D. Police Department Budget
Chief Reed came forward - Past year challenges - have made changes in the Police Dept. Have examined and changed. one first task neg. between town and police union. have had reduced costs. elimination of - reduction of over time pay. automati 2 hours. eliminatation of ----, insurance co pays. moitor isling of cruisers with emergency equipment, saves gasoline. 284,000 on operation over time - last yar 360,000. have had grant funding this year - have digital system 350,000 covered by grant. 200,000 grant to rehab building where Ambulance corp. have 41 active officers. two new offices not trained yet. Hart will be retiring at end of June. will be remaing at 41 officers. South Windsor has 5 officers that are eligible for retirement. over the next five years could have 12 eligible. we shold be hiring personnel now. we had 300 applicants for position. Financingally would be beneficial to use list to hire candidates. would like 2 more officer funded. 2.5%, 135,386 dollars over. has been reduced 309,000 by Manager. we know officers will be leaving and need to take steps to avoid being short.
Delnicki - commend you on hiring process. do not change selection process. spoke about 2 officers, spoke about members of the dept. that could be retiring, has anyone indicated that they willbe? Reed - no specific date but saying they will be in a couple of years. after 25 year officer could leave at any time. very long process to hire and would like to cover those who might.
Delnicki - 53,000 per officer which covers everything Reed - 53,000 salary. when you start to account for uniform is probably 10,000 per officer. 140,000 for unions and salaries. benefits come out of town budget.
Delnciki - woudl like to know what that cost for medical is? Galligan - will get that to you.
Reed - cost for trianign has not cost town anything. Sate would like to put cost to towns. (surcharge 2,500 or 3,000).
Delnicki - any problem retainng officers? Reed - last 5 years have had good retention.
Yagaloff - thanked Police Dept. outstanidng service. Where have we been in the past for four five yars Reed - 38 until two months ago. went through time period where we were short 4 officers. had difficulty finding individuals. 38 was the low number. 41 now.
Yagaloff - when someone if hired they have to go through academy and triaing? Reed - 16 week field trianing they do in South Windsor.
Yagaoff - they learn from another SW officer rather than alone? Reed - yes Yagaloff - when start paying? Reed - once they come on board, during training.
Yagaloff - at academy they have to pass to remain employment? Reed - 18 months from date of hire, all training. after 18 months become full employee.
Yagaloff - we pay from the beginning and have to put into budget. Yagaloff - specific questions about police budget can we email Town Manager Matt yes will get to chief and respond
Prague - Chief have done a great job. 150,000 cut from Town Manager, what else would you like to see funded if we could? Chief - right now we are rehabbing the building. would like to finish tha completely and have the control center done. would like to rehab communication center. also security camera's fixed and upgraded. key card access whiich needs updated. cell tower and radio shed needs to be a part of that which costs. all these items are big dollar items and would need done.
Prague - are you going to get rid of ambulance bays? Reed - no need those areas for certain items. The other covered bay on the west side will break that up Prague - new radios does that work in TE? Reed - the incident where Avery STreet happened our cells do not work. school resource officer hears everything and ame thing with DST Output. have digital system which works.
Anwar - Board of Ed talks about security upgrade? Reed - security people at High School is totally different than Police Officers. We do have officer at the high school (school resource officer). you need someone to worry about who is going out of the building, etc. Resource officer doe snt eliminate need for security officer at the high school.
Anwar - last 6 months - looks like work load hs increased? Reed - 40,000 mark - we do not have a lot of time to do analysis and do not have an individual to do that. 23 years ago it was not unusual to get a call. Now there is not a shift that does not get called.
Anwar - preventive work that can be done with new officers? Reed - we do a lot of work with the high school. have worked to have key card access and camera. have to push button to be allowed in any school wold like more work done with that. do not have time to do other projects. have only 1 officer on bike at Evergreen Walk. would like to have more special enforcement, youth services.
Anwar - when at convention - other chief's came up and said they look to South Windsor for a model. Reed - thank council for their support
McCann - thanked the Police Dept. for their services and thanked Chief Reed for reasonable budget. Is there anything that you put off until next year with respect to operations? Reed - things that we can put off are things that have been pulled off already. Eventually we need to upgrade the radio system or will have problem. 300,000 cut are projects that we felt we needed to get done now but have been put aside and will need to come in future years. ther eis nothing now that can be put off.
McCann - anything in 300,000 that will ipact your services? Reed - no - we have camera system that needs to be revamped and work correctly. If prisoner says officer mistreated them would like to be able to look at computer than viewed.
Matt - am looking at - we have tower police - looking to do is have companies that woudl come in and will be bringing to council. use that for tower and put back into the department. dealing with companies that are intersted in that.
Pelkey - department doing wonderful job. with hart leaving what will the reorganizational plan be, have you built into budget him leaving and put someone else in his place? Reed - remember when I took over commander positions where eliminated. have second perosn in control. plan is to promote to Deputy chief and move lieutenant to sergeant. Pelkey - with promotions will there be any funds available, are there savings that are not been built in? Reed - when he leaves do not believe there will be a savings. but have put savings into the budget already. savings comes in when officer comes in at 53,000. Pelke - mentioned that you have five officers that would qualify to retire, all of those are senior officers? Reed - there will be a savings Matt-

Matt - bulk of that budget is increase for Metro Hartford Alliance - would like to keep in budget. Recommending that that stays under fees and memberships, 5% increase. talking about 9,000 increase. 5,000 Metro hartford Alliance.
Anwar - people are trying to reduce paper load? Matt - we have archive - emails are archived. do not have to have document anymore.

McCann - last year did not have anyting in part time now do? Matt - what we did this year is Building had part time position and now they do not. This year the Council moved the part time position to this year. McCann - 2012 budgeting 14,000 Matt - moved the part time positon from Building to Town Manager's Officer. Asked for part time person would be able to help - had 4 people and now down to 1. McCann - moved from Building? yes bottom line same.
Matt - one thing you should know the HR has decreased dramatically. Town Manger's Officer has a lot of HR items.
McCann - Building has requested for part tinme inspector - will check the rest.
C. Boards & Commissions Budgets
Matt - if you look at that - if you went to comparison - 12% decrease from last year. only 30,000 budget. they have cut back and do a lot of their own things. do not know how much can trim but if council wants something can look at that. There are changes that would like to discuss to redcuce the budget.
