A. Surface Transportation Program (Jeff Doolittle, Town Engineer to be present)
B. The Town's Plan of Conservation & Development (Michele Lipe, Town Planner and Consultant to be present)
C. Regulations of Hair Salons, Nail Salons, Barber Shops and Tattoo Parlors (Dr. Schwartz and Sherry McGann, Environmental Health Officer to be present)
Dr. Schwartz - Director of Health - we are functioning as a part time health department. we have inspected over 90 food establishments. we are attending homeland security meetings. we are still involved in wells and septic systems. The reason here today is we would like health codes that we would like passed. we have complaints from citizens that are complaining about various businesses. the inspections we would like to start and would like to issue licenses and charge fees. we are mandated by the STate of CT. A fee puts value in something. Healthcare is delivered by your doctor. part of caring about public health is important. if you charge they will feel there is a vlue. we are not going to charge fines or penalities. we want to give them a valuable license and if they are not following guidelines their license will be pulled. The fees that we are charging are for licensing and regulation of hair salons, barber shops, massage parlors, tattoo shops and body piercing - State says we are in charge of this. This would give the town revenue. we will inspect for safety. we are charging small fees. Fees are charged all along the state and are important to public health.

Schwartz - have outlined what woul dlike to begin with and would like to charge fee's for food services. septic system review and permits and wells. Just one year ago for 6 months was told by State - if fees would be put in then may not have been out of line with state. If we had fee's that every other town has -
D. Regional Service Sharing Grant - Police Department Training Facility in Rocky Hill
Matt - some time ago CRCOG tried to get traiing facility in Rocky HIll. There was legal cost because residents came out and did not want this. There is a fee that is being asked to charged comunities of about 1,400 for SouthWindsor.
E. Central Connecticut Solid Waste Authority (Michael Gantick, Director of Public Works; Fred Shaw, Superintendent of Pollution Control; and Jennifer March-Wackers, CRCOG to be present)
Mike Gantick- CRRA contract is running out next year so CRCOG would like to know what the Town will be doing. We are looking at proposals and have 2 firms that qualify. should have received recommendations. CRRA is the vendor of choice for refuse. in package sheet that shows differences of options. should be receiving comments on packages. October 1st should be date we get back to CRRA.
Jennifer March-Wackers - CRRA - 21 towns gthered together to look for services for solid waste. Three qualified but down to two qualified providers. there is a savings that couldbe gained through looking at proposals. Murphy Road has attractive recycling but would have to make sure contamination rate stays under 12%. Did do competitive comparison. Have seen a lot of concessions through providers
Yagaloff - would have loved to get rid of CRRA because of some of the issues but the pricing is one sided as far as the waste. Can we get comparison. Matt - you have places like Enfield, Somers and Manchester who are going to three year contracts. Prices could go up Other issue is technology changes so do not like the idea of locking into 15 years. will save 30,000 - our recycling is very good. CRRA Board has changed a little bit but being locked into 15 years could crate some problems. Murphy as far as contamination - not concerned - even paying the higher price on three year contract would be ahead 30,000 Yagaloff - Murphy recycling and CRRA trash? Matt - yes Jennifer - that would be your best bet Yagaloff - Matt - we would be paying 70,000 more if went with just Murphy. CRRA is not a fixed price on recycling. Yagaloff - time frame Matt - have to get to October 1st to CRRA Jennifer- have Yagaloff - CRRA has not been good to us in the past Matt - Jennifer - even though Murhpy road pricing is fixed -, the infrastrucutre for the recycdling is not fixed.
F. Opening the Town Charter (requested by Councillor Prague)
Prague - Opening the Town charter is not good idea unless safety of town and would cost a lot of money. Do not want to go ahead because there are not protection but may be done this fall.
Anwar - in Augst update there is reference on opening of Town charter - Charter does not allow businesses coming to town - if open charter have to fix language. Hiring preference

Jeff Doolittle - every few years CRCOG has applications for grant - 18M in federally funded projects. 2.5 M can only be funded with grant. Three projects have been submitted. Local roads are not eligible for this grant. Jeff described all three projects that the Town would like to submit for selection.
Pelkey - will probably get only one of three projects if any are selected. Which one of the three - point system Jeff - 110 points - pavement not all categories are applicable so they will be rated on applicable. Our feeling is Buckland Road sidewalk is good project. Avery Street we also feel is a good candidate. There will be much more competitions in this area. CRCOG has received 16 and only 4 will probabaly be selected.
Pelkey - Govenrors Highway - traffic calming into the project put the point you receive higher? Jeff - probably would not help.
Favreau - since we have resolution for Avery Street are we doing this because you feel will receive higher points? Jeff - we are looking to submit three applicatin because we feel if we receive three we may be able to get one.
Bazzano - what is the timing to get approved? Jeff - CRCOG reviews and would probably have recommendation in couple of months. When it gets to the state it slows down. - 4 to 6 to 8 years would prbably happen. Sidewalk hoping to get 1 to 3 years Bazzano - do we put these probjects out to bid? yes - (one of them) coule go either way. Road reconstruction project - Town pays for 10%, State pays 10% and grant pays 80%
McCann - two considerations when applying to state grants. are there strings attached and would not apply for any grant just because there is a grant. projects have to be ones that the town wants done and has been on our schedule for completion at some point. not familiar with one project.
Jeff - the strings - for payment and sidewalk - town is responsible for design costs, bidding project and inspecting the project. the state would pay the construction or a good portion 80%. McCann - would we be buildng roads to different specifications then normally. Jeff - no there would not be a big difference. Road reconstruction 80% Federal, 10% state, 10% town - would still have to use their standars whidch are similar to ours. As far as road being on our schedule, Avery STreet is on, Govenors Highway is on schedule. We have nt had any sidewalks projects but there has been a lot of interest to continue to center of town. Matt - did have study 4 years ago and looked at entire Buckland Road area - walk instead of drive to use sidwalks. A lot of people in that area would like to see that connection. Strawberry Patch residents do walk down.
Prague - thanks for being proactive on these type of things. good to save taxpayers funds. Read letter from Roy Normen. (attached). Sidewalks should be considered throughout town and especially on Buckland Road. Should be able to connect areas on Buckland Road.
Mayor - after we did Buckland Road there was money left in pool and applied to do sidewalks - this would be a good opportunity to do sidewalks.
B. The Town's Plan of Conservation & Development (Michele Lipe, Town Planner and Consultant to be present)
Michele - PZC is mandated - need a Plan of Conservation and Development. Essentially this is a road map for future development of town. Required to be done by 2014.
Yagaloff - what do you expect to be different looking at 2002 to 2013?
Michele - one of the things you want to do is look over the changes of the demographics, how developed over the last 10 years with economic development. This will also be going out to the community to engage public input.
Yagaloff - totaly cost? Michele 111,0000
Yagaloff - after seeing cost, know needs to get done, but the economy is hard at this time - how does this become document that helps us through economic recovery? Michele - one of th things need to do is look at key area whre can see economic development. Some of the areas where things are planned, need goals and objectives to see different type of ecoomic development. Housing needs may need to be met. Heidi - a lot of plans that we see is stuck in an inventory, where we have been, what we are now, we try to convince Commission to be visionary. What is a future system, how do we want it to redevelop. Public work shops work very well and we design plan to be respectful of the past. Yagaloff - really critical that we have good planning in place. Think it has to be done but woul ask Matt - this will determine what we want to do with Rte 5. What is the market out there and what needs to be changed. Yagaloff - if we can nt just focus on local desires, also bring in state situation and national situation and prime us out of econimic problem.
Favreau - we are seeing right now our community is developing into a walking community. Study like this will help with the development of this town and would like to connect areas.
Anwar - the scope of the work is concerning. questioning the cost of the schedule not the need for the schedule. so not sure of this Heidi - plan includes public input. Not all towns do telephone survey. The public workshops take a lot of work - there are other workshops. written survey is heavily sc - there are other options that can be explored.
Anwar - have looked at other companies - Michele - we did request for qualification. there wre 4 firms interviewed. two firms rose to the top - Back in 2002 it was 100,000 plan back then. Sidewalks are someting that we would like to sede get back into the plan. sets the tone for the future. Anwar - are there opportunitites with this plan Michele - there will be stratgies in the plan
Mayor - often times with these plans helps with getting the federal and state grants. Michele - greenways is another example of helping with grant funds.
Mayor - first and foremost is the safety of the public. Fee inspections should be done for the safety of the public.
Anwar - new business are critical and need incentives to have them come to town so disagree with Councillor prague. Education is required the License shoudl be conditional with the educational. Need to provide service to the businesses. Strongly urge us to look at financial part but need to make sure busineses are educated.
Havens - not much left unsaid - why did it take so long? Lets move forward and do this. Should charge for fees. Restaurants should be charged a fee. Safety of community is important.
Favreau - someone who is a consumer and has worked in the food and beverage industries, inspections are motivators. Food inspections are extremely important and the fees that are being proposed they are quite reasonable. Proposals about hitting the new businesses because that could make the business to decide not to come here. in support of this. The regulations for permits of nail salons would they get educational materials. Schwartz, - we do not have any at this time but are looking for materials - nail salon technicians are not licensed. Will try to educate them.
Prague- if you add up fees it comes to 8 or 9,000 - do agree with respect. if you see license - suggest that work with Executive Director of the Chamber. Am not able to establish fees for restaurants. Glad to see that Sherry was hired and Bob was brought back because need to protect the health of our community. Will not support fees for restaurants. Want to see fee for new establishments. We did not join the district because we do not want to subject our businesses to the fees that the district is charging. Won't support restaurants.
Yagaloff - licensing in these cases would be appropriate. People who are cutting corners will care about the fees. the regulations need to be in place for the establishments. Tattoo parlors need to be inspected. The fees are for the cost of the licensing. Businesses should bare the cost of the inspections. The food inspections do not feel may not be necessary. Support the fees for the barber parlors, the tattoo parlors, the nail salons, etc. do not support the food establishment fees yet. Schwartz - Yagaloff -
Schwartz - people have come to us and said they would be able to pay a fee for a license. Fees are manageable and mean something.
Schwartz - every inspection also educates the (Public) individual who is being inspected.
Anwar - public health is critical. what does the community safety get out of it, and fee's for businesses are equal to more taxes.
