Galligan - memo from Dr. Anwar concerning Disaster Commission. Dr. Anwar took time to think of members and the mission. Think this is a good idea. NIce program Debris collection, we could not use a lot of the items to chip. Done with debris collection. Only two Towns in CT did debris collection. thanked the staff. CRRA contract - lot of towns are taking the 3 years with CRRA and 5 years with Murphy. Long term contracts have a lot of ups and downs. they can change items in that time. still recommending that we go with 3 year contract. Regional Animal Control Facility - there is a meeting tomorrow think about using 124 Sullivan Plan of Conservation and Development - 11,000 reduction. Trip to ICMA very enlightening. Had keynote speakers. Bill George also spoke. There was a lot on solar. There were also controversial items. Lot of communities are starting to tax non-profits. Public pensions, ING building - will be closing in one or two months. Mayor Pelkey - follow up on the debris pick up. Galligan - we kept track of every dime and nickel we spent. Anwar - Delnicki - the concept that was approached a few months ago - 124 Sullivan Avenue could be used for Animal shelter Galligan - we will know more tomorrow. Delnicki - Mr. Minguy made a comment about 5 or 6 months ago. The location is perfect. Galligan - one key thing in our assessment - get rid of septic and hook up to sewer. Delnicki - glad to hear that proposal on the table. recess at 7:15 to open public hearing 7 individuals in the public straw poll those in favor of granting two easements - 2 opposed - 0 reconvened at 7:17 p.m. Bazzano - what happens in the bid - resolution to put out to bid, do we hold off - Galligan - we have the right to reject the bids. We will know mor ein two to three weeks. we have the right to reject any bid Bazzano - transfer of defribulators - some of those are already there. Galligan - having evaluation done on that issue. Custer will be taking inventory Bazzano - Melanie - legal fee's Galligan - 244,000 was last fiscal year - October 2010 to January 2011. From June 30th to now only have spent 19,000. The bond resolution and all those things will be very expensive. when the bonds are issued those costs will be reissued to the town. Bazzano - 276,000 MDC is essentially Dan - 78,000 Galligan - whether they do one project or 20 projects it is the same costs. I have been using Dan for other things as well. Delnicki - 78,000 MDC - can recall another document with 360,000? Galligan - there was the feasibility study which was about 50,000 and was paid for by STEAP Grant. Appraisals part of the STEAP grant as well. Delnicki - 1.5 million and town 360,000 Galligan - that goes back to 2003/2004. Delnicki - I think important for us to know where we are. Time invested is hard to quantify. McCann - will be discussing solar farm regarding the CT studios. Solar panels that the town was to receive in conjunction with voluntary effort that was passed a few years ago and it was my understanding that we were supposed to receive panels, have we received them yet? Galligan - we have not because waiting to get enough to power items - Town has 3 or 4 and that is not enough. McCann - received copy of email that was addressed to you from someone who we are in litigation, do not discuss things with people we are in litigation with. Want to make sure others are following that direction. Dwight - it would be a mistake for any council members to get in discussions with someone the town is in litigation with. Pelkey - some of these fees go back a number of years ago - legal fees - fees that we are spending that is preparing the property for CT Studios - if CT Studios does not happen could we use these studies for other projects? Galligna - yes, could use the appraisals. the feasibility study yes because looking at property in the industrial area. as far as the legal fees may do TIF financing, ordinance - may have to modify but could use these documents - tried to make sure that this property is a benefit to the town, not the developer. Pelkey - grants that we have received throughy the State wre grants that we received even before the CT Studios? Galligan - yes - reconved the work session at 7:30 to go to another public hearing 9 people in attendance Public Pat Kennedy, 9 Tuttle Circle - also Chair of P & Z - speak in favor of this. By statute the plan is up for renewal - have cut down the expense by 11,000. only have to do once every 10 years. this is about what we spent 10 years ago. Peter DeMallie, 35 Petersen Way - support the funds for this - is statuatory mandated. The firms is excellent. Importatnt to get good company and have community work with consultant. Important to get process going. reasonable price. Support this. Those in favor of funding for this - 5 opposed -0 closed at 7:34 reconvened work sesion at 7:34 Delnicki - wanted to make sure there was something that guaranteed citizens jobs with the CT Studios. Legal opinion said this could not be done. Why would the Town have any say in this because it is a __________ agreement. Dwight - we spent a lot of time looking at this. The developer and uion have agreed to move in the direction of hiring residents. there are rules of what you can do regarding requiring Town residents to be hired. They will be using best efforts to select Town reisidents. We went as far as we could. If you would like can send you the language. Delnicki - why is New Britain able to do that and why we can't. Dwight - will check and get back to you. don't think is was charter issue, think it was state law. towns do occassionally do this when they are not supposed to. Delnicki - think worthwhile to find out. Dwight - will look at that further. would like guarantee for residents Yagaloff - agre with Councillor Delnicki that should get priority for town residents. the difficulty I have with the developer entering agreement with union and project manager is that SW does not have a dog in that fight. They don't have a reason to give a certain percentage of jobs to residents. my fear is using best efforts probably will ot be doing checks to where people live and giving residents jobs. we have had opportunities to do incentives and did not do that in the right time frame. Hopefully SW residents will get a certain amount of jjobs Dwight - will look further into this item Havens - the spin off of the whole project is where are the jobs going to come from. important to look favorably about CT Studios goes forward. A. The Connecticut Studios project
financila aspects we want to go into Executive sEssion McCann - change in the plans of restaurants to solar farm. The restaurants and the retail were part of the financing for TIF financing. We would need tax revenues to come from buildings and in order to have sufficient value to building to pay TIF bonds, all the buildings would have to be built. Now the new proposal is to replace that space with a solar farm. The liability of the solar farm is crucial. whatever developer is putting in farm and operating farm has to be operable - if the oeprator does not have the cash and does not generage enough to support the TIF bonds. economic liability of the operator of the solar farm. want to make sure we focus on those aspects to make sure we have viable project Matt - 100% in agreement.
Bazzano - we essentially have three pieces of property, town, charbonneau, milky - the studio were going oncharbonneau and town. the solar farm is going whre? Matt - on our property. Bazzano - is milky's property out of mix? Matt - no that is 20 acres. that parcel will be more valuable for something substantial. Bazzano - the TIF finanicng was based on? Matt - 2 parcels we own and Charbonneau Bazzano - that TIf will be confined to those properties? Matt - 2 town pieces and Charbonneau. Bazzano - up to council to extend TIF? Matt - yes
