Robert Dickinson, improvement of bicycle and walking - would like any time you reconstruct road would like room for pedestrians walking or biking.
Larry Torr, 520 Quarry Brook Drive - (check number) - congratulated Councillor Snyder for her work on the referendum. Some of the bonding should not be bonded longer then the life of the asset. Would like status of October storm. $6M from agencies? Did not receive survey but think should split rfereneum into pieces instead of having the referendum bundled together. Would llike to see leadership on the council regarding the referendum.
4. Communications
Snyder - Item 6B - will do under that
McCann - bikeways and sidewalk subcommittee - have been in contact with the TM and TA regarding revamping the ordinances. repeal ordinances and carving out section that would allow the town to recoup from resident who actually damages the sidewalk. It was suggested b the TA that include in the amended ordinance the requirement of removal of snow and ice and debris from the sidewalk. That is something that will be coming forward at next meeting. Will place in the proposal. Will be looking for feedback from the Council. Tom - will you want formal discussion? yes
5. Town Manager's Report [Per Town Council Rules, this segment of the meeting shall not exceed ten (10) minutes unless extended by the Mayor, with the consent of the majority of the Council.]
Galligan - 116,000 did receive. All information is in the process of getting paid. There was one question that came up with the grinding. That is something that FEMA is working on now. As far as the bonding, we took notes for 6M - then 2M for 10 years. rate of 2.1% - there are additional funds above that that will come back. . We have monitored that. Have set up meeting with Larson - Will be staying on top of that - 2checks have received and one in the mail for 8,000 did get memo from Fred Shaw regarding 1/20th payment - received additional funds from what we call ineligible costs. we got grant money. close this October 1st - 1.1M - will save - have to come up with 400,000 - WPCA is looking for those funds. looking at 800,000 increase in debt. Thre is debt schedule. It does pay to do this - there are savings. Will get together with staff to try to keep numbers down and make it work.
Delnicki - the inertown roads that are under DOT program have we received any reimbursement for that? Galligna - no not yet and will take longer than FEMA Delnicki - any other towns receive any reimbursement? Galligan - have heard that Vernon has - congressman is looking into that. Delnicki - would like answer on that.
Anwar - WPCA will have to pay 410,000 more? Galligan - yes Anwar - who made this error? Galigan - we have been conversing with State saying the proformas were wrong. Fee this year has already been set and they will ahve to find the money in the budgt some where. Anwar - 410,000 is a large number Galligan - think it is doable Anwar - so you think that there is 410,000 sitting in our budget that can be used Galligan - there is not extra, but project have been coming under budget and those funds can be used. Anwar - can we find out how much of the surplus the Town has.
McCann - take another look at the debt schecdule for the sewer and make sure the total includes the accrued interest. Galligan - yes McCann - and of the actual payments they equal the principle balance - but do not include the accrued interest.
Yagaloff - recollection of sewer issue - if we borrow funds through the clean energy funds - Galligna - requirement was changed through negotiations. Yagaloff - seems they are trying to make up with things through accrued interest. over 100.00 of the fee is for reserves. over 5-6 years they have been building up reserve. money was freed up from the pump stations that was not used for pump stations. the public should not think WPCA is in dire needs. Do not think they have shortages. Do not want to hear from them that they need help with project because they should have reserves. They charge large fee. Galligan - do not think they will have to come back to council but will get all WPCA information to Council.

A. Results of the South Windsor Capital Improvement Survey for Potential Referendum
A presentation will be given of the survey results.
Delnicki - Thanked the Committee for their hard work
Yagaloff - voted against the survey because I thought we had a good understanding of the community. Feel we did not need the survey. The Community does not want large projects, cost does matter. Maybe the survey was a good thing - went through the data, comparing the demographics with the results were good. probabaly had good response from those who make more money. my feeling is survey good to use for tool. Tonight we should be focusing on one or two items that we feel we can stand behind versus focusing on all items. Highly recommend 1-3 referendum items to focus on for referendum. purpose is to send out quality referendum to get passed. The athletic field should go to lease purchase, scaled down project and should come back with well defined project that can go to referendum.
Delnicki - would like lease purchase concept not in the conversation tonight.
Anwar - feel survey was useful. There is a need for infrastructure and maintenance. Feel all the items should be separate in referendum. Evergreen Walk have not heard a whole lot of support for that item. Also should do separate atheltic fields and separate community center referendum. infrastructure and maintenance should be around 7-8 million instead of 12M.
Delnicki - do like multiple referendums instead of one referendum. survey was a good exercise. roofs and paving are critical items for the public.
B. Proposed Referendum (s)
Report from Capital Projects Committee - Jan Snyder - do have information to share with the Council. Information from the BOE - technology 80% curriculum and 20% ______________. Building ADA and fire code requirements - underground oil storage tanks at Police Department tanks removal is necessary to be done. Alarm systems - upgrade for additional capacity because not capatible with existing equipment. Boiler projects - pay back is 5 years so the cost would be in 5 years. 10 year pay back for Town Hall. Windows that need replacment in Town Hall is 5-8 years depending on type of window installed. Generators - parts are hard to get due to the age. estimated cost is 12,000 at the commuity center. Town Garage does not have capacity to heat and cool system. HVAC - major reparis have been done to commmunity center. Town hall has been repaired for great costs - Heat pump and cooling system are inadequate. Parking lot at the Fire headquarters (driveway) - all pavement and curb needs to be replaced. Catch basins need to be replace - 300,000. suggestion to add to paving projects. McCann - with respect to driveway serving the equipment at station 1 - there is concern about the ddep running of trucks (poundage of trucks) - what would it take to repair driveway to make safe more maintained but also protect the trucks? Doolittle - most severe rutting is in the front of the station. trucks use the entire driveway and parking lot. redo all pavement at Fire House McCann - what amount of 300,000 would be for front driveway? Doolittle - based on the error - the front parking area would be about 1/4 of the paved area $75,000 roughly or $100,000 Delnicki - run time on each generator (usage) - under ground storage tanks each tank has date they have to be retired by. what are the date for other tanks other than Police Station. Got pay back on boiler and windows but also aked increases and decreatses in maintenance and budgets. How much would cost go down in heating season. Maintenance and opearting was across all of the buildings so we could know budget increases or decreases. Snyder - will ask for that.
Anwar - when list priorities - I guess they are in order on all of the different things? Snyder - that is the way they just numbered out. We have cut back already. Anwar - the fire alarm system is functioning and working? Clay - yes Anwar - many of these items are functioning at this time? Clay - yes Anwar - we just want to make sure they keep functioning? Clay - yes Anwar - is it possible to explain the different capacities of generators Clay - generators are different costs and need different things done to it. Real costs depends on where the generator is, if there is additional iping that needs to be replaced, etc. Anwar -Police Department is more than 50,000 Clay - larger generator and location Anwar - community center Clay - 75,000 Anwar - how much power would it generate? Clay - can get that for you Anwar - alarm system - lot of money - want to do things that are essential. we talked about the parking lot McCann - my question was the driveway -
Yagaloff - wanted information about specific details on items. response on underground tank - (it is nearing 30 year) - DEP says needs to be replaced. Snyder - DEP regulations - you have to take it out and remove it. Yagaloff - if not leaking, why do it and what is the cost Clay - 2,000 per day Yagaloff - 2,000 day penalty should have been given to the Council because that is compelling information. without knowing more details - trying to figure out if things need to be done. should the town be prioritizijng. many items have not come before Council. I don't disagree that items need to get done but items should be prioritized. Single paned windows versus double paned windows is not a priority. Clay - the list you have is prioritized. Yagaloff - the big list should also be priority Galligan - the fuel cell is a priority and is not on the list. but generator could be used. Yagaloff - 200,000 COULD BE put into the regular budget . This vote will collect taxes to pay for items Galligan - when you are in management Delnicki - if we never increase another line item there wouild not be any increase in taxes. we need to know the immeidate impact but what the real number is in debt service versus what would hav eto be raised in taxes. Galligan -
Bazzano - Snyder - every year we have list and it is usually 20-40 M. Council cut the budget so none of those projects got done. each year the projects would be moved to the next year. all projects that were supposed to be done in 2002 have been pushed to 2012, 2013, etc. The Town administrators and the BOE administrators to put together their top 5 projects. that came out to 17M. after that went back and discussed with Capital projects where asked the administrators to cut down on projects. Bazzano - there is probably perception out there that some of these projects are not necessary. There is probabaly a lot that has happened over the years - want to make sure list is items that are priorities. Bazzano - McCann's request Firehouse 1 - driveay out to Ellington Road is what is being discused? Doolittle - yes Bazzano - would it make sense to do concrete and would that save money? Doolittle - we could look at concrete and see if it owuld be cost effective.
Beaulieu - Mr. Torff made a comment that he was glad the professionals were brought in on this list. we are here because things have not gotten done. we have not been able to find funds in the budget to get these items done and should move forward with this list. in addition we need to look at useful life of these items when considering bonding. Need to push forward.
McCann - six years ago referendum went forward with bonding to get infrastructure done. major road reconstruction, culverts, etc have gotten done. if you look at 10M impact - you will see that we have had increases over the year but have not had significant ipacts on the residents when doing the 10M bond. we have opportunity right now because rates are low on bonds and we could get projects done. necessary items could get done. we could take position and debate whether things have more time before they need to get done but think should get items done that may need to be replaced in the next few years. we should do them now. Some of these items will save the Town money after completed. Town Council should come up with a comprehensive plan and stand united. we have obligation to the town to put forward a means of paying for at a reasonable cost wha tthe town needs. Hopeful that the Town Council will come together and get plan to get these things done.
Prague -- We need to do projects now. Trust Town Employees, voters, etc. Think Councillor Snyder should do her presentation.
Anwar - as a member of the capital project committee - there are a number of people on the committee. The town part of this they have done a great job prioritizing. Town technology equipment - how many computers, are we going to buy a computer and pay for it for twenty years Galligan - a lot of the items are not computers. Anwar - we represent the communtiy and need to ask many questions. Snyder - so you are looking for the break down of equipment Anwar - Town Inforamtion technology equioment where talking about buying new computers, how much programs, how much computers, etc? Snyder -will discuss with the board also and will get from Scott Roberts
Yagaloff - what I think we should do. have a school infrastructure 3-3.5M and Town road and culvert and IT for about 3-3.5M. Deput Bazzano should come up with plan for athletic fields - I think that the community infrastructure referendum is going to fail. the survey is clear that the voters are going to reject community referendum. Recommend - scale back 3-3.5M - do two of them - try to get something passed. Do not want to put something put out there that is going to fail.

Delnicki - like seeing it broken out in that fashion. Suggestion from Councillor Yagaloff about 2-3 items would be too much bundling. We have to do something about the high school with the fuel cell. Some PW items should be removed and decided upon what should go to referendum.
Gallligan - the generator at the high school is extremely important. it would probably be about 200,000 to do that. Going through the list here, my idea would be to put generator in and take out generator - Town Garage fuel storage tanks need to be replaced. that generator has failed many times. Town Hall the windows could be waited on. the elevator off for another year. the police departmetn would leave alone. Library wait on generator. if you take that out that is 550,000 but putting back 200,000 to 220,000 - that would be my recommendation to the Counicl.
Delnicki - tentative meeting scheduled for the 6th to get things done. Galligan - Councillor Yagaloff - school roofs and roads should be done and should be separate. Delnicki - frame work of the five referendums makes a lot of sense.
Anwar - the community center expansion - we as a town has outgrown the community center and should be a separate question as well. Deolnicki - will have special meeting if there are items not resolved.
Prague - there is a real need for more space at the community center. suggest use charter and call upon the PBC and have Hap Fitts come in and have them do a study. and design it. design/build would be a good idea. Asked Matt to contact Hap Fitts. Galligan - fo rthe schol project you have to appropriate full amount - when get reimbursements could ----------------------.
Snyder - any questions on Park & Recreation portion? Anwar - funds for VMP activities? Ray - two water features are great hit with the kids. we would like to continue that trend to update facility. Anwar - if we add them we would be able to add customer base. Ray - not everythng has price tag value. maintainign the parks and updating the parks is important to attract people - retain customers. could not tell you what the impact would be. quality if critical. Anwar - since we just did features do we need more at this time? Ray - we did a list for five years. we will be taking a look at other things first (five year list) can get more priorities to you. Anwar - heard that playground only for certain segment? Ray - playground to VMP would be an added value to the park. Anwar - feasibility of making current facility in-door Ray - the cost would be too large to put any of that in portion - no heat and there woudl need to be rest rooms and current - not feasilbe on facility. Anwar - fence in that area? Ray - that was attempt to reach goal that we set earlier. there are secruity issues there and current fencing is deteriorating. Anwar - five year plan? Ray - yes we can giv eyou a more prioirty list. Anwar - people were equally divided with the recreation stuff and would ned more inforamtion. Ray - certainly there would be Anwar - as demographics change
Public Craig Zimmerman, 5A Amato Drive - details on the community center and athletic field - needed more information regarding these items. Hope the Council could take another look at creating the Recreation Center which woudl also help with the senior center. Chief Reed - generator at High School would also help with loss of power in that area there would be no interruption to the classes. Town is technology centered. Technology costs a lot of money.
Delnicki - we will have separate resolutions on each items. will have the ability to amend items. PBC - Prauge may want to bring resolution forward.

Going through the list here, my idea would be to put generator in and take out generator - Town Garage fuel storage tanks need to be replaced. that generator has failed many times. Town Hall the windows could be waited on. the elevator off for another year. the police departmetn would leave alone. Library wait on generator. if you take that out that is 550,000 but putting back 200,000 to 220,000 - that would be my recommendation to the Counicl.
Delnicki - tentative meeting scheduled for the 6th to get things done. Galligan - Councillor Yagaloff - school roofs and roads should be done and should be separate. Delnicki - frame work of the five referendums makes a lot of sense.
Anwar - the community center expansion - we as a town has outgrown the community center and should be a separate question as well. Deolnicki - will have special meeting if there are items not resolved.
Prague - there is a real need for more space at the community center. suggest use charter and call upon the PBC and have Hap Fitts come in and have them do a study. and design it. design/build would be a good idea. Asked Matt to contact Hap Fitts. Galligan - fo rthe schol project you have to appropriate full amount - when get reimbursements could ----------------------.
Snyder - any questions on Park & Recreation portion? Anwar - funds for VMP activities? Ray - two water features are great hit with the kids. we would like to continue that trend to update facility. Anwar - if we add them we would be able to add customer base. Ray - not everythng has price tag value. maintainign the parks and updating the parks is important to attract people - retain customers. could not tell you what the impact would be. quality if critical. Anwar - since we just did features do we need more at this time? Ray - we did a list for five years. we will be taking a look at other things first (five year list) can get more priorities to you. Anwar - heard that playground only for certain segment? Ray - playground to VMP would be an added value to the park. Anwar - feasibility of making current facility in-door Ray - the cost would be too large to put any of that in portion - no heat and there woudl need to be rest rooms and current - not feasilbe on facility. Anwar - fence in that area? Ray - that was attempt to reach goal that we set earlier. there are secruity issues there and current fencing is deteriorating. Anwar - five year plan? Ray - yes we can giv eyou a more prioirty list. Anwar - people were equally divided with the recreation stuff and would ned more inforamtion. Ray - certainly there would be Anwar - as demographics change
Public Craig Zimmerman, 5A Amato Drive - details on the community center and athletic field - needed more information regarding these items. Hope the Council could take another look at creating the Recreation Center which woudl also help with the senior center. Chief Reed - generator at High School would also help with loss of power in that area there would be no interruption to the classes. Town is technology centered. Technology costs a lot of money.
Delnicki - we will have separate resolutions on each items. will have the ability to amend items. PBC - Prauge may want to bring resolution forward.
