Don Gonsalves, 40 Bayberry Trail, Council should consider - fund balance - this year took 800,000 out of fund balance like normally do and counting on under run - like to know if the fund balance is 4.1 should forget about capital projects and school projects. The Town should have 7.5 million in fund balance. if an emergency comes up there will be a real problem. The Town has to do things on needs not wants. Should not increase the debt level should increase tax level. we are just increasing the debt
4. Communications
Mayor - tomorrow there will be tree planting for John Samsel at Rotary at 5:-0 Friday Kevin Cooney will be sworn in.
5. Town Manager's Report [Per Town Council Rules, this segment of the meeting shall not exceed ten (10) minutes unless extended by the Mayor, with the consent of the majority of the Council.]
Animal Control Facility will be moving forward and will be meeting with other Towns to discuss agreement. will be on vacation next week. July 30th will be meeting with statewide for storm exercise in negotiation with NAGE - next meeting may want to get to council in executive session to discuss this. did get elected to CCM vice president.
Mayor - provide information Mr. Gonsalves was requesting Matt - can get that to the Council through email.
6. Items for Discussion
A. Demolition Delay Ordinance (Attorney Kari Olson to be present)
Kari Olson - Demolition Delay - the initial draft had issues legally. after last council meeitng we had a compresensive meeting with Michele, Chris, Matt, Ginny, myself, etc. We went through step by step - concern by Town Clerk of what actually gets filed with her. - the purpose of the ordinance is not to prohibit anyone from altering their properties, gives the Historic District other options other than demolition. 180 days to look for other ways to maybe preserve something. this ordinance establishes a demolition delay committee - Demolition Delay Committee which will be appointed by the Town Council. members from Historical Society, Planning & Zoning Commission, Historic Commission. Attorney Olson explained the process. Ginny Macro - Attorney Olson covered this very well.
Yagaloff - some of th eelements of this ordinance hav echanged from the prior on. Some of the criteria that is going to be used now is more well defined. Ginny - that criteria was also in the previous version,. That has always been the criteria to make a decision,. Yagaloff - it is going to be more about historic properties and know to have historic value. Ginny - that is right. Yagaloff - so there would not be a delay for all things. trying to understand definition of demolition. - what about renovation work, but someone want sto pull a window down or put a bay window in. is this concept of demoliton stop that sort of work? Ginny - it would be a significant portion of a building tha tis what would be considered. Yagaloff - members of the public had a historic home, had an important historical buidling they should be aware of this ordinance. those are the peopel that shoudl be concerned about htis ordinance. it is important to protect historical buidings other than demolition. This is not the same demoliton delay ordinance that was drafted previously. Ginny - that is correct.
Mayor - appears we have a workable document in front of us. do have mechanism for people to have ph and plead their case and not be burdened with 180 days. There are substantial safeguards to allow people to have their day to be heard and they could be exempt. Kari - it does not have to be 180 days, that is a maximum. It does give them a public forum to state their case. The whole point of the ordinance is to get people around a table to discuss historic buildings.
B. Recommendations from the Athletic Field Sub-Committee (requested by Deputy Mayor Bazzano)
Deputy Mayor - Athletic Field Subcommittee has been working very hard to try to find fields or create fields. Showed presentation Yagaloff - in favor of Nevers Road being developed. Walking trails and parking will lead up to Rotary - can be done on a small scale and then can be expanded eventually. The Committee needed to determine how to get more fields. The nice thing about the plan is it can be financed separately. In favor of plan. Can do 11 acres, rates are low right now. Cost of the artificial fields is lower then a few years ago. The High School, Nevers and softball field can go through referendum. Like coming in with smaller plans that can be done incrementally. in a couple of years will be looking at a nice 11 acre space. Will be usable field that will be basic. one element in there is the turf fields. we have had a lot of problems with the multi-purpose field. will be diverse group of children that will be able to use the turf field. in support of this, think will be a good project.

McCann - great job on plan - synthetic field at High School. Lights at Nevers Road Baseball field, flipping the softball field will create safety. on top of that three new fields with on synthetic and lights. fields are very cost effective. can use fields over and over again without wearing them out. in favor of the proposal you have come forward with. one question, large synthetic fields, any bleachers there? Bazzano - High school will want to play there, there is room for bleachers but might have to cut one row of parking out. the first thing we looked at was to make sure room for bleachers.
Beaulieu - great job, - very much in favor of this proposal. Kids who play sports in this town have had a number of conflicts in Town and this will subside those conflicts. Every field in this Town get used day in and day out. more and more sports are playing year round - the need is there. to have turf is the way to go. need to take the maintenance off of the Parks Department. It is a great time to finance this project. in total support.
Snyder - I also agree thta this is a great package. The need was there 15 years ago and is even larger now. fully support this. because the fields are across from the high school this will help support the athletic program at the high school. in support of proposal. Bazzano - was a great team and announced the members of the committee. Galligan - 2 ways to finance - public private partnerships and 6320 corporation or PFIC - good opportunity to do this - they have construction costs and construction interest - they expect to get this done within 12 months. Town Council would do this by resolution - takes all guess work out of project. Town could have savings - gives Town opportunity like a buisness would do a project. great opportunity and bringing infrastructure to the town at the lowest cost possible.
Bazzano - the total cost can not be included in the PFIC? Galligan - Town is looking at that, can not have softball.
Matt Riley - Al Larson - thanked Deputy Mayor for keeping ------------ updated. the best thing came out of recommendations are the multiple options and multiple financing options. overalll the plan is great and will enhance Nevers Road and the sports fields Willa - 18 MOuntain View Road - the proposal sounds great and appreciate Deputy Mayor Bazzano giving the neighborhood the opportunity. very appreciattive that lighting is not being put on the fields. very concerned about conduits being put in. lights are now wanted. request that lights will not come up again. Eric Hill, 26 Mountain View Road - outside edge of track is 23 feet from my property line. conduits leaves an unknown about lights. town is in need of fields. would like the Town to take conduits out of the proposal. neighbos are against lights. do not want extended use on the fields at night. Carol Driscoll - 61 Austin Circle - this is not the first time I have heard this presentation by Committee. I have decided that many of the benefits taht were explained in the presentation are more assumptions more than fact. These are benefits that one hopes will happen once project is done. if this project is included in referendum to the citizens of this town I have a fear the referendum will have a lot of comunity neds will be rejected once they see athletic fields. It is not a priority of the majority of resident sin this Town, the have other issues which deal with infrastructures such as roads, schools because the majority of people use these. I appeal to the Council not to include in capital project community bond. If there is a segment that want this project I think our Town Manager has proposed alternate funding that would be more appealing to the rest of the community. Ray, 28 Hillsdale Road - do not understand why you would want to cram it in on Nevers Road. Foster Farm could be used for this purpose. John Caldwell - thanked the Council and Manager for recognition tonight. thanked the sports groups because they have helped out when having to keep off the fields, etc. A lot of the fields are shared between school and town. If comes down to no conduit, I am all for it. Chris Wanner - thanked the Council and was pleased to be part of the committee. this proposal I support. Would hate to see it in conflict with other Board of Education program. Additional fields would be great and two being turf is outstanding.
Mayor - thanked the committee and came forward with comprehensive proposal. Yagalof f- wanted to comment on the conduit and the lighting. The Committee would like to have neighborhood support. If the High School field goes by referendum it is importnat of the conduit issue. do not have problem going back and looking at the conduit but that is just piping - open to going back and revisiting the issue. Mike Burgess, 18 Mountain View Road - we need to be gotten a hold of Mayor - Havens - proposal is good, but how do we fund and how do we keep everyone happy. If you put a conduit in there it is a key to put lights in there. I would recommend leave the conduit out of the packet. Mayor - sure there will be a lot of discussion about this issue. Bazzano - could put power point on Town website and as far as the confuit was are looking at financing that conduit would be part of the referendum. I am fine without it or with it Galligan - when you do the leasing every detail has to be put in there. Bazzano - lighting would have to be in charge of lighting on the field. David Joy, 100 Bramblebrae - it is the Boards decision the BOE would have to accept the installation of lights and the synthetic fields would have to accept those projects. John Caldwell - I do really support this project and would help the fields to rest.
C. Capital Projects (requested by Councillor Snyder)
Jan Snyder - Matt Galligan - Jan Snyder - 191 Bourbon Street - Chair of Capital Projects - three phase plan for Capital projects - 1) put together capital project program which gives clear strategy moving forward; provide sound policy, 2) capital project community referendum; 3) targeting projects fo rthe next five years to support budgetary needs moving forward. Community bond - IT, buidling upgrade, park & Rec, IT for BOE, building upgrades for schools, athletic for BOE, paving BOE. first woudl bring resolution to Town, Galligan - the propsal is 10 million dollar and 12 million dollar - I looked at the plan and made an assumption. page 3 of proformas - in first year have almost 600,000 worth of debt coming off. Mr. Galligan gave teh Town Council a Indoor Family Recreation Center - Fred Shaw and I have been questioning state on their interst proposals. 20% payment may go away and our cost may be less. Mayor - these tough econimic times taxpayers are probabaly wondering what is going on here.
Yagaloff - 12.9 M - reimbursement 11.9M - 4.8 M and 2M fields - total size of fields and recreation - 16M Jan - roofs of the schools are on the capital projects - everyone working together to see if comapny would pay for roofs Galligan - comapny is willing to put new roofs in - Yagaloff - conflicted about which is the right direction to go with referendum. most items need to get done but on the other hand every year we try to get spending down. never been proposonement of bonidng out fo rmaintenance. not happy for referendum fo road repairs. not sure about a community referendum, feel pieces of referendum would go better. Jan - the things on here are certainly not a spending spree. if eveyrthing were properly funded in the pst, this would not have to be done. Looking for TC to give feedbacka nd let Jan make changes.
McCann - discussed funding of different projects - thre are various ways to fund and should all be revieed and considered.
Havens - need to discuss al lthese items but need to stop confusing the public. need to figure out where we start.
Bazzano - 1.5 million for additional space for seniors - moved that to lease finance. Galligan - #'s used are from 1998. need to look at debt coming off and can see if the level is the same. Bazzano - referendum of 11-12 (priorities of town), 6M (leased/financed) which includes athletic fields, dedicate community center to seniors. Galligna - Evergreen gets hotel done. some of those new tax dollars could go towards a project. do not let your debt go down. balance that all out. Bazzano - like proposal that is being put forth 10-12M makes sense. a lot of areas of being touched with this capital project referendum. Beaulieu - think project and bonidng makes sense - can not afford to do nothing. projects need to get done. Delnicki - proposal like this with everythign put together has a beeter chance of failing. projects should be separated. Yagaloff - agree with the Mayor - concept of stimulus package - need to break out the projects. lease/purchase is somethign we need to be careful about. Public need s to know priorities. Hard to have discussion with this issue. Galligan - theTown Council can't keep telling me to cut the budget and then keep asking for different projects. Yagaloff - the planning is good - should be getting some projects done - but doing the amount of projects would be a large cost. Galligan - Town Council needs to set prioriites and then will get items done.
Beaulie - need to consider projects - we have debt coming off and that needs to be considered - need numbers in the futue where we see how much coming off and how much on - we have some major taxpayers in town who are not contributing taxes to town - those may be coming off. need to look at nujmbers to figure where we would be year after year. Havens - we do have responsibilities to the taxpayers to fix items that need fixing. in November good time to do bond/referendum. need to put in priorities. Can't do everything in one year but items do have to get done. support bond issue with prioriities. Myoar - any public David Joy - recognized Jan for trying to fix broken policy. BOE received no funds for Capital Projects - Idea for method is commendable. there are critical projects that need to get done. support proposed bond. school roofs ned replacement. in favor of keeping one referendum. need to publicze referendum but do feel the 20 year bond needs to be reduced. These are projects that need to be done. capital project has been cut by the Town Council fis a mistake. Matt Ro;eu = list sounds like there are many things that would be put in the maintenance.- good opportunity to get best price on this with low interest rate. hopefully projects will be addressed in the future.
