George Marcotte, 24 Podunk Circle - Animal Shelter - Chief Reed's are well thought out. Very nice plan - Chief Reed is responsible for the safety of the community and if someone of his stature has an issue, that issue should be thought out by the Council. Please give this issue the upmost consideration. Humane Society is important to the Community. Please consider the entire Town and what is good for the entire community.
Katherine Haler, Perris Road - If this plan does not proceed, the Town will be made to build an animal shelter somewhere else for a lot more funds. The plan shelter has been carefully studied. We have an empty building which can be used for something the Town needs. As a taxpayer can not comprehend why there is questions about going forward with this plan. This is a cost effective plan.

6. Items for Discussion
A. Park & Recreation Commission members - Increasing the membership to 10 members (requested by Deputy Mayor Bazzano).
Bazzano - mentioned it a few times to everyone to change Park & Recreation Commission membership to 10 members. Since the election the Park & Recreation has a democratic majority. Would like to make commission an even number of members and you would have 5 democrats and 5 republicans. Commission does a great job and does not worry about politics.
McCann - having served on P & R I did notice first hand that it is apolitical. I do not see any purpose in having a majority on that commission and would support the recommendation to even out the commission members.
Snyder - agree with both Deputy Mayor Bazzano and Councillor McCann - think great idea and is step in the right direction.
Anwar - support this - there are a lot of volunteers tht do a good job and politics somewhat could get into the way. support.
Al Larson - Chair of the Park & Recreation - have been on commission for 10 years and have never had a vote that was not fully discussed and unanimous. Not only do we have cooperation amongst ourselves but we have no political problems.
Havens - Think gracious of majority to suggest that and think it is a great idea. Way we should be moving to make it non-political. Make decision on what is right. Applaud you and support it.
Mayor - item RR will be setting public hearing to go forward with this issue. It is a step in the right direction to take some of the partisan politics out of some items. Steps in the right direction
B. Noise Ordinance - Lawn Mowing (requested by Councillor Prauge)
Prague - we have two golf courses in town and they are in viiolation of the noise ordiance when the begin business at 6 a.m. when the are mowing the courses. I think we need to develop ordinance or amend the ordinance that amends the lawn mowing. We should not exempt anything else just the lawn mowing. We do not want residents - would like language drafted to exempt golf courses from this early start of mowing the course.
Havens - only comment is how does the golf course feel about this and when do they start cutting? Prague - about 5:00 or 5:30 am - they need to be ahead of golfers - They have requested of me to do this. Havens - who Prague - Topstone Havens - if they Prague - if they don't cut is they will have to start it later. Havens - they have asked you to proposed an ordinance and they still want to cut the grass Prague - the golf greens have to be cut early in the morning. They have been cutting it at 5:45 am and they noticed that our ordinance prohibits them from cutting before 9am so they want to amend the ordiancne.
McCann - took look at the ordinance and in general our noise ordinance is based on the amount of noise made from one area to someone elses property. Lawn mowing was cut out of this. Golf Courses need to cut in the morning. Would rather see people cut lawns early or late so as not to disturb neighbors.
Anwar - did not get the study done on this. Prague - have asked them to do that Anwar - sound less than a car Prague - according to their initial test, the sound from the green to certain neighbors. I have asked them to do a study. Truck registered louder than the mowing near the neighbors. There are other things that are louder than the lawn mowing. Anwar - what time does the train go by? Prague - about 7:15 Anwar - if we were to say yes, we would expect those lawn mowers to begin at 5:45 am prague - they are pretty quiet.
Yagaloff - I can see this is going to be very simple or very difficult. If industrial mowers go out and they are quiet then it is simple. Maybe we should do a demo to see if neighbors complain. I hate it in the afternoon or morning when someone is mowing early or late. I think it is going to be okay to exempt if the mowers are quiet. Perhaps we could run a demo that this is going to happen and see if someone has trouble with this.
Prague - Topstone has been operating for 10 years and Willowbrook 7 years and have not had any complaints.
Delnicki - would like documentation on this issue because do have noise ordinance - should use noise meter.
Reed - Prague is correct, we have not had any complaints about noise. One complaint is they were not abidding by the rules. Noise Odinance variance was issued and never received another complaint. My point is we have not had a complaint. The ordinance reads as follows - Another question was asked why lawn mowers, etc were carved out. - ordinance does not do anything from residential to residential jus thte lawn care. The rest of the ordinance deals with commercial to comercial, commercial to residential, industrial to residential, etc.
McCann - any study that is done with lawn mowers - study should include how long it takes to mow in certain areas.
Anwar - I think there are some parts of the golf course that are closer to residential. McCann - the early mowing is near the road because those are the holes you start with Anwar - then may have angry neighbors.
