Robert Dickinson, 19 Birch Road - would like to support resolution opposing of the car tax proposal. Don Gonsalves, 40 Bayberry Trail - have been corresponding with the Chair of BOE - I mentioned in audit report that there are three numbers and asked his to explain. They have never received copy of the audit report. would like reconcilation from the audit report to their spending. want to know how we get from ------ would like to know if grants go away. I want a reconcilation of how do we get from one number to the other number and was shocked that he did not know. Cost per student was also different and would like to know what the difference is. have other questions have asked them for. Can send copies to Town Council - sick time of 15 days per year and can carry them over is concern to me. Delnicki - April 2nd will be ws with BOE. Carol Driscol, 61 Austin Circle. noticed on the agenda there is item on political signs. first comment feel very much I am being targeted. when ran from State Senator my signs were targeted. I feel as though the Councillor may have an ax to grind with me on that. I really think that it is important part of what the town looks like. there are a variety of signs and a variety of sizes. anyone who runs for office should be able to put their signs whereever they please. all of the candidates are taxpayers and all have the best interest of the town at heart. we need to have freedom. Too often boards that makes decision regulate the people in the town a little bit too much and this is one area that we should keep in mnd not to regulate. suggest that the size of the signs be regulated to keep people safe. disappointed that Councilor Yagaloff not here because he did a lot of research on the sign issue. wanted to be able to state my opinion - the sign of the sign should be equal. political signs do come down whereas some signs stay up for quite a while. Mike Sullivan, 24 Jared Court - follow up on TM presentation - I will submit questions. on your agenda you have a resolution for Recreation Center Sub Committee - read the Whereas's and seems to me that the justification for surveys and plans done are a little weak. the current priorities of hte voters need to be looked at. Should follow through with resolution or ordinance that TC will not do 6320 corporation unless voted on by the voter. or use threshold when referendum would be held. Delnikci - gave dates of other department budget presentations. Tom Lyons, 43 Wedgewood - here to talk about the hockey rink - last meeting I sat int he audience for 2 1/2 hours and was unable to speak and had to leave. I was unhappy of what I saw from the Town Council when they discussed the 6320 corporation. the interaction with the TC members - thought the council members were way over the line when talking to the consultant saying they wre getting paid to say certain things. other thing heard there was a theme - taxes and basically the fact that there too much in terms of taxes to outweigh hocky rink. 6320 versus having a referendum. I have been involved with the town in many referendums I can only think of one referndum in the last 15-20 years that had anything to do with recreation that this town passed and the one tht did pass was the improvements and fixing of the VMP pool. I think one of hte things get upset about the attitude is what is in it for me and that is not the right attitude. TheTown Council needs to make decisions on capital projects and how the Town's money is going to be spent. Thecouncil has fragmentation between the two parties as well as in the same parties. the message being sent is terrible. There was situation where someone was making a comment and then another person in the same camera length there was someone else shaking their head. Councillor Beaulieu stated she did not have a position on a certain project because she did not have any costs to make a decision regarding it. compared SW to Marlborough Massachusetts explaining that the hockey rink has been a significant value to Marlborough. Town Council should consider this hockey rink proposal. - there would be an economical value to this proposal. Bob - 28 Chapel Road - we would all like to have the advantag eof what was siad but the bottom line is the Town Manager has stated times are not so good. This thing has been going on (Recreation Center) for a long time. The seniors have been looking to take a step forward. The hockey end of it and Mr. Gegorian has talked about this. I would like to do some swimming. would like to see some type of recration center going. crowd that would serve is more adventagous then one sport. everyone can use pool - right now just heard SW students go to Tolland for their swim team. Why do they have to go to Tolland, should have something in SW for them. suggest putting pool Rte. 5 and 291 corridor.

Bazzano - I am withdrawing 14H off of the agenda. Solar - we talked about solar on some of the roofs in town. met with groupthat was interested in solar group in town. then there was something on the BOE agenda Galligan - there was group called GEU or GEI - state statutes did a lot of changes - group came up and got legislation passed to make credits more attractive. they originally wanted to do solar farm. there was attractive lease arrangement. duirng process state statutes allowed for solar on education buildngs. we did meet with superintendent, they put in bid to state and CL & P. they said their bid was not going to be taken. went back to superintendent and told her bid not taken. a lot of the people in the bids can not produce. unfortunately BOE had to make a decision to hold the credits - we had meeting and superintendent felt could not move forward because BOE could not do in 15 days. superintendnet got involved with CCM process. GEI also bidded for CCM process. Through process had Dan Marsh look at - when they wanted us to look at contract we were concerned that in the bid documents you have to guarantee tht there will be 20 years that you will buy electricity from them. if Town woudl close elementary school they would still hav eto pay for that school for the 20 years. the idea was that they would not move forward with elementary schools. Some of th eproblem with the whole credit thing is a lot of company's bid and then they do not have the financial backing. Hard to finance these items. we could not generate enough electricity. problem is some comapnies are backed by ----- they will finance 1-2% - gentleman would liek to stil move forard - solar panels are not tax exempt but are personal property. would have to charge the BOE taxes - may have issues to bring to the TC. Soem instances vendor pays the taxes and the BOE replenishes. Bazzano - so waiting fo hear from CCM Galligan - yes Bazzano - are fuel cells int here too or just solar? Galligan - just solar. Anwar - we have a lot of people using medications in Town and they would like to know how to dispose of - medications should not be kept in one place - disposal has to be done very carefully. Town has system in place but could be improved. Some towns have drug lock box where it is kept in accessible location. There is no cost to the Town and feel it would be beneficial to residents. AT one point talking about school safety and would like to know when we would be discussing that more. we have also not discussed the emergency management - CERC teams. As part of that community members have talked to me and they are part of the CERC team in Manchester. Manchesters EOC is an excellent facility. should have more staff visit to see their facility. Galligan - Clear Edge Power conducted massive layoffs. received Friday after received - letter dated the 14th - 15th - did they meet the full intent of the law - more of a 24 hours notice Galligan - spoke to gentleman - asked him the whole time what iws going to happen to the facility - that letter was supposed to go to the CEO which is jme. I received it from teh Hartford Courant - I knew nothing about it. do not think they met the letter of the law they did not work with town at all. They are also talking about reducing the lease. Delnicki - needs to be looked at at the State level.

E. Resolution Opposing the Car Tax Proposal
Anwar, McCann Anwar - received communication after the fact - challenging budget for town as well as the state. recognize to try to help the people but I think in a town with the challenges this is going to be a big challenge if we moved forward. our expenses are quite high - deficit of 1M would have negative impact to the community. timing is not right at this time. will support because in the best interest - some works McCann - Amend to say negative impact on residences and businesses of hteTown of South WIndsor McCann - amend property to say real property - Snyder - second unanimous McCann - this proposed change in the taxes is probably the worst proposal we have ever seen - has negative impact on SW and is poorly conceived - in favor of resolution. Bazzano - will support resolution - shows me how out of touch Hartford is with Towns. It will effect everyone in the whole town. Delnicki - I read the letter that came from the Governor - it said you can work your way through the budget without raising taxes on property by making appropriate cuts. 6M - 6% cut of the budget - that would be 4M from BOE and 2M from Town. we would have to close down big items. It would make sense if Towns wanted to phase it out on their own. will be supporting Anwar - as we mentioned one of the counicllors feels this is the worst thing proposed - we need to recognize that communication going on between Hartford and towns is not good and the representatives need to step in and relate this information. we would have to raise taxes because there is no way around it right now. It would be worthwhile to have Govenrors letter a part of the record. to the credit of the state government they are not cutting our school budget and that is very important. Delnicki - I have had conversation with representative and senator - they are aware of the issue and how it would impact the communityh. unanimous
F. Resolution Authorizing the South Windsor Sidewalk & Bikeway Sub-Committee to Extend the Expiration Date of the Committee
McCann, Snyder McCann - the committee has made some strides in the safe use of byways through the town and bicyclists. ordinance has been amended - have moved forward with connector paths - have been working with town staff and wil work on solutions for the safety. have more work to do therefore requesting to extend the life of that committee Anwar - also member and think this committee is being used as a model for other towns. i agree that it needs to be extended. Snyder - I also want to say that this committee has worked together - example of successful committee and has great communications between the town and the committee. these are movers and shakers glad moving forward. approved, unanimously.
G. Resolution Authorizing the Town Manager to Enter into a Contract with the Department of Economic & Community Development for a $7,430 Grant-in-Aid
Beaulieu, Bazzano Macro - answer question if wanted. This is actually the third phase - Delnicki - amend to read third phase Cindy - amend to reflect the change that this is the third (friendly amendment) approved, unanimously.

J. Discussion Item: Political Signs (requested by Deputy Mayor Bazzano)
Bazzano - had this on the agenda a while back - checked with other Towns - talking strictly about campaign signs during the political season. my biggest issue is do not believe we should put signs on town or state property. a lot of us work hard to put signs on private properties. feel it woudl be disrespectful to have signs on open space property - right now we do not have regulation that does nto allow that. it could be overwhelming to residents. I do not believe we shoudl do that. would like to discuss the polling places - come up with plan that we are allowed one sign per individual at a polling place. did talk to Glastonbury Would like everyone to review these and comment to me. on election day would like to see minimal signs and would like to see us limit the amount of large signs at the polling places. Understand free speech - without the an ordinance staff does not have any way to enforce. do not believe all of us have the common curtosy - please have everyone look at this and make a decision in about one month. Anwar - I think it is worthwhile for the Chair of both parties sit down with the Town Manager and discuss this. To create a working group to make sure everyone is on board. Bazzano - will send these to the Chairpersons of both parties and they could have a discussion between themselves. Anwar - the shapes and sizes - the purpose is to make sure the town looks good. having some guidelines and uniformity would be a useful plan. part of the signs is the quote of conduct around the signs. in the last election there were businesses of one particular party - there needs to be some control and some very ascertive phone calls should not be happening. quote of conduct issues (harassment should be off limits from both sides. Bazzano - I would agree with you. if they have permission to put at business there is nothing we can do. public property we can restrict and the open space. Mccann - good suggestions - geting the chairs in support hopeful that all of the council members will buy into this. Delnicki - keep Matt Galligan off of the committee I stopped putting small signs at the polling places. think we need to stay away from private property. private property owners have the ability to put anything they want on their property. Beaulieu - I too am in support of putting restrictions and guidelines on political signs. 30 days before and limiting the polling places. do think helpful that we look at somethng like this. this is town property - private property owners can decides what they would like on their property. Public Hugh brower, 25 Coujncillor Anwar makes good sense. need level playing fields. totally agree signs should not go on town parks, town properties. when I ran for office the State picked up some of my signs - there is a certain limiting respect. the other side of this is some of hte counicllors have discussed the number of signs. the candidate control the signs in some cases and other cases the party puts out the signs. the town can control that to some extent. we should have a quote of conduct that both parties sign onto. there will still be questionable areas such as corner - if in front of house that is extension of house but street corners need to be questioned. that is where we have the most problem with signs. Prague - if the curb is private property then it is a matter of freedom of speech to go there. woul dnot put in front of town hall and open space. think we should limit - the town has a right of way, not owernship of that property. Bazzano - Hugh mentioned good points. we put these people up for elections and some people do not know - it would be good whoever runs gets notice of what can and can not be done. as former chair of party we do not have control over some elections. very important to stick to our own rules. There should be a slight - can ZEO enforce? Galligna - yes Bazzano - give someone a 24 hour limit to take signs down. off to a good start - would like to have something put together in the next couple of months. Anwar - add while the state elections or federal elections is something that is not happening locally as much should also have the rules set for those elections. make sure we reach out to those candidate as well.

Delnicki - keep Matt Galligan off of the committee I stopped putting small signs at the polling places. think we need to stay away from private property. private property owners have the ability to put anything they want on their property. Beaulieu - I too am in support of putting restrictions and guidelines on political signs. 30 days before and limiting the polling places. do think helpful that we look at somethng like this. this is town property - private property owners can decides what they would like on their property. Public Hugh brower, 25 Coujncillor Anwar makes good sense. need level playing fields. totally agree signs should not go on town parks, town properties. when I ran for office the State picked up some of my signs - there is a certain limiting respect. the other side of this is some of hte counicllors have discussed the number of signs. the candidate control the signs in some cases and other cases the party puts out the signs. the town can control that to some extent. we should have a quote of conduct that both parties sign onto. there will still be questionable areas such as corner - if in front of house that is extension of house but street corners need to be questioned. that is where we have the most problem with signs. Prague - if the curb is private property then it is a matter of freedom of speech to go there. woul dnot put in front of town hall and open space. think we should limit - the town has a right of way, not owernship of that property. Bazzano - Hugh mentioned good points. we put these people up for elections and some people do not know - it would be good whoever runs gets notice of what can and can not be done. as former chair of party we do not have control over some elections. very important to stick to our own rules. There should be a slight - can ZEO enforce? Galligna - yes Bazzano - give someone a 24 hour limit to take signs down. off to a good start - would like to have something put together in the next couple of months. Anwar - add while the state elections or federal elections is something that is not happening locally as much should also have the rules set for those elections. make sure we reach out to those candidate as well.
