3. Public Participation [Per Town Council Rules, this segment of the meeting shall not exceed thirty (30) minutes unless extended by the Mayor, with the consent of a majority of the Town Council.]
Matt Riley, 12 Heatherwood Drive - concerns about EOC - property originally property purchased 1.1-1.4M - like to make sure the Town Hall Annex is used for the best use and not sure EOC is the best use. Plan improvements - plan shows 1.2M cost went up to 1.7M in just a few years. The space usage 4,000 sf - why need that much. Regional facility it is being built as and Town of South Windsor is spending our money - why burden on SW if Regional. As a business incubator not a good idea - money should not be used to support buisnesses. I don't think the plan is well planned out. A lot more research needs to go into that plan.
Al Larson, 46 Jacques Lane - grand opening held Saturday for the Skate Board Park. Thanked the Council for financial support. Contractor and Jeff Doolittle, Park & Recreation Commission, Ray Favreau for many hours working with the skaters. Finally the skater and parent would like to thank them. Parents supporting young skaters. Park & Recreation Commission realized after visiting skate parks realized we needed to bring in skaters, who better to design then the skaters. This park is a skaters park. Saturday enjoyed the grand opening.
Roy Normen, Homestead Drive - West Road is restricted by the referendum - went through the referendum - we have had enough restrictions on that property. NOw is a good time to do the referenendum so there would be opportunities in the future. STEAP grant should be used for turf field at the High School. It is not an item that should be leased. EOC I can't find that we should spend good money on an old building. There may be opportuntiites in the future with Orchard Hill. Should tear the buildig down and build something that is energy efficient and build something better then what is there.
Andy Paterna, 301 Strawberry Lane - support the EOC - relatively new at this and experienced people have looked at this. Senator LeBeau, State Representative Bill Aman, and State Representative Tim Larsen. Encourage you to move forward with this project.
4. Communications
Galligan - the Town bourght the old post office because of its location. We own this buildng and paid for it. We can't use Orchard Hill School. I have had staff looking at this for five years. We have spent four years fighting to get on the education fiber network. we are now allowed on that - I am here to protect the citizens. Right now the Town uses a training room at the Police Department for an EOC. If that building was to damaged in a storm, what would the town do. There have been qualified staff that has looked at this and decided how to go forward with an EOC. If this project doesn't go forward then the people trying to stop this will be held responsible.
Pendleton - The Space Allocation Committee met to discuss the possibilities of what could go in the Fire Department. Many options were discussed and waiting for the legal opinion of what could go in that building. More to come at a later date.
5. Special Business
A. Resolution Regarding Compromise of Blight Liens
Snyder - Wagner Anwar - this is something we have discussed previously in Executive Session - this is a mechanism to encourage properties with challenges to make sure the property is safe and clean - unanimous
Wagner, motion to suspend the ruels and take item 6 our of order, Pendleton - Galligan - have settlement on the contract - there is no retro for the first year - no retro the fifrst year and when they ge their 2% this year - pay 35% for heath. the contract is really a 0 sum. Also some managerial language changes. 2 1/2, 2 1/2 and 2 1/2 will make the employees more competitive with other towns. Anwar - some time swhen Yagaloff - if the council is comfortable with the terms 4 in favor, 2 opposed - will not go into Executive Session - for item 5C do not need to. -

Snyder, Havens Wagner - motion to postpone until the Sept 2 meeting, Havens second Snyder - point of order Galligna - minimum requirement - no vote except to adjourn - five votes - Anwar - does it say anything about the Town following Roberts Rules Yagaloff - by-laws control first - then refer to Roberts Rules - - Council rules first then Roberts Rules - Need five votes. Yagaloff - artile 12 - goes charter, rules of the Council and then Roberts Rules failed - due ot not having 5 votes. Mirek - would be more comfortable if there were more discussion. would like it better worded - also need something saying were the other 700,000 is coming from. The previous council had approved a filed project and that did not come to fruition - more recently we approved the high school field and we don't hae funding for that. I have been tgetting a lot of questions from the public wanting everyithing out in the public. Galligan - on the high school field - four years ago council came to me explaining the at the fields were in bad condition and rearranged money to do the fields. study then said do the high school next and that never got funded and then had the study of the 11 acres. I have worked with the Superintendent - when I lloked at that 5 years ago - talked to superintendnet that I would like to move forard with the high school field with capital projects. Farmington just went out to bid 3M - Wilton cost 1.4M, it is not turf that will cost you it is everything underneath that costs. We are prepared to go out for an RFP - design the field and find out the cost of hte field. WE need to make a decision tonight one way or another tonight on this project. Anwar - I think the confusion that is happening is they are trying to lump these two projects together. The fields have value and to try to stop another project because the field is not yet done is unfair to everyone in the community. We are vulnerable if a storm comes and to overcome tht we need to invest in the safety of our community. It is not a mater of if, it is when and we have a responsiility as a town council to take care of those needs. the professional who have been looking at this and said we need this. 11 acres of field - don't create mechanisms to create divisions in our community. we need a strategy plan and action. we can not compromise the safety of our community. Wagner - the builing is adequate size, part of that cost figure is dealing with teh shortcomings of that building. Galligan - Lawrence Associates was asked about the cost to take the exisitng building down and build new, was too expensive. Havens - When post office moved I felt it was something the town should buy. there have been many ideas of what that building could be used for and nothing ever happened. It is hopeful that the buidg can come to some use and the use that is being proposed would be a good use. the use of that buildng will not go to waste. want to create a South Windsosr campus and this is a good idea. We work for one community here. Mirek - I am for an EOC - think it is very important to have but feel the funding is not solid and the price has gone up a lot. We need to make sure that we know the end point. We don't know if we are going to get another STEAP grant. Can we scale down the project. Galligan - it has not gone up - we have been successful getting STEAP grants because of the way I write them. There is a way of writing grants to get what you need to get. I have great staff and we vet this stuff. We are micromanaging the engineers and it is becoming very frustrating. We would lease the equipment so that every 3 to 4 years the equipmetn would be updated. This is about people having competing interests. Anwar - there is no increase in the cost. we are going to apply for a STEAP grant. The professionals know how to get this done and they are saying this is needed. Pendleton - wholeheartedly support going for a grant for the EOC. All the projects (fields and EOC are separate projects). Old Post office is perfect location for an EOC.
