South Windsor Kennel Club - complaint regarding the - got deposit back and it was made out to Peggy Walmpold - had to send back and have them make out to SW Kennel Club. Called the Director of Recreation - if we have done something wrong. Have not received any call from anyone in Town since last Wednesday. SW Kennel Club has tried to be good Club Members. If SW doesn't want us we would like to know.
Pelkey - congratulations on 40th anniversary
Matt - I have not been in today - first thing tomorrow morning I will get report and call
Peggy - Bark Park - when they first formed - they needed storage shed and we bought and gave it to them. We have done a lot and should not be treated like this.
Pelkey - try to get them book as soon as possible for next year. Thank you and sorry for the dilemma. sure there is explanation and will find out what that is.
Dr. Kate Carter - I feel honored and priviledged to work in a job I love and Town I love. Primary reason for visit unanimous vote to support the Board of Education is history making. Pleased with dialogue. support of TC did not go unnoticed by myself. Recognize Matt Galligan also. Look forward to partnership this year.

Pelkey - read communication to Town Council - referendum for CT Studios - Special Service District - Yes 5 and 0 No -
Prauge - who are the members
Galligan - me, Mr. Palumbo, Tonyl, Mr. Charbonneau, and another person. Based upon who has the most acreage
Anwar - wanted to reopen the discussion regarding jCustomer Service.
Galligan - need full report from Ray because this is unusual. First time in 16 years there is a problem with pavilion.
Anwar - their perspection was there was lack - challenge that they were not responded to in the right manner. need further discussion on this in another agenda.
5. Town Manager's Report [Per Town Council Rules, this segment of the meeting shall not exceed ten (10) minutes unless extended by the Mayor, with the consent of the majority of the Council.]
Galligan - Special Services District - appraisals are going on. ton of information developers agreement. all moving forward. non-disclosure agreement also was signed. Like to work with Personnel Committee on Charter - issues like to sit with and go through changes. will contact to get meeting together. There will be a public hearing regarding this issue. Capital plan - we meet once a month - would like to rewrite the policy and in September formulate the policy and come up with solution. Need to make changes.
Yagaloff - read the newspaper report - Capital Projects Meeting - looked like Committee was critizing Council. Town Council has tried to reduce budget. How do we reconcile this - should we sit down with Capital Projects Committee.
Galligan - would like the Council and Board of Ed to sit down and review the capital projects. Need to have a better understanding., Committee members feel system has not gone the propert way - report should be looked at by Council and if they do nt like shoudl go ak to the Caitla Proje

Yagaloff - there is a lot of critisium toward the Council. If the Counicl has public meeting people can ome in and discuss issues with teh Town Council. The Caitla Projects has to work with the funds that are given to them.
Galligan - want to set up policy. This will make people understand economic conditions. Would like everyone to understand roles.
Delnicki - Town Council did nothing that 26,000 people in this town had to do. Town Council looked at Town budget and tried to figure a good budget under tough economic times. In past a lot has gone through that has not been looked at closely but this year was tough economic times and had to be looked at more closely. hope can craft policy that will cover all issues but do not think that can happen.
Havens - charge of the capital projects committee has to be changed. there is a lot of time taken working on the capital projects from the Committee side. if we don't change the make up of the charter will have the same problem next year. Capital projects is the last item that is decided upon during the budget.
Anwar - Committee feels frustration when the Town Council cuts their proposal. The good thing to have is multiple Joint Work Session and shows us what level of work goes into Capitla Project Committees decisions. Set priorities. keep communication level strong. The Committee has done a great job but the times are tough and unfortunately changes and priorities needed changes.
Bazzano - have to find out what residents priorities are. Lets start prioritizing everything not just the Capital Projects.
Galligan - need to know what the Council's priorities are. Should have a work session together.
Bazzano - get the study back out and review that.
Pelkey - one of the things that capital projects looks at is set priorities from lettrs that come to them and try to look at the items in terms of long term. Get from Town and Boared what they feel are priorities. AT 600,000 there are many jobs that will not get done. as a town we need to figure out what the main objective is to build up a fund. now we have a 14 year old budget. As a Council have to take different approach on these items and let the residents decide wht projects should be done. Some how we have to get some of these projects done. Things are just going to get more expensive and have to figure out how to approach this. some how we have to get money into the funds. This is a discussion for the fall time. need way to get these projects done.
