3. Public Participation [Per Town Council Rules, this segment of the meeting shall not exceed thirty (30) minutes unless extended by the Mayor, with the consent of the majority of the Town Council.]
James Throwe, 1330 Main Street, reminise 1965 to 1967 - Town Hall was on Main Street. We felt it was hard to build this Town Hall and Council Chambers. Much harder at this time. Thanked the Council for taking time out of their life for nothing. Congratulated Mayor Pelkey also congratulate Janice Favreau. Thank kyou for your service to the Town and the State of CT.
Robert Benson - West Road, address about problem on West Road that has been there for 10 years and beyond. previously known as the dump road. West Road was a wet area. Homes built all had to have sump pumps. No sewers or water. When fire department was built thought our problem was going to be solved, electricity. no that did not happen but road became short cut from Sullivan Avenue to Rte. 5. Large trucks go on the rural road of West Road. Rural roads are not built to handle large heavy trucks. Then the taxpayers of South Windsor has to pay for these roads. The only ones saving money is thr trucks that save gas by using West Road. Bad corner of 165 was straightened. Electricty poles are missing. the service from Sullivan Avenue has stopped. Rest of West Road gets their electricity from STrong Road, what is the solution for electrical poles? if they are placed our problems are solved. Neighbor talked to CL & P manager about the electricity problems on West Road. I would like to ask Council if citiens of West Road could get help on this matter.
Art U - 482 Main Street, have invested interest in Town but do not get the Journal Inquirer. There is a website and feel the Town could use the website so it woudl help the citizens of South Windsor.
Bob Dickinson - sidewalks - all Council members should be safe place to walk and bike.
Don Gonsalves - I have information from Bill Aman/State. 20,226 State

Yagaloff - could you check website on sewer fees. People are asking whether TC is responsible for setting sewer fees. I explained that TC voted against sewer fees. explained the legal opinion situations. This Council rejected the sewer fees. Did not see anything in minutes and do not know where they are getting htis inforamtion.
Galligan - either the Town Council becomes the WPCA or the WPCA is the WPCA.
Yagaloff - I know TC worked hard that the accurate information goes out to the public.
Galligan - WPCA is the people who will determine and they are the only ones who can set the sewer rate.
Yagaloff - can you make sure the people that the bills comes out of know that they make clear that the TC made clear to reject but they had no say in that.
Galligan - you can reject the sewer budget but that really does not do anything.
5. Town Manager's Report [Per Town Council Rules, this segment of the meeting shall not exceed ten (10) minutes unless extended by the Mayor, with the consent of the majority of the Council.]
Galligan - did get OPM ok to move grant to the Firehouse. We will take a look at that and look at t he numbers. Bloomfield wants 32,000 per month. we were paying over 20,000 to Vernon. There would be a substantial savings to do this in South WIndsor. Will be taking a look at how much it woudl cost to to the renovations. We have been fighting with CL & P for years regarding the electricity for West Road. The cost about 60,000 to loop - CL & P will not do anything about that. . Still working on that. they do not move forward, have meeting Thursday.
Havens - I have had some calls from taxpayers who do business in Sullivan Avenue area and they feel foolish to place a dog facility on Sullivan Avenue. Not everyone is pleased with this. A dog pound does not belong on Sullivan Avenue.
Anwar - want to secnd the same thing. if it is temporary that is another issue but for permanent should look at another site. Think other items should be reviewed. Electricity is critical part of our lives, we need to figure out where this would get resolved. Maybe should figure out a strategy.
Galligan - CL & P is responsible. Town can not take on everyone responsibility. I don't think the State Reps can help. When Irene came in the Town was all set. we set up stragies with CL & P and the day of the storm, CL & P was not around. The Town does the best we can to help with utility companies.
Anwar - Think the Town Manager or Town Council members need to help with this situation.
Galligan - we talk to CL & P all the time. CL & P is not that responsive all of the time.
Delnicki - could you draft resolution of the Council for the next regular meeting emphasizing Tof SW is concerned about the electricity - need Town Garage supplied properly. Council is concerned about this and somehting to utilize to pursue longer. Contact State Senator and Representative Aman. As for the monies transferred to permanent location for dog facility. Like to see the cost analysis.
Galligan - going to send out to Council right a way. You have an obligation to provide homes for dogs, shelter for animals duirng emergency situations also. Homeland security has looked at this.
McCann - sewer fees, council decided two yeas ago to monkey with the fees, that did not make sense to me. we did get opinion of TA to show that the WPCA sets the fees and they reverted to fees prior to last year. This should not have come up and hope TC has learned it lesson. Electricity is matter for CL & P on West Road but that does not mean we can not get involved. Animal control facility. met with animal control officer - building is in good shape and is able to be converted for this type of use. it may not be the ideal use of the property but better than paying funds elsewhere to provide this service. feel this is a viable option.
Prague - MDC Hazrdous Waste - we had tour of animla facility. we need dog facility in sw. don't where it should be located. WE have 1/2 million dollars to do this. Should get cost estimates for a few options. Maybe there are other alternatives to review.

A. Health Care Premiums (requested by Town Manager, Matthew B. Galligan)
Galligan - gave you sheet that came from State of CT. Insurance rates - spoke to someone from EBenefits. We are a self insured program and if you are out of network then you do not get those discounts. have employees plan and compared to ours. there is a deductible - Mr. Galligan reviewed the different plans between the State's plan and the Town's. Public works is not on HSA yet but will be talking to Public Works during negotiations. people hired in mid-stream have to have ppo or hmo and thos eindividuals who have a spouse that is on medicare can not be on the HSA plan. Did try ot have a regional HSA plan but that has not gone through legislature. Town does not pay for health going out the door. The state plan is not less expensive. thre are state plans that are cheaper, but apples to apples the State is not cheaper. Pension is based on base pay not on overtime. Retirement Health Plan, 457, 4.1M - savings
