Keith Mangene - lot is surrounded by two acres of 20 acres. the only tree line is about 100 feet off to the left. The abutting property owner is the person who owns the right of way and is a member of the Open Space Task Force who voted and feel that is a conflict for her to vote. Sullivan, 24 Jared Court - have two resolution - one dealing with the BOE - wanted to follow up on question had earlier - previous town council passed a resolution about balancing the fund balance. you should look at fund balanc ein June and should be 5-10% of total expenditures. Asked what hte general fund balance. should be discussed further. did see in the cdurrent drft that there was entry in there that June 2009-2013 has dipped below the necessary balance. have the town council come up with a plan to fund tht fund balance. SEtting the BOE budget and that is 2/3rd of the budget. how can the counicl make a decision on the BOE budget when there are other items tht need to be discussed. Also once again the CT Studios will be discussed again. 501C3 seems to be a way to finance this project. I would like to know how much has been spent on this project. It has been said that significant funds have been spent on this project. I would like to know how much. How is it that a consultant - confused whois pushing for this project, who will benefit from this project, etc. where is the comprehensive assessment. council keeps voting for aother extension. Wendy G- The econoic found that 3 to 1 on our investment. our children - currently k for 3 hours per day which results in 1/2 of subject per day. at the end of the year hav eto be able to read. hav eto do addition by the end of theyar. special education is part of the budget. early intervention wil help. there is not enough time given to our children to be successful Joy - we are here tonight to ask fo ryour support. increase 2,603,979 or 3.97%. we understand this is a diffiuclt year. approving the combined budgets will resultin a tax increase. remind you tht increase is driven by 1.2M increase in special education, contractual obligations, 10% of increase to g to full day kindergardten. A. Resolution Extending the Reverter Clause Deadline
Bazzano - make motion to suspend the rules to go to item 6B, Snyder unanimous 6B Snyder - BOE Budget - 68,123,940, second by Bazzano Snyder - we have revieed this in depth and have had a meeting with the BOE. the primary drivers of this. I think the board has a sound budget. I have many years of boar dof ed budgets under my belt and feel they have come forward with something that is a solid budget. people move to SW for education. anwar - 2/3rds of the budget is the BOE budget. we need to have a broader picture of the Town budget. It isjust fair for our community to have a public hearing first about the General Government before the BOE budget is voted on. If we are not required to vote today it would be better to wait. What we say yes to may have an impact on the Police budget. Beaulieu - by taking care of our discussions tonight it allows us to focus on the general government separately. I am fuly supportive of the BOE budget and then we can move forward with the Town budget. Yagaloff - this is one of the hardest budgets we have had to deal with. THis year we are coiming in with a budget that is much larger than the past two years. members of the public that say they are on fixed incomes it is not sustainable in this economy. We are going to be voting tonight that will cause substantial tax increase. There is a decline in enrollment and they are projecting that number to be even lower. The public has asked the question of why things are incresing when enrollment is decreasing. I think the goal is to sustain the budget we have and deal with the economy. I am supportive of the budget - these increase are not sustainable. we can not continue to do this and expect the taxpayer to resume the burden of this increase. donot want to McCann - think we are ready to vote. I do not think the Town budget will have impact on the BOE budget. we have received the TM proposed budget for the Town. There are no surprises so we can address those. we have opportunity tonight ot take care of a large portion ofour budget. The BOE budget major driver that has caused the signifcant increase compared to other years is the large increase in mandated special education increase. Given the fact tht the cost for educating our children is relatively stable over the past several years and we are mandated to provide special education services and we should do it. the cost for that this eyar is higher than in previous years. in support of this budget. Bazzano - it is an expensive budget. WE are doing things to make our system we once had. do not mind spending if there are improvements. will support Delnicki - this budget - what will this budget have on impact on this budget. Galligan - the total tax increase 3.23 tax increase Town - 2.75 the effect on the cars. Delnicki - based on reval that businesses will see large tax increase? Galligan - average increase 327 Delnicki - extenuating circumstance - if not there would have a problem. The Town Council has never voted for budget before the public hearing on the General Government. my concern is what is going to happen on the Town side. Galligan - I am concerned. 0% my people have gotten. looking forward to those discussions. Delnicki - will support the budget but we can't have a jump like this. I do not think the taxpayer can afford this type of jump. Anwar - there is not enough people coming to meeting so we should not worry - the people should have the opportunity to come before the town council. this budget does not include the security of the schools. Galligan - no it does not. that is aprocess that capital projects is reviewing. Board has hired consultant. LoCIP funidng is being made availble but is on the STate budget. It is not in this budget. Anwar - the funds coming from Lcal capital improvement fund. they are telling us that one of the criteria that can be used for is school security. Anwar - we do not necessarily have updated security and those funds would have to come from the town side. Galligan - yes Anwar - that should be a concern for everyone. that is an important piece of information. we are supposed to oversee the process and should respect that process. there is a reason the system is in place. we need to educate our children - I will not be supporting the budget. I don't want to say yes to something and then realize can not be secure. Prague - our town is safe. disgusted what Enfield did. Over the last five years schools has increased. in 2008 we have had to make some hard choices. I am fully supporting this budget this year. I am going to fully support General Government budget also, maybe moving things around. we have to keep our status quo, we are falling behind. Yagaloff - there are varying degrees of economic times. you have people on the council that says we need to keep South Windsor up on the grid and there are others who feel the town can not handle this type of increase. Businesses are going to get hit hard this year. Educatin is a high priority for South Windsor. will have to go through the General Government. Do stand behind the concept of not hurting students of today because of the economy. Do not advocate that we have turned the corner. I will support the budget but will not support the concept that SW deserves everything. we need to balance the needs of the residents of SW. This is a tough choice but not making policy decision tongiht. Delnicki - do not think we ahve turned the corner McCann - we have to stop talking about tough econimic times. South WIndsor is a desirable town and we need to keep it that way. 7-1 passed (Anwar)

Prague, June 30, 2013 Bazzano Prague - this is more to protect us Galligan - it is to protect us. to extent the reverter as a hold. Dan Marsh is here tonight if you would like update. Had conversation with Tom Ritter whois helping with the process. DECD shoudl have all documents finalized and then will get together for the PURA process. That could take 3-4 weks for the PPA to be signed. PURA has a 45 day period. The feeling tht I got is this would be a positive outcome. he feels this is moving in the right direction. Dan Marsh - the good news is that over the last several weks we have been able to identify the financial components. The developer is working to get their private development and an estiamtge which the TM and Council has not revieweed yet. in addition the deeloper has secured private funding. commitmetns have been signed. the developer has been neg. with large corporations to purcahse the infrastructure - we have reviewed the LOI. we have been working to develop the package to sel the federal - we are confident tht there is interest in buying the 30% renewal credit. some of the proceeds will be used to support project. one of the reason it has taken this long to get capital stack is becasue teh TM wated tomake sure everything was in the best interest of the town. we are int he process of wating for the eminal project Power Purchase AGreement. there is reason to believe that that documetn will come out over the next several days. it represents a marketable contract tht is financiable. we are looking at project that will help you grow your grant list. Phase I two sound stages, hotel, related bilding associated wit the film studio - Reail and REst. will have 2M plus the 500,000 from the fuel cells will create taxes to install the true public improvements fo the project. prior to you voting on your approval for this project, will be submiting a report. Yagaloff - this is a much better project then the original project. do we have a draft infrastrcutreu agreement any where? Dan - we do not have a final infrastructgure agreement. Matt has held off until we have a 501C3? Galligan - we have nto worked on that yet. wanted to make sure we have financial agreement. Yagaloff - we have had our attorneys draft all different documents. draft infrastructure agreement and draft 501C3 agreement. Galligan - Yagaloff - would like ot have discussion regaridng what is public and what is private infrastructure. Galligan - we can start that. Yagaloff - I support the project but reverter feel there is a chance for lawsuite. I voted against the extension because do not think they are necessary. I think we should focus on infrastrucrure. will be voting agains this again tonight bcause do not thik best interest of the twon. McCann - I agree tht the infrastrucrure agreement is crucial. We need to come to agreement and understanding. who is going to pay for what imporatant to which property gets taxed first. also agree with Dan Marsh with respect to the PPA being the lynch to this project, that needs to be done. The reverter itself I have come to believe is just a symbol of the frustration of the town with respect ot this project not coming along. we have been told over and over again that w just need this or tht much more time. we finally are seeing some progress but there is still a long way to go. we have not seen finacing for the fuel cells themselves. we we need PPA, finanicng for fuel cells, infrastrucutre. have also come to conclusion that project is tied to infrastructure. need that agreement in the next 30 days. This last extension did get us some where. Do you have enough inofrmation tonight whether the fuel project can generate enough revenues to suppor tthe debt servic eon any reasonable expectation of the town would be? Dan - the fuel cell themselves will fall 200,000 to 250,000 short of the tax payment short on a 12M bond. the fuel cell in and off itself wil not be 100% to meet that - you have to combine the studios and the hotel. the studio will. There is aa agreement between the hotel and developer. real property tax and tangible tax combine 514,000 - over the years the real property nubmer will increase, the tangible tax will decline slightly, will be between 400,00 and 500,000. Beaulieu - the film credits you tought were sold? Dan - there are letters of interest. Cindy - finanicng commited to the contingencies, there is a date that those contingencies need to be met, can that date be publicly discussed? Dan - Cindy - infrastrcutrue agreement we need to see soon. Yagaloff - aside from debt service - has there been any discussions regarding tax abatements? Galligan - no Yagaloff - the original TIf finaicn coudl have been construed as an abatement, the amount of real property taxes coming to the town are greate then what originally seen. when we get infrastrcurure agreement we should except that the debt service csot to be paid for by Anwar - Tony - status - First Niagara has given financing - hotel developer will commit as long as Anwar - permit Tony - have already taken out - most of first phase Final touches being done on gap loan $6M and that will take care of taking land down on tht corner.
