm from them. There needs to be personal responsibility.
Tim Appleton, 161 Woodland Drive - received email this weekend about the recreation ballfields. many of our schools are not ADA compliant tht should be done. there ar eother important issues that need to be addressed prior to fields. They would be nice to have but they are not a need to have. request that any referendum not be put on the ballot instead of other necessary items.
Tony Fornuto, 17 Gully Drive, when we list our priorities how do we feel our ballfields need to be on the top of the list. There are other items that are far more important than this issue. Users of these fields should think about fund raising for these fields and go out and get donations. Raise funds to get these done for the town. Would like the TC to speak up on this issue and let the public know how they feel.
Kevin Foley - I am in favor of these fields. Time for this town to grow. we are so short on fields that we have donated field space. Athletic fields are an extension of curriculum. there is a lot learned on the fields. You will never find lower costs for doing fields like they are know.
Kevin Greer, Windshire Drive - pro fields. kids have dreams and we need to foster those dreams. Asking the council to vote positively on this. need to give the kids a place to play
Robin Kelmba, 99 Cahpel Road, support the athletic fields - this brings a lot of support into the town. there is not enough fields and I am supporting this.
Michael Bullock, 6 Betty Drive, have coached a lot of sports in town. In support of the fields. There are a lot of things that need to get done. other towns have snythetic and southwindsor does not. want to see things done right.
Robert Dickinson, 19 Birch Road, Have heard it is very difficult for teams to find fields so I do support these fields. best efforts should be made to include bike and pedestrian trails.
Charlie Circle, raised by children here. there are other things that need to get done. think the taxes need to come down. To me education is more important. against the fields but think the money should go towards the school system.
Mike Mundo, 249 Maskel Road - here as a taxpayer, Subcommittee members, want to do what is best for the community. I am in support of the fields. As the population grows older we need to bring in younger families. The fields are necessary and synthetic will save money on maintenance. we will have walking paths in the area. will have positive impacts on town. wil generate funds for the town. we have the land to do this and will bring benefit to our homes.
Scott, 48 Cornerstone Drive. all in favor of the fields. betterment of the town. do think that the notion of this being the best time to do this is smart. fundamentally serves as an education. many of the friends and families have asked that I speak in favor of this for them.
Hugh Brower, 25 West Road, in terms of adding more fields should have more private fields - privately paid for fields should be looked at. looking at the capital projects, max cost of the field was 4.4 million. if does go to referendum should be transparent.

A. Resolution Approving an Appropriation Not to Exceed $3,000 for the Printing, Distribution, and Collection of a "South Windsor Capital Improvement Survey for Potential Referendum" to Randomly Selected Households within South Windsor
Prague - Havens Prague - should have dollars for every referendum items or no dollars for referendum items. survey will gage interest of residents and gather some awareness.
Yagaloff - not going to support - cost, confusing, items need to stand on their own - Bazzano - should all show dollar amount or none should show dollar amount. concern is what is the purpose of survey, is it a priority survey? if talking about priorities should not see dollar amounts. I would be in favor of not putting dollar amounts in anything. cost is not as important as the necessity for the project. Main purpose of survey should be prioritizing the list of items. Should explain that there would be space freed up at the community center if the Recreation complex was built.
Anwar - if you look at a priority survey for a community. we have different points of views on this Council and we have different needs. the survey will try to identify the best way to achieve - think dollar amounts should be put into all of the items. This survey is going to help clarify whether we lump or separate. Feel they should be separate. the items that are necessary may need to be taken out and a way to be found to complete them.
Beaulieu - on the town building upgrades - relevant point - thought this was going to be prioritization - do not feel it is accomplishing that and will not be able to support. makes sense to put dollar amounts next to every item. As we are learnign the financing is very cheap and will be a small amount of money. the finanicng needs to be understood by the residents. As it stands now can not support.
Havens - not a perfect survey - think fair enough to ask the 1500 participants - will support the survey
Snyder - the survey is somewhat confusing - either we put the dollar amounts on or we do not and I think we probably should. We should put the yea and age of some of these things are - putting a roof on is not an upgrade - need to find some other word - also agree with Cindy putting financing on should be done. I would support but would like changes.
McCann - 30
Yagaloff - this survey is supposed to come back and there will not be enough time to discuss this for the referendum - the survey does not inform the public about anything. Town residents expect Council to understand issues and do not support the survey. Should be meeting 2-3 times before September. Page 5 - community bond - Would like numbers what the actual cost of the debt service that existed and the actual debt service with the project. Galligan - incremental Yagloff - cost of project, how much per year going to cost Galligan - take numbers Yagaloff - going to vote against survey - survey needs more information.
Delnicki - would like to see the numbers also, not incremental. Galligna - will do that
Anwar - need to spend more time on projects - should have presentation on different projects, more information in survey, need general public to hear from.
Prague - the survey will reach further out then even the Council meetings do. I will have the dollars, age, upgrades to something - send out survey again - then send out after changes. Put something to all residents - Galligan - all residents - Matt Riley - was not sure how I felt about the survey - was worried about statistical rate - also concerned about when will you have the time to evaluate the survey when they are returned. really think the Council can make a decision on wha tprojects should be done.
Bazzano - agree that w eare going to have to meet again the next few weeks. Have not had explanation why these items are important.
Snyder - suggest - schedule meetings - would be happy to finalize list and have eople com ein and discuss projects. Delnici - ages of buildings, and dollar amounts (roads, roofs and drainage are all items that people feel need to get done). Ed - Jan Galligna - received letter from CRCOG - felt they accomplished their goals and objectives - if there are issues they can come back. Can opt to get out which I think you should do. no public unanimous
D. Resolution Authorizing the Town Manager to Execute an Assistance Agreement with the Connecticut Department of Economic and Community Development
Yagaloff, Bazzano Galligan - I-291 grant - have gotten $500,000 more - this is a standard resolution - we have reorganized the budget - help to promote I-291 Prague - if the I-291 not successful can we use fo rfields? Galligan - no Anwar - typo - change $1,800.000 to $1,800,000 Delnicki - can use for project on Rte. 5 or just I291? Galligan - yes Delnicki - when we have discussion on exacte usage of these funds? Galligan - any time - State of Connecticut will tell you what you ae using it for. Delnicki - I would expect thatyou would bring list with us? Galligan - DECD will tell us how we are spending. Delnicki - think need to see no public unanimous

G. Discussion Item: Repeal of Sections of the Sidewalk Reimbursement Ordinance (requested by Councillor McCann)
McCann - should have received copy of opinion letter fro TA - the letter is that most likely would not be able to enforce ordinance as they exist right now for the reapir or installation. The sidewalk and bikewya subcommittee has taken a look at the Town attorney opinion. we would seek further input ffom TA to make sure preserve the right of the town if owner or contract for owner damages sidewalk. we don't want the ordinance to eliminate those possibilities. amendment ot ordinnace to impst cost of repairs. Snyder - think good idea - do agree with getting mnore information from the TA Anwar - am n support Yagaloff - support also - Beaulieu - support as well - opinon from Town attorney pretty straight forward.
